Alec Chetty presented KDM’sdraft budget, explaining that in-creases were subject to “normalinflationary and economic pres-sures” such as higher fuel prices,higher unemployment rate andthe weakened rand.
He said staff salary increaseswould total at 9% and an estimat-ed 8.06% increase in electricitytariffs isexpected,althoughthis isnot yet confirmed.
“We are still waiting for theNational Energy Regulator ofSouth Africa and Eskom to pres-ent us with final figures,” he said.
“Theincreasecouldactuallybeless, in the region of seven per-cent,” said Chetty.
He explained the operatingbudgetfor2014/2015isdraftedatover R1 billion and the capitalbudget at just over R250million –a total of almost R1,4 billion.
The adjusted medium-termrevenue and expenditure frame-work(MTREF)revenuebudgetfor
loans (35.2%).Just over R23 million of the
capital budget has been set asidefor the upgrade of the P445 thisyear. Rates will go up by five per-cent and refuse removal by ninepercent.

He reported minor water andsewer tariff increases for nextyear, and spoke at length about anumberofprojectson thego to in-creasepotablewatersupplytotheregion.
ThisincludestheLowerTugelaBulkWaterScheme-aR2,4billionproject that covers KwaDukuzaprivate and public housing devel-opments.
Otherprojects includetheSansSauci and St Christopher pipelineto be completed in September2014 (R1 million), the Zinkwazipipeline which is complete (R13million),theBlythedalerefurbish-ment project which is 80% com-
plete(R8million),theNonotiPipe-line in bid adjudication stage andtheGroutvillepipelinewhichisal-so 80% complete.
The Palm Land reservoir andpipeline is 85% complete, the Zi-lungisele reservoirandpipeline is90% complete, the contentiousPeaking Power pipeline is 100%complete and the Driefonteinpipeline (R2 million) is at tenderstage.
Also on the go for this year forallwards isR5.6million inrepairsand maintenance, R20 million in
water conservation and demandmanagement and de-sludging ofVIP toilets – R6 million.
A massive priority project tosupplywaterandsanitationfacili-ties for housing at Groutville at R66 million is also on the go.
This year supply to regionalsports facilities opposite Zamanitownship at R 22millionwill takeplace, as well as installation ofhouse connections and water-borne sewer connections at Nko-bongo, Shayamoya, Shakashead,andEtete at a cost of R 3.5millionwill be done.

They were accompanied byrepresentatives from the depart-ment of human settlements,KwaDukuzaMunicipalityhousingofficials, councillors, the develop-er and partners in the project.
The Sheiks were the first of 24families to receive homes as partof the Rocky Park Integrated De-
velopment - a significant mile-stone in the construction of one ofKwaDukuza’s biggest housing de-velopment projects.
Theunits,whichvary fromoneto threebedrooms,consistofa ful-ly-fitted kitchen, built-in cup-boards and tiled floors.
The environmentally-friendlydevelopment, which is situatedbetween Glenhills and Newtown,will eventually boast 776 unitswhichcomprise lowincome,com-munity rental and affordableunits.
Anumberof theseunitsarestillbeing constructed.
The project is piloted by theKwaZulu-Nataldepartmentofhu-mansettlementsandispartofgov-ernment’s undertaking to providelow income citizens with decenthomes.
Speaking to the Weekly, Oudh-ramsaid:“Wearesoexcitedaboutthisproject as itwill providehous-es to somany families inoneof thefirst integratedhousingprojectsinthe iLembe District.
“Home ownership is one of themost significant economicachievements for an individualand this development ismaking ita reality for many,” he said.
An excited AdamSheik said hewill now have an easier life in hisnew home.
“It is comfortable and I will nothave to worry about storm dam-age and demanding landlords. Iam so happy to have this home.Thank you to all who have helpedus get here.”
Mthembu said KwaDukuza ismoving forward after welcomingthe first 24 beneficiaries in gov-ernment’s improved housingrental stock, the integrated resi-dential development units.

He re-assured that the deliverywill continue in leaps and boundswith plans afoot for sustainablesettlements.

POLICE are the lookout for a foreign national SimangalisoSibanda (47) who was involvedin a hit and run resulting in thedeath of four children in theNdwedwe area recently.
According to KwaZuluNatalSAPS spokesperson CaptainThulani Zwane, a warrant for hisarrest has been issued. He wasworking for Aqua Transport andTruck Hire in the area.
“It is alleged the suspect wasdriving a caterpillar in the Bhanoyi area, Ndwedwe, when heallegedly knocked down andkilled four children last month.
“Three children died at thescene and the fourth child diedin hospital the next day. Thedriver fled the scene after the accident and is currently still atlarge.”
Four counts of culpable homicide, reckless and negligencedriving and failing to render assistance after the accident wereopened at the Ndwedwe policestation.
Ndwedwe SAPS are appealing for witnesses to come forward. Those who have informationarerequestedtocontacttheNdwedwe police station or investigating officer, detectiveConstable Sfiso Jali on032 532 2356 or 060 620 7161.

THE KwaDukuza policeofficer lieutenant Tholumuzi Mokoena, chargedfor the murder of studentconstable Thobani Xulu(26) and constable Sibusiso Mthethwa (31), wasdenied bail at theKwaDukuza Magistrate’sCourt last week.
At the bail hearingthe magistrate foundthat it was not in “the interests of justice that hebe released based on the seriousness of his alleged crimes and the strength of the caseagainst him”.
The incident occurred in February this year.Mokoena was sitting in a police vehicle be
hind the two and allegedly shot them in theback of the head.
A fourth policeman had been asleep at thetime and when he woke up he was allegedlytold by Mokoena that ‘attackers’ had emergedfrom the surrounding bushes.
The Hawks arrested Mokoena the next dayafter they assessed the evidence at the scene.Mokoena was remanded in custody until 4June.
The case will thereafter be transferred tothe Durban High Court.

POLICE have been deployed inKwaDukuza after three peoplewereinjuredduringanexchangeofgunfirebetweensecurityguardsofthe rival taxi associations - theDol-phin Coast Taxi Association andthe KwaDukuza Taxi Associationon Sunday night.
Police spokesperson ColonelJayNaicker says the shootinghap-penedat theKwaDukuza taxi rankin full view of the commuters. Thetwo associations have been at log-gerheads over routes.
Naickersays twosuspects,aged25 and 37, have been arrested inconnection with the shooting.
“It is alleged that the victimswere returning from a funeral and
they were travelling on BalcomStreet near the KwaDukuza rankwhen two unknown suspectsopened fire on them. All three vic-tims sustained gunshot wounds.
“Theywere takentohospitalwhere they received treatment,”said Naicker.
The two suspects appeared intheKwaDukuzaMagistrate’sCourtonTuesday, 22April ona chargeofattempted murder.
Thefeudhasclaimedmanylivesonboth sides in the past fewyears.
Violence has flared up againin the past few weeks.
A taxi operator was shot andkilled in Glendale andwomanwasshotand injuredafterbeingcaughtin a crossfire of violence betweenrival taxi associations in KwaDu-
kuza which began on 10 April.Mape Ngcobo, who is be-
lieved tobepart of theMaphumuloTaxi Association, was shot deadoutsidehishouse inGlendaleon11April.
In another incident, DurbanNorthpolicearrestedamanfollow-ing a taxi-related shoot-out on 7April in the area.
Morethan25shotswerefiredinwhat is believed to be a hit on thechairman of the KwaDukuza TaxiAssociation, Sanele Zondi.
The incidents are allegedly re-lated to the ongoing taxi feud be-tween the associations.
Taxi wars have been brewingbetween theMaphumulo, DolphinCoast and KwaDukuza taxi Aasso-ciations, which flared up last year.

TWO people were killed and severalinjuredinaccidentsaroundtheNorthCoast at the weekend.
One man died while two otherswereinjuredinaroll-overaccidentontheN2nearSibayaCasinoonatabout8.30am on Sunday.
Reports indicate that the vehicleveered off the road and overturned.The occupants were ejected from thevehicle as it rolled onto the grassverge.

rived.A female occupant was seriously
injured while a third male sufferedminor injuries.
Paramedics stabilised the injuredbefore they were transported to hos-pital.
On the same day, three peoplewere injured in an accident near theTongaat toll.
Two vehicles collided on the N2north near the Tongaat toll plaza ataround 9.13am.
Netcare 911 paramedics foundthat three people had sustained seri-ous injuries.
One person died and another wascritically injured after a vehicle over-turned on theR102near TinleyMan-or at about 2.40pm on Saturday.
Reports indicate that the vehicleveered off the road while rounding abend and overturned, its twistedframecomingtorestonthesideof theroad.
According to paramedics a female
had died before their arrival.“One person was in a critical con-
dition while three others escapedwithminorinjuriesandrefusedtreat-ment,” said Netcare 911’s ChrisBotha.
“Paramedics stabilised the criti-cally injured before they transportedthepatienttoanearbyhospital forthespecialised care.”

KWADUKUZAMayorRicardoMthembuhas issuedawarn-ingofvisibleandnon-visiblepolicingoperations inKwaDu-kuza.This comes after numerous complaints by membersof the community regarding the escalating crime in thearea.
Mthembu has now deployed a task team made up of
members fromtheKwaDukuzaCommunitySafetyUnitandthe South African Police Services to conduct swoop opera-tions. He has sent out a warning that the task teamwill “dobattle with criminals” and “law enforcement agencies willcatch upwith them if they continue to undermine the law”.
“Crime breeds crime, let law and order be enforced.Wecannot allow KwaDukuza to be turned into a breedingground for violence and crime. It is sickening that these

A44-YEARoldman fromHlomendli-ni, Tugela, whowas arrested for rap-ing an 11-year-old, was denied bailafter appearing at KwaDukuza Mag-istrate’s Court last week.
The man allegedly raped hisneighbour on Saturday, 12 April.
According to police, the suspectasked the girl to accompany him to anearby village and she agreed.
He apparently grabbed the victimand took her to a nearby plantationwhere he allegedly raped her.
The girl reported the incident toher parents when she got home.
She was taken to the SundumbiliClinic and rape was confirmed. Thesuspect was later arrested by theNewark SAP

KNOW your human rights - this wasthe message at iLembe District Mu-nicipality Special Projects Unit’sworkshop held recently.
The workshop targeted specialprojects co-ordinators dealing withwomen, children, disabilities, seniorcitizens and Operation SukumaSakhe (OSS) from the iLembe localmunicipalities, NGOs and otherspheres of government.
This workshop was a follow up toa provincial meeting for the specialprojectsofficialsheldinPietermaritz-burg last month where a resolutionwastakenforall specialprojects focalpersons be trained on their roles andspecialprogrammesimplementationstrategy.
Human rights manager from theOffice of the Premier’s HumanRightsChiefDirectorateBhekiMkhizehigh-lighted the importance of under-standingone’srightsandresponsibil-
ities. “It is disappointing to see thatpeople only remember their rightswhen they are in trouble,” he said.
Mkhize said theonlywayhumani-ty could be brought back is if we allstartbylookingatapersonnexttoyouas a human being.
He explained the importance ofupholding fundamental rights andwhat these rights should mean to in-dividuals.

A bit about
AS a member of the ANC Tugelabranch, I visited Indian and Colouredfamilies to canvass their votes for theANC.
Their response was, why shouldwe vote for the ANC whilst they areproposing the new equity bill which isdiscriminating.
Nelson Mandela made it clear thatColoureds and Indians were ‘black’and should benefit from affirmativeaction.
Today Labour Minister Mildred Oilfant proposes a bill to further undermining these communities.
They understand transformationis not taking place at a fast enoughpace but you cannot penalise peoplewho come from a disadvantagedbackground for the second time. Thisis tantamount to reverse discrimination.
The Coloured and Indian communities suffered under apartheid andthey fought in the struggle for freedom, side by side with their African
counterparts.These communities are unhappy
with the criteria used to determinetheir percentage of demographics onequity which is on a national base,they feel it should be determined ona regional basis.
The new proposed equity billneeds to be set aside. Minister Olifantlacks the foresight to introduce sucha bill at a time when the national elections are taking place on 7 May.
Indians and Coloureds had a rawdeal under apartheid, they expectbetter now.
President Jacob Zuma needs totakecognisanceofthefeelingofthesecommunities and win back their support otherwise the opposition is goingto have a field day capitalising on theirgrievances.
Let’s share the cake of equity fairlyon the basis which could benefit us all.
Let’s act and engage now, the ANCmust respond.

When I see someone complimentanother person for no obvious reason,then it's easy forme to see that humanbeings are generally very helpful andconsiderate - whetherwealwaysshowit or not.
WhenIreadaboutlawyerstakingonpro bono cases, or doctors anddentistsperforming surgery for people whoneed it but can't afford it, orbusinessesdonating their time, money and re-sourcestohelpthosewhoarelessprivi-leged than theyare, then it's easy tobe-lievethatthereishopeforabetterworld- one that we're hopefully working to-wards everyday.
When I see kids sharing, athletesdemonstrating good sportsmanship,studentsactingwithintegrityandchar-
acter, mothers and fathers treatingtheir childrenwithdignityandrespect,successful people sharing credit withothers who contributed to their suc-cess, "famous"people showinghumili-ty, researchers devoting their time andenergy to developing products andmedicines that will serve humankind -the list could be endless - I realise thatthere are far more people working tocontribute to thegoodness in theworldthan thereare trying toharmtheworldand the people in it.
In theory, of course, I don't need towitness any of these things to know in
or insecurities.I'm very grateful when othersmake
it easy for me to see the goodness, forthoseare the timeswhenI feelmostop-timistic aboutmy life and theworld inwhich I live in. Their example makesme want to emulate them, and it thenbecomes even easier forme to contrib-ute to life positively.
So, let us continue to set our fearsand insecurities aside today, so thatwecan be able to see the goodness that isbeing contributed to this world, andeventually become 'major' contribu-tors ourselves!

MANDENI librariesrecently celebrated thewrittenwordbyobserving Library Week.
The celebrationswere held under thetheme “Libraries celebrating 20 years of democracy” and were accompanied by a number of activities to markthe event.
Six local schools participated with pupilsperforming items thatsought to promotereading, the use of thelibraries, and celebrating democracy.
Among the departments present were social development,which held a programme on awarenessof child abuse.
The Department ofLabour spoke aboutcareer and bursary opportunities.
The South AfricanPolice Services alsoeducated the audienceabout domestic violence.
Speaking on behalfof the Mandeni mayorSiphesihle Zulu, councillor Z. Ntuli encouraged the youth to makeuse of opportunities offered by the government, and highlightingthe fact that suchchances were not available prior 1994.
Ntuli also handedover 46 computer literacy certificates to theyouth and 10 pupilsfrom Siyavikelwa Primary School for completing computer lessons facilitated bythe Mandeni Municipality’s Library Services.

DOLPHIN Coast Landfill management(DCLM) has shown great commitment tothe conservation of the environment.
On Wednesday DCLM was awarded acertificate of appreciation from KZN Wildlife for its contribution towards the fight
against rhino poaching.This was an acknowledgment of part
nership through a DCLMbranded FordRanger vehicle donated by DCLM to support the fight against rhino poaching.
The certificate handover was accompanied by a presentation by KZN Wildlifehighlighting the significant role played bythe vehicle which played a huge role inarresting perpetrators of the escalatingrate of rhino poaching in South Africa.
DCLM has extended its partnership
agreement for another two years whilelooking for other ways to improve anddevelop the partnership.
DCLM general manager, HannesJoubert said they are proud to be associated with KZN Wildlife.
“We also thank them for giving us theopportunity to be part of the fight againstrhino poaching.
“We do not inherit the Earth from ourancestors, we borrow it from our children,”said Joubert.

The official send-off cere-mony was held on Tuesday.
Mayor Ricardo Mthembudelivereda speechat thecer-emony, saying that the teammust set Japan alight as theyprepare to do battle againstworld heavyweights.

champions after trouncing SaltRock I (14-3) in the final leaguegameoftheseasonplayedattheSaltRock squash courts on Tuesdaynight.
Ranjith Rhugoonan, playing atfive gave the visitors a dream startafter beating Trystan Hobart (15-13; 15-12; 10-15) in a closely con-tested duel. The talented PrenolenGovender,whohasshowndramaticimprovement since making hiscompetitive squashdebutat thebe-ginningof theyearoutclassedRich-ard Plesko in straight sets (15-10;15-8; 15-8) to give Dolphins a com-

Dolphinswereamodelofconsis-tency throughout the season boast-ing an unblemished record includ-ing convincing victories againstDarnall, Tongaat, Salt Rock I; II andIII, Umhlali I; II; III and IV, ZimbaliI and a draw against Zimbali II.
They finished the season at thetop of the log table with 149 pointswith Umhlali II (133 points) andZimbaliII(132points)finishingsec-ond and third respectively.
An ecstatic Dolphins skipper,Avesh Nurbadh attributed hard-work, team spirit and camaraderieas the ingredients for their successin the 2014 Summer League.

THE launch of the 2014 KwaDukuzaWork and Play Programme will takeplace on Wednesday, 30 April at theRecreation Ground commencing at9am.
TheDepartmentofSportandRecre-ation (Ilembe District) will co-ordinateand implementanemployee’swellnesswork and play inter-departmentalgames programme.
The programme seeks to promoteand facilitate active healthy lifestyleamong public employees and createnetworking opportunities. The pro-grammewill cater for all governmentaldepartments, institutions andparastetals, the KwaDukuza, Mapu-mulo, Ndwedwe andMandeni Munici-pality, SAPS, Gledhow Sugar Mill, theDepartment of Heath and the Depart-ment of Education.
The programme is aimed at massparticipation of governmental employ-eesinrecreationactivitieswiththepur-pose of promoting physical wellness.
Co-ordinator of the Programme,WisemanCelesaid:“Theworkandplayinter-departmentalgamesprogrammeseekstoformalizeleaguefromlocal lev-eltodistrictlevelculminatinginthepro-vincialgames.“Thefourmunicipalities(under the auspices of the Ilembe Dis-trictMunicipality)will participate in aninter-departmental leagueprogrammeinfootball,netballandvolleyballbeforeaselectedsquadwill contest the IlembeMunicipality Games.
“At the closure of the IlembeGames,anIlembeDistrictsquadwillbeselectedto participate in the Provincial Gamesin September (venue to be an-nounced)”.
The league is expected to get under-way in each of the four municipalitiesinMay. Cele is appealing to the variousdepartmentsandthemunicipality isal-low their employees to attend thelaunchof theKwaukuzaWorkandPlayProgramme on 30 April.
