INTERPRETATION OF RESULTS

B ASELINES FOR IMPROVEMENT adopt the meth-odology used in previous years, incorporating the most recent three years average performance. For some KPIs an adjusted improvement target has been implemented rather than the straight three-year average. This takes account of developing trends or patterns over the last 36 months and alters the target up or down accordingly. Improvement Targets are agreed annually through a process of consultation with divisional commanders and heads of departments. These are ratified through the force Performance Committee. Results are colour-coded against the following criteria:

E XTREME CAUTION should be exercised when considering percentage changes from one time period to another, especially at Section-level. Please interpret percentages in conjunction with actual num-bers of crimes involved.

SECTION 1: CITY CENTRE AND MARYFIELD Main areas of public concern: dangerous/careless driving and housebreaking Crime • Reduction in crimes of violence of 22% (18 fewer

victims). • Robbery fallen by 42.4% - 14 fewer crimes • Biggest reduction in Division in vandalism of

46.9% (307 crimes) • Biggest reduction in Division in domestic house-

breaking of 60.5% (72 crimes). Detection rate • Best detection rate across the Division for

Groups 1-4 at 57.5%, a 6.4 percentage point im-provement over last year

• Best detection rate across Division for crimes of dishonesty at 63.3%, an improvement of 4.8 per-centage points when compared to last year

Standards of Service • Best result in the Division from residents in City

Centre and Maryfield with respect to satisfaction with service provided at first contact.

• Best result in the Division from residents in City Centre and Maryfield with respect to being pro-vided with the name of the person dealing with their enquiry.

• Best result in the Division for updating the public on the progress of their enquiry.

• Best result in the Division with an improvement in overall satisfaction with the service provided by the police at 85% - this met the target exactly.

Public Perception* • Improvement in the proportion of people who

thought crime in the neighbourhood had im-proved or remained the same, from 60.6% re-corded last year to 74.2%.

• Similar positive results with respect to people feeling safe after dark rising from 38.7% last year to 48.7% for the current equivalent period.

• At the end of February 2011 59% of residents were concerned at becoming a victim of crime. This had reduced to 55% at the end of February this year - however this still indicates that over half of the population are concerned about be-coming a victim of crime in the area of City Cen-tre and Maryfield.

SECTION 2: LOCHEE AND RYEHILL Main areas of public concern: drug dealing/drug abuse and housebreaking Crime • Increase of 40% in crimes of indecency from 30

recorded last year up to 42 • Reduction of 17.2% in crimes of dishonesty (241

crimes) • Reduction of 28.2% in vandalism (178 crimes) • Reduction of 30.2% in domestic housebreaking

(39 crimes). Detection rate • Improvement in overall detection rate from

40.3% to 43.1% • Best result in Division for detection rate for vio-

lent crime, improvement from 71.7% to 87.3% Standards of Service • Residents in Lochee and Ryehill rated the service provided at first contact at 93.1% exceeding the divisional target of 91.5%

Public Perception* • A further improvement of 15.8 percentage points

in the proportion of people who thought crime in the neighbourhood had improved or remained the same, from 54.1% recorded last year to 69.9% (67.9% last month)

SECTION 3: PERTH CITY Main areas of public concern: antisocial behav-iour and drug dealing/drug abuse Crime • Reduction of 17.2% in domestic HB (16 crimes)

Best percentage decrease in division. Detection rate • Best detection rate across the Division for

Groups 1-4 at 54.9% • High detection rate for violent crime at 92.4% • Best detection rate across the division for crimes

of dishonesty at 60.2% Standards of Service • High rating from residents in Perth City for ser-

vice provided at first contact (as with all other sections) - 96.3% against a target of 91.5%

• Lowest result for updating the public on the pro-gress of their enquiry - 61.3%

• Substantial improvement in overall customer sat-isfaction from 77.7% to 86.8% - 1.8 percentage points above the divisional target.

Public Perception* • An 11.5 percentage point improvement in people

feeling safe after dark, from 45.2% to 56.7% • Marked reduction in people concerned about be-

coming a victim of crime, from 44.3% to 33.3%.

SECTION 5: EAST PERTHSHIRE Main areas of public concern: dangerous/careless driving and antisocial behaviour Crime • Reduction in violent crime, 27 recorded last year,

down to 15, mainly attributable to a reduction in serious assault (10 fewer)

• No robberies recorded since the beginning of the year

• Vandalism down by 18.3% (40 crimes). Detection rate • Continues to hold the best detection rate across

the Division for vandalism at 39.7% • Best detection rate across the Division for do-

mestic housebreaking at 39.1%. Standards of Service • Above divisional target for all areas with the ex-

ception of overall satisfaction which, at 84.4%, was only 0.6 percentage points away from target

• Best result in Division for providing customers with the name of person dealing with their en-quiry (91.2%) and on providing updates on the progress of enquiries (70.7%).

Public Perception* • Best result in the Division for the proportion of

people who thought the crime rate in their neighbourhood had remained the same or im-proved over the past year (77.7%)

• A substantial increase in the proportion of people who were concerned about becoming a victim of crime, from 22.3% to 35%.

SECTION 6: SOUTH PERTHSHIRE Main areas of public concern: dangerous/careless driving and antisocial behaviour Crime • Crimes of indecency increase from 12 last year

to 20 - five of which pre-dated April 2011 • Reduction of 25.3% in vandalism (50 crimes) • Increase in domestic housebreaking, up by

34.6% from 26 recorded last year to 35 for the current year.

Detection rate • Improvement in detection rate for overall crime,

up from 35.8% to 43.4% • Crimes of dishonesty detection rate of 46.4%, a

15.5 percentage point improvement over the pre-vious year.

Standards of Service • High rating from residents in South Perthshire for

service provided at first contact (as with all other sections) - 95% against a target of 91.5%

• An improvement on last month’s just-under tar-get result (64.9%) for people who stated they had received an update on the progress of their enquiry an above-target result of 65.5% result this month. (Target 65%).

crimes of dishonesty - 27.2% (59 crimes) • Best result across the Division for reduction in

vandalism - 54.9% (56 crimes). Detection rate • 100% detection rate for violent crime • 100% detection rate for crimes of indecency • Detection rate of 35.3% for Group 4 crime

(malicious mischief, vandalism) an improvement of 6.3 percentage points over last year.

Standards of Service • 100% rating from residents in North & West

Perthshire for service provided at first contact - best result across the Division

• 65.6% of customers received an updated on the progress of their enquiry this year compared to only 48% last year.

Public Perception* • Best result across the Division with just 10.3% of

the population concerned about becoming a vic-tim of crime - a further improvement on the 14.7% recorded at the same time last year.
