2. Oil Import Bill (2008): USD 12 Billion AnnualConsumption: 8 Million Tons AnnualImport of Diesel: 4 Million Tons 3. Bio-diesel is a Renewable, EnvironmentFriendly substitute for petro-diesel. It is produced from edible & non-edibleoils. Normally Bio-diesel blends can be usedin Diesel engines without any alteration.August 10 has been declared as International Biodiesel Day. 4. PossibleSources of Biodiesel are : Edible oil Sunflower Canola Rape seed Soya bean Non - edible oil Sukh - Chain Castor Seed Jatropha Curcas Jojoba 5. Jatropha Curcas is a Shrub like plant. It cangrow on Marginal lands and will notcompete with Food crops. It can bear harshclimatic conditions and has long life (about50 to 60 years) for bearing Non-edible oilseeds. The yield of oil is significantly higherthan other Biofuel crops. These specificproperties of Jatropha are making it themost popular Biofuel raw materialthroughout the world. 6. Pakistan has a large area of about80 Million Acres of Arid and WasteLand that is ideal for the cultivation ofenergy crops like Jatropha. Pakistanis Agriculture based economy andProduction of Biodiesel will strengthenits Agriculture Sector. 7. Jatropha plants grow quite fastand a well maintained plant cangrow upto 5 TO 8 feet in one year.The plant starts producing seeds inthe first Year. It gives Fruit Twotimes, in April and October. 8. Averageyield of seed is around 1 kg per plant. However, the yield per plant increases after Pruning every year and reaches upto 8 to 10 KGs after five years. 9. JATROPHA can flourish on sandyand salty Lands. Jatropha curcas likesHeat and is Drought resistant plantalthough in Frost, it will generallyshed its Leaves. Frost will also lowerits Seed production. 10. Based on our Agricultural traditions, availability of un-used Marginal lands as well as available un-employed work force, it is ideal to cultivate this Energy generating crop in the areas of interior Sindh , Balochistan andPunjab especially in Thal and Cholistan areas. 11. Jatrophasability to grow on Marginal, Waste or Arid land and produce energy crops without displacing Food crops is perhaps of most Potential importance to Pakistan. 12. Biodiesel production Cost will depend on the cost of Procurement of seeds, Scale of manufacturing, Government policies related to Taxation and Utilization of By products etc. 13. HugeEmployment opportunities will be generated from Jatropha Plantation, Seed collection, Oil extraction, Bio diesel Processing and Marketing of various by products of Jatropha in Pakistan. 14. Avoidanceof competition with Food Crops Utilization of Marginal / Barren Land. Plant needs less Water. Biofuel which requires minimum oilextraction & transesterification cost. Saving of precious Foreign Exchange. Poverty alleviation Reduces Dependence on Imported Oil. 15. Majorsource of Biodiesel. Major source of Organic Fertilizer(NPK) As Kerosene oil for cooking and lighting. Used for making Organic Soap. Has 12 to 15 % Glycerin. Has Medicinal values to make antibioticsfor skin diseases and others. Being used in Cosmetics Industry formaking Skin care products. 16. Ministryof Water & Power in coordination with AEDB shall be the apex co-ordinating body for the National Biodiesel Programme. Gradual introduction of Biodiesel fuel blends with petroleum diesel so as to achieve a minimum share of 5% by the year 2015 and 10% by 2025. 17. AllOil Marketing Companies (OMCs) to purchase Biodiesel (B-100) from Biodiesel Manufacturers and sell this Biodiesel blended with Petroleum Diesel at their Points of Sale. 18. OGRAshall regulate the Pricingmechanism of various blends ofBiodiesel (B-5, B-10 etc.) andensure its cost-competitivenesswith Petroleum Diesel. 19. TheGovernment shall provide Buy- Back Guaranteesto Biodiesel producers at a Price determined by OGRA, by making it Mandatory for public sector vehicles running on Diesel to use Biodiesel. 20. Allimportedplant, machinery, equipment and specific items for use in production of Biodiesel shall be exempted from Customs Duty, Income Tax and Sales Tax. 21. -Alternative Energy Development Board: (AEDB)Chair -Ministry of Food & Agriculture: Member -Ministry of Petroleum & Natural Resources: Member -Pakistan State Oil:Member -Pakistan Agricultural Research Council:Member 22. Legislation on cultivation and use of Biodiesel Use and reclamation of Barren / Marginal lands. Working capital should be provided through Banks /DFIs. Govt.Lands should be provided for 99 years Lease for Jatropha plantation. Marketing of By-products may be allowed. TAX exemption for 10 Years for Biodiesel Sector. Certificationof Jatropha Seed. Jatropha should be included in Forest Policy. 23. NEW ZEALAND AIRLINE WITH BOEING AND ROLLS ROYCE COMPANY HAS USED REFINED OIL OF JATROPHA FOR HIS FIRST SUCCESSFUL FLIGHT. CONTINENTALAIRLINE OF AMERICA HAS ALSO MADE A TEST FLIGHT FROM JATROPHA OIL. 24. TheIndian Railways hasstarted to use the oil (blendedwith Diesel fuel in variousratios) from the Jatropha plantto power its diesel engines withgreat success. 25. APNA International Pvt. Ltd.
