The Guam Preservation Trust (GPT) was created as a nonprofit public corporation in 1990 by Public Law 20-151, and re-codified in 2004 by Public Law 27-89. Its mandated purposes are:

• To seek outside grants and donations

• To acquire title to threatened Guam properties for the preservation of their historical value, whether in fee simple, by leasehold, or by easement, and whether through donation, transfer, dedication or purchase

• To award grants for

Historic property documentation and historic register nomination; Architectural and archeological history and documentation of historic structures and sites

Protection of historic structures and sites through stabilization, rehabilitation, reconstruction, or restoration, including lighting when appropriate on such sites being utilized for non-profit and non commercial purposes, such as private homes, schools, churches, public buildings and facilities

Ethnography and oral history of Guam

Archival and archaeological research and investigations for locating, recording and protecting sites of historic or prehistoric interest or value

• To support other activities directly related to increasing the public appreciation of, and benefit from historic places including public interpretation and presentation

Drawing on the Strength of Our CommunityThe Guam Preservation Trust Five Year Strategic Plan

for 2013-2017 identifies an array of projects that will fulfill GPT’s mission of preserving and protecting our cultural heritage resources for everyone on Guam. As we formulated this plan, we recognized that to be successful, the underlying focus of our efforts must be to strengthen our capacity for preservation as a community.

We must seek out and protect our heritage sites in every village. We must protect traditional practices such as farming, fishing, and seafaring. We must place historical preservation in context by conserving historical landscapes and seascapes. We must provide opportunities for education and careers for our people.

Only by becoming a stronger community committed to retaining the heritage and beauty of our island can we hope to guard and protect it for the future.

MethodologyThe methodology applied to the process of developing the GPT strategic plan is the positive change method called the Appreciative Inquiry (often known as AI). The Appreciative Inquiry focuses on the strengths of the community to foster strategies that identifies the best of “what is” to pursue the possibilities of “what could be.” The Appreciative Inquiry was developed by David Cooperrider and Surech Srivastva in the 1980s. The approach is based on the premise that “organizations change in the direction which they inquire.” So if we had taken the problems/issues-based approach, which inquire into problems, we will keep finding problems. But if we continue to appreciate what is positive in what our community can offer, we will discover more and more what is best. We can then use these discoveries to build a new future where the best becomes more common.The Appreciative Inquiry approach is applied with a four-phase process:

Discover Phase —people talk to one another, via structured interviews such as the stakeholders’ focus group sessions, to discover the many possibilities that preservation on Guam can be at its best.

Dream Phase —the dream phase is conducted by a core people, such as the GPT board and management, and all particpants are encouraged to envision the organization as if the peak moments discovered in the ‘discover’ phase were the norm rather than the exception. Prioritization and organizational alignments takes place at this phase.

Design Phase—a small team is empowered to go away and design ways of creating the organization dreamed in the dream phase.

Deliver Phase—the final phase is to implement the changes.

DISCOVER PHASECommunity Stakeholders’ Focus Group SessionsThe objectives of the focus group sessions were: (1) To Introduce the Guam Preservation Trust; and (2) Recommendations to Strengthen our Capacity as a Community to Advance Preservation on Guam. A total of 92 community stakeholders attended five focus group sessions (Architecture, Archaeology, Planning, Archival, Chamorro Culture/ History). The underlying focus statement was: Strengthening our capacity as a community to advance preservation on Guam. (A list of participants included on page 35). In each focus group session, groups were formed to “discover” positive approaches to advancing preservation on Guam. These approaches were noted and later edited for organization and duplications.

DREAM PHASEGuam Preservation Trust Board SessionThe objectives of this session are to: (1) Review and articulate the results of the Discover Phase to the Guam Preservation Trust Board; and (2) Organize and prioritize the positive approaches to advancing preservation on Guam.

Preservation Projects

When completed, the rehabilitated Guam Congress/Legislature will again serve Guam’s elected

representatives. Dating from 1949, the modern-movement style building has not been used by the

legislature since 1989. The project is an important feature of the Hagåtña Historic District.

The reconstruction of the “Palacio at the

Plaza de España” will follow the plans of the last governor’s residence/office built by the Spanish. It was

constructed in 1888-1889 on the site of the previous governor’s palace, which had served for 140 years.

Construction was officially begun with the laying of its

cornerstone on February 25, 1888, and ended with its

blessing on Christmas Eve, 1889. The Palacio became the residence of U.S. naval governors after 1898 and a headquarters for Japanese

occupation forces in 1941. The Palacio was destroyed in the

Battle for Guam in 1944.

Summary ofCompleted

Projects2007 – 2012

Approximately $4.3 million in projects to protect and preserve Guam’s historical and traditional heritage were completed from 2007 to 2012. About half of these funds were dedicated to saving existing historical sites and structures. The remainder of the funds were invested in research to discover, document, and share the stories of our island makingand cen it possible for all of us to experience the places where they happened.

There were many highlights in these five years including the opening and centennial celebration of the Lujan House/Guam Institute, the passion of young participants at the Annual Guam/National History Day competition, and the spontaneous singing of those who joined hands to cross the beautiful old Talaifak Bridge after the formal ribbon cutting ceremony.

A most compelling highlight of the period was the community’s outpouring of support to save the historical Chamorro settlement of Pågat from the installation of a live firing range. The intense and proactive efforts inspired by this threat showed that our community understands and stands behind the long-term preservation of Guam’s history and culture.

On the following pages you’ll see photos of many of the completed outcomes and a grid with a complete listing. GPT is proud to be a part of these projects and salutes the many dedicated individuals who made them possible.

The 1911 Jose P. Lujan House & Guam Institute was one of the few buildings in Hagåtña to survive World War II. It was a residence and general store in pre-war Guam and housed the influential Guam Institute. After years of being unoccupied and after surviving the ravages of numerous typhoons, the structure was restored to include a small frontage road recreating its historic context. In July 2011, the Jose P. Lujan House & Guam Institute was re-opened with a centennial celebration. Today it serves as the home of the Guam Preservation Trust.

Restored 2013–Guam Preservation Trust/Inangokkon Inadahi Guåhan • Located Agat, Guam

Tollai Talaifak/Talaifak Bridge was built over 200 years ago as part of the Spanish coastal road that ran through Agat. It is constructed of large, hand cut stones and features two arches. In addition to restoration work on the actual bridge, the project addressed flood control and included educational interpretation, visitor access, and parking.

“Umatac by the Sea” is a traveling exhibit, website, and educational booklet celebrating the people and history of Humåtak. To experience Humåtak is to experience family. People from Humåtak proudly say “we’re all related somehow.” The exhibit celebrates the pride that people of Humåtak take in their deep history and strong family connections that survive despite today’s westernization and globalization. Plaz a de EspañaThis site was chosen as the location of Spain’s colonial government as early as 1668 and served as such until 1898 when Guam was ceded to the U.S. The Dulce Nombre de Maria Cathedral-Basilica sits on one corner across the open plaza from the site of the Governor’s Palacio.

ADAHI YAN PROTEHI SENGSONG PÅGATPRESERVE AND PROTECT PÅGAT VILLAGE

Through the efforts of the Guam Preservation Trust, the historical village of Pågat was placed on the list of America’s 11 Most Endangered Historical Places when a new U.S. military firing range was proposed on the northeastern coast of Guam. Public education quickly engaged the community and inspired additional efforts to save this pristine wilderness area and the archaeological evidence of daily life in the ancient Chamorro village of Pågat.

Exploring Guam’s Cultural Heritage website and booklet was originally designed as a cultural orientation guide for newcomers, but the online component has been appreciated by people all over the world who value their ties to Guam. It is available at guampreservationtrust.org.

TASI Documentary chronicles the 2009 inaugural ocean voyage of Saina, the first Chamorro sakman sailing canoe to be built in more than 200 years. The TASI (Traditions About Seafaring Islands) organization, is dedicated to reviving seafaring traditions. The documentary focuses on the participants’ connections with seafaring and their reasons for dedicating themselves to the historical voyage. In 2008, GPT also helped fund the construction of the large canoe and a traditional-style canoe house.
