I immediately noticed a web advertisement in support of the Pasco School District No. 1's $69.5 million Bond, Proposition 1 on the February 14, 2017 Special Election Ballot. Attachment 1, page 1 and 2 includes a copy of the advertisement. Attachment 2 is a copy of the website where the advertisement directs the user (www.pascoschoolbond.com). While not a good copy, the Pasco School District No. 1 logo is contained in several locations of the home page. I queried the site “https://whois.icann.org/en” to determine who owned the website www.pascoschoolbond.com. The owner of the website is hidden (see Attachment 3). The website owner is blocked by www.Whoisgaurd.com (see Attachment 4). No expenditures for this advertisement or the associated website are listed on the contribution, expenditure or in-kind contribution filings by Pasco Citizens for Better Schools. It clearly has ties to the Pasco School District website, and copyrighted logos. The website www.pascoschoolbond.com when hit directs the user to http://www.psd1.org/BondInformation. This website was updated on January 31, 2017 (see Attachment 5), after I submitted the Statement in Opposition and Rebuttal. Pasco School District No. 1's updated bond website addresses all the issues brought forward in the Statement in Opposition (Attachment 6). The Citizens of Washington State, Pasco, and Franklin County are unable to determine who paid for the advertising in support of Pasco School District No. 1's Proposition 1, the $69.5 million bond. This flys in the fac of RCW 42.17A.001(1) “(t)hat political campaign and lobbying contributions and expenditures be fully disclosed to the public and that secrecy is to be avoided.” Thank you for your assistance.

Authorizing $69,500,000.00 In Bonds To Construct And Improve School Facilities
STATEMENT IN OPPOSITION
How will Pasco’s $69,500,000.00 School Bond be used?
What will our kids get? Two (2) elementary schools. That’s all folks. Stevens Middle School, extensively refurbished with 2013 Bond funds ($3,182,000.00), will be replaced, then demolished. Disruptive to students/waste of taxpayer funds.
What will Administration get? The Bond’s number one priority is “Improvements to support services facilities”. Bond funding includes: two pull-through mechanics bays; state-of-the-art transportation offices; maintenance office upgrades; land acquisition/design of unfunded schools (Get ready for another School Bond!); and the all-important “Bond Cost Escalation Contingency”. Add staff offices, energy controls and administrative facilities total $20,600,000.00, fully 30% of the Bond.
Will these “Improvements to support services facilities” increase test scores, graduation rates or reduce overcrowding? No. Improvements for students is not the number one priority for this Bond.
What won’t our kids get? No additional Middle Schools will be built. McLoughlin Middle School, among the State’s most overcrowded, will not receive the necessary overhaul to assist our students’ learning experience. I thought Pasco School District is “out of space for Students”? The public is constantly scolded this is the top problem facing Pasco’s students. Rather than address the issue of overcrowded schools and space necessary for teaching, this Bond focuses on space for busses, facilities staff, and other maintenance items which should be paid on a continuing basis with “Maintenance and Operations Levy” funding.
If “Pasco Cares for Kids”, this Bond must fund an additional Middle School, not “Improvements to support services facilities”.
