FIRST FRIDAY FACTS MARCH 2020 YOUR EMPLOYEE NEWSLETTER Many of you have seen—perhaps heard—about the hospital’s discovery of an issue with our tax-exempt status. There have been articles in the Lewiston Morning Tribune (LMT), KLEW TV interviewed me for their story this week and, of course, there has been “chatter” on social media. Here are the facts about this issue: Some of our stand-alone buildings—we own a number of them—once housed private businesses (usually a solo medical practitioner), and as an independent business paid their own property tax. We’ve evolved as a healthcare facility, and many of those providers became employees of Tri-State Memorial Hosptial & Medical Campus. Those stand-alone buildings then fell under Tri-State’s tax-exempt status, though it was just discovered a few months ago. We began researching this immediately. The Department of Revenue (DOR) is the state agency that determines what is, or can be tax-exempt regarding property taxes. The Medical Office Building, Minor Care Center, Pulmonology Clinic, and the Wellness building are eligible for tax-exempt status. So first, this exemption means that Tri-State Memorial Hospital does not owe taxes on those suites or sites, and we save money—approximately $140K annually. The second part of this new tax-exempt status is that Tri-State Memorial Hospital is entitled to a refund for the taxes paid on those properties for the last three years—approximately $460K. As reported in the Lewiston Morning Tribune, the county, city, schools, library, etc., will need to adjust their budgets to accommodate this $140K change in the tax rolls going forward. To recoup the $460K, property taxes in Asotin County would be raised (a one year impact) to refund to Tri-State Memorial Hospital. Our community is what we value the most, and because this tax refund will have a significant impact we are looking into possible solutions to minimize it. Jen’s presentation was about taking a structured approach to population health issues. She discussed how to design a reasonable and effective program, developing partnerships with community organizations to achieve a greater impact, and strategies for recruiting participants in your program. Department SpotlightUROLOGY/GENERAL SURGERY Tri-State Urology and General Surgery Clinics consist of a team of three providers and six staff members (2 receptionists, 2 CMA’s, 1 RN full-time, and 1 RN part-time). The providers include LeRoy Smith, MD; Richard Zobell, MD; and Tracy Adkins, RN, BSN, ARNP. Tri-State General Surgery provides the diagnosis, treatment, and postoperative care for a wide range of surgical procedures. See the list below for services offered. Congratulations to the Case Management department for a job well done in the 2019 4th quarter! They received many nominations offering high praise for their above and beyond work.

A special thank you to Sheila Devorak, Renal Dialysis Social Worker, for her hard work and dedication to the Case Management team as well!

Case Management works hard every day to help our patients. They go out of their way to make sure our patients go home safely or to a facility that is a good fit for them. They have the biggest hearts and are very caring.

There is an updated process for Foundation Funding Requests. There will be one form for Foundation Requests and a separate form for W.H.A.T. Club requests. Please discard any previous forms. The updated forms and information will be available on the employee blog.

In response to employee concerns about safety, there have been quite a few changes throughout the hospital. These are all ways in which the hospital, and the Safety Committee, is focusing on the safety and security of our staff, providers, and patients. Highlights include:

Lockdown signs: You may have noticed the Tri-State Memorial Hospital & Medical Campus logo next to all of the main entrance doors throughout the hospital. This is in response to an updated Lock Down Procedure in PolicyStat. The updated policy assists anyone confronted with an active threat situation at Tri-State Memorial Hospital & Medical Campus.

If a lockdown occurs, all departments will follow the appropriate steps outlined in the policy. This includes locking the hospital doors, grabbing the window decal that is placed in the sign holder next to the door, and putting the decal onto the door window. The sign will be behind the Tri-State Memorial Hospital & Medical Campus logo. For more information on this updated policy, please refer to PolicyStat.

MOAB training: Throughout the year of 2020 Tri-State Memorial Hospital & Medical Campus is offering Management of Aggressive Behavior (MOAB) Training Classes. MOAB training will teach principles, techniques, and skills used to recognize, reduce, and manage, aggressive and violent behavior. As well as provide effective and compassionate methods of dealing with anxious or aggressive people. Tri-State Memorial Hospital staff can sign up for MOAB through

HealthStream (search MOAB in Catalog) after approval from their Director. If you have any questions, please contact your Director or Jessica Matoske, Clinical Nurse Educator, at [email protected]. New emergency code calls: As of February 17, 2020, Tri-State Memorial Hospital & Medical Campus adopted standardized Emergency Code Calls. The new Emergency Code Calls will help quickly communicate and mobilize resources in the event of an emergency on Tri-State Memorial Hospital’s Campus!

You can also find the new Emergency Code Calls sheet, available for print and for reference, from any computer via the employee blog. Please go to https://www.tsmhemployeeblog.com/ and click on the “Employee Education” tab where you will see a hyperlink titled “Code Calls Sheet.”

Proxying of public access doors: The quote to proxy the remaining public access doors throughout the main Tri-State Memorial Hospital & Medical Campus was approved! As a part of this approval, the proxy access doors will all be “linked” so that the hospital facility can be secured with the push of a single button. To ensure proper placement of the locking buttons and to send out the appropriate communication planning for hospital providers and staff, a small planning group will be established. This approval was in the works for a while and came at the recommendation of the Safety Committee.
