1. GENERAL

The general requirements for the fire protection installation are detailed in Part 2 of this specification. Any requirement or statement made in this part of the specification shall override the relevant requirement of Part 2.

2. THE PROJECT The project comprises the following: The supply and installation of sprinkler systems, hydrants and hose reels, fire extinguishers and statutory fire signage in accordance with SANS 10400 and SANS 10287 (Sprinkler installation's code).

The installation shall be as detailed in this specification, and on the drawings and shall include all the equipment and controls necessary for the safe and efficient operation of the system.

3. THE WORK (SCOPE)

Further to the requirements of the Technical Specification (Part 2) and notwithstanding the requirements therein, the particular requirements for the project are to: Supply, install, test, commission complete fire protection systems and associated equipment to all floors listed below comprising Sprinklers, hydrants, hose reels and hand held fire extinguishers, statutory fire signage and any other items forming part of this installation. Fire proofing of penetrations through the fire walls. The following items comprise the overall requirements of the fire protection installation for this project:

a) Producing of shop drawings and performing of hydraulic calculations as per the shop drawings fittings and confirm the operating conditions of the sprinkler system from the existing pump house to the new installation. It is the responsibility of the contractor to check other services drawings for coordination and fit on site. The contractor shall ask for any drawings he requires to produce the shop drawings that are coordinated with other services.

b) The design shall conform to SANS 10287 latest edition. The Contractor shall submit to the Engineer, for approval duplicate copies of all Shop Drawings as required for the manufacture and installation of the Works or as the Engineer may reasonably require. The Contractor shall not, unless otherwise directed by the Engineer, in writing, commence with any work prior to the approval of the relative Shop Drawings. Work installed prior to the approval of Shop Drawings shall be liable to rejection by the Engineer and removal and/or replacement by the Contractor, at his cost, if it is considered by the Engineer to deviate from the Specification. The Contractor shall also supply three (3) copies of all approved Drawings as well as the Operating and Maintenance instructions) of the Specification. The Engineer shall have the right at all reasonable times, to inspect at the factory of the Contractor, all Drawings of any portion of the Works. Mistakes in Drawings: Any expense resulting from an error or omission in or from delay in delivery of the Drawings, shall be done by the Contractor.

The Contractor shall be responsible for any discrepancies, errors or omission in the Drawings and other particulars supplied by him, whether such Drawings and particulars, supplied by him, whether such Drawings and particulars have been approved by the Engineer or not, provided that such discrepancies, errors or omission are due to inaccurate information or particulars furnished in writing to the Contractor by the Engineer. The Employers shall be responsible for Drawings and information supplied in writing by the Engineer and for details of special work by either of them.

c) Supply and install new void and ceiling sprinklers complete with associated pipe network, fittings and all hanging materials. The new sprinkler installation will be feed from basement level where there is an existing sprinkler manifold. New sprinkler control valve will be installed on the existing manifold and main routed through the riser shaft to all other levels above. Supply and install two 100mm ICVs on basement -1 to feed:

• VALVE 1 - to feed levels -0.5 (conference centre), 0 (welcome centre / reception) and Upper ground offices

• VALVE 2 - to feed levels 1st floor (Offices) and 2nd floor offices

d) Supply and install life safety by-pass arrangements on all floors and drains to the water harvesting tank as shown on the sketch below.

e) Supply and install fire hydrants, hose reels, fire extinguishers. This will be tapped into the existing hydrants and hose reel's pipe network in the basement. Two risers will be tapped to feed all the levels above.

f) Supply and install statutory fire signage.

g) Fire sealing of all penetrations through the fire walls.

h) Training of employer’s appointed representative in the maintenance and day to day operation of the

systems

i) Provision of all operation and maintenance manuals and as built drawings

j) Hand over to the employer as-new working system

k) One year’s maintenance for complete fire protection services installation

l) One year’s guarantee of all equipment associated with the fire protection services installation

4. ELECTRICAL INSTALLATION

The fire installation's Contractor shall be responsible for all field wiring and request the required power supplies to his systems including the monitored valves and flow switches.

5. WORK EXECUTION

The following work, although associated with this contract, will be carried out by others free of charge to the fire installation's Contractor. It shall be done to the Contractor's detailed requirements.

5.1 Works by Others See Conditions of Contract 5.2 Builders' Work Items (a) The provision of openings in walls and roofs.

(b) Provision of openings in ceilings, suitably stiffened if necessary for the fixing of sprinkler heads and for the access to such equipment associated with the fire protection services that is contained within the ceiling void and which requires regular maintenance.

(c) Building in of pipe sleeves on new concrete structures and core drilling of penetrations on existing concrete slabs for services penetration. (d) Supply and installation of all access doors and panels to ceiling voids. (e) Making good, only as regards the initial installation.

(f) Supply of the required single and 3 phase, 400/230 volts, 50 Hz electrical supply and the connection thereto to isolators and starters.

(g) Trenching and backfilling shall be by others.

6. DESCRIPTION OF BUILDING

The project comprises function's venue, office block, Conference centre at BRAAMFONTEIN, with two basement levels and four storeys. The building is an addition to an existing constitutional building. The project is an addition to the existing building comprising several floors as shown on the table below:

7. NON-PRODUCTION OF AUXILIARY ITEMS OF THE INSTALLATION

The specification calls for the contractor to furnish certain auxiliary items as part of his overall installation. Examples of such items are:

• Operating and Maintenance Manuals.

• The production of as-built drawings and modifications to existing wiring diagram to suit his system requirements.

Should the Contractor fail to meet these requirements, moneys will be withheld against the specific items at a value estimated by the Engineer. This estimate will be based on what it would cost the Engineer to undertake the task on behalf of the Contractor.

8. MOUNTING OF BOARD DIAGRAMS

The as-built block plans (laminated A3 size) shall be installed on the sprinkler control valve station on level one (-1) showing all levels served by one sprinkler control valve. This plans shall be installed at least one week prior to hand over.

The fire protection installation Contractor shall adhere to the Principal Contractor's building programme for the installation. He shall be responsible for negotiating with the Principal Contractor for that programme to be drawn up or adjusted to allow for sufficient time for the installation and testing of the fire protection systems.

Isolators to the sprinkler control valves (the fire installing contractor shall issue the location where he needs the power points) shall be provided by others. This power is required for connecting the flow switches as well as for monitoring the valves (monitored) supplying different levels of the building.

13. PAINTING

All pipes shall be primed prior to site delivery and all exposed pipes shall be painted with a signal red gloss enamel paint and left with a good finish unless stated otherwise by the engineer.

1. GENERAL

This part of the Specification covers the general requirements for materials and equipment which will be the responsibility of the Contractor to supply, erect and put into operation as detailed in the Particular Specification. The whole installation shall be carried out with best quality materials and highest class of workmanship. Tenders are to include for everything required, including trunking, painting, pipework, valves and fittings, instruments and controls, and for instruction in the operation of the installed equipment. All apparatus, component parts, fittings and materials supplied and/or installed, whether expressly specified herein or not, shall conform in respect of quality, manufacture, test and performance, with the requirements of the appropriate current SANS 10287 code.

2. SYSTEM DESCRIPTION A combined automatic sprinkler systems, internal hydrants, hose reels, fire extinguishers installation to provide protection to the different levels of the building from basement -1 to 2nd floor. The sprinkler system will be supplied from the existing water storage tanks and pumps installed on site at level 7 plant room. Booster connections to the sprinkler system will be installed above the ICVs where they can be accessed easily by fire brigade when they enter the building during an emergency.

Particular equipment specs will be shown on the section below.

2.1 Sprinkler heads (approved: ASIB)

The sprinklers will be installed on areas as shown on the drawings. Under the fire situation, sprinkler bulb will burst when it reaches its design pressure and the water will flow through that head. If more heads are activated, water will be sprayed above the area and will be discharged to fill the area below the sprinkler location such that the entire floor becomes wet. The fire will thus be cooled and it will finally be extinguished.

2.2 Installation Control Valves

The sprinkler installation to the new building will be controlled by two off 100mm sprinkler control valves which will provide the facility for the automatic sounding of an alarm bell in the event of fire and the facility to shut off and drain the system. The ICV will be installed on the location shown on the drawing.

Each installation control valve would comprise of the following components:

1. A main isolating stop valve 2. An alarm valve, (wet pipe), and/or an alarm valve, (dry pipe), or 3. A complete alarm valve suitable for either wet or dry systems 4. A water motor alarm and gong 5. Glycerine filled type pressure gauges have a dial face of not less than 100 mm and with

division not exceeding 50kPa 6. A 15 mm test pipe 7. A 50 mm drain pipe 8. A direct reading flow proving test arrangement 9. A centrifugal false alarm prevention pump or retarding chamber 10. The alarm valve shall not be connected directly to the isolating stop valve

11. 2 x 80 mm Fire Brigade Boosters. 12. 1 x Block Plan and Signage with words SPRINKLER STOP VALVE INSIDE with atleast

35mm character's height.

2.3 Hose Reels

The supply and installation of fire hose reels shall form part of this contract. This equipment will be installed on areas/locations shown on the drawings. Each hose reel will be of the manually operated type and consist of 30m of 20 mm plastic hose complete with a 25 mm stop valve situated immediately below the hose reel. All fire hose reels shall be comprehensively services in compliance with SANS 1475-2, SANS 543:2004, relevant departmental specification and all other relevant specifications.

2.4 Fire Hydrants

The design, supply and installation of fire hydrants 65mm hydrants on indicated positions on drawings.

2.5 Fire Extinguishers

Fire extinguishers shall be supplied, installed and commissioned complete with mounting plates and mounted at 900mm AFFL as shown in project drawings unless otherwise stated. All fire extinguishers shall comply with the relevant SANS code.

2.6 PIPEWORK

All above ground pipework up to and including 150mm diameter, installed inside buildings will be of Medium Quality Black Steel Piping to SABS 62/1971. Pipework in excess of 150mm diameter will be of Medium Quality Black Piping to SABS719 having a wall thickness of 6mm. All above ground pipework up to and including 150mm diameter installed. In normal pickable soil will be of either Medium Quality Black Piping to SABS 62/1971 bitumen coasted as a protection against corrosion or uPVC piping to SABS 966. Pipework in excess of 150mm diameter will be of Medium Quality Black Piping to SABS719 bitumen coasted as a protection against corrosion or uPVC piping to SABS 966. Denso wrapping of pipework has not been included, unless specifically stated within the covering letter to this quotation.

2.7 PIPE FITTINGS

Screwed pipe fittings up to and including 150mm diameter will be malleable cast iron to SABS 509/1975 or BS 143/1952. Flanges up to and including 150mm diameter will be steel plate flanges to SABS 1123/1600/4 or BS 4505/16/4. Welded pipe fittings up to and including 300mm diameter will be of steel butt-welded type to JIS B2304-72. Weld flanges between 100mm and 300mm diameter will be steel plate flanges to SABS 1123/1600/3 or BS 4504/16/3. Coupling type joints such as “Klambon” or “Victualic” will be used where deemed necessary.

2.8 WELDING

Welding will be to BS 2971 – Specification for Arch Welding of carbon steel pipework for carrying fluids without radiography and stress relieving.

2.9 HANGING MATERIAL

All pipe work shall be supported in accordance with SANS 10287 to adhere to minimum

recommended spacing requirements for different pipe sizes.

2.10 PAINTING

One coat of Red Oxide Primer shall be applied at the workshop prior to delivery to site followed by

one finished coat of red gloss enamel to all exposed pipework only.

2.11 SIGNAGE

Statutory fire signage shall be installed in accordance with SANS 1186. Anodized aluminium frames

shall be used and all signs shall be mechanically fixed on the walls and soffits.

2.12 WATER SUPPLIES

The water supply for the sprinklers, hydrants and hose reels will be from the existing pumps

and water storage tanks installed at basement -7. The water will be routed from the existing Basement -1 sprinkler manifold station to the new building where it will rise and branch to feed all the individual levels.

The performance of the existing pumps shall be confirmed by the contractor through a

hydraulic calc performance analysis as per new shop drawings design. If the existing pumps are not supplying the required minimum system performance

requirements, new pumps shall be installed and replace the existing the pumps as per the duties on the BOQ attached.

3. LAYOUT OF PLANS

The layout of the fire protection systems shall be as shown on the drawings.

4. MACHINERY

Machinery and equipment shall be installed and guarded in such a way as to comply with the requirements of the Factories, Machinery and Building Work Act and with the relevant Regulations, including the OHS Act and SANS 10400.

5. BUILDERS WORK

The provision of openings/penetrations for water piping are to be clearly shown on the drawings. The Contractor shall be required to confirm the exact size and positions of such openings to the Builder and any extra work resulting from his failure to do so in good time will be for the Contractor's account. All additional openings required, preparation of fixing holes, chases, etc., shall be done and made good by the Building Contractor at the expense of the contractor and shall be allowed for in the Tender.

6. CEILINGS

The cutting of holes shall be by others and it is considered unlikely that the sprinklers can be fitted without marking the ceiling surface. The cleaning or painting of any marks shall be by the ceiling installer. Neither the ceiling nor the ceiling suspension system is to be erected until all piping within these areas has been installed and tested. Where sprinkler drop pipes pass through false ceilings, the contractor shall allow for the afore-mentioned drop pipes to be cut and threaded once on site to suit the ceiling level which is to be confirmed with the architect prior to the cutting of the droppers. Losses due to failure to comply with the above shall be to the contractor. The sprinkler head will be fitted with a masking disk to cover the hole in the ceiling surface.

7. STORAGE

Material shall be stored in a secure area set aside for the purpose.

Tubing shall be neatly stacked and secured to prevent stack collapse and rolling. The ends of all pipe material of less than 50 mm bore shall be effectively plugged to limit dirt and moisture ingress and corrosion.

Fittings and instrumentation shall be stored in a clean, dry and secure area set aside for the purpose. Material shall be protected against corrosion and dirt ingress and boxed items shall be stored in their boxes until installed.

8. SYSTEM TESTING

The testing of the installation is to be carried out by the Contractor, at his expense, in the presence of the Engineer. All fire pipes shall be tested water tested to a pressure oh 15 bars in 24 hours to make sure that there are no leaks. The builder shall witness the tests and a certificate shall be signed by both the installer and the main contractor. After the commissioning of the plant the Contractor shall provide the Engineer with his commissioning data which shall include, but not necessarily be limited to, the following readings and tests at actual operating conditions:

9. TOOLS AND SPARES

Tenderers must allow for the provision of all special tools and spares required for the maintenance of the plant. The quantities shall be at least the minimum required by SANS 10287.

10. MAINTENANCE PERIOD

The maintenance period for the purposes of this Contract shall be a period of twelve months from the date of acceptance of the Contract works by the Engineer, providing that the Contractor shall have remedied and made good all faults or defects as described below, to the Engineer's and Client's satisfaction. Maintenance is to be carried out in accordance with the details reflected in the up-dates to the Maintenance and Operating Manuals prepared by the Contractor. The maintenance period shall be ONE YEAR commencing on the date that first delivery is accepted. Service visits shall occur on a monthly basis. At the time of handover of the plant the Contractor will be required to supply to the Engineer, the dates on which he intends carrying out the required services. It shall be required that the Contractor confirm these dates to the Engineer at least 14 days before each service. On completion of each service the Contractor shall be required to submit to the Engineer the completed service schedule(s) for the service.

11. MAINTENANCE AND OPERATING MANUALS

The Contractor shall provide the Engineer, prior to handover of the installation, a set of up-dates for the Maintenance and Operating manuals. Failure to submit these up-dates for approval by the time specified may delay final inspection and acceptance of the Contract Works by the Engineer. The up-dates shall be prepared within the Contract, and shall be particular to the project. All charges that may be required by the manufacturer's suppliers for the provision of information and literature shall be included in the contract price.

After approval by the Engineer, the final documentation shall be submitted in triplicate to the Engineer. An electronic copy of the manual is to be included on a CD.

The O&M Manual is to incorporate the following sections:

Section 1:

This shall comprise the introduction, abbreviations, and any warnings that may be required by the Machinery and Occupational Safety Act, Local Authorities and other such bodies.

Section 2:

A full description of each system, together with the main plant components and locations, plus the mode of operation of automatic control systems associated with such system shall be reflected in this section.

Section 3:

This shall comprise the complete plant technical data of each item of equipment (e.g. manufacturers name and address, type and size of equipment, serial number, motor details, unit performance and duty details). This information shall be derived from a site inspection of identification plates together with information obtained from manufacturers.

Section 4:

This section shall describe in detail the operating procedures necessary for starting up, running and shutting down each individual system. This shall include the control panel starter and selection facilities together with any alarm and safety interlocks as identified on the control panels.

Section 5:

This shall comprise the maintenance operations on a daily, weekly, monthly etc. Basis for each item of plant. The preparation of this section shall be carried out by obtaining from the manufacturer his advice and recommendations for lubrication, adjustment and routine maintenance.

Section 6:

This section shall comprise the emergency procedures to be adopted by personnel engaged on the operation and maintenance of the mechanical and electrical services, with respect to fire, first aid, general failures to water and electrical systems, gas lines, chiller refrigerant pipe work, and call-out procedures for maintenance personnel in working hours and out of working hours.

Section 7:

A recommended action on plant malfunction shall be detailed in this section. This is to assist both the user and maintenance engineer in the event of a fault developing in a system by indicating the nature of the fault and the recommended action.

Section 8: This shall comprise a list of recommended spares and lubricants. The preparation of this section shall be carried out by obtaining the manufacturers recommendations and also incorporate the clients requirements regarding spares.

Section 9:

A schedule of the record, or as-built drawings together with reduced copies (A4 size) of the record drawings will be inserted in numerical order in this section.

Section 10:

This section shall comprise test certificates and commissioning reports. It shall also contain copies of fan and pump curves with the duty points clearly indicated.

Section 11:

This shall comprise the manufacturer’s literature, arranged in alphabetical order to match the manufacturers list. It shall also give the manufacturers (or their local representatives) names, address and telephone numbers.

Any additional drawings which become necessary in order to provide particular details of the installation shall be made by the Contractor at his own expense. During the maintenance period the Contractor shall, at his own cost, remedy and make good with all possible speed any faults or defects arising in the plant or works, which in the opinion of the

Engineer are due to faulty materials or workmanship. The Contractor shall indemnify the Client and/or the Builder against any damage or injury to the building contents and/or occupants arising as a result of such faults or defects. The Contractor shall not be liable under this clause for defects arising as a result of fair wear and tear or improper operation by the Client after the acceptance of the Contract Works. The Contractor shall have the right of access at all reasonable times, at his own risk and responsibility, for the purpose of inspecting the working of the installation. If it is necessary for the Contractor to carry out any remedial measures during the maintenance period, the provisions hereof shall be applied to the affected portion of the works for a period of twelve months from the date of satisfactory completion of such remedial measures. If the Contractor fails to remedy such faults or defects within a reasonable time, the Client may proceed to do so at the risk and expense of the Contractor, and without prejudice to such other rights as the Client may have against the Contractor in respect of such defects.

12. SPARE PARTS AND AGENCIES

Where the Contractor is the accredited agent of the equipment offered, he will be expected to maintain a sufficient stock of spare parts to meet all normal requirements. Where the equipment, of which he is not the Agent, is offered, he shall state in his Tender the name of the Agent and the place at which spares are available.
