Preface from special issue editor

The 4th International Conference "Total Quality Management - Advanced and

Intelligent Approaches" was held from 27th – 30th May, 2007 at Belgrade. During fourth days the Conference attended 314 participants from 25th countries.

Selected papers presented at this Conference are now offered to you in the

special edition of the TQM&E International Journal. The International Special Edition Editorial Board reviewed the papers and after corresponding additions and corrections they are included in this edition. The papers reflect the world level in theory and practice of different TQM, BE and Metrology aspects today and as such may be used for education of experts for quality.

The main messages stated during plenary sessions and at the round table are:

(i) the support for bi-annual holding of this Conference in Serbia, (ii) presented papers, particularly those from abroad, are a good basis for work on implementation in our country, (iii) the papers from Serbia should be in future more oriented towards the results of the implementation, and (iv) the support for national plan for Serbia of activities for quality improvement in 2007/8.

The 5th International Conference with the same global topic and new topics will

be held from 1st - 4th June 2009 at Belgrade.

Welcome address of Prof. Dr. Vidosav D. Majstorović at the opening of IWC TQM & AIA, 28th May 2007, Belgrade

Respected ladies and gentlemen, dear participants from 25 countries of the 4th IWC

TQM 2007, Belgrade.

I wish you good morning – I am Vidosav Majstorovic. This is the 4th IWC TQM

2007, Belgrade. In order to begin with the work I would request the chairs of this

Session, esteemed professors and colleagues, professors Milacic, Osanna and

Stanivukovic and Dr. Catellani and Dr. Lolic, to take their seats in the working

chairmainship.

Now, when we have taken our seats I wish to welcome the guests, authors of

papers and all participants of this Conference that has become the most significant,

traditional international meeting on new approaches to the quality in this part of Europe.

The Conference is supported by the most important world and international scientific

and professional institutions and organizations, such as CIRP, Paris, EOQ and EFQM,

Brussels, ASQ-USA, JUSE- Japan, IMEKO, the Serbian Academy of Sciences and Arts,

the Ministry of Sciences and Environment Protection, and a large number of national

organizations and others. We thank them all.

This Session has three parts: opening addresses, awards and opening plenary

presentation. Let us start in turn.

As I have already said, a larger number of international and national

representatives are attending this Conference. Some of them will address the

participants.

IMEKO – the World Confederation for Measurement is supporting this

Conference from its very beginning in 2001. IMEKO’s vice-chairman, Professor Dr.

Herbert Osanna is today with us, and I wish to ask him to take the floor, address the

participants and officialy open this Conference.

I wish to thank professor Osanna on his warm words and good wishes. We will

be honoured to cooperate with him and IMEKO in future.

ASQ is one of the most respected world organizations for quality. Mr. Pat

Townsend, the ASQ representative is today with us and I wish to ask him to take the

floor and address all participants.

I wish to thank Mr. Pat on his nice words.

Our Conference enjoys the support of a large number of institutions,

organizations and individuals. Without this support the Conference would not have the

respect and level it has achieved. We thank them for their support. Some of them will

address you.

The best known world Institute for Quality from London, founded in 1919 has

supported our Conference from its beginning. Its respected member, Mrs Dr. Margaret

Roney is today with us and I am asking her to take the floor.

My warmest thanks to Mrs Ronney for her warm words.

Ladies and gentlemen, the most significant scientific institution in our country, the

Serbian Academy of Sciences and Arts has supported our Conference from its

establishment. With us today is, as always until co-present, its chairman Professor Dr.

Petar Miljanic whom I am welcoming and asking to take the floor and open this

Conference.

Thank you Professor Miljanic for your cooperation both present and future.

Dear ladies and gentlemen we have come to the festive moment – the handing

over of the recognitions/special diplomas of the Mechanical Engineering Faculty, the

organizer of this Conference, to all those who have to a significant extent contributed to

its development. A specially founded commission for the preparation and award of

these recognitions was faced with a very difficult task. It was necessary to select only

one out of the group of several candidates - and this time this is our respected professor

Osanna. Let us congratulate him with an applause.

Here is a short explanation. Professor Osanna is a honorary chairman of this

Conference and its promoter in the world and especially within the IMEKO organization.

He has participated in its work with his very valuable papers since its foundation. These

the field of TQM and production metrology and are attentively followed and studied.

Ladies and gentlemen, this Conference, I myself as its founder and president are

particularly supporting the participation of young researchers. They will represent its

future backbone. This is why we have decided, in order to promote professional

attendance at the Conference, to select and award the best research work achieved by

young researchers in their PhD dissertations. In future there will be a special Session

with young authors at this Conference.

Ladies and gentlemen I have the pleasure to declare that the recipient of this
