The genesis for the SBCJC can betraced back to the 1920's. Senate Bill131, Laws of 1928, approved April26, 1928, which authorized theestablishment of junior colleges, alsocreated a state commission for over-sight of these institutions, theCommission on Junior Colleges. TheCommission was comprised of theState Superintendent of Education aschairman, the chancellor of theUniversity of Mississippi, and thepresidents of Mississippi State Uni-versity, Mississippi University forWomen, and three junior colleges.Three lay members, appointed by theGovernor, were added in 1950. TheCommission continued in this formuntil 1986.

The Commission, a division of theState Board of Education, held itsfirst meeting on May 10, 1928, twocalendar weeks after its legislativecreation. The first action of the Com-mission was to identify its authority,establish standards by which existingjunior colleges must meet to qualifyfor state aid and develop criteriarequired of agricultural high schoolsseeking junior college status. Thisaction of the Commission constitutedthe birth of Mississippi State Systemof Public Junior Colleges, thereby giv-ing Mississippi the distinction of hav-ing the first state system of compre-hensive two-year colleges in the na-tion.

Legislative action throughout theyears more clearly defined the author-ity and control of the Commission.The Commission set broad standardsfor junior college operations andapproved new attendance centers andvocational and technical programs tobe operated by the two-year institu-

tions. The Commission had no staffbut was served by personnel withinthe State Department of Education.State supervision was vested in thesupervisor of agricultural highschools and junior colleges from1928 to 1968. In 1968, a separateoperational division for juniorcolleges was created in the StateDepartment of Education, whichprovided state services and oversightuntil 1986.

In 1986, the State Board forCommunity and Junior Collegeswas established as an independentagency. The staff from the StateDepartment of Education was trans-ferred to the new Board Office. TheBoard consists of ten members,none of which shall be an electedofficial or engaged in the educa-tional profession. The Governorappoints all ten members, two fromeach of Mississippi's five congres-sional districts and no more thanone residing in any junior collegedistrict. Initial terms of appointmentwere from two to five years and subse-quent terms are for six years.

The Board is a coordinatingagency which establishes standardsand guidelines for the operation ofthe 15 local districts in order toqualify for state appropriations. TheBoard fosters cooperation and com-munication with local institutionsthrough the presidents and otherrepresentatives of local colleges. TheBoard expresses its authority in theareas which are expressed or impliedas outlined in Sections 37-4-1 and37-4-3, Mississippi Code 1982,Revised 1990.

In order for a student to be classified as a full-time student in a Mississippi public community/junior college, the student must be enrolled in aminimum of 12 semester credit hours of instruc-tion. Students who are enrolled in 11 semestercredit hours or fewer are considered to be part-timestudents. Full-time equivalence is calculated on thebasis that 24 semester hours of instruction equalsto one full-time equivalent student.

For the Fall semester of 1997, enrollment inMississippi's public community and junior collegesystem was 117,399, a record enrollment. Over the

last four years (CHART 1), our system has experi-enced a 62.9% enrollment increase with an averageyearly increase of 15.7%.

CHART 2 shows that academic transfer (univer-sity parallel) enrollment continues to be an essen-tial part of our total enrollment. Specifically, aca-demic transfer enrollment accounts for 31.4% ofthe total headcount enrollment and 68.9% of totalcredit enrollment. In addition, CHART 3 showsthat Mississippi residents made up 96.9% of thetotal credit enrollment.

EPROGRAMS

Mississippi's public community and junior col-leges offer the following programs: academic (univer-sity parallel), technical, vocational, adult basic educa-tion, adult continuing education, general educationdevelopment, job training partnership and industryrelated training.

The only programs which require approval of theBoard are the four hundred plus technical andvocational full-time programs. Each institution mustinitiate a request for program approval to the Boardfour weeks prior to its being considered by the Boardfor action. Comments are solicited from the StateDepartment of Education, Bureau of Vocational-Technical Education, and from any state agency thatmay provide funding or supervision for the opera-tion of the program. Also, the colleges should have aposition statement from any professional associationor state board if licensing or certification of theprogram's graduates is required.

The Board exercises its oversight and leadershipresponsibilities through program review and termina-tion and through the acceptance/denial of new

programs. For FY 1998, a) 50 new program applica-tions were submitted of which 18 were approved, b)four programs were terminated, c) four programs wereplaced on probationary status, d) three lower levelcourses were approved for universities, and e) threeprograms were removed from probationary status.

The associate of arts degree and associate ofscience degree are awarded to students who completea minimum of 60 semester credit hours of academiccourses. The associate of applied science degrees areawarded to students who have completed the re-quired semester credit hours in a technical program.Included in each technical program is 15 semestercredits hours of general education coursework. Inaddition to the associate degrees, the community andjunior colleges are authorized to issue diplomas andcertificates in vocational or specific curricula of thecollege.

At the end of this fiscal year, all of the Mississippipublic community and junior colleges are accreditedby the Southern Association of Colleges and Schools,Commission on Colleges.

PROPRIETARY SCHOOLS

Under the authority of Senate Bill 2636, whichpassed during the 1992 legislative session, the ad-ministration for Proprietary Schools and CollegeRegistration was transferred from the MississippiDepartment of Education to the State Board. TheState Board's responsibilities included the appoint-ment of a five-member commission pursuant to theaforementioned senate bill; acquiring staff for theadministration; and serving as the appellant organi-zation for decisions rendered by the commission.

The administrative staff is responsible for assistingthe commission with carrying out its duties andresponsibilities as set forth in the Mississippi Propri-etary School and College Registration Law (75- 60-1). The commission has been assigned statutoryauthority to establish and implement the registrationprocess for obtaining and maintaining a proprietaryschool certificate of registration (license) and anagent's permit for the State of Mississippi. Thisadministration has both administrative and supervi-sory responsibilities including, but not limited to the

following: 1) the dissemination and interpretation ofthe law; 2) the development of applications, regula-tions, and policies to govern commission activities;3) receipt and review of applications for actionrecommendations to the commission; 4) the plan-ning and coordination of commission meetings; 5)management of complaints; and 6) assisting thecommission with implementing the cancellation,suspension, or revocation of a license or permit, and7) the administration of civil penalties and/or ad-ministrative sanctions.

During FY 1998 the commission met six times;the current regulations and certificate of registrationapplication were reviewed and revised; 13 certificatesof registration were issued/renewed; 42 agent per-mits were issued/renewed; one program of studyapplication was approved. The number of writtencomplaints received decreased from four to zero.While 100% of those complaints were resolved, foursite visits were conducted.

FISCALThe operating budgets of Mississippi's public

community and junior colleges are funded prima-rily by State appropriations, local property taxes,and student tuition and fees. State appropriationsare made to the Board for general support and tothe State Board of Education for support of voca-tional and technical education in the public schoolsand community/junior colleges.

Revenue by source is provided in Chart 4. ForFY 1998, the community and junior collegesreceived $36,783,211 as a part of the State's Educa-tion Enhancement Fund. State appropriations aremade annually to the Board for allocations to the15 public community and junior college districts in

accordance with formulas contained in the appro-priation bill. The formula distributes most of thefunds based on full-time (not full-time-equiva-lency) students, counting Mississippi residents only.Lesser amounts are provided for the FTE of part-time academic students. A special funding supple-ment is given for support of associate degree nurs-ing programs.

Tuition, required fees and other related fees/charges are established by the local boards of trust-ees of each community and junior college. Theaverage tuition and required fees for a full-timestudent per semester during FY 1998 was $480(minimum $396, maximum $535).

The State Board has the responsibility for admin-istering the Adult Basic Education Program for thestate. The program is designed to 1) enable adultsto acquire the basic educational skills necessary forfunctional literacy; 2) provide adults with sufficientbasic education to enable them to benefit from jobtraining and retraining programs and to obtain andretain productive employment so that they mightmore fully enjoy the benefits and responsibilities ofcitizenship; and 3) enable adults who so desire tocontinue their education to at least the level ofcompletion of secondary school.

During FY 1998, basic skills training was offeredwithin 43 programs located at 15 community andjunior colleges, 22 public schools, two community-based organizations, one housing authority, oneuniversity, and two correctional institutions. Theseprograms offered an array of instruction such asEnglish as a Second Language, GED preparation,lower level literacy tutoring and training, parentingskills, life coping skills, workplace literacy, and basicskills training. The 43 programs served 29,985adults for a total of 1,393,522 cumulative studentinstructional hours.

General Educational Development (GED) test-ing was also transferred from the State Board ofEducation to the Board during 1992. The GEDtesting program provides the opportunity foradults who dropped out of high school to demon-strate that they have acquired knowledge and skillsequivalent to high school graduates.

High school equivalency diplomas are issued bythe State Board for Community and JuniorColleges to adults who achieve satisfactory scoreson the GED test. These GED diplomas are ac-cepted by employers, training programs, educa-tional institutions, and the military as meetingtheir requirements for employment or admission.

For FY 1998, 17,002 GED test booklets were

scored, 6,009 GED diplomas were issued and8,732 GED transcripts were issued. In the Fall 1997enrollment reporting period, there were 3,497 stu-dents enrolled in our community/junior collegeswho held a GED diploma.

The GED test, administered under the directionof the American Council on Education and theState Board for Community and Junior Colleges, isused in all states and the provinces in Canada as thebasis for issuing high school equivalency credentials.Validity, integrity, and security of the GED test arejoint responsibilities of the American Council onEducation and participating states and educationalinstitutions.

Never have these words been more profound thanin today's global economy. Even the most experiencedtradesman must be trained to keep up with the ava-lanche of technology effecting every corner of busi-ness. Lifelong learning is no longer a catchy cliche.It has become the bible if a business expects to con-tinue to prosper. Chart 8 shows how the number ofMississippians receiving training is in a steady growthpattern. More than 96,000 citizens bene- fitted fromthe Workforce Education Act and the training itprovides.

Those businesses who are not taking advantage ofthe opportunities that the Mississippi Legislature hasprovided through the Workforce Education Act of1994 and the training delivered by one of the finestcommunity and junior college systems in the nationare missing the opportunity of a lifetime. Thesecompanies are either paying the entire cost of train-ing themselves, or avoiding it. These companies willeither struggle in the future to catch up or simplygo away.

This act has proven to be a financial bonus to boththe business partners and the State of Mississippi.The return on investment of the funds used in thesupport of the training partnerships has exceeded thestate funds allocated. Simply put, the program isreturning more funds to the tax roles than the stateis expending. This is being accomplished by puttingmore people to work, training people to get pay raisesand better paying jobs, and assisting in increasingproductivity and profitability in businesses. All ofthese contribute to generating increased tax dollarsreturned to the state. Chart 9 gives an indication ofthe number of people who, after receiving trainingprovided through Workforce Education, were removedfrom the welfare roll and the number of jobs createdbecause of the training offered in this state.

This obviously cannot go on forever, but we mustremember that for Mississippi's businesses to remainglobally competitive, we must bow to the lifelonglearning philosophy, or lose the rampant economicgrowth pattern Mississippi is following today.

In year four since the 1994 Act, Workforce Train-ing continues to grow. Workforce education andtraining in Mississippi has developed into a dynamicpartnership between industry and education. Work-ing under a system known as Skill/Tech, numerousaccomplishments can be readily and clearly identified.

The most significant accomplishment has been thetransformation of a concept expressed in law into anationally recognized operating system for deliver-ing workforce education and training statewide. Thishas been achieved primarily through cooperationamong the state and district workforce developmentcouncils, the community and junior college CareerCenters, and the SBCJC.

Under the auspices of the program, the followingsuccesses have been achieved to date:

Established a Resource Library housinghundreds of training materials of interestto business and industry.Doubled the rate of small business partici-pation in workforce training programs.Implemented a community college andUniversity of Southern Mississippi Indus-trial Trainer Degree Program.

Prior to passing the Workforce and Education Actof 1994, training programs were provided by manydifferent state agencies with different funding sources(both state and federal) subject to different regula-tions and restrictions on use. Duplication of servicespresented other problems, one being an inefficientuse of training dollars and resources. The 1994 Actprovided the State an opportunity to begin restruc-turing workforce education in a manner that couldeliminate problems such as these before block grantlegislation transpires. Training becomes more respon-sive to individual needs and employer needs, whilemaximizing use of limited resources.

The major accomplishment of this endeavor is thata system is now in place and working with a signifi-cant degree of success. The challenge now is to con-tinue to identify strengths and capitalize on them toeliminate weaknesses by developing a program forcontinuous improvement, and to reaffirm the com-mitment to the task at hand, which is to develop aworkforce that responds to the needs of employersand prepares individuals to join the workforce.

The community and junior colleges and theSBCJC continue to work closely with the Depart-ment of Information Technology Services (ITS) inthe implementation and enhancement of local,district, and statewide voice, video and datanetworks. All colleges are connected to the statewidevideo and data backbones and are in the final stagesof developing local and district networks. Elec-tronic connectivity has greatly enhanced our abilityto deliver instructional programming and to con-duct staff development and administrative businessamong the various college campuses, the state andthe world beyond.

Data ConnectivityThe SBCJC continues to explore with the col-

leges better methods of utilizing the data networkand Internet. Examples of how the network hasbeen used during the last fiscal year are providedbelow:

All 15 colleges are connected to the statewidedata backbone through the SBCJC and utilize morethan 6,500 networked, personal comput-ers (PCs)to conduct business and provide services.

The SBCJC upgraded capacity on its system toaccommodate increased usage. The agency alsoinstalled software and reconfigured the system toenhance security.

Students have access to over 70% of the PCsthat are networked to the SBCJC and statewidebackbone and have Internet access and E-mailcapability.

College personnel currently utilize the Internetand E-mail capabilities to enhance and provideinstructional offerings.

College and SBCJC personnel are utilizing thenetwork for transferring graduation data, transfer-ring files with Legislative Budget Office personnel,tracking legislation, scheduling meetings, etc.

Video ConnectivityThe SBCJC continues to be responsible for the

administration and management of a state-of-the-art, interactive video network. The state's public,two-year college system, known as the CommunityCollege Network (CCN), currently utilizes 26 com-pressed video classrooms throughout the state. TheCCN has the capability of conferencing with morethan 100 other sites within the state by connectingto the public school and university video class-rooms.

Initially, implementation of the CCN was basedupon a demonstrated need to educate a greaternumber of the state's health care professionals withlimited financial resources. Fulfillment of this needis deemed crucial in meeting the rural health careneeds in Mississippi. In July 1994, the CCN wasdeveloped, linking 15 Mississippi community andjunior colleges with each other, the MississippiCooperative Extension Service and the Universityof Mississippi Medical Center. The CCN beganoperation with three primary goals:

To make specialized instruction available on allcampuses. Because it is not practical for each site tohave instructors in every specialty, the CCN allowssites to share these resources.

To make advanced degree courses available on allcampuses. Because many community and juniorcollege students are not able to attend a stateuniversity for a variety of reasons, the CCN permitsthe University Medical Center and Mississippi StateUniversity (and recently other universities) to offeradvanced degree coursework to Rural Health Corpsstudents at community and junior college locations.

To permit the introduction of new telemedicinetechnologies. The CCN has the ability to deliver toparticipating sites voice, video and data. Interactive,digitized technology and infrastructure is currentlyavailable and is being used for a wide variety ofeducational purposes.

TECHNOLOGY AT WORK

The Community College Network (CCN) sites clocked approximately 11,100 total conferencehours during FY 1998.

During the Fall 1997 and Spi mg 1998 semesters, 30 courses were originated and offered over theCCN by community colleges. Another 15 courses, originated from external providers such as stateuniveisities, were ieceived by CCN sites.

At least 170 registered special events and adminisnative meetings were conducted over the CCNduring FY 1998-tvel aging 14 events per month

The Community College Network has actively pursued and provided videoconferencing servicesto other state agencies, including the State Health Department, the Mississippi Library Commis-sion, the Department of Enviionmental Quality, Office of the State Auditoi, and the Governor ofthe State of Mississippi

The Community College Network pioneered, and has beefl active in providing, interstate andinternational vid°c°ne f e rencmg services to our colleges and other agencies within the statenetwork. Recent video conference events have included connections with Zui ich, Switzei land;Paris, France, Delaware; Texas, and Arkansas

The CCN served for a full semester as the linkage point for Hinds Community College in itsinitiative to provide for-credit coursework to United States Marine Corps bases nationwide usinginteractive video.

In cooperation with Copiah-Lincoln Community College and several experienced video networkinstructors, the SBCJC assisted with the development of a series of two-day workshops, whichfocused on training teachers how to tailor their curriculum for teaching over the CCN

Special projects undertaken in the last several months include the following.Six-month partnership with the Mississippi Institute for Disability Studies,

facilitating their LDA ProgramProsecutor training sponsored by the Mississippi BaiLiquid Compressed Gas Certification Training sponsored by theLC Gas Board and MS Cooperative ExtensionOne-day conference sponsored by the MS Employment Secui ityCommission regarding the Job Training Partnership Act
