GSA and DISA formed a partnership to facilitate the procurement of Commercial Satellite Communications (COMSATCOM): Transponded Bandwidth (satellite operator defines parameters
for use and price) Plug-in Subscription Services (managed service providers
define standards interfaces and subscription rates) End-to-End Services (customer defines standards, components,
and interfaces)

Added COMSATCOM SINs: 132-54 Commercial Satellite Communications
(COMSATCOM) Transponded Capacity 132-55 Commercial Satellite Communications
(COMSATCOM) Subscription Services
Contractors may modify current contracts to add these SINs, even though the mass mod has not been distributed, yet.

Implementing SINs and Evaluation Process
Process for the review of COMSATCOM offers or modifications has been developed. Refresh 25 requires 3 volumes for the submission of paper
offers– Technical Volume is separated and provided to the
technical team for evaluation purposes– Contracts Team evaluates the Corporate and Pricing
Volumes Defined the roles for the technical team vs. contracting
team and defined their interaction so the evaluations are timely.
One branch has completed the same training DISA’s contracting officers go through.

Next Steps
DISA and GSA expecting contractors to submit modifications to add COMSATCOM SINs in the near future.
Any identified improvements to the evaluation process will be documented and incorporated into the evaluation process.
Formulate a plan to have all COMSATCOM contracts managed by one branch.
End-to-End Services will be covered by a separate IDIQ
