FOREWORDGreetings from SAPNA.

‘SAPNA’ was registered in Delhi under the Societies Registration Act on October 21, 2004, by a group of professionals who shared a common dream and had come together to work on a people-centric model of development in areas like public health, education, gender, livelihood, community development and social welfare.

Inspired by Gandhian ideals of social change, what guides the group is the Gandhian talisman –“Whenever you are in doubt, or when the self becomes too much with you, apply the following test. Recall the face of the poorest and the weakest man (woman) whom you may have seen, and ask yourself, if the step you contemplate is going to be any use to him (her). Will he (she) gain anything by it? Will it restore him (her) to a control over his (her) own life and destiny? In other words, will it lead to Swaraj (freedom) for the hungry and starving millions? Then you will find your doubts and yourself melt away.”

For its health support project based in Delhi, SAPNA has been able to develop a ‘bottoms up’, patient-centric model to ensure that poor and indigent patients coming from far-flung areas of the country are provided all forms of support and care. In Delhi, the organisation’s outreach extends to patients accessing services at the Safdarjung Hospital and the All India Institute of Medical Sciences, and staying in the hospital dharamshalas. SAPNA continues with the onerous task of taking care of unknown patients at the AIIMS Trauma Center. Blood donation is yet another activity undertaken by SAPNA to help poor patients. It also supports poor patients suffering from kidney ailments who are unable to sustain their treatment.

Sick and abandoned patients are sheltered at SAPNA’s Home for Sick and Destitute at Vijay Mandir in Alwar, Rajasthan. At Vijay Mandir, the organisation also runs a Public Healthcare Centre and is partnering with Venu Eye Institute and Research Centre, Delhi, to conduct monthly eye camps for poor rural folk. The Venu Institute has established a Vision and Tele-Ophthalmology Centre at Vijay Mandir.

SAPNA’s other initiatives at Vijay Mandir include an Adolescent Learning Centre and a Computer Literacy Centre. A rural BPO provides livelihood to rural youth. A Jan Seva Kendra helps villager’s access information and services.

A Community Library connects the rural youth with the outside world. A Mahatma Gandhi Centre for Learning was added to propound the ideals and philosophy of our leading light.

SAPNA also runs the Mahila Salah Evam Suraksha Kendra, a redressal and counselling centre for women, located at Moti Dungri in Alwar, in partnership with the Rajasthan Police. SAPNA also has a programme to support disadvantaged girl children. SAPNA handicrafts have been one of the latest initiatives in support of rural women.

Environmental protection and conservation has always been high on our agenda. SAPNA has embarked on a project to restore Vijay Sagar, a dry lake adjacent to Vijay Mandir. In addition, a Vijay Mandir Cricket Team has been formed to encourage sports amongst the rural youth.

From very beginning, we, at SAPNA, believe that development has to be holistic if we wish to break the vicious cycle of poverty and to bring real fruits to the most needy. We wish to bring a substantial change on the ground by focusing our energies on the above mentioned sectors as well as building our understanding about related issues. We, at SAPNA, firmly believe that a conducive and productive environment cannot be achieved unless all parameters of the development equation are adequately addressed.

The genesis of SAPNA was to help those who are the most vulnerable (poor, old and sick, women, children) and are in dire need of help. After initial extensive debates, the founding members of SAPNA organised themselves in the movement towards the above cause and consequently articulated the aims and objectives they had in mind. SAPNA was registered in Delhi under the Societies Registration Act (XXI) of 1860 on October 21, 2004.

From the very inception of SAPNA, it has been our constant endeavour to follow complete commitment and transparency towards our objectives. We believe the organisation, or for that matter any individual, whose fundamentals are based on virtues of honesty, ownership towards the society we live in and regard to human dignity, are bound to grow in the right direction and the last seven years have been a testimony to this philosophy.

MissionTo work/act as an ‘agent of change’ to help the poorest of the poor access and actualise their rights as enshrined in the Constitution of India.

Priority AreaFrom very beginning, we, at SAPNA, believe that development has to be holistic, to bring real fruits to the most needy. OUR BELIEF1


To achieve our objectives, we have organised ourselves into a Governing Body (responsible for policy decisions), Managing Committee (day-to-day administration of SAPNA) and a dedicated army of volunteers, social workers and like-minded individuals who support our efforts. The board members are rotated every two years. We have a personnel policy which is followed to eliminate hierarchy in the organisation, an investment policy and a policy on purchase and sale of assets to enhance transparency.

Governing BodyAs a policy, the decision to rotate board members every two years was taken in the GBM held on 04.06.2011. Shri Narayan Singh Manaklao was elected as President, Dr. Harshavardhana Singh as Vice-President, Shri. Rajesh Chiranewala as Secretary and Ms. Susmita Shekhar as Treasurer of SAPNA. Congratulations and best wishes on their new assignment.

Besides, in the GBM it was decided to induct Shri. Akhilesh Jha as Executive Member of SAPNA. Now the Governing Body of SAPNA has twelve members.

Managing Committee The new Managing Committee, comprising of Sh. Sudhir Pratap Singh, General Secretary, Sh. Rajesh Chiranewala, Secretary, and Ms. Susmita Shekhar, Treasurer, has been entrusted with the task of carrying out the day to day operations of SAPNA and has the power to exercise any powers and functions of the Governing Body except those related to approval of appointment of any new member to the Governing Body or those relating to framing/changing/amending of the bylaws, rules or regulations.

SAPNA is a non-profit organisation with the mission to work for the poor by nurturing and supporting projects in the areas of public health, education, women empowerment, livelihood, community development and social welfare. We, at SAPNA, as a social service organization, are intent on providing quality services to the needy and the underprivileged to live life with dignity.

SAPNA is borne out of the coming together of a group of professionals committed to Gandhian ideals. It is a young organisation that has made a beginning but has a long way to go. Its model of change is based on ‘Antodaya’ and the necessity of working in a decentralised way to address the multiple dimensions of poverty and development. As an organisation, it is seeking to scale-up and replicate its model by partnering with like-minded organisations working for change.

A. PUBLIC HEALTHPoor and Needy Patients……..

Despite several growth-orientated policies adopted by the government, the widening economic, regional and gender disparities are posing challenges for the health sector. About 75 per cent of health infrastructure, medical manpower and other health resources are concentrated in urban areas where only 27 per cent of the population lives. Contagious, infectious and waterborne diseases, such as diarrhoea, amoebiasis, typhoid, infectious hepatitis, worm infestations, measles, malaria, tuberculosis, whooping cough, respiratory infections, pneumonia and reproductive tract infections, dominate the morbidity pattern, especially in rural areas. However, non-communicable diseases, such as cancer, blindness, mental illness, hypertension, diabetes, HIV/AIDS, accidents and injuries, are also on the rise. The health status of Indians especially that of the rural population, is still a cause for grave concern. This is reflected in the life expectancy (65 years), infant mortality rate (55/1,000 live births) and maternal mortality rate (438/100,000 live births). However, over a period of time, considerable progress has been made. To improve the prevailing situation, the problem of rural health has to be addressed both at the macro (national and state) and micro (district and regional) levels.

I. SAFDARJUNG HOSPITAL DHARAMSHALA (SHD)Strengthening support for poor patients seeking treatment at Safdarjung Hospital...

In its own modest way, SAPNA, along with other like-minded individuals and organisations, extends support to poor and indigent patients who come from far-flung areas seeking treatment at Safdarjung Hospital, New Delhi, and stay in the Safdarjung Hospital Dharamshala. We, at SAPNA, have endeavoured to break away from the narrow interpretation of clinical healthcare to embrace a comprehensive spectrum of needs, relevant to people living in conditions of endemic poverty, and economic insecurity. A major part of SAPNA’s work centres on patients accessing treatment at the Safdarjung Hospital and is

guided by the recognition that a patient’s treatment cannot only be seen as a bio-medical issue. There is no denying the fact that the cost of a single hospitalisation can wipe out the assets of a poor family.

A team of social workers provide informational support and facilitation to patients who do not know how to access the available services, right from the point of registration to an interface with the consultant in the required super-specialty. Medicines not available in the hospital and nutrition (milk, fruit, lunch, dinner and dry rations) are provided to patients free of cost. SAPNA bears the cost of surgery of very poor patients and provides supportive orthopaedic aids like crutches, wheelchairs, collars, etc. Blood required mostly by burn patients or by those undergoing an operation is provided on demand. In addition, bed sheets and blankets are provided on demand. Our social workers also take care of housekeeping of the Dharamshala and address the counselling as well as devotional needs of patients and attendants.

On an average, SAPNA supports 75-80 patients every month along with an equal number of accompanying attendants and sometimes children. Medicines are procured from Helpline Pharmacy (18/4 Main Market, Yusuf Sarai, New Delhi) and Nagpal Medicos (98, Ring Road Market, Sarojini Nagar, New Delhi-110023).

SAPNA is indebted to Sh. Vishnu Surekha (Helpline Pharmacy) for providing medicines at a much discounted price. SAPNA deeply acknowledges the unflinching support of Sh. Nidesh Gupta, Ms. Tara Kochar (Dhukh Bhanjan Trust), Ms. Madhu Bhagat, Ms. Kiran Soni, Ms. Kanta Saluja, Sh. Satish Chawla and Sh. L.R. Aggarwal who contribute to the efforts in a very big way. The team of Ms. Daksha Panchal, Tanmeet Singh and Dr. Parul Desai also needs a special mention and SAPNA thanks all.

SAPNA profusely thanks ONGC for having donated ` 3.43 Lakhs for procuring 106 wheel-chairs which was distributed amongst the poor and the handicapped.


II. RAJGARHEA VISHRAM SADAN (RVS)SAPNA supports poor patients staying in the Rajgarhea Vishram Sadan - a dharamshala of AIIMS - by providing milk and weekly rations. Half a litre of milk is distributed every day to all patients staying here (around 75-80) in the morning. Rations containing flour, dal, rice, tea, sugar, etc., costing around ` 6000 - 7,000 is distributed on every Sunday to selected BPL patients (approx. 60) by the following donors:

III. JAIPRAKASH NARAYAN APEX TRAUMA CENTER, AIIMS, NEW DELHIThe living dead……

SAPNA completed four years of providing service at the Jaiprakash Narayan Apex Trauma Center (JPNATC), AIIMS, on December 18, 2011, and is continuing with the onerous task of looking after unknown trauma patients brought in by the police/CATS ambulances to the centre. Everyday one or two such patients come to the Centre. Some are in a state of trauma while others are in a comatose state, almost left for dead.


SAPNA supports the unknown and unattended trauma patients by providing nursing care, nutrition, clothes, etc. It helps in identifying the patient and establishing contact with relatives once their identity is established. A majority of the patients are restored to their family after treatment by establishing contact or are sent home, with SAPNA bearing their railway/bus fare. Some are escorted by our social workers to their homes. Quite a few homeless patients are rehabilitated by establishing linkages with rehabilitation centres in Delhi. Some are accommodated at the Home for Sick and Destitute in Alwar. The Delhi Police are kept informed about the course of action.

The social workers are responsible for taking care of the unknown patients on arrival at the Trauma Center, documenting the patient’s history, ensuring identification of the patient, facilitating treatment and nursing care, informing relatives and arranging to send the patient home or for rehabilitation.

IV. SUPPORT A KIDNEY PATIENTAnother initiative taken by SAPNA has been to support poor patients suffering from kidney ailments or having undergone a kidney transplant surgery needing support. A large number of patients from far-flung areas of the country, especially Bihar and Uttar Pradesh, suffering from kidney ailments come to AIIMS, New Delhi and stay at Rajgarhea Vishram Sadan. The treatment is frightfully expensive and has to be sustained for long periods. Ultimately, most patients are financially devastated and give up on their treatment, unable to bear the expenses, and resign to fate. SAPNA supports such patients by providing medicines on a sustained basis every month.

These patients now live a life of dignity, capable of carrying on with their day-to-day activities. Some have even taken up employment to support themselves. One such patient, Dilip Singh, has been a volunteer for SAPNA since 2010. The patients are also provided weekly rations.

SAPNA targets the mobilisation of funds for 10 patients every month to the tune of ` 10,000 per patient for procuring medicines.

V. BLOOD DONATION SAPNA helps in procuring blood from healthy donors and blood donation camps for poor patients staying in the Safdarjung Hospital Dharamshala and Rajgarhea Vishram Sadan. Blood transfusion is acutely required for burn patients or by those undergoing surgery. Poor patients are generally fleeced by touts who provide blood donated by professional donors.

SAPNA organises blood donation camps all over Delhi through Blood Banks of Safdarjung Hospital, AIIMS and the Trauma Center. During 2011-2012, as many as 872 units of blood were collected through camps. The budding engineers of IIT Delhi donated another 92 units at the Safdarjung Hospital and AIIMS blood bank which was given to those in need of transfusion. SAPNA profusely thanks the budding engineers of IIT Delhi and students of Delhi University for having generously contributed blood for poor patients.

Blood donation is a noble, selfless service. It gives the donor a feeling of joy and contentment. Also, it is an expression of love for mankind, as blood knows no caste, colour, creed, religion or race, country, continent or sex. This is the message SAPNA gives to all.

VI. PUBLIC HEALTHCARE CENTRE (PHC)Health for the rural poor…..

There are around 45-50 villages within 4-5 km radius of Vijay Mandir, Alwar, having no access to proper medical facilities. As such, the rural masses are at the mercy of unregistered medical practitioners and quacks. Patients have to travel 10-15 km to Alwar to access proper medical aid. Women in particular get no specialised medical attention.

To address this problem, SAPNA started a Public Healthcare Centre (PHC) at Vijay Mandir, Alwar, on August 1, 2008. Such a day care facility (8 am to 12 noon) is looked after by a doctor and a compounder. A basic diagnostic laboratory having a semi-automated chemical analyser and automated haematology analyser and x-ray facility have been provided.

A token registration charge of ` 10 is charged from every patient. Medicines are dispensed free of cost. The service of a gynaecologist is provided thrice a month. The patients are also counselled about the further course of treatment. Such a facility also caters to the medical needs of the inmates of the Home for Sick and Destitute.

The PHC has established itself as a full-fledged medical clinic, with a monthly OPD of around 500 patients, which highlights the popularity of this centre. Till date, the PHC has seen more than 33,000 patients who need not travel to Alwar anymore to access basic medical aid. Women get specialised medical attention. The daycare facility provides basic healthcare to the rural poor, with the aim being that all components of healthcare are developed in a synergistically complementary manner.

CAMPS A Heart Checkup Camp was organised on 05.02.2012 at

Public Healthcare Centre, Vijay Mandir, Alwar sponsored by Narayan Hrudalaya Jaipur. Cardiologists Dr. Devendra Shrimal & Dr. Anamika Mehta conducted the camp having an OPD of 120. Our vision was to help the poor rural folk of Alwar by spreading awareness about heart disease and provide proper diagnosis and treatment at a low cost.

SAPNA organized a Child Health Care Camp on 18.02.2012 at Public Healthcare Centre, Vijay Mandir, Alwar sponsored by Narayan Hrudalaya Jaipur. Dr. Pinku Attawar conducted the camp having an OPD of 17. This joyful camp gave rural people an opportunity to get tips on health care for their siblings and also to be on guard for various illnesses. Dr. Sandeep Attawar was also present.

A Gynae camp was organised at Public Healthcare Centre, Vijay Mandir, Alwar by Dr. Devyani Ranawat and her team on 25.06.2011. Total OPD – 288.

In this span of four years, the Centre has done well and created a trust factor in the local community motivating them to join hands with SAPNA in its other endeavours. It is now planned to add a Family Planning and HIV-AIDs Centre to the PHC besides initiating a massive immunisation programme for the rural poor. The ultimate aim is to turn it into a telemedicine centre so that the poorest of the poor can locally access the best medical facilities available globally.

VII. OUTREACH HEALTH PROGRAMME (OHP)The most precious gift…..

Cataract, diabetic retinopathy, glaucoma, refractive error, etc., are common ailments, which often lead to vision loss if untreated. Low literacy levels, inability to afford the cost of operation as well as lack of access to specialised medical treatment, available mostly in urban centres, has resulted in rampant prevalence of blindness amongst the elderly rural poor.

SAPNA has embarked on an ambitious Outreach Health Programme (OHP), wherein it aspires to provide health cover to the poor and needy in Alwar district of Rajasthan. The first camp was organized on 1st September, 2007 at Vijay Mandir, Alwar. Since then SAPNA collaborates with the Venu Eye Institute and Research Centre, Sheikh Sarai, New Delhi, a leading eye hospital of Delhi, to hold one mobile eye screening camp on the second Friday of every month in rural areas of Alwar district. In this OPD, of the around 250-300 people screened, around 40-50 patients are identified for cataract operations and transported by bus to Venu Hospital in Delhi. After operations, they are dropped back to the camp site on the third day. Medicines and spectacles are dispensed free of cost in the camp.

The Venu Charitable Society is a non profit-making voluntary organisation engaged in providing qualitative and quantitative eye care for over 30 years. It has a 3-tier eye care network, which now comprises 20 primary mobile eye care clinics and five satellite hospitals, and its tertiary centre is a state-of-the-art base hospital in Sheikh Sarai (South Delhi), the nerve centre of the entire organisation: the Venu Eye Institute & Research Centre.

During 2010 - 2011, 13 eye camps were organised in Alwar district, 3,990 patients (OPD) were examined and 650 cataract surgeries /IPD were conducted. 2249 spectacles besides medicines were also dispensed free of cost during the camps.

SAPNA is grateful to Shri Narendra Modi for wholeheartedly supporting this project. Shri Ramesh painstakingly coordinates the eye camps every month which includes visit and selection of site of the camp with the sponsor, printing of pamphlets and coordinating with the Venu Eye Hospital. The sponsor provides for the local support including publicity, volunteers, shamiana, drinking water and nutrition .The bus for the transportation of patients from the camp site to Venu Eye Hospital, Delhi, and back is provided by Sh. Manoj Chachan of Alwar. A social worker of SAPNA is present throughout the stay at Venu Eye Hospital in Delhi to attend to the needs of the patients.

VIII. VENU VISION CENTRE (VVC)Encouraged by the response in the outreach camps, the Venu Eye Institute and Research Centre, Delhi opened a ‘Vision Centre’ at Vijay Mandir, Alwar, on February 22, 2010, to provide for preliminary eye check-ups and follow-ups. Two vision technicians have been placed at the centre by the hospital. Slit lamp, retinoscope, ophthalmoscope, trial set, trial frame, etc., have also been provided by the hospital. The patients are screened for cataract and taken to the Venu Eye Hospital, Delhi, for operations. The entire logistics of taking the patient from Alwar to Delhi and back is done by the hospital. Medicines are provided free and spectacles are provided to the patients at half the cost, the remaining being borne by SAPNA.

There has been tremendous response to these eye camps. Since the inception of this programme in September 2007, 60 camps have been organised, having an OPD outreach of 19,702 and of them 2,442 patients were operated for cataract till March 2012.

The overwhelming response to these medical camps only highlights the dire need of eyecare in rural India. SAPNA has through this endeavour joined hands with the National Blindness Control Programme (NBCP) and aspires to make Alwar district cataract free.

Our ultimate aim is to establish a Satellite Eye Hospital in Alwar, which will cater to the needs of the rural poor of Alwar district as well as the neighbouring districts of Nuh and Ferozepur Zhirka in Haryana. A proposal to this effect has been submitted by the Venu Eye Institute and Research Centre, Delhi. The total cost of the project is estimated at about ` 125 lakh. SAPNA is looking forward for donors/partners to set up the dream Satellite Eye Hospital.

B. EDUCATIONCapacity Building of Rural Youth….

SAPNA recognises that livelihood promotion through professional skills development is the only route to dealing with poverty, vulnerability and issues related to working conditions and remuneration at work.

I. COMPUTER LITERACY CENTRE (CLC)e – learning for the rural youth….The rural youth have little or no exposure to e-learning, leave aside the challenges of training youth in ICT skills and giving


them meaningful employment opportunities. Many of them have not seen computers, as schools in the rural areas provide no such learning. Any desire for e-learning means going to Alwar which may be beyond their means.

Established on June 21, 2007, at Vijay Mandir, Alwar, the Computer Literacy Centre (CLC) exposes rural children to e-learning and trains youth in ICT skills. Equipped with a modern computer lab, SAPNA has tied up with Rajasthan Knowledge Corporation Limited (RKCL) to run the RS-CIT Course (Rajasthan State Certificate Course in Information Technology). Windows Vista, MS Office, Database Management System, Internet, Personal Information Manager, etc., are part of the 132 hours (three months), two hours-a-day curriculum. It is an audio visual programme supported by a facilitator. A fee of ` 1,200 in three instalments (500+400+300) is charged from the participants, which includes study material and examination fee. The end examination is online and instant e-certification is done by the Vardhaman Mahaveer Open University, Kota. This certificate course is approved by the Department of Information Technology & Communication, Government of Rajasthan.

The centre has evoked tremendous response and has remarkably increased e-learning and usage amongst rural children. Girls have also shown keen interest in computer literacy. The children are also taught English and typing skills.

II. LITERACY CENTRE (LC)SAPNA runs a Literacy Centre at the Vijay Mandir for children of neighbouring villages, focusing specially on grey areas like mathematics, english and computer literacy.Ms. Suchi Gupta of Alwar Public School volunteers to do this task. Besides teaching English, she involves the children in various extra-curricular activities like painting, drawing and sports. Functions on occasions like Republic Day, Independence Day and Gandhi Jayanti are organised at Vijay Mandir to inculcate a sense of nation building and idealism. The children are also taken for sightseeing tours to Alwar, Jaipur and Delhi to enhance their exposure.

IV. MAHATMA GANDHI CENTRE FOR LEARNINGIt was our endeavour to set up a centre for learning imbibing the ideals of Mahatma Gandhi. The centre has a growing library that displays his life and works. We propose to propagate and develop upon his ideals of non violence, peace, self dependence, environment consciousness, cleanliness, trusteeship, women education and empowerment, skill development through this centre for learning.

There are 128 books in the centre on the life of Bapu.

C. COMMUNITY DEVELOPMENT & SOCIAL WELFARE

I. HOME FOR SICK AND DESTITUTE (HSD) Ensuring the health and well-being of the sick and the abandoned…

The biological ageing process exposes individuals to greater risks from disability, chronic illness and destitution, a process exacerbated by poverty and other forms of structural inequalities. Care of the old, sick and abandoned is a complex process. Cultural patterns, prevailing attitudes and expectations – all need to be factored in while homing in on a model of appropriate care. We believe in ensuring that a person who is not fully capable of self-care can maintain the highest possible quality of life, according to his or her individual preferences, with the greatest possible degree of independence, autonomy, participation, personal fulfilment and human dignity. We also believe that their first right is to reside with their own families if possible. Hence, our aim is to give them medical and supportive care till they are capable of


being rehabilitated with their families. In this way, SAPNA has been instrumental in restoring several old and infirm persons to their families.

SAPNA has been addressing the need for shelter and long-term care for the sick and genuinely destitute through its Home at Vijay Mandir, Alwar (Rajasthan) since January 2007. It acts as a feeder for survivors at the Trauma Center (AIIMS) and Safdarjung Hospital Dharamshala in Delhi who are in need of recuperative care and support. A team of social workers look after their daily needs providing nursing care, nourishment, clothing, housekeeping, etc. A Dispensary on premises provides for daily checkups and requisite medical care. An Ambulance is available 24x7.

We are glad to inform that the NGO SAPNA (Home for Sick and Destitute, Vijay Mandir, Alwar) has been registered under Rule 48 of the Rajasthan Persons with Disabilities (Equal opportunities protection of rights and full participation) Rules 2011 by the Govt. of Rajasthan on 18.01.2012.

Promoting health and a general sense of well being throughout the life span of its inmates is one of the primary thrusts of the Home. SAPNA provides a home for such under-privileged where they feel cared for and live life with dignity. Mange Ram, Sindhu, Pinky, Balwant, Puran, Ranveer, Santosh, Krishna, Ram and Arjun (all assumed names) are some of the lucky ones who are all unknown and have found a home at Vijay Mandir and are now a part of the extended family of SAPNA.

SAPNA is grateful to Sh. Anil Khetan for his unflinching support in running this centre. SAPNA is thankful to Sh. Sri Kishan Lila for donating the annual requirement of wheat year after year. Besides, SAPNA will not forget to thank all those who silently support this flagship programme.


11. MOBILE VETERINARY HOSPITAL (MVH)This initiative is in memory of Late Yuvrani Mahendra Kumari of Alwar who was a passionate animal lover and our inspiration. The first mobile Veterinary Camp was organised at village Hajipur in Alwar District of Rajasthan on January 16, 2011.

A team comprising of a Veterinary Doctor and a Compounder along with volunteers of SAPNA organise a camp every week at village Hajipur and Dadikar with support of the local people. Tremendous enthusiasm is seen among the rural folk. People from nearby villages came with their animals. The veterinary team make people aware about suitable diet and time-to-time vaccinations for animals. Home remedies get a great response. Medicines and vaccinations are given free to the animals.

III. JAN SEVA KENDRA (JSK) Established in November 2010, the Jan Seva Kendra is a one-window system, set up in collaboration with the E-Mitra Seva of Rajasthan Government, which provides for government-to-citizen services and business-to-citizen services to the rural folk for payment of electricity and telephone bills, mobile and DTH recharge, railway reservations, payment of LIC instalments, etc. It also facilitates procurement of land records, caste and domicile certificates, stamp papers, etc., at a nominal cost. The Centre also facilitates filling up of various forms.

The Jan Seva Kendra provides an excellent one-stop outlet for the villagers, who now have easy access to government-to-citizen services. They need not travel to Alwar anymore where they used to fall prey to touts and had to undergo the tedious bureaucratic machinery.


IV. DIGITAL PANCHAYAT A Digital Panchayat Centre was formally set up in March 2011 at Vijay Mandir, Alwar, supported by Digital Empowerment Foundation (DEF), New Delhi, which provided five laptops for the Centre. A video interview session with each Sarpanch was arranged where he/she was asked about their Panchayat, work, future plans and how the Digital Panchayat Centre could benefit them. This Centre will act as a medium between Panchayats and Government departments where complaints will be forwarded to the concerned department for action. All elected representatives can record any complaint and send them to the desired department and DEF Headquarters.

The DEF has, with the help of our data, made a website for eight neighbouring Panchayats. More information can be accessed by visiting the website www.epanchayat.in. This website is a platform to showcase our neighbouring Panchayats to the world.

The elected representatives were also sensitised about the use of computers and internet for the rural sector. The Sarpanchs know very little about computers and the internet, or about the government scheme of information technology for Panchayats. The Panchayats, being the driving force for nation’s growth, must benefit from IT. All information about Panchayats will now be shared worldwide to boost tourism, local handicrafts and business. People can visit the website about any grievance they wish to share. Employment opportunities, complaints, filing of tenders, culture, etc., can all be accessed.

The Panchayat Sarpanchs are being motivated to come forward to join the Digital Panchayat Revolution.

V. COMMUNITY WATER CENTREA proposal to set up a Community Water Centre in Kaduki village, situated adjacent to Vijay Mandir in Alwar District of Rajasthan, has been prepared to provide potable drinking water for a population of approx. 1,000 (250 families), including children. A majority of the population is poor and cultivation is the main source of their livelihood. Recently, a survey was conducted by MA (a non-governmental

organisation) in Kaduki regarding the accessibility of potable drinking water. It was found that there was no access to potable drinking water in the village. There is general scarcity of potable drinking water and the villagers have to be dependent on families that have their own borewells for domestic use. Even this water is not suitable for drinking as the total dissolved solids count in it is as high as 250 (permissible limit is 100).

The Community Water Centre is a community based water distribution system wherein ground water/surface water or supply water is treated by reverse osmosis technology or through filtration system to make it safe for drinking. This unique endeavour will create a better and healthier environment for the poor with the objective of improved health, lower medical expenses and community involvement to sustain the initiative. The total project cost is ` 7 lakh and it is planned to implement this project in 2012-2013.

D. Women EmpowermentWorking for gender equity and women’s rights….

Working for gender equity and women’s rights has been one of SAPNA’s major commitments. This option holistically addresses the issue of violence against women. It was realised that a fresh intervention strategy within the Criminal Justice System was needed to be addressed collectively.

Violence against women both in the public and the domestic sphere is on the increase and most women get very little or no redressal to their problems on reaching a police station. It was felt that in the absence of any specialised training of the police or civil society institutions to handle the psychological and social needs of the victims, the women seeking assistance were further victimised. Cases of violence against women not only need multiple interventions but a shift in approach, to give the women the right to make an informed choice when subjected to violence.

I. MAHILA SALAH & SURAKSHA KENDRA (MSSK)Since December 1,2008, SAPNA is partnering with the local police in Alwar, Rajasthan to run a guidance and protection centre for women under the aegis of the Mahila Thana known as the ‘Mahila Salah Evam Suraksha Kendra’. The MSSK is a holistic redressal centre for women providing support to women facing violence by way of:

Assisting them to negotiate their way through the Criminal Justice System;

Settling disputes through alternative dispute resolution mechanisms;

Providing rehabilitation to women survivors of violence;

Providing medical aid, legal aid, psycho-social support, shelter, economic rehabilitation and any other relief required.


The concept underlying the centre is that of providing a comprehensive strategy of redressal for women who come to the centre for support. The single window assistance can range from mediation to legal aid, to intervention within the police system and the judiciary, to economic rehabilitation, to trauma counselling, to shelter and care.

The Centre functions through the services of a CoordinatorMs. Rekha Bedi, two full time paid social workers Ms. Rashmi Vasishta and Ms. Sarita and two police officers (includes a Lady Constable) attached from the Mahila Police Station, Alwar. Representatives of women’s organisations and other civil society representatives assist the centre regularly on a voluntary basis. The centre is in the process of setting up referral services with other organisations in order to provide effective relief to the women seeking assistance from it.

The centre till now has settled more than a thousand cases of domestic violence addressing a gamut of issues like wife battering, demand for dowry, harassment by in-laws, desertion, etc. It has also provided counselling, support and shelter to women in distress.

INTERNATIONAL WOMEN’S DAY CELEBRATION MARCH 11, 2012:International Women's Day (IWD) is celebrated every year on March 8. However this year it was celebrated on 11th March, 2012 on account of Holi on March 8th. It is a major day of global celebration by women. In different regions the focus of the celebrations ranges from general celebration of respect, appreciation and love towards women to a celebration for women's economic, political and social achievements.

Continuing the tradition of bringing women out of their homes, introducing them to the world, and making them aware of their potentials, SAPNA through the MSSK, Alwar along with other sister organisations in the district like IBTADA, Nirvan Foundation, Jan Sambhal Sansthan Ramgarh, Parivar Seva Sansthan, etc joined hands to put-up a special programme for rural women in Alwar district. Mrs. Rekha Bedi, Coordinator MSSK, Alwar coordinated the entire activity.

The response was overwhelming. Women, mostly from the rural areas turned up in large numbers and participated with great zeal and enthusiasm. There was an exhibition focusing on awareness of issues like family planning, health care, handicrafts and child helpline.

A number of competitions were held on this occasion.

Rajasthani mehndi is different due to its unique colour and smell and shades. In the competition, participants made beautiful designs and patterns.

Rangoli Competition:

Rangoli is a traditional decorative folk art of India. They are decorative designs on floors of living rooms and courtyards during Hindu festivals. Our immensely talented women made beautiful designs and won prizes.

Dance Competition:

The traditional dances added a colourful touch. They were expressive dances and enjoyed by one and all. Three groups of 5-6 women each participated.


EXHIBITION:

Artisans of Jan Sambal Sansthan from Ramgarh (Alwar) represented their skill and perfection by rendering natural jute into allied products, most of it were ideal decorative items as they would impart a modern as well as an ethnic touch to any interior design be it in homes, offices, hotels or resorts.

Nirvan Foundation, a non-governmental, non-profit organization located at Hajipur-Dadikar, Alwar introduced the concept of “HELLO CHILDLINE” to everyone. Creating awareness amongst children, especially girls, was their main area of concern.

Parivar Seva Sansthan whose vision is to enhance the quality of life of men, women, adolescents and children by addressing challenges in the areas of Health, Population and Development. They provided information on a range of quality, affordable reproductive health services. They informed about the hazards of HIV and other sexually transmitted diseases.

PERFORMANCE BY ARTISTS OF RAJASTHAN TOURISM:

The dances performed were colourful and lively, courtesy Rajasthan State Tourism and added greatly to the entertainment of one and all.

II. SUPPORT THE GIRL CHILDChanging lives………..

Named ‘Pankhuri’ the programme started in the academic session 2010-2011. It envisages a lifelong symbiotic relationship between the girl child and the sponsor who supports by paying for her education which includes school fees, uniform, bus fare, books and stationery. The tiny tots are selected by a committee comprising of Ms. Sunita Sanghi, Coordinator of this project, Ms. Shruchi Gupta, Coordinator LC and Sudhir Pratap Singh, General Secretary SAPNA. The girls must be socially and economically disadvantaged and from nearby villages preferably Kaduki. They have been admitted into an English medium school, National Academy, located only 2 km away from Vijay Mandir, in Play Group, LKG and UKG. They are also given coaching in English and Maths at the Learning Centre in the evening.

It costs the sponsors around ` 20,000 for the whole Academic session and the payment is made to the school in two instalments in July and December. From nine girls in the academic session 2010-2011, today SAPNA supports following 13 girl children:

REPORT CARD ACADEMIC SESSION 2011-2012:

1. SHIVANI: She is studying in class IV and attained 77.8% marks during academic session 2011-12.

2. SNEHA: She is excellent in studies & is full of innovative ideas. Her work and presentation are commendable. She has received many prizes in other activities. Her cooperation and dedication makes her an apple of every body’s eyes. She is very curious and expresses feelings in a healthy manner.

3. KARISHMA: She is a perfect example of dedication and sincerity. Her zeal to learn makes her adorable and source of inspiration. She has won many prizes and does her work with utmost faithfulness.

4. VANISHA: She is responsible and studies well. However, she is slow and remains very sober and quiet. With great efforts, she steers through her way.


5. SALONI: She is a girl with charming face, her progress is slow.

6. KAVERI: She is an intelligent girl, she thinks independently, she is cheerful and friendly, ready to take responsibility. Her enthusiasm is reflected in her work. She aims to achieve perfection and has high dreams.

7. ROLI: A very sweet and charming girl. Good in studies and always ready to take the responsibility. Her approach is innovative. She takes active part in all the activities.

8. SAHILA: She is a happy child. Her work is done sincerely. She enjoys learning. However, she does not take part in extra activities. A sweet and charming child has shown tremendous improvement.

9. SUHANI: She is a very slow learner, but she is good in oral work. She is very calm and quiet and does not enjoy her work. With great efforts, she steers through her way.

10. SANJU: She is cheerful and friendly. She is a slow learner. Her improvement is slow but she tries her level best. She takes an active part in all the activities organized by the school.

11. GUNGUN: She is very cheerful and friendly child. She is positive and respectful. She is good in studies and has taken active part in most of the activities. She is bubbling with energy and innovative ideas.

12. KOMAL: She is a very sweet child and has shown a lot of improvement. Since she is the 5th child of the family, her parents couldn’t take adequate care but now she has shown a lot of improvement. She is good in studies and has taken active part in all the extracurricular activities like poem, recitation, games, etc.

13. NURNISHA: She has come out of all odds and has shown commendable improvement. She has understood the value of studies, health and hygiene. Now she has started participating and has won various prizes. She is doing well in studies also.

The number of girl children are expected to go up to 20 in 2012-2013.

E. LIVELIHOOD PROGRAMME

I. RURAL BPOEmployment at the doorsteps….

SAPNA’s drive towards expanding employment and employability of the youth of the area is bearing fruit. Apart from training the youth, giving them meaningful opportunities, ensuring that adequate work comes in, supervising the overall work quality, looked more and more intimidating and challenging. A solution to this was found by setting by a rural BPO in April 2010.

SAPNA has trained more than 50 rural youth in ICT skills and they are now well-versed in data entry work. We too realised that the commitment of the youth of Alwar was far superior to any training they needed to overcome their rawness due to lack of professional training. It took sharp supervision lasting several months to come to terms with the challenges thrown up by the sheer volume of hand-written work.

At present, the young boys are engaged in data entry work for India Post at Vijay Mandir and are also maintaining data at the Post Offices in Alwar, Behror,Dausa, Bharatpur, Dholpur, Hindaun, Shahpura and Deeg. On an average, a Data Entry Operator (DEO) earns about ` 5,000-6,000 a month and possibly even more depending on his capacity to work.

We are now on the lookout for more work. For us, there is no looking back.

Besides providing meaningful employment at their doorsteps, a sense of engagement and achievement has gripped the rural youth of Alwar. SAPNA’s model of providing productive and remunerative employment at the doorsteps has worked towards reducing migration, and all that the latter entails in terms of displacement, deplorable living conditions, low wages, unfamiliar working conditions and the vagaries of the job market associated with the urban scenario.

II. SAPNA HANDICRAFTSThe programme which started in March 2012 entails empowering rural women by ensuring sustainable livelihoods through Appliqué Work. Appliqué Work is a French term that refers to pieces of fabric, often colored, and stitched onto the surface of a larger piece of base fabric to form designs. It is a pattern based on a repetition of certain motif constructed from geometric shape. It is a sort of Patch Work or Quilting made from recycled material. Popular patterns have evocative names like Kachua (Tortoise), Darkhat (Tree) and Hatphool, etc. The work in the area has passed on from generations for self use.


The programme provides for training to women and girls around Vijay Mandir in Appliqué Work engaging up to 25 women to ensure an income of INR 3000 or more in a month.

This product is handmade by the women of the area. The programme will contribute to the general well being of the local community and help to create sustainable social - cultural and economic life of these women artisans.

F. Environment Protection And Conservation

I. VIJAY SAGAR Vijay Sagar is a beautiful artificial lake constructed almost 100 years back by the then Maharaja Jai Singh of Alwar. Also known as ‘Kaduki Lake’ in revenue records, the lake is located south of Kaduki village in Jatiana Panchayat of District Alwar in Rajasthan having a catchment area of 19.90 sq. miles with capacity of 206 MCFT. However, with passage of time the water holding capacity of the lake has deteriorated significantly and it dries up completely within 4-6 months after the rains.

SAPNA has embarked on an ambitious project to revive this lake in its original ambience. The objective is not only to restore the beauty of the lake but also entails recharging ground water, raising water table, reviving aquatic life, forestation and ecology and ultimately promoting tourism and economy.

Awareness activities and campaigns through seminars, workshops, public meetings, padyatras, film shows, advertisements, posters and banners are envisaged. The action component would include revitalising natural channels and drains, reinforcing check dams, discouraging cultivation in lake area, and civil works to increase retention potential, plantation, etc.

The collaborating/ supporting agencies have been identified as the District Administration, Irrigation Dept. of Rajasthan, Central Ground Water Board, Jaipur and Delhi and DFO Alwar. Sh. Rajinder Singh of the Tarun Bharat Sangh, spirited citizens of Alwar, Panchayats of Dehra and Todiyar and the community at large are the stakeholders. A roadmap for reviving the lake has been documented which includes repair and strengthening of bund, desilting of core area, repair of water channels and forestation of surrounding hills.

A small patch of hill adjacent to Vijay Mandir was fenced and 150 trees were planted. The cricket team was given the responsibility of taking care of the plantation.

G. Sports

I. Vijay Mandir Cricket Team (VMCT) A Vijay Mandir cricket team was formed to encourage sports among the rural youth. Sh. Roop Singh Meena has been appointed Coach and Sh. Chetan Chauhan was appointed Captain of the team. The land outside Vijay Mandir is being used for play and practice.

Sh. Amrit Mathur and Sh. Kishan Rungta are the chief patrons of this project and Sh. Pawan Goyal of Alwar is giving all round support. The team has already participated in several district level matches and is showing promising results.

1. SIGNIFICANT ACCOUNTING POLICIESBasis of preparation of financial statement

The financial statements are prepared under the historical cost convention, on an accrual basis and comply with the mandatory accounting standards issued by the Institute on Chartered Accounts of India.

Accounting Policies not specifically referred to otherwise are consistent and in consonance with generally accepted accounting principles.

Fixed Assets and Depreciation

Fixed Assets are stated at cost of acquisition including directly attributable cost of bringing the asset to its working condition for intended use.

Depreciation is provided on written down value method in accordance with the rates prescribed in the income Tax Act, 1961.

Revenue Recognition

All income and expenditure items having a material bearing on the Financial Statements are recognized on accrual basis.

RENEWAL OF 80G:Income Tax exemption u/s 80G (5)(vi) of the Income Tax Act was renewed. It was informed vide office order No. DIT (E)/80G/2011-2012/S-4258/2060 dated 07.10.2011 that Income Tax exemption u/s 80G (5) (vi) of the Income Tax Act ‘vide office order No. DIT (E)/2007 - 08-826 dated 26.07.2007 which was valid up to 31.03.2010 is valid from 01.04.2010 onwards till it is rescinded’.
