    BIFM T he financial situation over the past couple of years has been unprecedented in our lifetime and looking towards next year, the situation looks to be equally uncertain. This has provided many challenges for our profession and industry, but it has been inspiring to

    see many treat this as an opportunity. During this period, our members have rightly looked to gain maximum

    benefit from their membership. A recent survey of members tells us that our publications remain high on that list of benefits.     FM World jobsiteThe facilities management jobs board is the online recruitment site for FM World. Here, jobseekers can search the latest vacancies for facilities professionals, including private sector facilities management roles and public sector facilities posts for jobs such as facilities managers and directors, contract managers and operations managers. The mobile version of the site allows readers to visit the jobs via iPhone, Blackberry and other mobile phones enabling jobseekers to apply for roles on the move.

    SupplementsAs well as the regular fortnightly magazine, FM World also publishes one-off supplements that go into greater depth on key topics affecting the BIFM membership.

    Guide to careers in FMEach year, FM World produces a guide to careers in facilities management. The guide, available in print and online, is targeted at two audiences anyone considering a move into FM from another job and young students looking at FM as a possible career. The guide features profiles of BIFM members and other individuals to give prospective FMs the opportunity of assessing all aspects of the facilities trade.

    EventsFM World also runs roundtable events, at which individuals from across the sector are brought together to discuss hot topics. These are recorded and made available to view as videos via the FM World website, as well as being published in the magazine.

    Video The FM World team is increasingly involved in producing video content to augment its existing reporting activity. Interviews were conducted with various winners of last years BIFM Awards and next years ThinkFM conference will also be recorded. As 2012 progresses, more of FM Worlds case studies will include video elements.

    Alongside our comprehensive range of over 40 FM courses including accredited programmes and formal qualifications, were also on hand with our learning and development services,

    with customised in-house solutions tailored to meet your organisations individual needs. Over the past year, weve introduced a whole host of new initiatives and services helping us to deliver an even better range of options for your personal and professional development.

    Last spring we introduced our first e-learning programme Getting Started in FM, which has been adopted by a number of major companies within the UK as well as FM professionals in Europe, Africa and the Middle East. Throughout 2012, we plan to introduce a range of one-hour pick n mix modules and our next group will focus on health and safety. Were also scoping further e-modules to support our qualifications packages.

    Weve re-launched the BIFM Executive Programme, designed for facilities professionals working at or aspiring to senior positions involving strategy and direction. The first session last November was an immediate sell-out and from June 2012 well be rolling out six more new and up-to-the-minute briefings. You may also have noticed the return of our conference programme which, this year includes sessions on managing building services and flexible homeworking.

    Were exceptionally proud of our CPD courses. Many have long been accredited and formally recognised by other institutes and awarding bodies, some leading to formal qualifications. Our programmes are also recognised by a number of funding schemes, including Asset Skills, Scotland Women and Work Project, ReACT funding from the Welsh Assembly, Job Centre Plus and the

    Enhanced Learning Credits Scheme (ELCAS) for armed forces service leavers. Those of you based in Scotland and further up north will be pleased to see the return of our foundation and intermediate programmes in Edinburgh, also this year.

    Our foothold in the qualifications market continues to grow too, and the attainment of a formal qualification in addition to CPD training remains popular. We offer formal qualifications in specialist areas such as health and safety and leadership and management, in addition to dedicated FM qualifications that provide a recognised pathway throughout your facilities management career.

    Were pleased that professionals in the UK market are riding out the storm and have remained committed to learning and development. Theres a general consensus, however, of a growing FM skills shortage and that one of the biggest contributory factors is a low proportion of employees aged 16 to 24. Consequently, were exploring the apprenticeship landscape and how we may support employers through training. Were also looking to grow our engagement with the FM supply side through specific e-learning and qualification packages.

    Were also seeing FM develop in a number of other markets. Over the past year, weve delivered programmes in the Middle East, Africa and Eastern Europe. Throughout 2012 we will continue to expand the training options for these markets.

    1 January 2012Changes to VAT on salary-sacrifi ce arrangements come into force.For salary-sacrifi ce agreements made on or after 28 July 2011, output tax is due on the amount of the employees salary waived in return for taxable benefi ts. For salary-sacrifi ce agreements made before 28 July 2011 and continuing after 31 December 2011, output tax is due only on the occurrence of a specifi ed event.     15 January 2012Localism Act 2011 comes into forceThe Localism Act contains a wide range of measures to devolve more powers to councils and neighbourhoods and give local communities greater control over local decisions like housing and planning. The Act prescribes that local authorities must prepare a pay policy statement for the fi nancial year 2012/13 and subsequent fi nancial years. The pay policy statement should set out the authoritys policies relating to the remuneration of its chief offi cers, the remuneration of its lowest-paid employees, and the relationship between the remuneration of its chief offi cers and the remuneration of its employees who are not chief offi cers.     April 2012Changes to income tax The income tax personal allowance increases by 630, bringing it to 8,105. The threshold at which employees pay the higher income tax rate of 40 per cent is reduced by 2,400 to 35,000. The basic rate limit decreases to 34,370. Visit the HM Treasury website for details.

    6 April 2012Contracting out of state additional pension abolishedThe Pensions Act 2007 and the Pensions Act 2008 abolish contracting out of the state additional pension on a defi ned-contribution basis for occupational, personal and stakeholder pension schemes and the rules governing contracted-out rights in schemes.

    6 April 2012Qualifying period for unfair dismissal increases The qualifying period of employment for employees to bring a claim of unfair dismissal will increase from one year to two years.

    6 April 2012Changes to tribunal procedure come into forceThe maximum amount of a deposit order, which a tribunal can order a party to pay as a condition to continuing with tribunal proceedings, increases from 500 to 1,000. The maximum amount of a costs order, which a tribunal may award in favour of a legally represented party, increases from 10,000 to 20,000. Other changes are made to employment tribunal procedure, including changes to witness statements, which are no longer read aloud, and are instead taken as read, unless the tribunal directs otherwise. Tribunals have the power to direct that the parties to a dispute are responsible for paying witnesses expenses and that the party who loses the case should reimburse the successful party for any such costs already paid out. Employment judges will hear unfair dismissal cases alone in the employment tribunal, unless they direct otherwise, and judges will hear all cases alone in the Employment Appeal Tribunal, unless they direct otherwise. The changes were announced in the Governments response (on the BIS website).

    1 September 2012Employers Duties (Implementation) Regulations 2010 come into forceThe Regulations set out the details of how employers duties under the National Employment Savings Trust pension scheme, which requires employers automatically to enrol staff into a pension scheme and pay a minimum contribution, will be staged in over time. The regulations can be viewed on the UK legislation website.

    October 2012Pensions auto-enrolmentFrom this date, certain employers must automatically enrol all eligible employees not already participating in a workplace pension scheme into the employers pension scheme or the National Employment Savings Trust pension scheme. The date of implementation depends on the number of employees in a business and PAYE codes.

    TupeGold-plated transfer of undertakings rules under reviewTransfer of Undertakings (Protection of Employment) Regulations 2006In May 2011, the government announced that it was extending its review of employment law to cover Tupe, the legislation that protects employees when the business in which they work is transferred to a new owner. It noted that some business groups believe that the rules are overly bureaucratic and gold-plated in other words, extending beyond the requirements of EU law.One example of gold plating concerns the service provision change rules, inserted into the regulations in 2006 by the previous Labour administration. Those reforms extended the application of Tupe to outsourcing scenarios and change-overs in service provider, even where they do not constitute a transfer of undertaking as defi ned by EU law.

    Working timeChanges to rules on annual leave and sickness absenceWorking Time Regulations 1998 (proposed amendments)In May 2011, the government published plans to amend the Working Time Regulations in order to resolve uncertainty following a series of problematic European and UK judgements on the rights of workers who are unable to take holiday due to sickness. In essence, the government is proposing that annual leave can be carried over to the next leave year in circumstances where leave cannot be taken at the scheduled time due to sickness or where the employee is sick during scheduled annual leave.
