1. Background
• Flood has a significant impact on people and economic, Cambodia is a relatively high economic risk from flood
• Climate change, deforestation, and poorly plan of development activities contribute to the damage caused by the annual flood of the Lower Mekong Basin.
• Lives are lost; crops destroyed; and livelihoods are often irreparably affected
• Urban vulnerabilities are accumulating and
• Rural vulnerability is increasing

2. Interventions and Achievements (Con ’t)
Provincial and district level
Because of flood management capacity building package provided to
Disaster Management Committee at sub-national level and advocate with
them through consultations and workshops:
• Flood Risk Reduction Planning are integrated into provincial and district development plans in some target provinces which more focus on the trend of changing climate condition.
• Flood Disaster Response (contingency) plans: flood scenario analyze has been conducted to develop flood disaster response plans in some target provinces.

Community level (village & commune)• Flood Risk Management Capacity Building: Based on
participatory vulnerability, capacity and risk assessment conducted by disaster management committee at commune levels informed the village and community level to develop flood reduction action plans and integrate in the local development planning process.
• Public awareness: The public awareness on flood risk reduction have been increased through disseminate of IEC materials such as flood safety poster, flood information kits for teachers and schools, drama and radio spot on flood risk reduction to the target communes.

Community level (village & commune)
• School flood safety program: With the mobilization of relevant local stakeholders, enhancing their understanding and acceptance of flood risk reduction through orientation workshops, ToT, the development of simple and appropriate methodologies and tools to aid teachers in communicating flood risk reduction to school children. The school based flood safety campaigns have been conducted at target schools to increase awareness and create culture of school safety to children and teachers
• Pilot Flood Early Warning System: Many civil society organizations are piloting Flood Early Warning System

Structural measures • Community Safe Areas with water points &
latrines• Raised Family Safe Areas• Raised Water points• Household water filters• House strengthening• Community evacuation boats• Household evacuation & livelihood boats• Rehabilitation of drainage channels• Culverts• Flood control: raised bunds along river
banks• Evacuation routes
Non-structural measures • Flood early warning systems• Flood evacuation planning• Search & rescue teams• Hygiene awareness for flood conditions• Livestock care for flood conditions• Livelihood enhancement (fishing gear …)• Livelihood diversification• Promotion of fast growing fodder crops• Community social security measures (rice
banks, cow banks, self-help groups)• Disaster proofing agricultural practices:

1. Materials and documents about climate change adaptation and initiative are still highly insufficient in the country
2. Enhancing the capacity of women and children focal points at the commune levels can ensure sustainability of flood risk reduction initiatives and increase the potential replications of such practices in areas with similar problems.
3. Synergy and harmonization of DRM and Climate Change Adaptation.
3. Lesson learnt
![Page 19: Flood risk reduction adpc - cambodia](https://reader033.fdocuments.net/reader033/viewer/2022061121/546e4d51b4af9fb4268b45bf/html5/thumbnails/19.jpg)

1. DRM institutions are in place in all levels, national, provincial, district and commune levels (NCDM, PCDM, DCDM and CCDM), therefore, climate change adaptation can be implemented through DRM mechanism
2. DRM tools are available such as:- HVCA tools and process, - Planning guideline, - Training curriculum,- IEC and Public Awareness Materials - Community Based Approach, DRR plan etc
** Those tools can be used for climate change adaptation as well
3. Recommendations
![Page 20: Flood risk reduction adpc - cambodia](https://reader033.fdocuments.net/reader033/viewer/2022061121/546e4d51b4af9fb4268b45bf/html5/thumbnails/20.jpg)
