First 100 Days Rules Regulations and Executive Orders to Examine Revoke and Issue

This report was compiled to show the size and scope of the current regulatory state and its impact on the nationrsquos economy jobs small businesses and the American people

The regulatory rollback being laid out here serves as both a wakeup call to Congress and a warning to the American people with each passing Administration slowly but surely we are seeing our Liberty being regulated away The numbers speak for themselves In this last Administration alone there were close to 4000 finalized regulations costing an estimated $980 billion and adding thousands of paperwork hours to private businesses States and the Federal Government 1

These rules hurt hardworking Americans by rigging the system to benefit connected insiders limiting the ability of small businesses to provide opportunities for people to flourish driving higher costs and limiting options in the marketplace

Many of the rules listed here are subject to Congressional Resolutions of Disapproval under the Congressional Review Act ldquoa parliamentary mechanism that enables the new Congress and the new President to overturn agency final ruleshellipissued after June 2016rdquo 2 Many others the new President can do away with on day one because they are guidance documents proclamations executive orders or memoranda 3

This list could frankly be considerably longermdashin fact it could be much closer to the final tally of the Federal Register from last congress which stood at approximately 96994 pages4 With a rising national debt hitting $195 trillion5 and counting wersquove become a nation of regulations 6 If there was ever a time for reform to unleash the American economy it would be now

The Framers of the Constitution intended for three co-equal branches of government Legislative Executive and Judicial But as Congress has abdicated its endowed power to legislate tax and spend the Executive Branch has filled that void aggressively superseding the role of Congress

My hope is this report serves as the first of many necessary steps that will need to be taken to fix Washington restore freedom and unleash job creators Starting here this Congress should reassert its legislative powers to reign in the unelected Executive Branch bureaucrats and restore public trust in our nations governing institutions

It is also important to thank everyone who took the time to read the report through its various stages and submitted their feedback My main objective setting out was to ensure my office provided a conduit for people to submit their concerns or support of specific rules and regulations helping us to better understand their impact

This report was compiled to show the size and scope of the current regulatory state and its impact on the nationrsquos economy jobs small businesses and the American people

The regulatory rollback being laid out here serves as both a wakeup call to Congress and a warning to the American people with each passing Administration slowly but surely we are seeing our Liberty being regulated away The numbers speak for themselves In this last Administration alone there were close to 4000 finalized regulations costing an estimated $980 billion and adding thousands of paperwork hours to private businesses States and the Federal Government 1

These rules hurt hardworking Americans by rigging the system to benefit connected insiders limiting the ability of small businesses to provide opportunities for people to flourish driving higher costs and limiting options in the marketplace

Many of the rules listed here are subject to Congressional Resolutions of Disapproval under the Congressional Review Act ldquoa parliamentary mechanism that enables the new Congress and the new President to overturn agency final ruleshellipissued after June 2016rdquo 2 Many others the new President can do away with on day one because they are guidance documents proclamations executive orders or memoranda 3

This list could frankly be considerably longermdashin fact it could be much closer to the final tally of the Federal Register from last congress which stood at approximately 96994 pages4 With a rising national debt hitting $195 trillion5 and counting wersquove become a nation of regulations 6 If there was ever a time for reform to unleash the American economy it would be now

The Framers of the Constitution intended for three co-equal branches of government Legislative Executive and Judicial But as Congress has abdicated its endowed power to legislate tax and spend the Executive Branch has filled that void aggressively superseding the role of Congress

My hope is this report serves as the first of many necessary steps that will need to be taken to fix Washington restore freedom and unleash job creators Starting here this Congress should reassert its legislative powers to reign in the unelected Executive Branch bureaucrats and restore public trust in our nations governing institutions
