BACKGROUND:
Integrated disease surveillance project was launched in November 2004 under Ministry of
Health and Family Welfare to strengthen disease surveillance and response to epidemic.
The IDSP has recently recruited candidates from Medical and Public Health background
from different streams as epidemiologists. Epidemiologist working for IDSP would be able to
provide us a good understanding of disease burden by analyzing data and will also act as a
resource person for planning disease control program. Most of the recruited epidemiologist
are either MBBS graduate or MPH or Masters of social sciences with some experience in
health. Thus there is an urgent need to provide in-service training and continued support to
them. Therefore it was proposed to introduce Diploma in Epidemiology in distance learning
mode for the newly recruited epidemiologists with duration of 12 – 18 months.
With reference to this, National Health System Resource Center has given the responsibility
to Regional Resource Centre for North Eastern States to impart training to Epidemiologists
from various states of North-Eastern zone. The First contact program-cum-induction training
of newly recruited epidemiologists from NE states was organized by NHSRC, New Delhi in
collaboration with RRC-NES, Ghy from 15th March 2010 to 27th March 2010.

VENUE OF THE WORKSHOP:
The Regional Resource Centre for NE States, Guwahati has fully equipped training hall with
full air conditioning. The core committee decided to conduct training here in this institute due
to its central location, which is very near to Gauhati Medical College and availability of
residential facilities which allows for more effective communication and enabling
environment for learning. This arrangement was such that it builds a sense of community in
the group and creates bonds between the participants. The workshop environment was
warm, friendly, comfortable, secure, and close. The group was thought as one body, with
trainer and participants as members of the body. The field sessions were conducted in field
with each group going to respective places of learning like Sub-centre, Primary Health
Centre, Sub-district hospital, District Health Laboratory, SSU, DSU, Outbreak investigation in
villages and Entomological survey in slum areas.
PARTICIPANTS:
Total 08 participants (epidemiologist) attended the program. They were from various states
of North-East region and were posted at the respective states.

The training kits were distributed to all the participants with following material - leather Bag,
pen, pencil, pad, file, and Training materials, CD of proceedings, session power-point
presentations, group photograph, and photographs in CD of trainings.

INAUGURATION PROGRAM:
Inaugural function was conducted on Monday, 15th March, 2010 in presence of Dr. A.C.
Baishya, Director RRC-NES and Dr. Swapna D. Kakoty, Asst. Professor, Dept. of
Community Medicine, GMC, Guwahati.
INTRODUCTION OF PARTICIPANTS: Icebreaking exercise was done. All participants were
introduced to each other and the supporting staff. Various issues including accommodation,
food and other issues related to logistics, curriculum, purpose of this program and schedule
were discussed.
CONDUCTING TRAINING:
Induction Training of Epidemiologist under IDSP was conducted from 15/03/2010 to
27/03/2010 at Regional Resource Centre for North-Eastern States (RRC-NES), Khanapara.
There are eight epidemiologists from the state of Assam, Manipur and Arunachal Pradesh.
Four faculties from the Medical College of Assam and Manipur conducted the training and
thereafter took over as mentors.
The training started with Inaugural function which was presided by the Director of
RRC-NES, Dr. A. C. Baishya. Thereafter, the participants introduced themselves with a
background profile and their short experience with IDSP. The participants were enthusiastic
and appeared eager with the proceedings. Sessions started with an overview of Health Care
Delivery system in India and introduction to IDSP and the role of Epidemiologists in it;
Proceedings of day 1 concluded with these issues.
Day 2nd and 3rd (16th & 17th March, 2010) focused on Epidemiology. Issues
emphasized were fundamentals of epidemiology, importance of epidemiology to public
health practice, measures of occurrence epidemiology of infectious disease and
epidemiology as relevant to IDSP. In addition, course content as specified in the Modules
were covered.
First half of day 4 (18th March, 2010) focused on surveillance. Principle of
surveillance, steps of surveillance cycle and surveillance as applicable in IDSP was
discussed in details. 2nd half of the day apprised the participants of routine source of Heath
Information and basic medical statistics like, Measures of Central tendency, Dispersion,
Types of data etc.
Second week (22nd March, 2010 to 27th March, 2010) of the contact session started
with Outbreak Investigation. The steps of conducting an outbreak investigation, practical
exercise, handling of media, report writing were issued discussed. Field visit to Medical
College was not undertaken because of a non-functioning IDSP system and participants
were taken to SSU where they learned IDSP portal, online reporting and detection of early
warning signals.
Biostatics was taught in greater details where practical assignments were given.
Graphical reorientations of data, normal distribution, basics of tests of significant were
discussed. Measure of effect and exercises on it was done. Participant had lots of doubts in
this session.

Lectures on Entomology and Mind biology as relevant to IDSP was taken by external
faculties. Vector Binomies and their role in disease control, collection of specimen in IDSP
for laboratory examination were some issued discussed. The week session ended with
distribution of learning materials and CDs. Practical demonstration of the use of CD and
Handbook on it was shown and done by the participants. On the last day, valedictory
session and feedback was done and the participants were assigned respective mentors.
CONDUCTING FIELD VISITS:
Day 5 and 6 (19th & 20th March, 2010) were days of field visit to observe the process of data
generation and treatment under IDSP. Field visit started with visit to Dharapur sub-centre
where participants observed the generation of S form of its onward transmission to PHC.
Thereafter, they visited Azara PHC and observed P form and L form generation and their
onward transmission to DSU. Epidemiologists were then brought to DSU where they
observed the process of data complication, analysis and interpretation and their onward
transmission to SSU. The epidemiologists had lots of questions for each health functionary
in the fields.
