Ferndale DDA TIF Renewal & TIF Creation Plans RFP
Ferndale, Michigan The Ferndale Downtown Development Authority (DDA) will be accepting proposals from qualified consultants to update the DDA’s Tax Increment Financing (TIF) Plan of 1981 as amended and to create four (4) new TIF District Plan Areas, in accordance with Act 197 of 1975. The proposals will identify new areas, outside of the current TIF area, for redevelopment or improvement; and they will amend and renew the current TIF Plan of the Ferndale DDA established in 1981. Proposals will be accepted until 4:00 p.m., September 16, 2010, at the offices of the DDA, located at 149 W. Nine Mile Rd. Ferndale, MI 48220. BACKGROUND The City of Ferndale adopted a Master Plan in August 2008. The Master Plan was developed with a vision to preserve, enhance, and diversify the city. The foci were expanded to detail and distinguish the goals for the city:
‐ Preservation of the traditional downtown environment and high quality of public services while keeping the identity, cultural diversity, and creative population intact.
‐ Enhancement of property maintenance, regional connectivity together with a pedestrian friendly environment, and resident services and facilities with technology accessibility.
‐ Diversification of housing and transportation options along with a mixture of businesses and job opportunities.
The Ferndale DDA’s Business Development Committee will be the lead agency for this project. The Ferndale DDA’s goals reflect those of the Ferndale Master Plan as stated in the Downtown Development Plan (2007), which was adopted through the City’s Master Plan Process, including an emphasis on an active shopping and entertainment district, with upward densification of the downtown area for office and residential living space. The project area will be within the DDA boundaries as identified on the attached map. The Business Development Committee will be involved with review of the proposals, interviewing of consultants for the project, submitting a recommendation to the DDA Board and City Council, and working with the selected consultant to develop a long‐term strategy.

PROJECT GOALS To identify and develop projects within the area of the DDA district and refine current Capital Improvement Plans (CIP) to prevent deterioration, encourage preservation, and promote growth in downtown Ferndale, Michigan. PROJECT CONTEXT Project boundaries are Woodward Avenue from Marshall Street on the south to Oakridge Avenue on the north, Nine Mile Road from Paxton Street on the east to Pinecrest on the west, Troy Street from Woodward to Allen, and Vester Street from Woodward to Bermuda. Refer to enclosed map. PROJECT SCOPE OF SERVICES In accordance with Section 17 of Act 197 of 1975 the preparation and contents of the TIF plans shall include:
Public Input & Presentations o A survey for public input on development projects and redevelopment
initiatives. o A minimum of 3 public meetings including, but not limited to focus
groups, town halls and charettes. o Three final presentations to the Business Development Committee,
DDA Board of Directors and City Council. Identify new TIF areas within the DDA boundaries outside the current TIF
district, such areas include (see attached map): o Nine Mile from Bermuda to Paxton o Nine Mile from Livernois to Pinecrest o Woodward from Saratoga to Marshall o Woodward from Breckenridge to Oakridge
A plan to accommodate for Complete Streets, Transit Oriented Design and Sustainability through multiple forms of transportation, i.e. pedestrian friendly, bike racks, bus stops, parking; long‐term preparedness; and sustainability measures in redevelopment
A description of existing improvements and economic development initiatives in the development area. Refine current CIPs and economic development initiatives.
Projected public and private redevelopment projects and economic development initiatives.
The location, extent, character, and estimated cost of improvements and economic development initiatives.
A timeline of construction stages and economic development initiatives. A description of any open space to be left in the development and the use for
such space.

An estimated cost of development and budget entailing a maximum amount of bonded indebtedness to be incurred along with a statement of the proposed method of financing.
TIF Renewal and New TIF Plan Areas shall conform to the Oakland County Performance Standards under MR#3081 – Policy for County Participation in Downtown Development Authorities with Tax Increment Financing. (attached)
TIF Revenue Projections for each plan, and sample budget of expenditures Financial Projections for each plan for the Return on Investment Format for Deliverables
o One final document per TIF Renewal Plan and the 4 New TIF Plans o Maps in electronic format, including PDF, GIS, PSD and JPEG files. o Final documents in electronic format, including PDF and original
program file that it was created in. o 20 copies of final documents, bound, full color. o 24x36 poster of TIF Boundaries and projected CIPs
PROPOSAL REQUIREMENTS
The selection of a consultant will be based on qualifications and the content of the proposal submitted. At a minimum, proposals should contain the following information: Introductory Letter:
Firm name or joint venture Address Contact person A clear and concise response as to why the Business Development
Committee, as empowered by the Ferndale DDA, should select your firm/joint venture for this work.
Statement of Qualifications of firm/joint venture:
Firm experience and current workload o A detailed description of similar projects successfully completed by
the firm/joint venture in the past three to five years and a detailed description of results of that work. Include the name and telephone number of a contact person for each client who can verify the information provided.
o Listing of all projects (if any) completed for the City of Ferndale within the past five years.
o Listing of similar current projects and percent complete.
Firm/joint venture personnel experience o Name of Project Manager. Provide resume and experience record of
project manager

o A flow chart of team personnel who will actually be assigned to perform substantial amounts of the work on this project and the role of each.
o Provide a resume and experience record for each person, including years of experience, education and location of each person.
Sub‐consultant personnel experience
o Names and addresses of any outside consultants or associates proposed to be involved with this project
o Include each proposed sub‐consultants’ experience and qualifications as described above for firm’s personnel.
Project Approach A detailed description of how the firm proposes to approach this project. Include sufficient discussion of proposed methodologies, techniques, and
procedures for each work item listed in aforementioned Project Scope of Services.
Provide breakdown and description of tasks assigned per project team member.
The work program should indicate the formats and number of meetings proposed for Business Development Committee and staff involvement. The purpose of these meetings should also be included
Detailed Scope of Work & Timeline A proposed timeline and method of assuring that the timeline is met,
including the name of the person responsible for the timeline. Provide a proposed timeline for completion of the key tasks and method to
assure that the timeline will be met. Budget Proposal
The Business Development Committee will consider fees in its overall evaluation of the proposals.
Provide in your proposal a not‐to‐exceed cost for all services including all fees and expenses.
The budget proposal should break the not‐to‐exceed cost into the following components:
o Itemized costs for the elements identified in the Project Scope of
Services o Costs for travel, meals, and lodging (for consultants traveling outside
the Metro‐Detroit area) o If additional items beyond those outlined in this RFP are incorporated
in the proposal, the estimated budget shall list those items separately. Provide a fee schedule for supplemental charges that may be charged for
additional unforeseen work tasks; if such services should be required via future contract addendum, such as: fees for conducting additional meeting with staff, additional stakeholder or community meetings, additional iterations of revisions, or additional information related to installation, etc.

Insurance For the selected firm(s), the Ferndale DDA requires that the final approved
contract for professional services specify that the selected firm shall maintain at all times during the term of the contract, as its sole expense:
o Statutory workers’ compensation in accordance with the laws of the state where such compensation would be payable. Employers’ liability with limits of not less than $500,000 per accident.
o Motor Vehicle liability insurance on any owned, non‐owned or rented vehicle with limits of at least $1,000,000 per occurrence combined single limit bodily injury and property damage.
o Commercial general liability, including products and completed operations liability, contractual liability, broad form property damage, personal injury and bodily injury liability insurance with limits of at least $1,000,000 per occurrence combined single limit.
o Professional services liability with limits of not less that $1,000,000 per occurrence.
o The Ferndale DDA shall be named as “additional insured” on commercial general liability and motor vehicle liability insurance and be provided with a certificate of insurance prior to the effective date of the contract or any renewal contract. The Ferndale DDA shall be provided with all renewal certificates within 30 days of the expiration date of any and all policies listed on the certificate of insurance.
FORMAT OF PROPOSALS Proposals shall be bound (8.5”x11”) such that they lay flat when opened. The

SELECTION PROCESS & SCHEDULE
The Business Development Committee of the Ferndale DDA will review all submitted proposals to determine potential consultants that will be granted an interview. Following interviews, the Business Development Committee will make a recommendation to the DDA Board, which will attempt to negotiate an agreement with the top ranked consultant. If no agreement can be reached with the top ranked consultant, that consultant shall be dismissed and the committee shall proceed with discussions with the second ranked consultant. This process may be repeated as many times as necessary until an agreement can be negotiated that is satisfactory for both parties.
The Business Development Committee reserves the right to reject any or all bids or proposals, waive technicalities, and to be the sole judge of the suitability of the proposed services for its intended use and further specifically reserves the right to make the award in the best interest of the Ferndale DDA.
The projected schedule for selecting a consultant for this project is as follows:

September 16, 2010 RFP from consultants are due
September 20‐26, 2010 Review of proposals by committee
September 27‐Oct. 1, 2010 Committee interviews finalists
October 6, 2010 Selection of consultant
October 14, 2010 DDA Board of Director approval METHOD OF EVALUATION The award of a contract will be made the firm/team whose proposal is determined to be the most advantageous to the Ferndale DDA, taking into consideration the following evaluation factors: Team Qualifications (10%) Firm/team’s experience and reputation: Experience of the firm in similar work and record of successful results. Specifically, firms need to demonstrate experience in the following areas:
TIF Plan Development. Capital Improvement Planning & Land Use Main Street Approach to Revitalization
The Ferndale DDA will also give weight to the individual qualifications of the project team members who will be assigned to the work on this project.

Team Dynamics (10%) The firm/team should demonstrate their ability to complete the project based on its current workload, demonstrated understanding of the Ferndale DDA’s goals and purpose for this project, specific management approach and how the firm proposes to achieve the project’s time goals, and the firm’s ability to offer the breadth and quality of services requested for the project. The firm/team should demonstrate their ability to work with diverse communities, organizations, and volunteers. Project Understanding (40%) Response to the project goals and scope outlined in the RFP:
This includes demonstrated understanding of scope of project, innovative suggestions that may enhance the value of this project, demonstrated ability to present technical data in a user friendly format with appropriate use of graphics. Present the best solution for cost effectiveness and allocation of set budget.
Schedule: The proposed schedule for performing the work for the project. The selected firm must be in a position to begin work within two weeks of notice to proceed.
Fee Proposal: The Ferndale DDA will consider the fees in the overall evaluation of the proposal.
Creativity (40%) The firm/team should graphically demonstrate their creativity and ingenuity in developing actionable TIF Plans that will be approved by the City and County. The firm/team should demonstrate their comprehension of the Ferndale DDA’s needs, with the ability to think outside of the box in terms of developing a creative plan that meets the terms of the scope of services.
