Study Tour to Poland “PPP Policies and Operations”, December 8 – 14, 2013

Objective To study Polish best practices in PPP policies, operations and management

Methods A set of seminar and workshop type meetings with institutions and individuals relevant for

the development of the PPP market in Poland, consisting of presentations and discussions

aimed at sharing knowledge, experience, lessons learned and best practices, including

presenting case studies of PPP projects.

Additionally, site visits to some of the PPP projects’ locations took place.

A detailed program, exactly as executed during the Study Tour (hereinafter referred to as

“ST”), has been provided in the further part of this report.

Materials Some of the total of 11 presentations delivered during the ST have been handed out to its

participants in paper form, however, a set of presentations in electronic format has been e-

mailed to USAID at the day of presenting the very final report (December 17).

The ST participants also received different kind of additional materials and gifts from

several institutions.

Pictures from all of the meeting have been sent to USAID by e-mail during the ST.

2. Meeting in person relevant stakeholders of the PPP market, establishing contacts.

3. Best practices made available to the audience who may introduce them in Ukraine.

Brief: The PPP Division of the Ministry of Economy is an unit

established under the Department of Support of the Ministry,

which is legally obliged by the PPP Act to develop and monitor the

Polish PPP market.

Moreover, the Ministry of Economy is in charge of the Polish

Agency for Enterprise Development (PARP), which is running a

“Public-Private Partnership” program supporting some municipal

and smaller PPPs i.a. through funding advisory services,

conducting an in-depth research on the Polish PPP market or

issuing a “PPP Bulletin”

Ministry of Treasury (Polish Investments Program) + BGK

State Bank

Brief: Ministry of Treasury is carrying out the Polish Investments

Program while BGK State Bank is responsible for financing it. It is

a multibillion investment program into infrastructure (in the

following sectors: transport, energy, environment and ICT) also

looking into structuring projects as PPPs.

BGK is a fully State-owned bank very much involved in

supporting PPPs in Poland i.a. through coping with EU funds and

participating in the Polish Investment Program.

Brief: The Ukrainian Embassy in Warsaw hosted the ST’s meeting

with the Construction Club (an NGO that helped in establishing

contact to the embassy), the BGK State Bank, representative of

Lodz Municipality as well as representatives of the private sector

with relevant PPP experience.

Construction Club is an NGO working projects with both public

and private entities. BGK State Bank meanwhile, is not only

supporting PPP-type projects but also financing investment abroad,

i.a. in Ukraine – by the use of the export loan.
