Industry is more and more driven by the concept of complexity

Complexity increases- in term of scale (from nanotechnology to large systems), - in term of integration between software and hardware- more generally in term of integration of many technologies and disciplines, including cognitive and human sciences.

Complexity stands today at the centre of the new challenges European citizens and nations will have to meet in future.

Information and communication, as well as health, economy, security, transport, environment, energy, defence, can no longer be considered as stand-alone themes to be treated separately. The challenges and their solutions are systemic.

>> “If we are going to solve these problems, we will need new tools, new infrastructure, new ways of thinking and new ways of collaborating”(Thomas L. Friedman – Hot, Flat and Crowded)

Complex Information Technology Industry is based on : Clear role of complementary territories (Europe – World)

Key drivers : Excellence, access to markets and financial / structural incentives Critical education profiles around a core of knowledge – electronics-informatics Increased importance of the SMEs within the supply chain Breakthroughs from a core of converging technologies Nano-Info-Cogni Connectivity inside the clusters such as Systematic, Safetrans, AESE,…

But a limited leverage effect of cluster in term of creation of new business

Industry took the lead of open regional clusters facilitating:

- Production management

(Synergy within the supply chain between large groups & SME’s)

- Rise of multinational standards Ex: AUTOSAR

As seen from Territories (1/1)

The experience of Complex Information technology territories :

Similarities of the objectives of the territories : attractivity; egocentric approach

Existence of homologue territories due to the construction of Europe with national leaders

Ignorance of other territories Competition Coopetition Coherent employment strategy

As seen from Education (1/1)Territories Research

Industry

Education

Infrastructures Education policyfrom secondary school to University

New knowledge and technologies to be taught

Active training through research

Ex : nanotechnology , embedded system specific curriculums

Know how Identification of critical skills for mastering complexity

The experience of education networks for Complex Information Technology :

Bologna Process increasing number of bridges between universities / Co graduation… and a lot of tools to allow mobility of teachers / students

But the flow of students is not yet significant.

Trend for the creation of multidisciplinary flexible curriculums around the core NBIC

New knowledge and new know how in NBIC are well captured in the excellence centers and taught at doctorate level, sometime at master level

But no impact on primary/secondary school.

Complex Information Technology Research system is based on : Effective private – public initiatives Rise up of « European  campus » (see next slide) Original role of RTO’s (see next slide)

RTOs

Consolidated industrial clusters worldwide, linked globally!Marginal interaction between universities and the industrial world (the case of USA top universities being an exception to study)A European « speciality » : private-public initiatives successfully experimented capacity of RTOs to co-develop technology with industry (joint lab) active involvement in European platforms and motor of strong alliances (HTA, innovation triangle)Towards a merger between Universities and RTOs to create powerful centers of excellence (KIT, Minatec, Digiteo, Grenoble University of Innovation, etc.)

The ETZKOWITZ model : the Triple Helix• The aim of this proposal: to improve the effectiveness of the

knowledge-based societies• The Triple Helix is a platform where the hybridization takes place:

University - takes the role of industry by stimulating the development of new firms from research, introducing the “capitalization of knowledge” as an academic goal INCUBATOR OF NEW VENTURES

Firms - develop training to ever higher levels and share knowledge through joint ventures, acting a bit like universities

Governments - act as public venture capitalists while continuing their regulatory activities.

1. Stimulation of inventions & innovations

2. Freedom to act (both bottom-up as well as top-down initiatives)

The Hybridization approach

Promoting Edu-Action

Entrepreneurship, interdisciplinary and mobility Building up new a culture!!

Tools adapted to all targets : secondary schools, students, confirmed researchers and engineers as a life-long learning process.

Education and training by innovationEducate and train students in an entrepreneurial and technology transfer environment (internships and PhDs in applied and industrial labs):

• interdisciplinary projects• training and experience in entrepreneurship and general transferable skills

Impact and education at the earliest stageTraining in converging technologies and entrepreneurship earlier, at primary or secondary school:

• an increased interest in science and technology amongst young people• an increased sensitivity to entrepreneurship

Mobility and interdisciplinary • EIT professor chairs, with salary bonuses and mobility• Transnational and interdisciplinary EIT Curricula• Cross-regional internships at secondary school level• EIT Summer schools
