To: Members of the Finance Committee From: David Little, Deputy Finance Director Date: March 18, 2019 Re: Workout Agreement – 1765 and 1973 Ohio Street - Sproul Marilyn Sproul contacted City staff regarding the delinquent taxes on the properties located at 1765 and 1973 Ohio Street. The two properties combined have approximately $18,091.00 outstanding, including a matured lien on 1765 Ohio Street. Ms. Sproul is interested in redeeming the property and has proposed a workout agreement calling for a minimum of $2,500.00 per quarter. The terms of the agreement would also require all new charges to be paid on time.

The agreement would be for 1 year and if any outstanding balances remain; a new agreement may be requested at that time. Upon payment of all outstanding charges and resolution of any code issues to the satisfaction of the City Code Officer, the City will issue a quitclaim deed releasing our interest in the property.

Staff recommends approval.

OTHER COMMENTS:

As you may be aware this bid was the subject of a bid protest.  The issue being PCA had prepared the 

specifications, thereby creating an advantage.  PCA Engineering installed the original system, when the 

fuel farm was operated by Exxon Mobil and throughout Exxon Mobil's operation provided 

consultation and repair services.  Since the City took over the operations from Exxon Mobil, the City 

has also utilized PCA for consultation and maintenance services.  With only one fuel farm location, it is 

not feasible for the City to develop this type of specialized knowledge.  This information was shared 

with the aggrieved bidder with an offer to provide a more detailed concern, no such concerns have 

been received.  Therefore, the recommendation is to award the contract to the low bidder, PCA 

Engineering, in the amount of $52,200.  The additional funding to complete this work is available from 

savings in other capital equipment purchases within this division.

Willett, DIRECTOR To: Finance Committee From: Eric Willett Subject: Request to Waive Bid Process - Street light purchase Date: March 15, 2019 Public Works maintains a stock of LED street lights so that we can keep upgrading and replacing burned out lights throughout the city. We would like to make a purchase of another 200 lights for inventory so that there is no break in the work flow. The manufacturer has discontinued the current street light model and have offered a new version of light that has adjustable wattage outputs. This light is about $50 more per light but it gives us the option to make intersections brighter and keep the light lower in neighborhoods. Staff if requesting to waive the bid process and purchase the units from Gilman electric who has provided us outstanding pricing. Funding for this purchase was approved in the FY 19 budget.
