Who Are You Trying to Reach?

Our world is changing. In

the next five years, Generation X and Generation Y will

become 80 percent of the working population. What does this mean? It’s time to take a look at how to connect to and grow potential employees and the future of the building industry.

The National Association of Home Builders (NAHB) conducted a 30 question survey from September to October of 2012 asking these demographics about their career preferences, use of technology and communications and industry perspectives. The following is where they see their futures, how they prefer to connect, and how they see home associations like MBA of Pierce County.

Early risersWhen it comes to advancing their career, Generation X and Y largely prefer education and networking events earlier in the day. Evenings and weekends are generally considered personal time especially with those with growing families. The majority of those surveyed are looking to strike a balance between career advancement and personal time.

Communication is KeyOver 80 percent of those surveyed prefer email information from groups they belong to and cold contacts over phone, social media, and mail. What is the biggest reason for joining an association such as the MBA of Pierce County? Peer to peer dialogue and information sharing followed by sales and marketing opportunities to potential clients, and industry information.

At the MBA of Pierce County, we will use this information to continue to grow. This year we will also focus some of our networking meetings earlier in the day. Our weekly emails and website now feature more industry related news from NAHB and BIAW. We will continue to follow these trends and encourage all of you to get involved. We have some very informative meetings coming up featuring nationally known

speakers such as our annual Housing Forum on March 19 (please see page 9 ) our April 16 General Membership meeting. RSVP today!

Better Homes and Gardens gave their 2013 Buyer Preferences

and Home Trends Seminar at the International Builders Show in Las Vegas in January. Included below

are excerpts from their findings. Average home size: 2000 - @ 2300 SF 2006 – 2499 SF 2009 – 2360 SF 2012 – 2500 SF+

Today’s home owners: • Have @ 1900 SF of living space and want 2226 SF• Open kitchen and family room arrangements (great rooms) – 21% wanted this in 2004 compared to 37% of home buyers who state this as a critical demand in 2012 • Expectations increase as price they are expected to pay increases• Most want 3-4 bedrooms• 65% say 2 or 2.5 baths are enough; 13% want 3 baths, 10% want 3.5+ baths

• 65% of home buyers expect ceilings of 9’ or more (up from 54% in 2004)

The most influential factors in order of importance: • Living space / number of rooms (65%) • Energy efficiency (39%)• Insulation and improvements to energy costs (35%) • Location (30%) • Almost equally divided as to whether they want a formal living room (41% do, 37% don’t, 21% undecided) • Willingness to buy a home without a formal living room increases with higher income

What buyers want in the kitchen (in order of importance):

• Table / eating space 85% • Walk in pantry• Double sink• Pull out shelves• Wood cabinets• Central island• Granite / natural stone counters• Recessed lighting• Water filter• Desk space

What buyers want in the bathroom (in order of importance):

CITY ISSUES – FEES IN FLUX,

COMPREHENSIVE PLAN CHANGESEdgewood Traffic Impact Fees: The Edgewood City Council has been discussing an ordinance that would reduce their base

traffic impact fees (TIF) from $4,615 to $1,827 by updating their TIF study. In 2011, the Council approved a temporary reduction which brought the TIF down to $1,150 until mid 2014; after which the fee would go back up to $4,615. The proposed ordinance would make it so that when the temporary reduction ends the TIF would only raise to $1,827 instead of $4,615. The MBAPC submitted a letter to the Council in support of this ordinance. The Council is scheduled to hold second reading, and vote, on this ordinance at the end of January.

Fife School Impact Fees: The City of Fife is currently working through the adoption process of the Capitol Facilities Plans and School Impact Fees for the Fife and Puyallup School Districts. In October 2012 the Planning Commission started their review of the Capitol Facilities Plans. The proposed plan by the Fife School District called for a school impact fee of $1,163, while the Puyallup School District’s plan called for a $13,708 impact fee. The fee proposed under the Puyallup School District Plan would be an increase of over $10,000 from the currently adopted school impact fee rates within the city.

The MBA submitted a letter to the Fife Planning Commission recommending the City adopt the maximum fee obligation rate which has been adopted by Pierce County placing the fees just above $3,000. However, the Commission felt as though the City should be collecting the same fee for both the Puyallup and Fife School Districts and recommended the City Council adopt the $1,163 fee from the Fife School District for both. The MBAPC then sent a letter in support of the Planning Commission’s recommendation.

Now that the Capitol Facility Plans are adopted the Council must go through the formal process of adopting a school impact fee. Once again the Planning Commission recommended that the City Council adopt the $1,163 fee for both school districts. The MBAPC will be providing testimony supporting

the Planning Commission’s recommended rates when it moves on to the City Council. A decision on this issue is expected in late January or early February.

Puyallup System Development Charges: On January 15th the Puyallup City Council held a study session to discuss utility rates and SDC’s. Most of the discussion at this study session revolved around the policy of charging different prices for inside the city/outside the city rates for utilities and SDC’s. The city attorney highlighted that currently how the rates should be the same regardless of being located inside or outside the city. City staff will be going back to the Council in the beginning of February with another presentation regarding this issue.

Sumner School Impact Fees: On December 17th, the Sumner City Council approved an ordinance that shifted where the language regarding School Impact

Fees is located in the city code. The Council approved an impact fee for the Sumner School District of $3,163, which is consistent with the county’s maximum fee obligation. However, the Council also approved an impact fee of $5,322 for the portion of the Dieringer School District which is located within the City. The MBAPC submitted a letter opposing such action and requesting that the Dieringer SIF also be limited to $3,163, but the Council decided to adopt the $5,322 fee.

Tacoma 2013 Comprehensive Plan Amendments: Currently the Tacoma Planning Commission is reviewing their 2013 Comprehensive Plan Amendments. Two specific amendments the MBA will be paying attention to are Development Intensity Designations and Platting and Subdivision Regulations. The Platting and Subdivision amendment allows for short plats to go from four lots to nine lots. It also reduces the length of review from 90 days to 30 days. However, there is an addition to come into compliance with Complete Streets, multi-modal connectivity, and pedestrian-scale street lighting. The MBA will continue to track these, and provide input, as they move forward.

increase to their Park Impact Fee. Under an ordinance the Council passed in 2008 the fee was scheduled to automatically increase at the start of 2013 to $2,800 from the current rate of $2,000. The MBAPC submitted a letter to the Council opposing the fee increase. At the December 17th meeting the Council voted to lower the fee to $2,400 rather than the previously adopted rate of $2,800. The Council also indicated that they would be interested in reviewing the park impact fee as applicable to the current market during 2013.

Shoreline Master Program: The Planning Commission is getting ready to start discussing the City’s SMP. Currently they are reviewing text changes needed to the zoning of Day Island. The MBAPC will keep an eye out as this issue progresses.

Inc. spoke to our members about the Affordable Care Act and what it means to employees.

The President signed the Patient Protection and Affordable Care Act on March 23, 2010 which:

• Makes significant changes affecting the regulation of and payment for many types of private health insurance – many insurance market reforms• Require almost all private sector employers to evaluate the health benefits they currently offer and consider whether they are compliant• For those without access to employer coverage includes a, new individual mandate to purchase and maintain minimum coverage• Beginning in 2014, if you are uninsured, not exempt from the new mandate, and do not to sign up for health care coverage, a penalty will apply. The penalty will be assessed and collected by the IRS as part of your federal income taxes.

The Play or Pay penalty which begins in 2014, states that large employers (those employing 50 or more full-time equivalent employees) will be subject to a penalty if one or more full-time employees receives a tax credit or cost-sharing reduction (a “Subsidy”) and purchases coverage through the state based exchanges due to one of the following conditions:

1. The employer doesn’t offer coverage, or

2. The coverage offered by the employer either does not provide minimum value or is unaffordable to the employee.

If an employer fails to offer coverage; a $2,000 annual penalty (calculated monthly at $166.67) is assessed for every full time employee purchasing

subsidized coverage through the exchange – minus the first 30 employees. If an employer offers coverage but the coverage is deemed “unaffordable” or does not meet minimum essential coverage; a $3,000 annual penalty per employee (calculated monthly at $250) is assesed for every full time employee purchasing subsidized coverage through the exchange.

This annual event is just one place you can get your name out. Only 14 members helped at the booth this year. Those 14 members had opportunities to meet people and talk to people about bath and kitchen remodels, home building in Pierce County and who do they call when they are looking for a contractor? I hope that each of us will take advantage of all the opportunities we have to get our name out there. In May the RC hosts the Remodeling Excellence Awards. This event is held to honor of those in the remodeling industry, both builder and associate members. Many members at the home show this past month had their awards on display for the public to view, including one member with a banner saying “2012 Remodeler of the Year”. Now that is marketing.
