ケベック州，大西洋州の邦人の皆様へ

ルゴー・ケベック州首相の要請によりケベック州で徹底的な自主隔離が始まってから３週間がたちました。大西洋各

州でも同様な措置が講じられています。

それにもかかわらず，ここモントリオールでは感染が日毎拡大し，その拡大の規模，スピードが余りに大きいことか

ら，正直小官自身も心理的に圧倒され，不安になる時があります。同様な不安をお持ちの方も少なからずおられると

思います。

他方，幸いなことに，これまで当館が把握する限り，これほどの感染拡大にもかかわらず，この地域において邦人

の方々に感染者が出たとの報告は受けていません。これは何よりも，邦人の皆様各自がこれまで取ってこられた自衛

策が奏効していることの証だと思います。３週間になる感染拡大の中で，この結果はとても重要だと思います。

感染拡大が今後どうなるのか残念ながら予断を許さない状況が続きますが，感染を巡る基本的な事情は変わらな

いと思います。従って，皆様が自衛のためにこれまで取られてきた対応を自信をもって続けて頂くことで，是非皆様無

事に，この危機を乗り切って頂きたいと思います。

１ 規則正しい生活の遵守

精神面が落ち込む，身体に何らかの影響があり得るため，可能な限り，起床・食事・睡眠について，通常どおり，規則

正しい生活を守る。また，引きこもって運動不足になりやすいため，自宅内で体操等，意識的に身体を動かすと良い。

２ 友人・知人等とのコミュニケーション維持

精神面の不安を和らげるため，電話，テレビ電話等，様々なツールを活用し，いつも以上にハードルを下げて，意識的

に誰かと連絡を取り合う。

３ 新型コロナ関連情報を見聞きしない時間を確保

ネットニュースを追いかけ続けたくなる気持ちは分かるが，１日３０分でも良いので，新型コロナに関する情報に触れ

ない時間を作る。特に，就寝前にスマホ等でニュースを追うことは控えると良い。

【１ カナダ全般】

（１）（３日）１１時１５分，トルドー首相は定例記者会見を行ったところ，同要旨は以下のとおり。

●２つの発表がある。第一に，マスクや呼吸器等の医療品の各州への配布を確保するために，Amazon カナダ社と

同社のサプライチェーンを活用することで合意した。また，第二に，ケベック州政府の要請を受けて，カナダ軍が同州

北部地域の州民，とりわけ先住民のために派遣予定。（記者の質問に対して，）テントや医療インフラの設立などの任

務に当たることになると思うが，詳細は改めて発表する。

●先住民や北部住民を含む脆弱性を抱えた国民に対する食糧配布を確保するために，国内のフードバンクに対して

１億加ドルの追加支出を決定。また，時間と能力のある国民には，是非ボランティアとして参加いただきたい。全ての

ボランティアの貢献に感謝する。

●昨晩，各州首相と電話会合を実施。主に今後の見通しを含む情報共有に関して議論。今後，見通しを含む最新の

●（米国政府が同国企業 3M 社に対してカナダ向け医療品輸出の停止を求めたことについて問われ，）米国のかかる

措置は誤り（erreur）である。カナダは米国に対して医療関係者や医療品の輸出を同じく行なっており，両国は互恵的

な関係にあることを強調したい。引き続き米国と緊密に協議をして，カナダで必要なものが到着するように尽力する。

【２ ケベック州】

（１）（３日）１３時，ルゴー州首相は定例記者会見を行ったところ，同要旨は以下のとおり。

●現在，陽性者は６１０１名（前日比５８３名増），死者は２５名増え，６１名。もっとも，増加した２５名の内２０名はこれ

まで新型コロナウイルスによる死亡であったかを調査していた人物であり，この２４時間で亡くなった方ではないことを

強調する。入院者は，３７０名（前日比２５名増，その内集中治療者は１２２名（前日比２６名増））。（記者の質問に対し

●昨晩，トルドー首相と各州首相との電話会議を実施した。その際に各州から医療品の連邦政府からの分配に関し

て，人口比に基づくものではなく実際のニーズに沿って実施すべきとの意見が多く出た。その結果，トロントやモントリ

オールといった感染者が多い大都市に対して，必要物資がより配布される見込み。ケベック州は，引き続き必要物資

の調達に尽力。現在，８日間分の備蓄を確保した。昨日から１日分多くなった。

●既に発表したとおり，中小企業向けの支援策として１億５千万加ドルの支出を決定。大都市のみならず，地方の中

小企業にも十分に資金が行き渡ることが目的。

●スーパー従業員，修理士や配達員などの不可欠業者として業務を継続しており，月収２０００加ドル以下の者に対

して，４ヶ月間を期限として月４００加ドルの財政支援策を発表予定。

医療用品を巡る戦争状態にある。昨日の連邦・州首相電話会議でも意見の一致を見たが，できるだけ早い段階でカ

ナダ国内で必要物資を自給自足できるような体制をつくる必要があろう。現実的に考えれば，今後，米国から特定の

医療用品の輸入は益々厳しくなる可能性はあるだろう。

●（医療防護品（PPE）のみならず医薬品の不足懸念もあるのではないか問われ，）中長期的な懸念があるのは確か

であるが，それは世界的に同じ状況である。現時点においては，十分な医薬品は確保されており，また，州内の生産

者とも密に協議をし生産ラインの確保に尽力している。

●（昨日，警察による取締り強化を表明したが，公園内での散歩やジョギングはどう扱われるのか問われ，）対人距離

やその他要請事項を遵守している限りにおいて，取り締まられることはない。他方，意図的に要請事項を遵守してい

（２）（３日）ケベック州政府は，中小企業向けに新たに１億５千万加ドルの支出を発表。３月１９日に発表済みの企業

向け暫定支援策（PACTE）が運転資金として５万加ドル以上の財政支援を要する企業を対象としたものであったのに

NB Premier Blaine Higgs

A) All provincial parks and trails are closed until further notice; municipal parks and trails can remain

open, but municipalities must take steps (appropriate signage, yellow tape, etc.) to monitor usage of

the premises. Otherwise, they will need to be closed. Playgrounds are all closed in NB.

B) Flooding: there is currently local flooding; the situation is being monitored, but it is important to take

steps now against flooding.

C) Emergency Bridging Fund to support vulnerable post-secondary students - incl. international students

-directly impacted by the COVID-19 situation (financial gap in meeting their basic needs between now

and the end of the term), one-time amount of up to $750. Students must contact their institution to

apply for the fund. Some post-secondary students are also eligible to the Emergency income benefit

or other benefits (if they are, they will not be eligible to receive the bridging fund).

D) Masks: growing evidence of the effectiveness of the general public wearing masks. Information will be

considered and recommendations will be made and steps will be taken accordingly; but surgical-

grade masks should be preserved for healthcare workers who need them.

in groups, plan ahead as to when you’re going, etc.)

【５ プリンスエドワードアイランド州】

A) He stated that COVID-19 health crisis has changed the way we interact and the way we live, has unleashed

a world-wide economic crisis for many months to come or longer.

B) He spoke directly to business owners, entrepreneurs, and the business community expressing a deep

empathy for those whose lives professionally and personally, have been turned upside down,

acknowledging that everyone has been affected.

C) He reiterated that PEI Gov is addressing as many issues as it can, and adjusting as it goes. He

acknowledged this is not perfect, that there are gaps.

D) He noted how amazing the many ideas coming forward from businesses are; innovation and adaptation

around CPHO’s recommendations have been inspiring.

E) He highlighted PEI Gov’s work to assist employers, employees, and landlords through several programs.

F) He recognized that knowing that small and medium businesses in PEI are ready and poised to kickstart

the economy once the pandemic is a key factor of whatever the new normal needs to be.

G) He noted that over and above the package rolled out by Minister Hudson yesterday for rental support, PEI

Gov is working on a financial assistance package for students to be released early next week, designed

for those who previously had employment lined up which has since been discontinued, for those working

part time who no longer can, and for those who are enrolling for post-secondary studies. Islanders who

were receiving rental assistance previously will continue to do so. As for tenants, those with a rental

agreement that is income-based and have seen their income decrease should contact Social Development

and Housing for an amendment.

H) He said that even with all of the support available, there remains an expectation for Islanders to pay their

rent. All landlords have displayed a commitment to work with individuals who need room for adjustment.

I) Almost 10,000 people have applied for EI in the past two weeks, and that number will grow.

Deputy Premier/Minister of Finance Darlene Compton

A) The collaborative 2020-2021 operating budget was projecting a modest surplus, but life has since been

turned upside down. Focus has shifted to respond to the impacts of COVID-19 on PEI.

B) At the end of 2019, PEI’s economy was outperforming the national average, leading the country in GDP

growth. Employment growth for 2019 was 2.6%, second fastest among the provinces. Rate of population

was strong, outpacing all other provinces. Net debt-to-GDP ratio improved to levels unseen since 2008

economic crisis. PEI’s strong fiscal standing pre-COVID-19 will help the province be in a better position to

bounce back once the pandemic is over.

C) PEI Gov is increasing the value of the initial 25M$ emergency contingency fund to 40M$ in anticipation of

the evolving critical needs of families, workers, and businesses. Also, confirms an option to defer provincial

property tax and fee payments until December 31, 2020. Past due payments will be given a 7-month

extension for payment, first payment for this fiscal year will receive up to a 7-month extension, second

payment will receive up to a 4-month extension, third final payment will receive up to a 1-month extension.

D) PEI Gov will continue to pay municipalities, fire stations, and Island Waste Watch management Corp their

tax and fee amounts as normal for the continuity of local services and garbage collection. Releasing our

2019-2020 economic and fiscal update, which changed somewhat during the end of the fiscal year. Initially

at a 2.5M$ surplus. Now, with COVID-19 impact, 23 days later, forecast a small deficit of 3.7M$. This is

due to 38.4M$ decrease in revenues, partially offset by 32.8M$ reduction in operational spending.

Key points:

Decrease in overall tax revenue of 5.2M$ (personal, sales, corporate).

Delay with infrastructure projects has meant a delay in federal infrastructure transfer revenues, and

provincial infrastructure spending. Fewer defaults of deposits resulting in lower revenues.

Interest savings of 2M$ due to improved credit ratings, and lower-than-expected interest rates.

A) The number of cases remains unchanged at 22 for now. There are 4 cases considered recovered to

date. No cases are hospitalized. Local testing began yesterday (this will generate presumptive cases

which will be sent to the NML for confirmation). The plan is to double local testing capacity every 3 to 7

days going forward.

B) A reminder about the importance of self-isolation was given, noting that verbal and written warnings are

being issued, and fines being given. Do not put others at risk. 811 has close to 80 additional staff hired

and training has increased. Anyone requiring medical attention for other matters should call 911, seek

care, e.g. heart disease. The need to stay the course and not become complacent while cases remain

low was reemphasized. Be just as vigilant as ever. Remain diligent.

C) This marks the end of initial 3-week cycle reviewing essential services. Some of those whose procedures

or appointments were initially delayed may be rebooked for services, if so, those persons will be

contacted by their service area. Reminder: please call ahead to the area you have an appointment in to

make sure it is still happening.

D) Cough and Fever Clinics seeing more patients in both locations. Yesterday, 129 patients see in Ch’town

and 51 seen in S’side. Through referral or by calling 811, when arriving, remain in your vehicle until

notified by staff. The assessment clinics are provide option for telephone assessments if necessary as

well.

E) During Q&A, it was asked when modeling data would be shared; as the province is still in the early

stages of the pandemic with small numbers, it will take some time, but discussions about this are already

ongoing.

F) Mention that local testing is focused on healthcare and long-term care facilities for now. To the concern

that travelers entering PEI via the Ch’town airport cannot be turned away as with the Bridge, it was said

that these persons are being screened/informed and followed up with daily to ensure they are self-

isolating.

G) There was a question about the Northumberland Ferries which will start up again (Wood Islands, PEI,

and Caribou, NS); this remains to be discussed in the coming days.

H) As to a question about extending school closures (in-person classes/buildings) beyond May 11, it was

said that discussion is ongoing, updates will be made in coming days, but it would not be surprising if

said closures were extended.

I) To a question on the possibility of drug shortage, medications are being monitored as part of critical

medical supplies and placed on allocation from suppliers. Those needed for COVID-19 cases, and those

needed by other hospitalizations. There are concerns for meds as well as PPE, working with normal

vendors and suppliers, working with Federal Gov to review supply chain issues.

●新規患者１２名は全て東部医療地区。１４３件はコールズ葬儀場のクラスターと関連。これまで１１名が入院，４名が

●（今後の見通し（モデリング）について，）トルドー首相と会談し，各州で異なる段階にあり，オンタリオ州は本日にも

発表するが，当州ではまだデータが十分ではない。今後の医療施設のキャパシティを図るためにもモデリングは有効

な手段である。

り，その間に PPE（個人用保護服）の調達の時間稼ぎができ，最前線にある病院の崩壊を防ぐことができる。

●（出産を控える妊婦についての質問に対し，）リスクマネジメントの観点と現実的な必要性の妥協点として，１名の立

会い（通常子の父親）が許可される方針。（自宅出産の選択を希望する声に対し，）これまでの医療で病院での出産が

最もリスクが少ないと証明されていて，自宅出産は仮にコロナ感染を逃れたとしても別のリスクを否定できない

●新しく調達されるマスクの配布について，最前線にある医療機関（個人ケア施設含む）が最優先。私企業の従業員

保護の目的より優先される。

●（症状のある患者全てが検査を希望しても受けられない理由について，）現状は旅行歴がある者，陽性患者と接触

のあった者に限られている。様々なデータや疫学に基づいて必要であれば方針を変更する。

●テスト結果について、陰性の場合は個別の通知はしない。Test

Portal （https://healthenl.ca/concerto/covidresults）にて，各自結果を確認してほしい。結果判明は５日程度かかる。

●対人距離確保を引き続き遵守のこと。通常１日あたり平均１１人と交わるとされるが，対人距離確保により３人から

４人に減少するとされる。このことで感染者数のピークを遅らせ感染者の推移も緩やかなカーブに移行することができ

る。
