    The Friedrich Naumann Foundation for Freedom (FNF) isGermanys liberal foundation. At home and in 60 countriesaround the globe, FNF and its partners promote freedom,liberalism, democracy, human rights, pluralism, tolerance,market-based economies and rule of law.

    FNF has close ties to Germanys liberal Free DemocraticParty (FDP). We were founded in 1958 by Germanys firstPresident Theodor Heuss and have been working in Asia

    since 1979. FNF is publicly funded. Our head office is inPotsdam, Germany.

    FNF briefs decision makers in Berlin and publishesreports. We facilitate dialogue, organize conferences andinvite young people from Asia and other regions to attendseminars in Germany.

    Liberalism emphasizes the freedom of the individual. Individual freedom,responsibilities, rights and duties are theprerequisites for a free and open society.Some governments say a collectiveapproach is needed to maintain socialcoherence. In fact, this is an excuse to curbfreedom and to maintain power. Liberalsbelieve that individual freedom benefitssociety. We see four pillars of society:political freedom, human rights, economicfreedom and the rule of law.

    Democracy is the rule of the people, ourrule. Free and fair elections, freedom of expression and the protection of humanrights are essential. Respected, democraticparties are pillars of liberal democracy. InSoutheast and East Asia, FNF works withmore than a dozen liberal parties, manyNGOs and some media-organisations.     Human Rights - Freedom - Rule of LawHuman rights, civil liberties and the

    rule of law must be upheld. FNF promotesrespect for human rights. We supportthe Working Group for an ASEAN HumanRights Mechanism, a regional coalitionof NGOs, parliamentary human rightscommittees and individual activists. FNFalso supports national Working Groups

    on Human Rights, such as the one inPhnom Penh which aims to establishan Independent National Human RightsCommission in Cambodia.

    Our civil society partners in Southeastand East Asia - a few are mentionedhere - share FNFs liberal vision. Someof our NGO-Partners work on humanrights issues, others promote democracy,freedom of expression or the rights of women in Islam.

    Economic freedom - the freedom to enterand compete in markets and the protection of property rights - is the best recipe for fightingpoverty and gaining prosperity. Globalizationposes more opportunities than challenges.Market-based economies propel growth.

    In 1998, FNF initiated the EconomicFreedom Network Asia (EFN), a network of

    research institutes, practitioners, think-tanksand individuals. EFN provides a platform foracademic exchange and encourages debateon the merits of economic freedom.

    We believe in competition and the limitationof state intervention in market processes.EFN values voluntary exchange, free marketaccess and the rule of law. The network has30 members. In cooperation with the FraserInstitute we present the Economic Freedomof the World Report at an annual conferencein Asia. The report proves the correlation

    between economic freedom and humandevelopment.

    AsiaFNFs Freedom Barometer Asia comparesand ranks political freedom, rule of lawand economic freedom in 16 countries inSoutheast and East Asia. We look at theextent to which elections are free andfair and the independence of the courtsystem. The protection of human rights,

    property rights, the absence of corruption,press freedom and several other factorscontribute to our ranking.

    Muslim Youth

    SurveyFNF and Goethe Institute, in co-operationwith Malaysias Merdeka Center andIndonesias Lembaga Survei Indonesia,surveyed 2,500 young (15-25 yrs.)Muslims in Malaysia and Indonesia. Weasked their opinions on politics, religion,family, career and society. The results

    were launched at events in Jakarta, KualaLumpur and Berlin.

    Liberal International

    CongressFNF co-organised the 57th Congressof the Liberal International - the worldfederation of liberal and progressivedemocratic political parties. In June 2011more than 250 delegates debated issuesrelated to the central theme "HumanRights and Trade" in Manila, Philippines.

    It was Asias biggest gathering of liberalparties to date.

    FNF works in 14 countriesin Southeast and East Asia.We have offices in Thailand,

    Vietnam, Indonesia, South Koreaand the Philippines plus localstaff in Cambodia and Myanmar.We follow affairs in North Koreaclosely, visit frequently and meetdecision makers. FNF used tohave an office in China, we hopeto reopen it. In the meantime,we stay in touch with Chinesethink-tanks and economists. Wetravel to Malaysia every monthand work with several partners.In Japan, Mongolia, Taiwan,Hong Kong and Singapore wecooperate with liberal politicalparties and support regionalnetworking.
