• Separate new indicator in MIS on screens PA2, AP2, and ACC

• Once the homeless indicator has been set to Y, it will remain as Y until the client has had stable housing for 12 consecutive months

• System will track client’s housing status• Indicator MUST NOT be changed from Y to N unless

it was an error in entry (e.g. entered Y by mistake and when

confirming the criteria in the guideline realized that it should be N)

When homeless indicator should be Y:

Client or applicant has been

• Living in public spaces (e.g. on the streets, in abandoned buildings, in tent cities) and/or a homeless shelter for more than 30 days; or

• Brought to the ministry office by a BC Housing Outreach Worker through the Homeless Outreach Program

When homeless indicator should be N:

Client or applicant is housed or has been living in

• Temporary accommodation (e.g. staying in a guest room, couch surfing);

• Inadequate accommodation (e.g. no running water, no heat, substandard housing conditions);

• Time-limited housing designed to help them transition from being homeless to living in a permanent form of housing (e.g. transitional housing or second-stage housing);

When homeless indicator should be N (cont’d):

Client or applicant is housed or has been living in

• Accommodation where tenancy will be terminated within three months of application (e.g. given notice by landlord); or

• A new location because their previous residence became uninhabitable due to a human caused or natural disaster (e.g. fire, earthquake)

When homeless indicator has a Y value:

• Allow files to auto-close after six months of no contact if the client’s circumstances are unknown and has not been in contact with the ministry office

• Files may be manually closed when client is ineligible for assistance and staff know the reason (e.g. employment income, moved to another province, etc.)

• The homeless indicator does not need to be updated prior to closing the file
