The Gove「nment ofthe Ph硝ppines (GOP〉 has received a Ioan from the lntemationai Bank fo「

Reconstruction and Deveiopment (lBRD or the ′′Bank’’), SPeCifica=y unde「 Loan Agreement

for lBRD Loan No. 8421-PH dated Septembe「 8, 2014 in an amount equivaIent to FIVE

HUNDRED ONE MILLION TWO HUNDRED FIFIY THOUSAND UNI丁ED STATES DOLしARS

(US;501,2与0,000〉 for the pu「pose of pa巾financing the PhiIippine Ru「al Development Project

(PRDP〉, and another ioan f「om the same Bank in the amount of ONE HUNDRED AND

SEVENlY MILLION UNITED STATES DOLLARS (;170,000,000〉, under Loan Ag「eement fo「 iBRD

Loan No. 8816-PH dated Ma「ch 2, 2018, forthe pu「pose of providing additional financing to

SCale up the o「iginai Project.

The deveIopment objective ofthe Project is to inc「ease ru「ai incomes and enhance fa「m and

fisherv p「oductivity in ta「geted areas in a= the 16 「egions of the country. It is envisaged to

PrOmOte mOre incIusive ruraI deveiopment by suppo巾ng smaiihoiders and fisher-foik to

increase thei「 marketable su「pluses, and by improving access to markets. The PRDP wouId

aIso suppo巾reforms in the pIanning, 「eSOurCe P「Ogramming and impiementation practices of

the DA. 1t w川faciiitate the integ「ation and financing of priority loca=nvestments derived

f「om the DA’s agricuituraI and fishe「ies modemization pIans which have been deveIoped

using a value chain app「OaCh, and through a consultative process with locai stakehoIders. The

Project w川be impIemented over a period ofsix yea「S (2014to 2020〉,

Specific investments and interventions a「e impIemented under four (4) centraI components

Of the Project enumerated and briefIy described as fo=ows:

Component l: Local and National Levels PIaming (I-PLJIN). This component supports the

implementation and mainstreaming of the DA’s AFMP planning f「amewo「k, the「eby

P「OViding an operational platform for integrated technicai suppo巾Service deiivery at the

locai and nationaI levels. At the regionai and ioca=eveis, regional AFMPs a「e being

deveIoped taking into account spatiai and vaiue chain anaIysis and using tooIs for

Vuine「ab冊y and suitab冊y assessment, Pa面Cipatory resource anaIysis. The locai AFMPs

Sha= buiId on the success o口ocaI gove「nments in the implementation of their own

deveIopment plans.

Component 2: lnf「astructure DeveIopment (トBUlしD). A network of strategic rurai

而rastructure is being established, =nking p「iority vaiue chains in ta「geted Project areas

that a「e identified th「ough the regional AFMPs. By the end ofthe Project, the component

W紺be able to estabiish an improved access to st「ategic and ciimate-「eS出ent 「ural

inf「astructure and fac亜ies that primartry benefit ta「get beneficiaries. These ruraI

inf「astructures inciude farm-tO-market roads (FMRs〉, bridges, COmmunai irrigation

SyStemS 〈CIS), POtable wate「 systems (PWS〉, PrOduction and post-PrOduction fac冊ies and

Other infrastructure such as fish landings, fish sanctuary/P「otected A「ea gua「dhouses,

among others.

Component 3: Ente「prise Development 〈l-REAP). This aims to strengthen and deveIop

Viabie 「uraI ag「o- industries through investments in the appropriate segments of e冊cient

Vaiue chains of key agricuIturaI and fishery p「oducts in ta「geted Project a「eas. Specifica=y,

l-REAP is designed to: (i〉 increase p「oductivity and ma「ketab冊y of agricuitu「e and fisherv

P「Oducts through increased access to info「mation and suppo巾Services; and (ii〉 increase

farm and fishery househoId incomes through engagement in value-adding activities.

Component 4: PrQject Impiementation Suppo巾(l-SUPPORT). Providing overail operational

SuPPOrt tO the implementation is the i-SUPPORT component that ensures e冊cient and

effective de=very of the Project transactions in te「ms of financiaI management,

PrOCurement, mOnitoring & evaluation, geO-tagging, SOCial and envi「onmental safeguards

and grievance redress mechanism, It ieads in the introduction of innovations and 「eforms

towa「ds more e什ective and e情cient administrative support∴system in Project

implementation, mainly working through the existing DA bureaucracy. At the national

Ievei, the National P「Oject Coordination O冊ce (NPCO) is established at the DA Centrai

O冊ce to steer the overa旧mplementation ofthe Project. Four (4) Project Support O冊ces

(PSOs) have been estab=shed to suppo巾the impiementation in the main islands of the

COuntry (2 in Luzon, 1 in Visavas and l in Mindanao). A Regionai P「oject Coordination

O冊ce (RPCO〉 is formed and functioning in each Regional O冊ce ofthe DA to focus on the

impiementation ofthe P「oject in the 「egion.

11　　　SCOPE OF THE ASSiGNMENT

丁he Finance Analyst = of the PRDP-P「oject Support O冊ce shali be responsible fo「 the review of

the submitted Conso=dated Statement of Receipts and Expenditures (CSRE) of PSOs and

Statement of Receipts and Expenditu「es incIuding the attached Statement of Expenditures

(SOE). Assists in the p「epa「ation and review of lnterim FinanciaI Reports (iFRs〉 and WithdrawaI

Application. Provide technical assistance to PSOs, RPCOs and LGUs on matters of financiai

management pa巾cuia「iy in Subp「oject implementation.

1　P「epares MonthIy Statement of Receipts and Expenditures (SRE) and Statement of

Expenditures (SOE) of PSO;

2　P「epa「es Annual StatementofSources and App=cation of Funds

3　Assists in the review of the submitted monthIy Statement of Receipts and

Expenditures (SRE) of RPCOs;

4　Review the submitted monthIy Bank Reconc出ation Statement (BRS);

与　Assists inthe prepa「ation ofmonthIyconsolidated SRE;

6　Assists in the reviewof SRE and SSAF submitted by PSOs and/or RPCO;

7　Assist in the preparation of Interim Financiai Reports (iFR〉 for submission to World

Bank;

8　Assists inthe preparation ofWorkand Financial PIan

9　Monitors the fund balance and disbu「sements of NPCO, PSOs and RPCOs and ensure

that the disbu「sement scheduIes as app「oved by the Bank and NPCO a「e

COmPlied/followed;

10　Assists in the preparation/consoIidation ofthe annuai financiai report of PRDP;

11 Assists in the review and p「eparation of lnterim Financial Reports (iFR) for submission

to WorId Bank;

12　Assists in the conduct offinancial pIanning and fo「ecasting;

13　Assists in the review and 「ecommend for approval the disbursements and withdrawal

applications fo「 Statement of Expenditures (SOEs〉;

14　Reviews liquidation reports and suppo巾ng documents submitted by PSOs and/or

RPCOs;

expenditu「es of PSOs and RPCOs;

16　Assists in the review and consoiidation ofthe CSRE submitted bythe PSOs;

REQUiRED EDUCA丁iON AND QUALIFICATiON

A. Education and Reievant Expe「iences

I The Finance AnaIyst li must have a deg「ee in accountancy and a Ce由fied Pu帥c

Accountant (CPA). He/she must have at least 3 (th「ee) years of demonst「ated work

experience as a finance anaiyst; and must have good knowledge of the financial

management policies and p「ocedures of the Gove「nment of the P帖ppines′

muit=ateraI financiai institutions 〈e.g., World Bank〉 as we= as of the institutionaI,

technicaI, and comme「ciaI aspects offinancial management.

2　Experience in WB- aSSisted projects is an advantage.

B. Knowledge, Competencies and Sk用s

l. Good knowledge of the financiaI management policies and p「ocedu「es of the

Govemment of the P輔ppines, muItiiateraI financia=nstitutions 〈e.g., World Bank) as
