Project Background: Situation became grim and grave after the flash flood of 2010 in Kosagumuda block of Nabarangapur

district. The unexpected flood marooned more than 30,000 (thirty thousand) house holds in the district.

From KoshagumudaBlock , Balenga was one of Panchayats which was worst affected by the devastating

flood. The flash flood had damaged standing crop 90 percent and damaged houses more than 70 percent

making the people extremely vulnerable. Around 7000 house holds were under threat of sustaining

livelihoods in this block. Although this district happens to be one of the backward districts in Odisha in

terms of poverty, nutrition, health, education and development index, recurrent droughts and flash flood

emerged as another major causes for further marginalization of people. Since the entire khariff crop and

houses were damaged completely, an immediate attention was to be paid for restoration and rehabilitation

on a long term basis.

Project Goal:

To restore community livelihoods resilience, to address food and nutrition security and community level

institutions building at flood affected household of Belanga GP of Kosagumuda block of Nabarangapur

district, Orissa.

Target area and Community:

Larger portion of this Gram Panchayat is tribal and resource poor. The flash flood resulted in increasing

the vulnerability of people. The target village is Belanga GP of Kosagumunda block of Nabarangapur

district. The target community for this propjet was 700 Households for food , nutrition and livelihoods

security.

Project Objectives: Key objectives of the project were as follows- - Employment generation through various intervention in the villages

- Reclaimation of land and community ponds to make them productive

- Building of community safety nets to make them prepared for disasters

- Community level institutions grooming to address their issues collectively

- Livelihood restoration for the improvement in their socio-economic condition

- Preparation of drought and flood mitigation mapping and village micro-plans for long term strategy

to address the climate change issue and adaptation strategy

3. Programme Findings:

Project Outputs and Dissemination:

This section should provide information on the workshop/conferences, etc. conducted as part of the training programme and also provide for information on the papers, reports, etc. as part of the project.

The initiatives and the development were shared with PRI members of other GPs, the block development officials and also with the Collector. The Collector appreciated the initiative taken by UDYAMA and voluntarily informed from his side to pay a visit to the sites of UDAYAMA’s intervention.

The local farmers were trained on organic farming and also about the SRI method of farming. The farmers received training in SAMBHAVA, Nayagrh. This was a very good exposure for the farmers on sustainable farming practices to produce more yield from less inputs from the same piece of land.

Project Management Section: This section should provide information on the management aspects of the project. It should also provide information on the staff involved, reporting and interacting mechanism, etc. It should also throw light on the planning aspects of the project.

Project Personnel engaged to implement the project included Project Coordinator, Asst. Coordinator and

Panchayt/ Village Coordinator. The village level coordinators hold the primary responsibility of

facilitation at village level and arrange meeting, documents, rapport with the villager with support from

Project Coordinator and Asst. Coordinator. The Asst. Coordinator’s mandate was to follow-up the

progress, monitor the work and extend support to the Village Coordinator. The Project Coordinator was

responsible for the overall project progress, documentation, forging coordination with block and district

level administration and facilitating linkage with the office at Bhubanesw

Project Outcomes: The project has resulted in 4 key outcomes i.e. i) institution strengthening, ii) land based livelihood promotion, iii) capacity building and iv) levearaging resources during the reporting period. These can be discussed as follows:

1. Institution strengthening

VDC formed in all 18 villages

22 Woman SHGs constituted

15 number of Farmers’ Club have been formed

2. Diverse livelihood options created ensuring food and income security

• 10 no’s of community ponds/tanks have been renovated

• 6267 persondays generated under this programme.

• 123.5 acres of land proteted from sand siltation covering 287 farmers from 7villages (ST-238,

SC-25and OBC-525; Marginal farmers – 288, Small farmer -63)

• 334 farmers benefited from 8 villages (ST - 249, SC - 45 and OBC – 40; Marginal farmers – 248,

Small farmers – 86). Total land covered under this programme is 334 acres.

• 116 SHG members undertaken different kind of income generating activities

• 250 Quintals of Grain ( Paddy) stored in community grain bank covering 10 villages and 1153

families benefited by accessing the grain and ensuring food security during lean period

• Installation of 25 no. of bore-wells by the government is under process with support from lift

irrigation department where community will pay only 10 percentages.

• Rs.10,000 generated as profit by people of 6 villages from pisciculture

3. Capacity enhancement

16 farmers from 7 villages, 3 village animators and 2 staff capacitated by attending different

training progarmmes

Cohesiveness among the community members increased and they are now taking decisions

through VDC for the developmental work in their area

Overall assessment: This section should provide information on what are the organizations’ overall assessment on the project outputs and objectives. The project holder may also voice their opinion on the relationship with the Trust.

The project progress is very much satisfactory. The involvement of villagers as individual and as

community has been overwhelming. The villagers are quite enthusiastic about the development work

implemented in the region as they had been involved from planning to implementation phase. Local

people extended their involvement and participation in all phases of the project which was quite

encouraging .

The Block and District administration has also been very much supportive and extended all kind of

support. The Department of Agriculture provided support and the Director of Agriculture has

recommended to include the region under Famer’s Field School ( FFS) program.

Recommendations: This section actually provides an area for the organization/partners to voice there opinion on how the Trust should look at similar issues in the future and how they should be tackled, based on lessons learnt the project.

• Long term plan and actions are required for development of these areas as this district is one of most

backward in terms of development index.

• It is highly necessary to make a strategic planning for drought mitigation to address distress migration

and its’ impact on personal hygiene and children education. As occurrence of natural calamity is

frequent in the region emphasis should be given on life skill development along with activities like

linking micro-insurance for individual and health insurance.

• As this year the rain fall was extremely low and scanty, production of main crop i.e. paddy was

affected to a great extent which has increased the vulnerability of local people to food insecurity and

mass migration. .

• Long term plan to adapt climate variability, food security and livelihoods resilience is most essential.

Soil and water management measures and agricultural practices need to be introduced in these areas

for the overall development of the villagers.

• Value chain promotion for maize crop can be another focused option since this area is well cropped

Case Study - 1

Contribution and Committee Compassion: A Case of Sunadhar Mirgan

Sunadhar Mirgan, a resident of Balenga village located in Kosagumuda Block of

Nabarangpur district earns his livelihood primarily from one acre of land, the only asset

under his possession. He has four sons and one daughter, all got separated after their

marriage. He was under high depression and totally clueless about what to do after the

heavy flood of 2011 which completely destroyed his paddy field. Not a single crop plant

could be saved. At this time the VDC (village development committee) constituted as a

result of the project interventions came to his rescue. After being informed about the

committee and the benefits people getting from this institution, Mirgan approached the

committee. He became an active member of the committee and took 30 Kgs of paddy seed.

In return he agreed to rework on his field along with his wife to remove sand deposited by

contributing their labour. Now the land is ready for next kharif paddy cultivation.

Case Study - 2

Organic farming practices brought smiles in the face of Rajendra, a marginal farmer

Rajendra Bhatra is a progressive farmer and a resident of Dakaribhatta vllage. His livelihood is

primarily dependent on agriculture. On two acres of land, paddy cultivation is undertaken on one

acre while on the rest vegetable cultivation is done by him. He was a regular user of fertlisers and

persticides and spent around Rs. 8000 – 10,000 every year to grow vegetables. The situation took a

shift after he participated in the training on Organic Farming organized by UDYAMA at

SAMBHAV, Nayagarh as a part of this project. The training focus on exposing the farmers to

organic farming and enhancing their skills on preparation of organic manures and pesticides.

Rajaendra attended the training progarmme and learnt the skill on preparing low cost organic

manure, compost, nursery raising, vermiculture, seed treatment, seed preservation, pest

management and SRI technique. The interesting part has been that he applied the knowledge this

year and avoided use of chemical fertilizers on his vegetable fields. He prepared organic manure

and used in vegetable cultivation. He also promoted organic farming and preparation of vermi-

compost in the village and played an instrumental role in inspiring other farmers in the village for

adopting organic farming. Rajendra is very happy having making a profit of Rs. 25,000 this year

with the adoption of organic practices.

Case Study – 3

People’s institution resolved year long conflict

Bodaguda is a small village comprising of ST and SC community. There are 59 households in

total in the village. Tribals are in majority with 47 households and SC households 12. Since last 5

years there continued a dispute between the two community over taking lease of community tank

for pisciculture. Sunadhar Naik of the village brought the community tank on lease from the

Panchayat and did pisciculture every year. On the opposition by the ST households his lease was

cancelled and the community tank was not used for last 5 years. In 2010 there was a flash flood in

Bhaskel river and Bodaguda village was affected. The embankment of community tank got washed

away and there was a heavy problem of sand deposition. UDYAMA when started flood

rehabilitation work in the village, was approached by Village Development Committee for

removal of sand and repair the embankment. UDYAMA extended financial support on the

condition that there would be community contribution. Community contributed 40% as physical

labour. It was during this period VDC played an instrumental role in resolving the community

conflict. The work was carried out with active participation of two communities. Following the

restoration work UDYAMA also extended support for rearing 4000 fingerling (Rohi, Bhakur and

Mirkali) and the entire responsibility was undertaken by VDC. This activity united the two

community again. Till the date of reporting VDC had made a business of 5 quintals of fish and

earned an income of around Rs,5000. With this small success all the people of the village have

decided to take lease of more 4 numbers of community tank from Panchayat for pisci-culture.
