1.0 BACKGROUND

The Water Sector Transformation Agenda ofPresident (Dr.) Goodluck Ebele Jonathan (GCFR) inthe past four years focused on the provision ofsustainable access to safe and sufficient water tomeet the social and economic needs of all Nigerians.

Sequel to the recreation of the Ministry by Mr.President in April, 2010, the Nigeria Water SectorRoadmap was developed. The aim of the Roadmapis to enhance the contribution of the Water Sectorto achieving the Vision 20:2020 targets, MillenniumDevelopment Goals (MDG) and Africa Water Visionin 2025.

The chronicle of achievements in the water sector inthese four years as herewith presented underscoresthe wisdom in Mr. President’s re-creating theMinistry, leaving no one in doubt that the Sector isone of the key drivers of the nation’s economy.

WATER RESOURCES POTENTIALThe completion of the review and update of the 1995 National Water Resources Master Plan inNovember, 2013 by the Ministry in conjunction with the Japan International Cooperation Agency(JICA) revealed that the nation’s water resources has been recharged to the tune of 440 billioncubic metres consisting of Surface water potential estimated at 340 billion cubic metres andGround water potential estimated at 100 billion cubic metres as against the previous estimates of267 billion cubic meters for surface water and 92 billion for groundwater.

The Ministry engages in the construction, operation and maintenance of damsnationwide to impound raw water for potable water supply, hydropower,irrigation, fishery development, flood control, tourism and recreation.

The Ministry, in the last four years completed 37 dams of various sizes,rehabilitated 10 dams, while the construction works on 149 dams of variouscapacities are on-going across the country.

When the construction works of all the dams are completed the waterimpoundment in the nation’s dams will be increased by 3.6 billion cubic meter.

Out of the 37 completed dams, 16 are with hydropower potentials capable of generating 135.15 Megawatts of electricity.

Some existing dams including the breached Goronyo Dam emergency spillway in Sokoto, Alau Dam in Borno, Tiga and Chalawa Gorge dams in Kano, HadejiaBarrage in Hadejia as well as other dams in many states have been rehabilitated for more optimal operation.

The Kashimbilla dam intended to attenuate flood from the imminent collapse of lake Nyos upstream in Cameroon has recorded 87% completion status.

The procurement of the works on the proposed Datsin Hausa Dam that will address the issues of flooding as a result of uncontrolled releases of water from Lagdo Dam in Cameroon is currently under review.

The Ministry views irrigation as key to the attainment of food security due to thefact that irrigation has the potential of increasing the agricultural productivity by asmuch as tenfold. Irrigation is also important for employment generation andpoverty alleviation in rural areas.

Since 2010, a total of 385 formal and informal irrigation projects of varying sizeshave been embarked upon. Of this, 179 new irrigation schemes have beencompleted, 21 existing Irrigation projects were rehabilitated while 185 newprojects are on-going in several States across the country.

All these projects when completed will provide a total of 397,060 Ha of irrigableland. A total of 118,064 Ha were cultivated in the last four years, representing 30%land cultivation.

The irrigable land under cultivation are being managed by 1,416,768 farmingfamilies at 12 members of the family per hectares of land.

The Ministry, through these irrigation facilities under the RBDAs, supported thenation's food security programme with 3,013,296 metric tonnes of assorted foodand cash crops valued at over N45.0 billion.

The primary responsibility for the provision of municipal and domestic water supply isthat of the States and Local Governments. However, Federal Government intervenes toincrease access in order to meet the MDGs and Vision 20:2020.

Before the inception of this Administration access to potable water was 58%. Access isnow 67%, while sanitation moved from 32% to 41% under the recent nationalassessment. This has been made possible through the efforts of the three tiers ofGovernment and development partners.

As part of Federal Government intervention efforts, the Ministry provided a total of4,940 water supply facilities nationwide from 2010 to date.

Out of this number, 4,099 newly constructed, mostly rural water facilities, and 143rehabilitated facilities have been completed nationwide while works on 698 watersupply projects are currently on-going in many States.

The total installed capacities of the completed water facilities amounts to 1.9 millioncubic meters per day which is capable of meeting the water demand of about 30million people, especially those living in the rural areas and small towns.

The National Water Supply Sector Reform initiated by the Ministry is being implemented in 12 States with the assistance of some Development Partners;

The Project States include Lagos, Cross River, Ogun, Kaduna, Enugu (with the World Bank & AFD Support); Oyo, Taraba (with AfDB Support); Cross River, Anambra, Osun, Jigawa, Kano and Yobe (with EU support);

The objectives of the project are to: (i) increase access to piped water networks in the selected urban areas of the Project States and; (ii) improve reliability and financial viability of the State Water Agencies for sustainable service delivery;

The Project has the following four components:(i) Systems Rehabilitation and Expansion; (ii) Public-Private Partnership Development;(iii) Service Sustainability and Capacity Building; &(iv) Policy Reform & Institutional Development

The project is scheduled to be implemented in phases with a target impact on about 30 million Nigerians that are living in the Urban Areas when fully implemented;

The 1st and 2nd phases of the project , being supported by the World Bank, are nearing completion in 22 urban towns of Lagos, Cross River, Ogun, Kaduna and Enugu States with a population of about 10 million people. There has been substantial improvement of water supply to the affected towns/cities baring adequate power supply;

The 3rd Phase of the project is about to take off in Bauchi, Ekiti and Rivers States while 9 other States of Ondo, Bayelsa, Abia, Plateau, Benue, Gombe, Jigawa and Kano will benefit from the reform component of the project.;

Our Ministry held a workshop with the Project States in May this year where the project implementation was refocused and strengthened to achieve the objectives.

Water Sanitation and Hygiene (WASH) is crucial to life and all humanexistence as it is the basis for securing the public health of the populaceand enhancing productivity and economic development.

In this connection, the Ministry is in collaboration with the National TaskGroup on Sanitation (NTGS) and the States in the promotion of sanitationand hygiene with the support of our development partners namely; theWorld Bank, AfDB, EU, UNICEF, UK-DFID, WaterAid, WSSCC/GSF as aprocess to scale-up access to basic sanitation.

The National Water Quality Reference Laboratories located in Kano,Minna, Gombe, Enugu, Akure and Lagos carry out water qualitymonitoring and surveillance of drinking water, surface and ground waters,reservoirs and inflows into Nigeria as part of its regular activities.

Some of the major activities carried out by the Ministry in this sub-sectorinclude:

i. Regular monitoring of the public water supply by the National Water Quality ReferenceLaboratories. Upto a total of 15,774 water samples are annually collected andanalyzed.

ii. Regular monitoring of surface and ground water quality for ecosystem balance andregeneration.

iii. Provision of water quality and sanitation advisory services to Communities and StateGovernments;

iv. Promotion of Community Led Total Sanitation (CLTS) programme in collaboration withthe National Task Group on Sanitation (NTGS) for attitudinal change across the countrywith impact on over three hundred (300) communities in 32 States of the Federation.

v. Participation in National Disaster Risk Reduction measures and containment plans inwater and sanitation to the affected communities.

vi. Two out of six new laboratories under construction were completed in Sokoto andMaiduguri while others are at various stages of completion across the country. Thecompleted laboratories will be equipped and put into operation before the end ofthe year.

vii. The National water Quality Reference Laboratories participated in the 2013UNEP/GEMS Performance Evaluation of Government water quality laboratories. Theprocess is to ensure that the National Water Quality Reference Laboratories meetinternational standards and its output/result accepted globally.

viii. The Ministry in collaboration with Standard Organization of Nigeria (SON) and therelevant stakeholders revised the Nigerian Standard for Drinking Water Quality asenabling legal instrument to enforce drinking water quality standard in Nigeria.

Nigeria has keyed into the United Nations End-Open-Defecation andGlobal Hand washing Campaigns as processes to eliminate opendefecation and control transmission of water borne and water relateddiseases. This will greatly contribute to reduction of cholera, typhoidand diarrhea especially among children.

Under this process Nigeria was recognized by the United Nations with High LevelAdvocacy visit by the UN Deputy-Secretary General, Mr. Jan Elliason to theMinistry in March 2014.

The Ministry in partnership with Federal Ministry of Health also leads in thecampaign to reduce and contain spread of water borne diseases such as choleraacross national boundaries and regularly meets with Nigeria’s neighbours of Niger,Chad and Cameroon.

The Ministry as part of its support to public health keyed into the National EbolaVirus Emergency Containment Plan of the Government by carrying out publicenlightenment campaigns on hand washing at critical times as a measure tocontain the spread of the virus.

The WASH Sector Tracking and Documentation reported the progress Nigeria ismaking in improving access to water and sanitation through internationalreporting platforms such as

a) AU/AMCOW African Water Report

b) WHO/GLAAS Water and Sanitation Reporting System.

3.5 ACHIEVEMENTS - GENDER MAINSTREAMING AND WOMEN EMPOWERMENT

The Ministry recognizes the importance of mainstreaming gender in the watersector, as an essential tool to promote inclusive and dynamic development.Thus, the Ministry has embarked on promoting the integration of genderperspectives and concerns in planning, designs, implementation, monitoringand evaluation of programmes and projects.

As a follow up to this, the Ministry in collaboration with the Federal Ministry ofFinance is implementing a low-cost but high impact project for Girls andWomen in Nigeria popularly called G-WIN. The Project is to provide water kiosksand sanitation facilities in public places such as Motor parks, Markets etc andsupport the empowerment of women and girls in the rural areas. The project isto be implemented in 12 States of the Federation and these include Katsina,Jigawa, Bauchi, Taraba, Plateau Benue, Osun, Ondo, Delta and Bayelsa.

Since the commencement of G-WIN project, the Ministry has recorded somenotable achievements as follows:

156 rural women and girls were trained on water kiosks/schemes operation andmaintenance in 4 pilot states of Abia, Bauchi, Osun and Plateau. ;

287 rural women and girls were trained on Community Led Total Sanitation (CLTS),slabs construction and public sanitation facility operation and maintenance in 4pilot states of Abia, Bauchi, Osun and Plateau.

55 urban educated women and girls trained on public procurement processes inLagos centre for southern states and Abuja centre for northern states;

160 rural women and girls were trained on entrepreneurship skills in 4 pilot statesof Abia, Bauchi, Osun and Plateau;

Water, Sanitation and Hygiene Committees (WASHCOMs) with 50% womenrepresentation were established in 40 communities of the 4 pilot states Abia,Bauchi, Osun and Plateau; and

Construction of 1st set of 8 Nos water kiosks and sanitation infrastructure atpublic places are on-going in 8 communities of pilot States.

Water has been identified as the primary medium through which climate change willimpact people and the ecosystem. These extreme weather events are floods anddroughts.

The Ministry through the Nigeria Hydrological Services Agency (NIHSA) continuouslyprovide records of river discharges along major rivers (Niger and Benue) and theirtributaries for stream flow monitoring. Also, groundwater monitoring including salinewater intrusion in the coastal areas and inland areas were carried out at variouslocations.

The Ministry served on the Presidential Committee on the 2012 flood assessmentwhere recommendations on control, adaptation and mitigation were made.

A 2-day Colloquium of experts in the fields of Hydrology, Hydrogeology, Engineering,Water Law, Geosciences, Climate Change, Irrigation, Dams and Social Sciences washeld in December 2012 at Abuja, where challenges were identified and strategies forcontainment of such hazards in the future were discussed and solutions proffered.

The network density of hydro-metrological stations nationwide has increased fromthe special allocation of ₦603 Million to NIHSA for rehabilitation of flood damagedstations and the establishment of new ones for effective and efficient stream flowmonitoring;

Several Workshops and sensitization meetings for dissemination of informationon climate change for communities downstream of major dams and reservoirshave been held.

The Ministry through the Nigeria Hydrological Services Agency, periodically releasesflow forecasts along the rivers Niger/Benue system as a follow up to the AnnualFlood Outlook for the nation. These have also helped in constantly alerting thenation to ensure efficient preparedness for possible flood prevention or mitigation.Below are some peak flows of the hydrological stations along the Rivers Niger andBenue from years 2012, being the 50-year return period of flood experience in thecountry, to 2014. Water sector is very vulnerable to climate change, and it has beenproven that water is the primary medium through which climatechange will affect people and the ecosystem through flooding anddroughts.

As a result, the Ministry is ensuring that climate change information isincorporated into management of all water sector programmes throughclimate proofing and screening of water infrastructures.

The Ministry has also commenced the implementation of some of therecommendations contained in the recent publication titled “TowardsClimate Resilient Development in Nigeria” (World Bank Publication, 2013)with pilot schemes to cover Hydrological Areas I and VI i.e the Sokoto Basinand Western littoral through publication of “Climate Change InformationGuide for Hydrological Area I” . The schemes will thereafter be extendedto other Hydrological Areas.

3.8 ACHIEVEMENTS - TRAINING, RESEARCH & DEVELOPMENT

The National Water Resources Institute (NWRI) is the arm of the Ministry that is

responsible for Training, Research and development of the Sector.

The NWRI, organized the maiden and 2nd Junior Water Prize competitions in

2012 and 2013 during the 3rd and 4th National Water Conference in Ilorin and

Calabar respectively to prepare the youths for the International Stockholm Annual

World Water Week. The three winners of the competition were sponsored to

Stockholm for the World Water Conference in September 2013.

UNESCO Category 2 Regional Centre on Integrated River Basin Management

(RC-IRBM) is now functional at NWRI with the inauguration of its Governing

Board on 17th September,2013. The Centre is currently working on African Water

Resources Capacity Building (AWaCaB) Programme in collaboration with

UNESCO African Regional Office, Nairobi.

In line with the transformation Agenda of the Federal Government, NWRI now

organizes three (3) Youth Empowerment Training Programmes for: 1. Water Well

Drillers; 2. Water Well Rig Fabricators; and 3. Household Water Managers. A total

of 295 youths across the nation were trained and empowered since inception.

NWRI-RWSSC trained 555 personnel from State RUWASSAs and RBDAs under the

NWRI has successfully carried out research and produced reports in the following

areas:

i. Code of Practice for Water Well Construction (NIS FDNCP 027: 2010CB);

ii. Development of Low Cost Manual and Mini-powered Water Well Drilling

Rigs.

iii. National Assessment of Drinking Water Quality in Nasarawa, Taraba, Bayelsa,

Rivers, Delta, Plateau, Osun and Anambra States as well as the FCT;

iv. Assessment of Reservoir Sedimentation Rates at the Kangimi reservoir in

Kaduna State;

v. Community Led Total Sanitation (CLTS) in Unguwar Bagudu and Karuga

villages of Kaduna State;

vi. Water Safety Plans for FCT, Minna and Kaduna South Treatment Plants.

vii. Assessment of Flood Events in Sokoto, Kebbi & Oyo States.

The Institute constructed, furnished and equipped four (4) chalets within its premises

to cater for the accommodation of Professional Experts and Scholars from around

the world on short and medium term basis.

The Nigerian Integrated Water Resources Management Commission (NIWRMC)will oversee water use regulation and licensing when fully established.

NIWRMC has assisted the Ministry to carry out the following:

i. Finalized in September, 2013 a Water Use Regulation providing guidelinesand fees for application for licenses;

ii. Issued Water Use Licenses in September 2013 to three (3) Concessioneersof Kainji, Jebba, and Shiroro Dams for generation of hydroelectricity in theprivatization of the Power Sector;

iii. issued Water Use Permits to three (3) developers (in August 2014) toguarantee access to sites for preparation projects for electricity generation;

iv. Produced the first draft of Catchment Management Plans for Niger Northand the Western Litoral Catchments in collaboration with JICA .

4.0 COLLABORATION AND PARTNERSHIP

Trans-boundary Waters have been widelynoted to be a potential source of worldconflict.Nigeria belongs to two majorTransboundary Organizations i.e Niger BasinAuthority (NBA) and Lake Chad BasinCommission (LCBC). Nigeria is also usingBilateral Joint Commissions like Nigeria-Cameroon Joint Commission (NCJC) andNigeria-Niger Joint Commission (NNJC) toachieve trans-boundary cooperation andreduce tension.The Ministry has been supportive inactualizing both the objectives of the NBAShared Vision and the Investment Plan ofthe LCBC.

4.1 COLLABORATION AND PARTNERSHIP

BI-LETRAL COOPERATION WITH CAMEROON ON THE MANAGEMENT OF LAGDO DAM

In 2012 the Ministry constituted a 10-man inter-ministerialtechnical team on Consultative Mechanism for jointmanagement of the transboundary Benue Basin shared byNigeria and Cameron. The team had a 2-day (27 – 28 Dec.2012) meeting with their Cameroonian counterparts inYaounde, Cameroon and agreed on the need for:

the two countries to sign Memorandum ofUnderstanding (MOU) on the joint management anddevelopment of the trans-boundary River Basin;

The two countries to develop a stronger framework onsharing information on the necessary water releasesfrom Lagdo hydro-electric dam for effective reservoiroperation;

Nigeria’s side to build a corresponding hydraulicstructure (Dam) to regulate the flows of water on RiverBenue ;

the two countries to have an arrangement for regularinformation-sharing on the situation of the Lake Nyos ;

the two countries to always have joint technical field tripto all the potential areas of impact from the Lake Nyos.

ADVOCACY FOR WATER GOAL IN THE SDG

Given the importance of water and sanitation tonational development and under the leadership ofthe Ministry as the then AMCOW Interim President,mobilized African Ministers on Water to garnerglobal support for inclusion of water and sanitationas a separate goal in the Post - 2015 UN SustainableDevelopment Goals. The African position has beenaccepted by the UN Secretary-General’s Panel asGoal 6 and will be presented to the UN GeneralAssembly for adoption and approval as successor tothe MDG.

KAINJI AND JEBBA DAMS REHABILITATION PROJECT

Rehabilitation works are ongoing in both Jebbaand Kainji Dams under the Niger Basin/WorldBank Water Resources Development andSustainable Ecosystems Management Project(NBA/WB/WRDSEMP) financed by the WorldBank. The aim is to increase the Hydropowergenerating capacity of the dams to 750 MWthereby improving the power supply in thecountry.

The Project in 2013 was satisfactory in terms ofphysical activities. Note Worthy that FMWR whichis the coordinator of NBA activities in the Basindirectly supervises the project while the TCN-PMUis the implementing agency.

The overall rehabilitation works at Kanji 68% whilethat of Jebba is 97% completion. Therehabilitation works are expected be complete by2016 February

4.4 COLLABORATION AND PARTNERSHIP

INTER-MINISTERIAL ENGAGEMENTS

In 2012, the Ministry participated in several inter-ministerial activities including the following:-• 39th Regular Meeting of the National Council of

Agriculture and Rural Development in March 2012;• National Council on Trade and Investment and

submitted a memoranda on investment opportunities inthe water sector held in Minna Niger State in June,2012;

• Inaugurated the Freedom Of Information (FOI) Act SubImplementation Committee on the 17th of July 2012;

• National Council of Science and Technology meetingheld in October 2012, at Ibadan;

• Reviewing the 1st National Implementation Plan (NIP)2010 – 2013 with the National Planning Commissionand the MDA’s in October 2012;

• Value Reorientation of the Nigerian Media for NationalUnity and Transformation, National Orientation Agency,30th Oct. – 1st Nov. ,2012 and

• Joint Planning Board (JPB) and the National Council onDevelopment Planning from 17th – 20th December,2012.

4.5 COLLABORATION AND PARTNERSHIP

The Ministry is collaborating with the Ministry ofEnvironment on World Bank-assisted Nigeria Erosionand Watershed Management Project (NEWMAP). Thecore objective of the NEWMAP is to reducevulnerability to ravaging gully erosion in targetedwatersheds and strengthen operational data andinformation services in a customizable manner.

5.0 INVESTMENT POTENTIALS

The Ministry has established a PPP Unit to interface with the private sectortowards establishing adequate partnership for the sector development as thewater infrastructure in the country provides opportunity for stimulating thenation’s economy towards employment generation and poverty alleviation

The huge water impounded in various dams nationwide is available forinvestment especially from the Private Sector and Development Partners forhydropower, irrigated agriculture, fishery and tourism.

There are 16 dams that have small/medium hydropower potentials capable ofgenerating 135.15 megawatts of electricity that can be quickly leverage on bythe Private Sector.

Our total irrigation land potential is 3.1 million hectares out of which about397,060 hectares has been developed. The rest are still awaiting investment.

Also, over 40 projects with existing irrigation infrastructure are available forprivate sector involvement through concessioning or lease contracts.

There is huge potentials for tourism and aquaculture development on most ofour multi-purpose dams.

The Ministry is also promoting public private partnership for development ofwater supply infrastructures to increase access to potable water supply in thecountry.

The Administration of President Goodluck Ebele Jonathan (GCFR) hasdemonstrated unparallel political will towards the development of the WaterResources sector.

In February 2013, Mr. President convened a Presidential Water Summit to raisethe level of political commitments among local and international decisionmakers .

The major outcomes of the Summit include the following:o It raised national awareness of the multi-level impact of water and sanitation

and climate change on the Nigeria economic growth;o Establishment of a strengthened platform for dialogue amongst Federal, State

and Local Governments on cooperative funding of the water sector;o The need for increased funding and better targeting of investment by

Development Partners for sustainable impact in the sector was established; The Presidential Water Summit has been adopted as model by the African

Ministerial Council on Water (AMCOW)

6.0 SUPPORTIVE ENVIRONMENT

The National Council on Water Resources(NCWR) is the highest policy making body inthe water sector comprising the HonourableMinister of Water Resources and theHonourable Commissioners of WaterResources in the thirty-six (36) States of theFederation to ensure a sustainable waterresources management and development inthe country.

The Ministry held its 22nd Regular Meetingof the National Council on Water Resourcesin Kaduna, Kaduna State from 9th to 13thDecember, 2013. It provided opportunity forthe highest policy making body to take farreaching decisions for the growth of thewater sector and overall nationaldevelopment.

(III) LAUNCHING OF WATER SECTOR ROADMAP

In order to actualize the developmental objectives of the watersector under the present Administration, the Water SectorRoadmap was launched by Mr. President in January, 2011. Thedocument is designed to provide direction in the Water Sectorfrom 2011-2025.

(IV) REVIEW AND FINALIZATION OF EXISTING WATER POLICYAND BILL

The National Water Resources policy (2009) and other sub-sectoral policies are currently being reviewed. The Ministryhas completed the review of the draft National WaterResources Bill through presentation to a wide stakeholders.The additional inputs are being collated for insertion into thedraft Bill before submission to the National Assembly forconsideration and passage into Law.

(V) REORGANIZATION OF THE RBDAs

The River Basin Development Authorities (RBDAs) were setup to enhance grassroot development in the water sector.However, due to policy reversal, they were unable toperform optimally and this led to a number of very laudableand people-oriented projects being left uncompleted for along time. In reaction to this problem, the presentAdministration approved the reorganization of the RBDAs tomake them responsive to their mandate and accelerate thevital role water plays in the socio-economic life and wellbeing of the citizens.

(VI) REVIEW AND UPDATE OF THE NATIONAL WATERRESOURCES MASTER PLAN

The Ministry in conjunction with the Japanese InternationalCooperation Agency (JICA) carried out the review andupdate of the National Water Resources Master Plandeveloped by JICA in 1995. The purpose of this project is toprovide a long term development plan for anchoring waterresources development and management upto year 2030.The updated Master Plan was approved by the FederalExecutive council, in July 2014.

The Ministry will continue to perform its mandate to ensure efficient and effective utilization of the nation’s water resources.

Efforts will be made to complete all on-going dams, irrigation, water supply and other critical projects.

The Ministry will embark on more rehabilitation of federal dams to bring them to international safety standards.

There will be more interaction with the private sector for concessioning of some water projects for development, operation and maintenance beginning with Gurara Phase 1 Irrigation Project.

The Ministry will work to actualize the construction of Dasin Hausa Multi-purpose dam project to save the country from incessant flooding due to water releases from Lagdodam in Cameroon.

We will strengthen our partnership with the Ministry of Power and other agencies for quick realization of small/medium hydropower in many of our dams through public private partnerships.

The RBDAs will be strengthened for improved performance especially for grassroots development.

The Ministry’s capacity will be further strengthened through more trainings, research and development.

8.0 CONCLUSIONS

The Ministry has, in the last four years, worked assiduously to implement theTransformation Agenda of Mr. President as it relates to its core mandate. The projectsand programmes of the Ministry placed much premium on improved access topotable water to meet both social and economic needs of the country’s growingpopulation.

Special emphasis is placed on irrigated agriculture to support the food securityprogramme of government. The construction of dams with varying waterimpoundment capacity has assisted the nation in flood control, drought mitigation,hydropower generation, tourism development and environmental sustainability.

Many of the Ministry’s projects at the grassroots level across the country havefocused on erosion control, feeder road construction and weir construction tosupport rural/community development as well as socio-economic enhancement ofthe rural population in Nigeria.

The implementation of the vast water resources projects nationwide, in the last fouryears of the Transformation Agenda of Mr. President, has generated jobs and createdwealth for both skilled and unskilled labour force.

8.0 CONCLUSIONS CONT’D

The Ministry is therefore, indebted to Mr. President for the bold step of re-establishing the Federal Ministry of Water Resources which has enhanced Nigeria’scapacity to judiciously manage its water resources.
