Reporting to the Coordinator Finance, the Finance Business Partner is responsible for partnering
directly with business areas to provide quality financial advice and support. As part of the Finance
Team, the Finance Business Partners share the responsibility of Council’s financial, accounting and
reporting activities. This includes preparation of annual and long term budgets, financial statements,
asset accounting, compliance reporting, cash management and oversight of the account functions.

Responsibility of the following functions are shared
between three core Finance Business Partners;
Business partner with the organisation to build financial capability through an innovative and
customer at centre approach
Provide strategic financial management including developing Councils annual budget, long term
financial plan and forecasts.
Generate compliant annual financial statements and liaise with external audit
Interpret, communicate and implement changes in accounting standards.
Ensure the integrity of Councils cash management and treasury operations including
providing oversight to the staff who execute
payment and collection of Council funds.
Participate in the continued implementation of core financial system upgrades and process
enhancements.
Financial management of Council’s asset base and capital works plan.
Key responsibility areas Ensure compliance with all statutory
financial requirements, internal policies and
the integrity of Council’s financial systems.
Lead financial projects, and prepare technical reports and briefings as directed.

The incumbent is responsible and accountable for:
Managing vast resources and providing specialist advice; the freedom to act is set by
broad goals, policies, strategies, objectives,
budgets and by legislation.
Providing clear, relevant and value-add advice to officers across the organisation in order to
ensure the integrity of Council’s financial
systems and build financial capability.
Accountability and extent of authority
Understand and comply with organisational
principles, standards, policies and procedures.
Identify and refer risks to management and ensure delegations of authority are adhered
to.
Understanding and applying information management responsibilities in line with
legislation, regulations and Council’s internal
policies and procedures.
Contributing to emergency management activities as directed by the General Manager.

The incumbent must be able to demonstrate:
Solve complex problems in a demanding operating environment and contribute to
strategy and policy development for the
Department, Division and Council.
Make decisions on all matters which are the responsibility of the position, provided that
these are within delegated authority, legislative
requirements, established policy or recognised
standards. Decisions may also be outside
established processes.
Ability to resolve issues, develop solutions and provide innovative ideas using technical
knowledge and strategic vision.
Specialist Skills and Knowledge
The incumbent must be able to demonstrate:
Proven high performance and professional knowledge in executing end-to-end financial
functions including compliance, budgeting and
cash management.
Knowledge of all legislation and regulations relevant to financial services including internal
and external audit requirements.
Ability to coach managers to interpret financial data and build financial capability throughout
Council.
Strong analytical and investigatory skills along with proficiency working within information systems.

Qualifications and experience
The incumbent must be able to demonstrate:
A tertiary qualification in Commerce or related Discipline.
Chartered Accountant (CA) or Certified Practicing Accountant (CPA)
Demonstrated experience working within a complex environment and understanding of
finance processes from end to end.
Competencies
Applicants will be required to undergo pre-employment checks including but not limited to a Police
Records Check and Working with Children Check.

Selection will be based on the following key selection criteria; however reference will also be
made to other listed skills, knowledge and attributes as required in the position description.
Chartered Accountant (CA) or Certified Practicing Accountant (CPA).
Significant and diverse technical skills with proven capability to implement
initiatives that lead to improvements in
service delivery.
Proven ability to build rapport and strong professional relationships with a
range of stakeholders.
Demonstrated experience and understanding of how to operate within a
customer-centric business partnering
model.
Performance Criteria
Performance criteria will be developed within the first three months of appointment, recorded and
reviewed in accordance with Council’s Performance Development Policy and Framework.
