SUMMARY OF WORKSHOPS 1 & 2WHY DO WORKSHOPS?There are a lot of different elements that Architects consider when they are designing new buildings. The needs of residents and the council, as well as professional guidelines, principles of good design, and financial viability are all important and will effect whether a design is successful and gets planning permission. By coming to these workshops, you will gain a deeper understanding of the concepts and guidelines behind the regeneration plans. And you will then be able to use this knowledge to shape what the plans will look like by telling us what your priorities are in the language of regeneration and development.

WORKSHOP #1: DENSITY | 26/11/2015 This workshop explained the fundamental reasons why Lambeth are looking to carry out regeneration work on Fenwick estate and introduced the important concept of ‘density’. Density refers to how many people live in a specific area. There are currently 431 units on Fenwick Estate. Given the size, urban location, and proximity to good transport links, this number is at minimum that The London Plan would recommend - the maximum density for this site would be 1274 units. The Council doesn’t yet know what the appropriate number is and are looking to work that out with your help between now and April. It is important to remember that Lambeth’s goal is to build more and better homes on the site. This means that whilst density is an important consideration it is not the only thing that will influence the plans.

This workshop explored the types and quality of outside spaces that are currently on the estate and what people would like to see in the plans for regeneration.Whilst some ground floor homes have good sized private gardens, many other properties have none at all. Under new guidelines all new homes would have private outdoor space (balcony or garden). Another important aspect that we discussed was play space. Whilst the playground near the railway track is popular, the current provision for play is two thirds below what would be recommended by modern London Plan standards. This means that any regeneration plans would significantly increase and improve the amount of play areas.

WORKSHOP #2: LANDSCAPE & OPEN SPACE | 09/12/2015

Residents looked at ways of creating more and better space for communal and private gardens by going slightly higher, mixing terrace and medium rise buildings.

We also discussed how a courtyard layout could create overlooked communal spaces which incorporated bigger, better and safer play areas for mixed ages.

People were very keen on the idea of making use of rooftop spaces with the opportunity for communal, and private gardens.

WORKING TOWARDS THE RESIDENTS BRIEFBy talking to as many people as possible, at workshops, exhibitions, door knocking and pop-up events we want to establish what your priorities are for the plans for the estate. Here are 4 draft points that have come out of the first two workshops: - People would like to maintain or increase the number of private gardens.- People would like a communal garden with play provision for a mix of ages. - People didn’t like the idea of tower blocks.- People would like to have more secure access and private entrances.If you have missed any of the workshops we will be looking at the first three themes again at the first exhibition in January and encourage you to come and share your thoughts and help us write more of the brief then. YOUR QUESTIONS ANSWERED• Why has Fenwick Estate been selected for regeneration? The estate is currently

low density offering potential to provide new homes and some existing homes do not meet current housing standards and are in need of upgrading.

• How many/which homes will be demolished? There will be some demolition, but we don’t yet know which homes will be replaced and which will be retained. It is possible that it will be the entire estate. We will have a recommended scenario in April.

• Why can’t you just refurbish the existing homes? Money to do this is limited and wouldn’t create more homes, with the bill falling to the Council and Leaseholders. By building more new homes the Council is able to borrow money differently and can generate income to repay this money by privately renting some of new the homes.

• Will this scheme just clear away council housing and replace it with private homes? No. This is part of the councils plan to build 1000 new homes for council rent within the borough. The aim is for 60% of new homes to be for council rent and 40% to be rented privately. These extra homes are after all current tenants and leaseholders are re-housed on the estate.

• Howmuchinfluencecanresidentsactuallyhave? Through this process you cannot stop the regeneration from happening, and any increase in the number of homes has to make financial sense and meet the councils aims. However you can have a lot of say in terms of what ‘better homes’ actually means and help write the residents brief that will influence the design of the new estate.

KEY GUARANTEES In order to address some of your concerns, the Council have come up with a set of Key Guarantees for existing Tenants and Leaseholders on the estate. These would come into effect if the Council decides to regenerate the estate. You can view them online and hard copies will be available upon request and at the Council Drop-in’s.estateregeneration.lambeth.gov.uk/key_guarantees

THE RESIDENTS ENGAGEMENT PANEL (REP)The Resident Engagement Panel (REP) is an important way in which the Council want to involve residents as the regeneration process moves forward. REP members will act as resident representatives in future meetings and will play a part in feeding back information to the community. At this point we are taking expressions of interest from anyone, however in order to ensure that it is representative, membership is not guaranteed.
