FENWICK ESTATE Issue 1: what’s new & what’s next? 12 NOVEMBER 2015 PLANNING APPLICATION SUBMITTED FOR 55 NEW HOMES Some of you will remember speaking to Karakusevic Carson Architects earlier this year and being involved in the design of three new buildings next to the railway line at Fenwick Estate. These comprise two apartment blocks and a mews of houses, in total providing 55 new homes and a new community centre. A planning application for this was submitted on 17th September 2015 (Reference is 15/05297/FUL) and is awaiting a decision. These buildings are a Council development and form an important part of the regeneration plan, because they would make it possible for residents to stay in their community whilst any future work is carried out. PLANNED REGENERATION Lambeth, like all London boroughs, is facing a major housing crisis. There are simply not enough homes to meet the needs of people in Lambeth, and there are not enough homes, particularly social homes, to meet the needs of local families. Instead of watching the housing crisis get worse the Council is committed to build 1,000 extra homes at council rent levels. You will have received a letter from the Council explaining their intention to look at regeneration options for Fenwick Estate, in order to create more and better homes in the borough. There are various ways of doing this including: Infilling other empty parts of the estate, replacing some of the existing housing, or replacing all of the existing housing. In order to decide the best course of action the Council is moving forward to the ‘feasibility stage’ of their regeneration plan. Any physical works on existing homes will not be taking place until 2019 at the earliest. INVOLVING YOU IN THE REGENERATION PROCESS Between now and the end of March 2016; Lambeth Council, Karakusevic Carson Architects and make:good will be talking with you in order to get your views, concerns and priorities regarding what happens next. The table overleaf outlines the different ways for you to be involved, the aim of this part of process and other, relevant key events.

WALK-ABOUTIn order to find out what you like and dislike about Fenwick Estate we will go on a walk-about to talk, take notes and pictures. STUDY TRIPmake:good will organise a trip to go and see other estates that have gone through a similar process to get your views and ideas.

DOOR KNOCKINGmake:good will door knock in advance of exhibitions and workshops to make sure people know they are happening.

POP-UP EXHIBITIONSmake:good will hold pop-up exhibitions around the estate, giving residents another opportunity to get information and give their feedback.

DROP-IN SESSIONSThe Council will hold monthly drop-in sessions for you to get more information and advice on how the plans might affect you.

WORKSHOPS/MEETINGS Karakusevic Carson Architects & make:good will hold monthly sessions to involve residents in the design process.

RESIDENTS’ BRIEFAt the end of this process we want to have co-written a Residents’ Brief. This will outline your priorities for the regeneration plans when they go to cabinet for consideration. The brief will go on to help inform the masterplan for Fenwick Estate.

WEEK BEGINNING:

KEY GUARANTEES In order to address some of your concerns, the Council have come up with a set of Key Guarantees for existing Tenants and Leaseholders on the estate. You can view them online and hard copies will be available upon request and at the Council Drop-in’s.

HOW WILL REGENERATION PLANS AFFECT REPAIRS IN THE MEANTIME

As this regeneration process will take several years, maintenance and critical repairs will continue as normal. This month the Council will undertake a stock condition survey to identify the condition of homes on the estate. This survey and the feasibility work over the next few months will enable us to know which properties will be replaced and which will be retained and renovated. As such major works will happen after this stage. The Council will hold a separate meeting to address repairs, maintenance and kitchens and bathroom upgrades. We will notify you of the date for this meeting in the upcoming weeks.

* THE RESIDENTS ENGAGEMENT PANEL (REP)

The REP is an important part of how the Council wants to involve you in the changes to Fenwick estate. It will be made up of a mix of tenants and home owners. Members of the panel will act as resident representatives.

They will attend meetings and workshops, in order to express opinions of, and then give feedback to, their fellow residents.
