Panel of Judges Wyatt Shields, City Manager, Falls Church City
Wyatt Shields has served as Falls Church City Manager since January 2007, previously serving as
Assistant City Manager since 2003. As City Manager, Mr. Shields is responsible for the overall
administrative and operations activities of the City. Prior to joining the City of Falls Church, Mr. Shields
served as Town Administrator for five years in Scottsville, Va. Prior to working in local government, Mr.
Shields worked on Capitol Hill on the staff of former U.S. Senator Charles S. Robb, and later worked for
Dominion Virginia Power in its Office of Government Relations.
Dennis Alloy, Editor & Publisher of Viva Tysons!
Local entrepreneur Dennis Alloy is currently editor and publisher of Viva Tysons! Magazine, the
magazine of the Tysons Corner locale. The best part of his job is celebrating the newest, best
and unique establishments we have in our area particularly in regards to restaurants and food.
He also founded and ran Tysons Bagel Market, a full service delicatessen and bakery, for eight
years which he sold in 2001. A food lover at heart, one of his favorite passions is cooking for
groups of friends who keep telling him to open another restaurant, which the standard reply is
"been there done that". He actually participated in an "Iron Chef" competition in 2008 where he
came in second out of five teams (the judges were biased!). He is an active community
member particularly involved with his kids' schools.

Missy Frederick, Reporter, Washington Business Journal
Missy Frederick is the hospitality reporter for the Washington Business Journal and author of “Top
Shelf”, a weekly column about restaurants and retail. She previously has worked for such
publications as the Washington Examiner, Space News, CD Publications, The Southampton Press,
Broadway Online and the Stamford Advocate. Missy is also a theater critic for DCist.com, a
position that earned her the 2008 National Endowment of the Arts Fellowship in theater
journalism. She lives in Falls Church with her husband.
Secret Market Basket
All ingredients are seasonally appropriate and can be tailor to suite dietary preferences/restrictions
and food allergies.
Ground Rules & Judging Criteria
• Each team will have access to the same “Secret Market Basket” of foodstuff and
ingredients for the creation of at least 3 different dishes. Each team will have 1 hr 45 min
duration for cooking and plating.
• Each dish will need to serve at least 6-8 people.
• No recipes! No online assistance!
• Open Kitchen Coaches will provide guidance.
• Judging Criteria: Taste, Plating/Presentation, Creativity and Use of the Ingredients in the
Secret Market Basket, and Wine Pairing)
