(i) FOREWORD
I wish to expressmy sincere thanksto the many
people who have contributed to thisReview.
Their open and frank contributionshave been
of i mmense importance. I owe particular thanksto Liz Liston-Joneswho has organised the
Review and helped write the report. The
conclusionsare not of my own invention but
have emerged from my discussions with
industry and government representatives.
M y role hasbeen one of a catalyst to
understand how Research and Development
(R& D) f unded by G overnment might be better
focused and lead to improvementsin the
overall construction process. I chose to tak e a
broad view and I have considered design,
planning, construction, and end use of buildings
in an attempt to gain an insight into the role
of innovation. I also examined the processes
through which government R&D policiesfor
the C onstruction Industry are determined
and managed.
This Report wascommissioned by, and is
therefore primarily aimed at, the G overnment
Departmentsresponsible for sponsorship and
regulation of the construction industry. There
are important new challengestoo for the
industry, the research community, and its clients
not least for the rest of G overnment in i tsrole
asthe major client of the industry. I hope they
will all take time to digest and discussthe
recommendationsi n this Report, asI believe all
have much to gain from joi ning forcesto act
upon its recommendations.
Everyone in the country standsto benefit from a
modern, efficient, high quality and good value
construction industry. Innovation, driven by
well founded R& D, is the best way forward.
