FSA Concordant and Comparative Scores• Currently, students who need to satisfy their graduation requirement for the Grade 10 FSA ELA or the FSA Algebra 1 EOC Assessment are eligible to use the following concordant and comparative scores:

• Grade 10 FSA ELA students may use the FCAT 2.0 Reading passing score on either the ACT or SAT.

• FSA Algebra 1 EOC students may use the NGSSS Algebra 1 EOC passing score on PERT.

• Per s. 1008.22(8), F.S., these concordant and comparative scores will remain in effect until such time as new scores       are adopted.

FSA Concordant/Comparative Scores (cont.)• Specifically, this alignment study will help determine new concordant ACT and SAT scores for the FSA Grade 10 ELA and a new comparative PERT score for the FSA Algebra 1 EOC.

• The study will also consider whether it would be appropriate to use the PERT and PSAT/NMSQT to satisfy the Grade 10 ELA graduation requirement, and whether it would be appropriate to use the PSAT/NMSQT to satisfy the FSA Algebra 1 EOC graduation requirement.

• Once new concordant and comparative scores have been adopted, they will apply to all students who have the respective FSA assessments as part of their graduation requirements.

FSA Concordant/Comparative Scores (cont.)

• The tentative timeline for the alignment study is as follows:

• Alignment study–January 2017 • Concordant and comparative score recommendations made to the State Board of Education for approval in spring/summer 2017

• New concordant and comparative scores would  become effective beginning with fall 2017 FSA tests.

Potential Assessment Options Under ESSA• Section 1111(b)(2)(H) of ESSA provides flexibility for a state to possibly approve a school district to administer, in lieu of the statewide high school assessment, a “locally selected,” “nationally recognized” high school academic assessment that has been approved for use by the state.

• If approved by the state for one district, the state would approve the use of the assessment by any other district that requests to use the assessment. All districts would  still apply and comply with the provisions of parental notification, etc.

Potential Assessment Options Under ESSA (cont.)• If a state chooses to allow a district to select a nationally recognized high school assessment, it must establish technical criteria to approve such an assessment. 

• At a minimum, ESSA requires that the criteria must enable the state to determine that the assessment:

• is aligned to and addresses the breadth and depth of the state’s content standards;

• is equivalent in its content coverage, difficulty, and quality to the statewide assessments; and

• provides comparable, valid, and reliable data on student achievement as compared to the statewide assessments for all students and for each subgroup of students.

Potential Assessment Options Under ESSA (cont.)• In addition, the assessment must:

• provide accommodations that permit students with disabilities and English learners the opportunity to participate in the assessment and comparable benefits (valid college score reporting);

• meet the criteria for technical quality that all statewide assessments must meet (i.e., USDOE peer review); and

• provide unbiased, rational, and consistent differentiation among schools within the state’s accountability system.

Potential Assessment Options Under ESSA (cont.)• Section 200.3(b)(1)(v) clarifies that comparability between a locally selected, nationally recognized high school academic assessment and the statewide assessment is expected at each academic achievement level.

• Section 200.3(b)(3) explicitly permits the state to disapprove a district’s request to administer a locally selected, nationally recognized high school academic assessment if the request does not meet the state’s approval criteria, and the state may revoke approval “for good cause.”

Potential Assessment Options Under ESSA (cont.)• Florida may or may not elect to pursue this option, pending legislative action in upcoming session(s).

• This year’s session is March 7 through May 5.• Any bill would need to be approved by both the House and Senate, and then must be signed by the Governor.

• Laws become effective after signature but may have implementation dates in the future.

FSA ELA Grade 10 Fall Retakes

• This school year, fall retakes began in October, as was the case last year.

• Also like last year, results were reported mid‐January.

• This coming fall, all retakes (FSA and NGSSS) will take place in September in order to report sooner.

NGSSS Retake Phase Out

• By State Board of Education Rule, the final administration of the NGSSS Algebra 1 EOC Retake will be summer 2017. FSA Algebra 1 EOCs will continue to be provided four times annually.

• Also in State Board Rule, the final administration of the FCAT 2.0 Reading Retake will be spring 2018. FSA ELA Grade 10 Retakes, which must include a writing component, will continue to be administered each fall and spring.

Spring 2017 Testing and Reporting – Key FSA Dates

• FSA Writing – February 27 – March 10 (incl. Retakes)• FSA ELA Grade 3 – March 27‐31• FSA ELA Grade 10 Reading Component – March 27‐April 7• All other FSA grade‐level tests – April 10 – May 5• FSA EOCs – April 17 – May 5• All results due to be released on or before the week of June 8th

Spring 2017 Testing and Reporting – Key NGSSS Dates

• FCAT 2.0 Reading Retake and NGSSS Algebra 1 Retake –March 27‐April 7

• Grades 5 and 8 Science – May 1‐5• Biology 1, Civics, and US History – April 17‐May 19• All results due to be released on or before the week of June 8th

• Paper reports due in districts at the end of June/ early July

Testing Modes• Grades 4‐7 Writing, Grade 3 ELA, and Grades 5 and 8 Science are the only tests that will be completely paper based this spring.

• All other ELA, Mathematics, Science and Social Studies assessments are computer based, except for those students whose IEP/504 plan specifically calls for a paper‐based accommodation.

• Grade 3 ELA will be computer based in spring 2018.• This summer, a determination will be made whether to transition any of the Grades 4‐7 Writing online for 2018.

Testing Modes ‐ 2017

• FSAA will be administered on paper for students, with responses input into an online system by the test administrator or designee.

• ACCESS for ELLs 2.0 will be a paper‐based assessment.

• This summer, a determination will be made whether to transition any of these assessments  online for students in 2018.
