PROJECT SUMMARY
Within the context of the Association Agreements emanating from the European Enlargement and the European Neighborhood Policy, the European Commission has been providing since the conclusion of the agreements, training for civil servants in Lebanon and the region through the TAIEX instrument. This instrument allows for officials and civil servants to benefit from the European expertise in specific fields of administrative practice, which falls within the overall alignment of local policies and practices with the European model of public administration as concluded within the agreements. In this respect, the European Commission has organized, in cooperation with the Basil Fuleihan Institute of Finance, a TAIEX workshop for a regional audience of civil servants, aiming to introduce and further elaborate the concepts and practical aspects of the Common Assessment Framework as well as the use of the Balance Scorecard in this respect.

the list of participants and their backgrounds, as well as the main discussion points of the workshop.

PROJECT BACKGROUND
The Common Assessment Framework, CAF, constitutes a blueprint of an excellent
organization. It is a representation of all aspects that must be present in the proper management of an organization in order to achieve satisfactory results and has been designed for use in all parts of the public sector, applicable to public organizations at a European, national/federal, regional and local level. It may also be used under a wide variety of circumstances, e.g. as part of a systematic program of reforms or as a basis for targeting improvement efforts in public service organizations. As of April 2009, 1749 organizations over 35 countries, as well as the European Institutions, are registered as CAF users, showing that quality management in general and CAF in particular has found its way through the international and European organizations.
In what relates specifically to Lebanon, improved public sector governance is one of the priorities identified in the Country Strategy Paper 2007-2013 (Neighborhood Policy) and in the Lebanese reform strategy submitted at the international donor’s conference in Paris, 2007. The Ministry of Finance is at the forefront of public sector reform, with the assistance of its dedicated training centre, the Institute of Finance. The proposed project would introduce a public sector management technique to Lebanon which has been widely adopted in the European Union.
The need for a comprehensive management approach is a driver for public sector organizations to start using TQM models, and therefore familiarization with the CAF models become a priority for institutions seeking the application of quality-oriented best practices. Most of the countries of the Middle East and North African Public sector have never been introduced to the notions of Common Assessment Framework (CAF) and the Balanced Scorecard (BSC).
In this regard, the Basil Fuleihan Institute of Finance has requested, from the European Commission, the organization of a regional TAIEX workshop on the 7th and 8th of December, 2009, related to the use of the Common Assessment Framework and Balance Scorecard. As a result, the participants will be better prepared to implement the CAF and BSC in public sector organizations all over the MENA region.

PARTICIPANTS
The organizers strived to ensure a fair representation from the Middle East and North Africa region to the TAIEX workshop, which hosted a total of 25 participants from Lebanon, Tunisia, Palestine, Morocco, Egypt and Jordan. 1
PROJECT IMPLEMENTATION AND SETUP
The Workshop was held at the Safir Heliopolitan Hotel, Ruby Hall Conference room, on
the 7th and 8th of December 2009.
1. Day one: December 7, 2009:
The first day included the registration and acquaintance of the participants, as well as the introduction of the central topics that will be discussed during the workshop. On the occasion of the opening of the works of the seminar, the head of the Cooperation Section of the European Commission Delegation, gave a welcome speech; as well as the Director of the Basil Fuleihan Institute of Finance, Ms. Lamia Moubayyed Bissat, who welcomed the European Commission's delegates and experts as well as to the participants, and insisted on the centrality of TAIEX workshops and the introduction of Total Quality Management tools in respect to the improvement of the civil service in Lebanon and the Region. This was followed by the presentations of Mr. Brend Wild (Institution Building Unit, DG Enlargement, European Commission), Mr. William Barney (Consultant 2GC) Mr. João Paulo Carvalho (Consultant, Portugal), Mr. David Carter (Directorate Performance Manager, Transport, Highways and the Environment, Community Services Directorate, Solihull Metropolitan Borough Council) and Ms. Lina Semetulskyte (Ministry of the Interior of the Republic of Lithuania, Public Governance Policy Department, Public Administration Policy Division). Presentations focused on the importance of the TAIEX instrument in the promotion of knowledge sharing and capacity building, the principles and practical ways of implementing the Common Assessment Framework in the public sector, as well as the method of using the Balance Scorecard within the public administration.
2. Day two: December 8, 2009:
The second day focused on case studies and was marked by the presentations of Ms.
Anda Krauze (Deputy Director of the Strategic Planning and Development Department of the Ministry of Finance of the Republic of Latvia) , Mr. Seán Fitzpatrick (Sectoral Policy Division, Department of Finance, Ireland) and Mr. William Barney, (Consultant, 2GC) and Mr. David Carter (Solihull MBC). Throughout the day, group workshops were organized in order to put into practice the participants' understanding of the Common Assessment Framework and the Balance Scorecard. This allowed the participants to put into practice the conceptual and theoretical content of the seminar.
