PORT OF
MONTEVIDEO
INTRODUCTION
The Port of Montevideo is located on the shore of the
River Plate and it is becoming the main route of the
Mercosur for cargo transportation.
It is the main port of the National Ports System of
Uruguay and has been consolidated as a multipurpose
port (containers, bulk cargo, fishing, cruise ships,
passenger transport, vehicles and general cargo).
Besides the services provided and the investment options offered, its natural conditions and
infrastructure represent competitive advantages.
The Port of Montevideo operates 24 hours a day, 7 days a week throughout the year, and the
likelihood of strong winds and storms that may prevent operations is very low, as shown by
the relevant statistics.
The Free Port system, which was implemented in Montevideo upon the entry into force of the
Port Services Act Nº 16.246 on May 4, 1992, caused it to become the first and only port of the
South American Atlantic Coast to have a competitive logistics system for the transit of goods.
INFRASTRUCTURE
The port’s back-up area for the multipurpose docks covers approximately 124 hectares, which
are used for storage, vehicles and containers. More than half of said area is dedicated to
logistics operations initiated at berths with double-track rail connections. Additionally, the
Punta Sayago Logistics Port, located on the western side of the bay, has an area of 110
hectares.
To shelter its activities, the Port of Montevideo has two breakwaters: the 1,300-meter
Western Breakwater, which protects the
port from the southwest (pampero) winds,
and the 900-meter Eastern Breakwater
(Sarandí), which protects it from the south
and southeast winds.
Both structures protect the port entry and
exit area, which has a width of 320 meters,
measured between the ends of the
breakwaters.
They also protect the 200 hectares of the
outer harbor where there are vessels at anchor or circulating towards the operating docks.
- Dock of call (Container terminal): The Container Terminal (operated by Terminal Cuenca del
Plata1 under a concession agreement) has a dock with two berths, the first one has a length of
283 meters and a depth of 10.5 meters, while the second one is 350 meters long and 11
meters deep. The latter has a maximum draught of 14 meters, according to the design. Next to
said dock, the Container Terminal has a paved yard of 27.5 hectares, while the whole area
amounts to 33,5 hectares.
The Terminal Cuenca del Plata (TCP) is a joint enterprise where the National Ports
Administration's share is 20% and Nelsury S.A. has a share of 80%.
- River Dock: It is located next to the Container Terminal and has a surface of 353 meters. The
dock and its facilities (Warehouses A and B) are used by the Navy.
- Maciel Dock: It has a length of 382 meters and a depth of 5 meters, where the Passenger
Terminal for the Montevideo-Buenos Aires route is located.
- Dock A (Basin 1): The dock's head is 50 meters long and berths 1 and 2 are 309 meters long,
with a depth of 10 meters.
- Central Dock (Basin 1): It has a length of 496 meters and it includes Berths 3, 4 and 5, which
are used for operations related to cruise ships, general cargo, containerized cargo and vehicles
carried in Ro-Ro vessels.
- Dock B (Head): The dock's head, which is 154 meters long and 10 meters deep, is used for
handling dry bulk cargo.
- Dock B (Berths 6 and 7): These berths, which are 294 meters long and 10 meters deep, are
used for handling dry bulk cargo and containers.
- Basin 2: This berth, which consists of berths 8 and 9 and has a length of 328 meters and a
depth of 10 meters, is used for handling containerized cargo, bulk cargo and vehicles.
- Central Dock (Basin 2): It consists of berths 10 and 11 and it is 390 meters long. It has a
refrigerated warehouse for storage of frozen goods (fish, meat, etc.) and fruits.
- Florida Dock: It has a length of 90 meters and it is dedicated to the berthing of vessels from
foreign fishing fleets.
- Mántaras Dock: Fishing Terminal for national fishing vessels. It has a length of approximately
365 meters and an operational area of 15,000 square meters with back-up warehouses for the
logistics operations of the vessels.
- La Teja Hydrocarbon Terminal: It consists of three docks located on the northern side of the
bay, where the State-owned oil company ANCAP2 set up the La Teja oil refinery. The Terminal
receives oil tankers for discharging petroleum products arriving from the outer harbor through
the La Teja channel.
These docks have a discharging capacity that ranges from 300 m3/hour to 1,200 m3/hour and
can receive LPG with a pressure of up to 20 mg per cm2. In addition, there are bunkering,
water supply and slops reception facilities.
1 www.terminalcuencadelplata.com.uy 2 National Administration of Fuels, Alcohol and Portland www.ancap.com.uy
- Dock C: The dock was inaugurated on February 2, 2015. It has a length of 330 meters and
allows drafts of up to 14 meters. There is a paved back-up area of 3.5 hectares with the
corresponding ancillary facilities and a turning basin. Its aim is to meet the existing demand
and to generate a new multipurpose berth for large ships. The dock structure is suitable for the
operation of specialized equipment to handle the traffic of containerships, bulk carriers and
multipurpose vessels.
- TGM Terminal with one berth for bulk carriers that allows drafts of up to 14 meters.
SERVICES AT THE FREE PORT

PUNTA SAYAGO LOGISTICS PORT
The Punta Sayago Logistics Port is part
of the expansion strategy of the
National Ports Administration to
complement the land area of the Port of
Montevideo. The objective of this
project is to increase the capacity of
port infrastructure for achieving an
improved logistics efficiency.
In an area of 100 hectares, connected by
seaways and roads, it is planned to
develop three operating systems: free port, free trade zone and industrial park. It is an
opportunity for logistics companies and investors to be located in a new distribution hub that
will facilitate the entry and exit of regional or international goods via Uruguay, thus
strengthening the role of the Port of Montevideo as a hub port.
Article 381 of Law No. 19355, National Budget 2015-2019, gives the National Ports
Administration (ANP) authority to operate the logistics warehouses through specialized
operators in the areas corresponding to the Punta Sayago Logistics Port and all port terminals
and ports managed by ANP.

FIGURES
CONTAINERS
In 2015, container
throughput amounted to
496,988 boxes (811,297
TEUS) in the January-
December period. This
represented an increase of
approximately 5%
compared to the amount
of containers handled in
2014.
If we compare the container throughput during the 2010-2015 period, there have been ups
and downs but figures have been around 450,000 containers, except for the year 2011, when
record high volumes were achieved at the Port of Montevideo.
If we analyze the monthly container throughput measured in boxes, the greatest volumes
were registered in 2015, especially during the months of March, May and August.

CONTAINERS
TEUS
In terms of the container throughput corresponding to
the Uruguayan foreign trade, there was an increase of
3% measured in boxes and also 3% measured in TEUS.
If we analyze the share corresponding
to the Container Terminal (TCP) and
the commercial docks of the National
Ports Administration in the total
throughput of the Port of Montevideo
during the 2015 financial year, there is
a fall in Montecon's share. If we
compare the terminals' share during
the 2010-2015 period, TCP had a
greater share. The greatest difference
was registered in 2011. In 2014, the
throughput of both terminals was very
similar.
The business profile is based on a policy focused on increasing the transshipment throughput
in order to consolidate the Port of Montevideo as a hub port.
The main goal is to achieve a real commitment on the part of the Agency/Shipowner to
maintain a high level of transshipment volumes in order to be more competitive in the region.
The total transshipment throughput during 2015 reached 211,638 boxes (341,645 TEUs) and
represented an increase of 13%
compared to the transshipment
throughput in 2014.

Regarding the container throughput whose origin or destination is Paraguay, total container
throughput arising from transshipments in 2015 amounted to 85,066 boxes, which
represented an increase of 16% compared to the same period of time during the previous
year. Said transshipments accounted for 40% of the total amount of transshipment containers
that went through the Port of Montevideo.
VESSELS
The total number of arrivals
at the Port of Montevideo
during 2015 was 4,365.
The analysis of the arrivals by
vessel type shows that 24%
of arrivals correspond to
national-flagged fishing
vessels, monthly calculated
for billing purposes based on
the number of calls, followed
by river passenger vessels
(15%) and container ships (15%).
This analysis also shows
that there was an increase
in the arrival of barges due
to a policy aimed at
fostering cabotage and the
development of the
Waterway navigation.
Even though there was a
fall in container ships, there
was a significant increase of
the GRT of vessels arriving
at the Port of Montevideo.
If we consider the average GRT of the
vessels arriving at the port, the
container ships have shown the greatest
increase of GRT over the last few years.

PORT OF
NUEVA PALMIRA
INTRODUCTION
The Port of Nueva Palmira is part of the port
complex that also comprises the private ports and
terminals belonging to Corporación Navíos S.A. -
located downstream from ANP’s port- and to Ontur
International S.A. -located to the north-, both
operating under the Free Trade Zone system.
The movement of goods, mainly bulk cargo, has
been very dynamic at the Port of Nueva Palmira in
the last few years, placing it in the second most
important place after the Port of Montevideo in
terms of the movement of goods. This is manly due to its strategic location, which allows the
overseas shipment of national and regional products. This port receives cargo in transit coming
from the center of the continent through the Paraguay-Paraná Waterway. The main cargo
group consists of agricultural bulk cargo.
INFRASTRUCTURE
Infrastructure works were required in order to meet the service demand as a result of the
significant increase of the activities at the Port of Nueva Palmira. For that reason, the overseas
dock was extended, a new cabotage dock was built and a new gantry crane was installed.
ANP
- Overseas Dock: T-shaped concrete dock that consists of the Northern and Southern Overseas
Docks. It has a length of 368.76 meters and a variable width according to the section: 11
meters at TGU's transport system area in the northern dock; 39.53 meters in the southern
dock. The exterior depth is 32”, while the interior depth is 5.0 meters.
- Barges Dock: A new coastal dock was built with berthing facilities of 196 meters and a paved
area of approximately 22,500 m2
- Storage: The port area has silos for storing agricultural bulk cargo with a total capacity of
approximately 72,000 tonnes. Said silos are managed by the Terminales Graneleras Uruguayas
S.A. consortium.
- Equipment: The barge dock has a Liebherr crane model TCC CBB 45/32 LITRONIC with a
gantry of 14 meters between the rails and a maximum lifting capacity of 45 tonnes with a

when working with grabs.
- Paved area for trucks: It is a center for cargo distribution between the parking lot authorized
by the Ministry of Transport and Public Works and the port terminals. This area covers
approximately 20,000 m2. It is managed by ANP and its facilities were improved with concrete
paving at the entrances, lighting, bathrooms, perimeter fence, etc.
Terminal Navíos
It operates in the storage and transshipment station within the Free Trade Zone. It is mainly
dedicated to grain cargo transfer operations coming from the Paraná-Paraguay Waterway. It
has a main exterior dock of 240 meters of length and an interior dock of 170 meters of length,
and a storage capacity of 205,000 tonnes.
Navíos receives cargoes in barges, trucks and ocean-going vessels that are transferred to bulk
terminals or stored in their own silos for subsequent shipment. It operates uninterruptedly
24 hours a day, 7 days a week.
In 2012, a second conveyor belt was installed with an additional throughput of 1,200 tonnes
per hour on top of the 800 tonnes per hour of the existing conveyor belt.
The construction of new berthing facilities of 200 meters of length for barges is being
completed.
Ontur Terminal
It is designed to handle large volumes of cargo. Among other things, it handles the pulp
exports of UPM (previously Botnia). It has a storage capacity of 100,000 tonnes of pulp. It
facilities include a barge dock of 300 meters in length and a cargo handling and storing area
that is linked to the dock through a 150-meter long concrete structure. It has a sea dock of 180
meters of length and 40 meters of width.
In its river dock, ONTUR has 2 cranes, one is a river gantry crane of 20 tonnes for forestry
products and the other one is a multipurpose crane. It also has a reach stacker for handling
containers at the Port of Nueva Palmira.

PORT OF
FRAY BENTOS
INTRODUCTION
The Port of Fray Bentos still is the main exit point
for malted barley and also facilitates the entry of
raw barley to make up for the lack of it in the
domestic market.
During 2015, it continued to contribute to the
decongestion of the Port of Montevideo, hosting
fishing vessels during its period of inactivity and
other vessels for scrapping.
Upon approval of Decree 271/13, the Zona de
Alijo y Complemento de Carga Punta del Arenal (Punta del Arenal Load Complement and Stash
Area) were included in the enclosure of the Port of Fray Bentos. This allowed handling cargoes
different from the agricultural bulks, such as iron ore.
The aim is to generate an efficient logistics chain for new businesses related to the goods in
transit.

PORT OF
JUAN LACAZE
INTRODUCTION
Juan Lacaze has been consolidated as a central
port for the transshipment of fuels, which are
discharged from the ANCAP IX tanker and
directed through a pipeline to the ANCAP plant.
This plant is located nearby said Port and
supplies the gas stations of the city and the rest
of the Department.
INFRASTRUCTURE
This Port has a concrete dock with a length of 96.50 meters and a depth of 3.5 meters. It is
located next to an area in which industrial and agricultural activities are carried out.
The superstructure of this port includes a ramp for loading and unloading vehicles.
It also has marina facilities, which are managed by the Club Naútico, under the supervision of
the National Directorate of Hydrography.
FIGURES
GOODS
The activity at the Port of Juan Lacaze during 2015 focused only on the transit of liquid bulks
(fuels), reaching a total of 120,118 tonnes.
The transshipment was carried out from ANCAP's tanker to the plant for the subsequent
distribution of said fuels in the Department of Colonia.
The arrivals to the Port of Juan Lacaze in 2015 included tugs and the "ANCAP IX" tanker for
carrying liquid bulks. The total number of arrivals amounted to 47, being April the month with
the greatest number of arrivals.
PORT OF
PAYSANDÚ
INTRODUCTION
The Port of Paysandú has great potential due to its
strategic location in the Uruguay River Waterway, which
allows the connection with the Paraguay-Parana
Waterway and with the Atlantic-Pacific interoceanic
corridor.
Thus, the corridor-related market combined with the local
production can foster and develop the competitiveness of
the coastal ports traffic due to the increased flow of
goods.
Also, to promote the development of the Uruguay River Waterway, investments have been
made in infrastructure and equipment so that the port can attract potential cargo.
On the other hand, the Resolution of the Ministry of Transport and Public Works No. 789/013
dated December 2, 2013, modified the port enclosure by increasing its total area to 20
hectares and 2773 m², from which a land area of 7 hectares and 8837 m² and a river area of 12
hectares and 3936 m² can be distinguished. This increase of the total area will be useful for the
ongoing projects at the Port of Paysandú.
Sugar and barley have been the main bulks handled at the Port of Paysandu through a river
combination with the Paraguay-Parana Waterway. In 2013, the port's throughput also included
operations for soybeans removal to the Port of Nueva Palmira.
In 2014, container-related operations for fruit, sawn timber, dairy products and chicken
transportation to Montevideo started at the Port of Paysandu (1912 boxes were handled).
These operations were carried out on a weekly basis.
For all those reasons, the Port of Paysandu can foster the services and production sectors and
generate direct and indirect jobs associated to the river transport and the ports administered
by ANP.
INFRASTRUCTURE
Investments in infrastructure and equipment have been made so that the port can attract
potential cargoes, both bulks and containers, in order to meet the productive growth of the
area. For that purpose, the whole length of the cabotage dock, as well as the container yard
located at the south end of the dock where the Liebherr FCC CBB 45/32 LITRONIC crane was
installed, were reinforced.
- Cabotage dock: It has 300 meters of length and 13 meters of width, with a depth of 4.0
meters to the local zero (13'). The paved area rises 7 meters above the local zero (+1.02 m
above the Hydrometric Plane of Reference - ex Wharton).
- Overseas dock: This dock is 100 meters long, 17.7 meters wide and 6.6 meters
(approximately 22') deep. The paved area rises 6.6 meters above the local zero (+1.02 m
above the Hydrometric Plane of Reference - ex Wharton).
Storage
- Two warehouses of 80 meters of length by 20 meters of width and 9.0 meters of
height each. They have different levels of access outside and interior multi-tier racking
systems.
- Open storage areas next to the warehouses, with a usable area of approximately 2.0
hectares (3.0 hectares taking into account the elevated area for flood tides called
"explanada de altas crecientes").
- Ten silos of 380 tonnes each and four of 95 tonnes each that belong to the Ministry of
Livestock, Agriculture and Fisheries, with a storage capacity of 4,100 tonnes and a
forklift with a loading capacity of 2,000 kg.
Equipment
- A Liebherr FCC CBB 45/32 LITRONIC crane with a loading capacity of 45 tonnes with a
radius of 32 meters. It has two motorized SMAG grabs of 15 m3 and 8 m3 and two
Nautik & Technik semi-automatic spreaders of 20ft and 40ft.
- A 1963 model Aceber weighbridge with a capacity of 60 tonnes.
- Two electrical cranes with a loading capacity of 5 tonnes, located at the overseas dock,
and another one with a capacity of 3.5 tonnes located at the cabotage dock.

PORT OF
SALTO
INTRODUCTION
The Port of Salto is located on the coast of the River
Plate, in the city of Salto, in the department of the
same name, 13 kilometers downstream from the
hydroelectric dam and 495 km away from Montevideo.
INFRASTRUCTURE
The Port of Salto has a dock of 140 meters of length and 16.50 meters of width, where there
are two electric Les Ateliers cranes with a lifting capacity of 5.000 kg each.
The railways that reach the end of the dock are in good shape. The water level in the River
and, therefore, at the Port, changes significantly depending on the volume of water released
by the hydroelectric dam, which notifies said releases 48 hours in advance.
Works were carried out to restore and reinforce the dock and to prepare the paved area for
crane operations.
Upon signing a commodatum agreement with the National Directorate of Customs, the
Customs building was renovated in order to be used as a passenger terminal. The construction
works included roof repairs, construction of new toilets and improvement of the electrical
installation, the sanitary facilities and masonry.
FIGURES
PASSENGERS
The passenger traffic during 2015 amounted to 17,594
passengers, which represents a 17% fall from the
previous year.
This fall was mainly due to the restrictions applied by
the National Directorate of Customs to passengers,
who were not allowed to bring any goods with them.
This measure by the DNA, besides causing a decrease
of passengers, is also causing a reduction of the
frequency of crossings.

It should be mentioned that in the last
few years, passenger traffic at the Port
of Salto had been increasing since
2008, so this represented a change in
its main business activity: the river
passenger traffic.
The greatest movement of passengers
was registered in 2013 and 2010, with
49,431 and 38,375 passengers,
respectively.
In July, 3,200 tonnes of soybeans were handled at the Port of
Salto, in a removal operation to the Port of Nueva Palmira, in
order to create a new business aiming at reactivating the Port.
