About a hundred years later, Benjamin Franklin said, "Reading makes a full man, meditation a profound man, discourse a clear man." These two great men obviously agreed on some of the ingredients of good communications. These basic communications arts - reading, writing, thinking, and speaking, were recently pondered by your Branch Board of Directors when we considered methods for improving communication among our members. Several ideas were suggested including: (1) having those members who wish to do so, give five minute presentations on topics of general interest at our monthly Branch meetings; (2) publishing "guest columns" authored by Branch members, in our monthly newsletter; and (3) including a "letters to the editor" section in our newsletter. Our Board was especially intrigued with the latter suggestion and decided to give it a try. In order for a "letters to the editor" newsletter section to have any real impact on improving communications, at least some of you reading this message must be willing to take part in this experiment. We cannot publish letters to the editor if we do not receive any. So why not take a few minutes right now and jot down some thoughts that you would like to see addressed in a future newsletter, questions you would like to ask the Board members, ideas for upcoming meetings, or just plain complaints - and send them to our Secretary, Dave Prasifka, by February 10, 1987, for publishing in the March newsletter.

While we are on the subject, of communicatiorc- , why not take aquick look at t\ list of Branch Commi ;es and theirchairpersons, as noted on the last page of this newsletter. Thesecommittees are still another medium by which you may communicateideas to your Branch officers. Our monthly programs are arrangedby the Program Committee based upon input received from othercommit.tees and from you - our members. So, if you have any

thoughts on future programs or on any other committee matters, whynot contact the appropriate chairperson?

So, why not read this newsletter and become "full," think about itand become "profound," jot down some thoughts and send them to thenewsletter editor for publishing and become "exact," and discussthem with any of your Branch officers or Committee chairpersons(by telephone or at the next monthly meeting), and become "readyand clear."

1986-87 ENGINEERING AWARDS

Each year the Orange County Branch selects a Project of the Year,Engineer of the Year and Engineer of Merit which best represent theideals and objectives of civil engineering as a whole and theOrange County Branch of ASCE in particular. This year we arefortunate to be able to honor Bill Stookey of Willdan Associates asEngineer of the Year and Jim Ballinger for a Special EngineeringAward for Outstanding Services to the Profession. They wereselected after consideration of the many fine examples ofengineering talent in Orange County and I expect everyone willadjust their schedules to attend the February meeting honoringthese gentlemen.

Bill Stookey is Chairman of the Board of Directors and founder ofWilldan Associates, an engineering firm specializing in municipalservices. Willdan Associates is located in Anaheim and consists ofover 300 employees. Mr. Stookey has over 35 years of experienceand has established himself as a leader in engineering aspects ofspecial assessment financing. He has earned degrees from theCalifornia Institute of Technology (BSCE) and the MassachuettsInstitute of Technology (MSCE). He is a registered civil engineerin California, Arizona and Nevada as well as a registered trafficengineer in California.

Jim Ballinger is past president of the Orange County Branch of ASCE(1959-60), founder and first president of the Orange CountyEngineers Council (1962-63), past president of the Los AngelesSection of ASCE (1965-66) and past president of the Orange CountyChapter of CSPE (1969-70). He has earned a Bachelor of Sciencedegree in civil engineering from Purdue University. His careerincludes over 21 years of service with the County of Orange,primarily with the Harbor District and the EMA. Mr. Ballinger hasbeen involved in a number of significant engineering projects andhas worked diligently to enhance the public image of the civilengineering profession.

For Project of the Year, the Branch has selected the PortolaParkway - Santa Margarita Bridge, a 1200-foot, 4-lane,post-tensioned box girder bridge near the Piano Trabuco developmentnorthwest of Mission Viejo. The bridge was completed on May 22,1984 and represents the longest bridge built by the County ofOrange. The bridge is noted for the special environmentalconsiderations incorporated into the design.

ANNOUNCEMENT

ASCE/ Orange County Branch and the Department of Civil Engineering at Cal State LongBeach are co-sponsoring a workshop on "PEAK REDUCTION/ For Drainage & Flood ControlProjects." Similar workshops/ which were also held at the Long Beach campus and

chaired by Professor Gamal Mostafa/ dealt with the subjects of Urban Hydrology (1975),Rapid Flow (1977), Sediment Hydraulics (1979), Hydraulics of Flood Works (1983),and Hydraulic Modeling (1985).

The workshop is scheduled for Saturday/ May 9/ 1987, 8:00 am to 4:00 pm. It isintended to provide useful information pertaining to the hydraulic design of side-weirs and side-channels/ flood control reservoirs and spillways/ retarding basins/

and other related subjects.

CALL FOR PAPERS

Abstracts stating the purpose/ results/ and conclusions of research and/or casestudies on workshop topics are invited. Three copies of each 300-400 word ab-

stract should be sent by March I/ 1987 to:

Derek McGregor, the program committee chairperson for the OrangeCounty Branch, has been appointed to the Civil Engineer -Engineering Surveying Committee (CE-ESC), an ad-hoc committeewhich was formed by the State Board of Registration forProfessional Engineers. This ad-hoc committee was formed underthe Board's Civil Engineer Technical Advisory Committee (CETAC)to draft examination problems for the engineering surveyingportion of the professional registration examination. Thead-hoc committee is comprised of representatives from severalinterested groups, including existing Board committees andprofessional organizations.
