Florida Population: Census Summary 2010

Florida continues to be one of the most rapidlygrowing states in the nation.According to the 2010Census,Florida’spopulationwas18,801,310onApril1,2010,anincreaseof2,818,486sinceApril1,2000.The2000-2010periodwas the fourthconsecutivedecadeinwhichtheFloridapopulationgrewbymorethan2.8millionresidents.Florida’snumericpopulationincreaseduringthepastdecadewasthethirdlargestofanystate,trailingonlyTexasandCalifornia.Itspercentincrease(17.6%)wastheeighthlargestinthenation.State and regional trends

The 2010 Census confirmed the continuingpopulation shift from the Midwest and Northeast totheSouthandWestregionsoftheUnitedStates.TheU.S.populationwas308,745,538onApril1,2010,anincreaseof27.3million(9.7%)since2000.MostofthisincreaseoccurredintheSouthandWest.TheSouthgrewby14.3million(14.3%)andtheWestby8.7million(13.8%),whiletheMidwestgrewby2.5million(3.9%)andNortheastbyonly1.7million(3.2%).TheSouthremainsthemostpopulousregionofthecountry,with114,555,744residents in2010, followedby theWestwith71,945,553,theMidwestwith66,927,001,andtheNortheastwith55,317,240.

Texashadthelargestnumericpopulationincreaseofanystatebetween2000and2010,growingbynearly4.3millionresidents.CaliforniaandFloridaalsohadlargeincreasesof3.4millionand2.8million,respectively.Fivestatesgrewbymorethan20%duringthedecade:Nevada(35.1%),Arizona(24.6%),Utah(23.8%),Idaho(21.1%), and Texas (20.6%). Of the fifteen states with thehighestgrowthrates,ninewereintheWestandsixintheSouth.AllsixofthestatesthatincreasedbymorethanonemillionresidentswerelocatedintheSouthandWest.Attheotherendofthespectrum,MichiganlostpopulationduringthedecadewhileRhodeIslandgainedonly4,248residentsandtheDistrictofColumbiaandVermontgainedlessthan30,000each.

County trends

Every county in Florida experienced an increaseinpopulationbetween2000and2010exceptMonroe

and Pinellas, which declined by 6,499 and 4,953,respectively.Twenty-fourofthestate’s67countiesgrewbymorethan20%and52grewbymorethanthenationalgrowthrateof9.7%.Fourcountiesgrewbymorethan50%(Flagler,Sumter,Osceola,andSt.Johns),whileanothereightgrewby30-50%(St.Lucie,Lake,Lee,Walton,Clay,Pasco,Wakulla,andHernando).Theserapidlygrowingcountiesarefoundthroughoutthestate,onbothcoastsandintheinterior.Onlysixcountiesgrewbylessthan5%since2000:Hardee,Gadsden,Madison,Escambia, Monroe, and Pinellas.These counties arealsoscatteredthroughoutthestate,fromthePanhandletotheKeys.

Intermsofnumericpopulationgrowth,thelargestincreases occurred in counties located in central andsouth Florida. Orange, Miami-Dade, Hillsborough,PalmBeach,andLeeeachgrewbymorethan150,000residents during the decade. Three other counties(Broward,Pasco,andPolk)grewbymorethan100,000.Morethanhalfofthestate’spopulationgrowthoccurredin these eight counties. In contrast, thirty countieshadchangesof less than10,000 residentsduring thedecade;mostoftheseareinnorthcentralFloridaandthePanhandle.

City trends

Floridaisahighlyurbanizedstate.Morethan94%ofFlorida’spopulationlivedinmetropolitanareasin2010,andmanyotherslivedinsmallandmediumsizedtownsinnon-metropolitancounties.OnlyasmallfractionofFlorida’s population may be truly classified as rural.

Florida’spopulationgrowthfrom2000to2010wasslightly faster in incorporated than inunincorporatedplaces.Thepopulationsofincorporatedcitiesandtownsgrew by 1,549,245 (19.6%), while the populationsof unincorporated areas grew by 1,269,241 (15.7%).Approximately 55% of Florida’s residents currentlyliveinincorporatedcitiesandtowns,comparedtojustunder50%in2000.

Cities and towns show much more variation inpopulationgrowthratesthancountiesdo.Ofthe411

incorporatedplacesinFlorida,16morethandoubledinsizebetween2000and2010;24grewby50-100%;63grewby25-50%;165grewbylessthan25%;fourhad no population change; and 130 lost population.Ninenewcitiesandtownswereestablishedduringthedecade and one (Cedar Grove) lost its official status as anincorporatedplace. Cities and towns also vary a great deal in termsofpopulationsize,rangingfromtenresidentsinLakeBuena Vista to 821,784 in Jacksonville. Eighteenincorporatedplaceshadmorethan100,000residentsin2010;33had50,000-100,000;111had10,000-49,999;105had2,500-9,999;60had1,000-2,499;and84hadless than1,000.Althoughlargecitiesaccountfor themajorityofthepopulationlivinginincorporatedplacesin Florida, small towns account for the majority ofsuchplaces.

Components of growth

There are only four components of populationgrowth:births,deaths,in-migration,andout-migration.Birthsandin-migrationraisethesizeofapopulation,whereasdeathsandout-migrationlowerit.Theoverallgrowth(ordecline)ofthepopulationofagivenareaisthusdeterminedbythenumbersofbirths,deaths,in-migrants,andout-migrants.

Florida had more than 2.2 million births andalmost1.7milliondeathsbetween2000and2010.Thedifferencebetweenbirthsanddeathsiscalled“naturalincrease.” During the past decade, natural increasewas 518,766 and accounted for 18.4% of Florida’stotalpopulationgrowth.Theremainderof thestate’sgrowthwascausedbynetmigration (i.e., theexcessofin-migrantsoverout-migrants).NetmigrationintoFloridawasalmost2.3millionbetween2000and2010,accountingfor81.6%ofthestate’sgrowth.Thisstandsinsharpcontrasttotheexperienceinmanystates,wherenetmigrationissmallorevennegative.

Componentsofgrowthvaryagreatdealfromcountyto county. Net migration was positive in all but sixcountiesduringthepastdecade(Escambia,Gadsden,Hardee,Hendry,Monroe,andOkaloosa)andwasgreaterthan 100,000 in five counties: Palm Beach (175,540), Lee (170,373), Orange (159,613), Hillsborough(156,958), and Pasco (127,901). Net migration wasbetween10,000and99,999in31countiesandpositivebutlessthan10,000in25counties.

Natural increase also varied substantially fromcountytocounty,rangingfrom145,082inMiami-Dadeto -26,888 in Pinellas. Forty-five counties had positive naturalincrease(i.e.,morebirthsthandeaths)while22had negative natural increase (i.e., more deaths thanbirths). Counties with negative natural increase tendtohaverelativelylargeproportionsofolderresidents;consequently,theyhaverelativelyhighdeathratesandlowbirthrates.

Populationgrowth(ordecline)canalsobecausedby changes in geographic boundaries.AlthoughboundariesforFloridaanditscountieshavenotchangedsignificantly since 1930, boundaries for many cities, towns,andunincorporatedareashavechangedbecauseof annexations, de-annexations, new incorporations,andthedissolutionofpreviouslyincorporatedplaces.For this reason, some of the changes in populationsize observed for cities, towns, and unincorporatedareasbetween2000and2010werecausedbyshiftsingeographicboundariesratherthanbynaturalincreaseandnetmigration.

Summary of contents

Table1ofthisreportshowsthepopulationsofeachcounty and incorporated city in Florida in 2000 and2010,alongwithnumericandpercentchangesduringthedecade.Table2showsthepopulationofthenation,eachstate(includingtheDistrictofColumbia),andthefourgeographicregions.Table3showsthecomponentsofgrowth(births,deaths,andnetmigration)foreachcountyand the statebetween2000and2010.Tables4-6showpopulationsin1980,1990,2000,and2010and decade growth rates for counties, MetropolitanStatisticalAreas, and planning districts, respectively.Figures1and2aremapsshowingnumericandpercentchanges in total population for each county between2000and2010.

Table 7 shows county populations ranked bypopulationsizein2010andeachcounty’sshareofthestatepopulationin1980,1990,2000,and2010.Tables8 and 9 show counties ranked according to numericandpercentchanges in totalpopulationbetween2000and2010.Thenextthreetablesshowthetop100citiesinFloridaranked by 2010 population size (Table 10), numericincreasebetween2000and2010(Table11),andpercentincreasebetween2000and2010(Table12).

Table13 shows the2010populationby raceandHispanicoriginforthestateandeachcounty.Figures3and4aremapsshowingtheHispanicandAfrican-Americanpopulations,respectively,asapercentoftotalpopulation for eachcounty.Table14 showscountiesrankedbypopulationdensity(personspersquaremile)in1990,2000,and2010.Figure5isamapshowingthepopulationdensityofeachcountyin2010.

TheappendixprovidesanalphabeticallistofeachincorporatedcityandtowninFloridaandthecountyinwhicheachislocated.

A note about the data

Mostofthedatashowninthisreportwerederivedfrompopulationcountsconductedevery10yearsbytheU.S.CensusBureau.ThedecennialcensusisthemostcomprehensiveandaccuratesourceofpopulationdataintheUnitedStatesandisusedbypublicandprivatesectordecisionmakersforawidevarietyofpurposes(e.g.,budgeting,planning,sitelocation,marketing,andrevenuesharing).However,thecensusisnoterror-free.Errorscanbecausedbymissedhouseholds,refusaltorespond,recordingerrors,samplingerrors,geographicassignment errors, duplication errors, coding anddata-processingerrors,andtheincorrectimputationofmissingdata.Censuserrorsoftenbalanceeachotherout,especiallyathigherlevelsofgeography.

Theaccuracyofcensuscountshasimprovedovertheyears.Thenetnationalundercountwasestimatedas5.4% in 1940, the first year formal undercount estimates werecalculated.Thenetundercountdeclinedto4.1%in1950,3.1%in1960,2.7%in1970,and1.2%in1980;roseto1.7%in1990;anddeclinedto0.1%in2000.InFlorida,thenetundercountwasestimatedas1.2%in2000,downfrom2.0%in1990.Estimatesof thenetundercountin2010arenotyetavailable.

Errorsintotalpopulationcountsaresmallinmostcitiesandcounties,butaresometimesquitelarge.Forexample, the 2000 Census initially counted 11,057residentsinFranklinCountyand13,332inGulfCounty.However,itwassubsequentlydiscoveredthataprisonlocated in Gulf County was mistakenly counted inFranklin County.When this error was corrected, itreduced Franklin County’s population to 9,829 and

raisedGulfCounty’spopulation to14,560.Althougherrorsofthismagnitudeareinfrequent,smallererrorsoccur frequently.The numbers for 1980, 1990, and2000shown in this report incorporateallpost-censalcorrectionsissuedbytheCensusBureau;consequently,somenumbersdifferfromthosepublishedpreviously.

The2010Censusdata shown in this reportwerebased on the redistricting data released by the U.S.Census Bureau during the spring of 2011 (P.L. 94-171). They have not been adjusted to account forundercount(orovercount).Inaddition,theyhavenotyet incorporated the results of the post-censal countresolution program. Some of these numbers will becorrectedduringthecomingmonthsandyears,butmostofthesecorrectionswillbefairlysmall.

The population data shown in this report refersolely to permanent residents.According to CensusBureauguidelines,apersoniscountedasaninhabitantof his or her usual place of residence, or the placewhere thatperson lives and sleepsmostof the time.TemporaryresidentssuchastouristsandsnowbirdsarethusexcludedfromtheFloridadata,beingcountedasresidentsofotherstatesorcountries.IftheyresideinFloridaonapermanentbasis,however,personsfromforeign countries (except those representing foreigngovernments)arecountedasFloridaresidentsregardlessoftheirlegalstatus.Collegestudents,militarypersonnel,andinmatesinpenalinstitutionsarecountedasresidentsof the cities and counties where they live while incollege,themilitary,orprison,notasresidentsoftheir“hometowns.”

The data on births and deaths in Florida and itscounties were provided by the Florida Departmentof Health, Office of Vital Statistics. The Bureau of Economic and Business Research at the Universityof Florida developed estimates of net migration bysubtracting natural increase from total populationchangeduringthedecade.AlltheotherdatashowninthisreportwereprovidedbytheU.S.CensusBureau.
