2017 AVIATION BUSINESS SUMMIT Interested in doing business with Phoenix Sky Harbor International, Phoenix Deer Valley or Phoenix Goodyear airports? The City of Phoenix Aviation Department is hosting the 2017 Aviation Business Summit on Tuesday, February 28, 2017 at the Phoenix Convention Center – West Hall. CITY NEWS

COMMUNITY POLICE TRUST INITIATIVE FOLLOW-UP This report on next steps for community-police relationships builds upon the recommendations of the City Manager's Community Police Trust Initiative (CPTI) task force work from 2015-16 (attachment). The CPTI built on the earlier work of the Community Engagement and Outreach Task Force (CEOTF) from 2010-14. The CPTI task force was formed by the City Manager in 2015 to inform city and police management of community-based strategies to continue building trust between police and the people of Phoenix. Through the work of CPTI and the Police Department, it has become clear that the underpinning of trust in the Phoenix Police Department includes:

• Mutual communication that includes the community, city management, police leadership and

labor leadership in dialogue that avoids misunderstanding and builds trust.

• Readily accessible information about police activities, data, and policies.

• Face-to-face interaction between individual police officers and community members.

• Structured opportunities for dialogue before incidents occur, not just in response to them.

• Opportunities for community collaboration with mutual responsibility between the Police

Department and the community for implementing activities that promote communication,

transparency, and accountability.

• A structure independent from the Police Department that provides an outlet for community

members to express concerns or complaints about police conduct.

Based on input from the community through CPTI and initial listening sessions, it is important for the City and the Police Department to continue a commitment to: Listen, Learn, Report, and Equip. Each area incorporates CPTI recommendations or activities continuing from the original CEOTF recommendations. VIRTUAL BLOCK WATCH PILOT PROGRAM The Police Department is implementing a Virtual Block Watch program. The primary goal of the program is to enlist the general public, homes and businesses alike, to voluntarily register their Closed-Circuit Television (CCTV) security cameras with the Police Department. By partnering with the community, this program has the potential to:

1. Reduce criminal activity in participating neighborhoods.

2. Provide a valuable investigative tool with additional CCTV video availability.

3. Result in more comprehensive criminal investigations and potentially higher case clearance

rates.

Other cities, locally and nationally, have implemented similar programs that have been successful. The advances, along with the declining costs in digital media technology has resulted in a proliferation of CCTV security cameras throughout the country. Law enforcement agencies from the U.S. and Canada are beginning to appreciate the value of business and residential video for crime prevention and criminal investigations. Residential cameras and many business cameras are typically "stand alone" type systems. As such, these cameras are not connected to a network and store video locally. These videos often have valuable information regarding criminal activity in a community. The Police Department's Forensic Imaging Detail (FID) will oversee the development, implementation and maintenance of this program. Camera locations will be incorporated with current crime mapping software (pin map) for use by department personnel. The pin map will identify all the registered cameras throughout the city, owner contact information, and indicate each cameras field of view in public areas, where there is no expectation of privacy. The virtual Block Watch Program is a natural enhancement of the successful Block Watch programs the community and Police Department have utilized for years. The program has the potential for a positive impact on police community relations, crime reduction, detective work loads and case clearance rates. Initially, the Police Department will operate a pilot program in the Maryvale Precinct to develop metrics to evaluate the pilot program for a potential citywide application.

PYRAMID PEAK COMMUNICATIONS SUBSITE The City of Peoria submitted a request to the Regional Wireless Cooperative (RWC) to add an additional communications sub site in Zone 5 - Simulcast G. The proposal is to replace an existing 80’ monopole with a 140’ to 180’ lattice tower. The RWC is a cooperative body formed under an Intergovernmental Agreement. Membership is open to all local, county, state, federal and tribal governmental entities. The RWC currently includes 20 cities, towns and fire districts located in the Phoenix metropolitan region. The RWC oversees the administration, operation, management, maintenance and growth of this state-of-the-art regional public safety communications network.

This new site is to provide required Public Safety radio coverage, primarily in the Sonoran Mountain Ranch community. Currently the RWC network does not provide adequate police/fire radio coverage for this area. The Sonoran Mountain Ranch community has grown significantly since Simulcast G was first constructed around 2008 including a recent approval of constructing up to 300 new homes in the community. This tower is being put in to provide coverage in that geographic region (primarily benefiting Peoria, Phoenix, and Glendale), but all

partners will receive the benefit of enhanced coverage when working in the area. This will also support Phoenix and Peoria Fire who will use this site for fire/EMS calls for service. Peoria is funding this substantially since they need the primary coverage for their master planned development going in that area. The location of the proposed tower resides within Phoenix corporate limits. Although Public Safety towers are exempt from zoning restrictions the project will still need to work with community. The City of Peoria is to fund much of the project, the RWC is providing equipment and Phoenix is providing project coordination. FINAL FOUR UPDATE City of Phoenix department representatives, the National Collegiate Athletic Association (NCAA), Phoenix Local Organizing Committee (PLOC) and stakeholders have been meeting and planning for over a year to bring the 2017 Final Four and events to the Phoenix region. This is the first time the region will host the NCAA Final Four and events. The Phoenix Convention Center will host the Final Four Fan Fest and the National Association of Basketball Coaches (NABC) annual convention. Hance Park is the host venue for the Music Festival.

Public safety departments including the Office of Emergency Management, Fire, Police and the Homeland Defense Bureau have been working closely with City staff and the NCAA and PLOC to develop a comprehensive safety and security plan. A critical phase has been reached to test these plans. Three table top exercises are being designed with the following priorities: integration, communication and contingencies. One table top exercise was held on January 25, 2017 and two more are scheduled for February 2017 to reinforce the objectives of:

1. Safety and security of the community

2. Provide a safe and secure environment to host the events

3. Provide a framework for collaboration and information sharing among the region and

stakeholders

Currently there are no known threats for the Final Four and related events. Enhanced measures have been taken in the areas of cyber security and critical infrastructure protection. Community outreach and awareness efforts are also planned due to the region being in the national spotlight. The See Something, Say Something campaign has been utilized in all previous major events and has been extremely successful.

The Phoenix All Hazard Incident Management Team in partnership with the regional public safety group has developed a safety and security model that is unprecedented anywhere throughout the nation. PHOENIX GREEN BUSINESS LEADER PROGRAM The city of Phoenix launches a new program that promotes environmentally responsible practices to Phoenix businesses. It’s called the Phoenix Green Business Leader program and the goal is for business participants to offer recycling and other waste diversion services in the workplace using private haulers of their choice. Participants will benefit from presentations, training on waste diversion programs and audits to ensure the success of their sustainability efforts, all provided by the Phoenix Zero Waste Team at no cost. Business participants who achieve continued success in the program will receive recognition from Phoenix’s Mayor and City Council, a decal to display in the workplace indicating their membership to an elite group, and possible marketing and promotional partnerships with the city.

OUTSTANDING YOUNG MAN/YOUNG WOMAN OF THE YEAR The city of Phoenix Youth and Education Office is now accepting applications for the 2017 Outstanding Young Man/Young Woman (OYMYW) of the Year awards. The OYMYW of the Year program recognizes and honors the outstanding achievements of young people, enhances the perception of youth and raises community awareness of the positive contributions of youth. This awards program is open to any students currently enrolled in high school and living within Phoenix city limits. Here's how it works:

• One young man and one young woman will be selected as winners from each city council district and receive an award of $2,000.

• In addition, each district-level winner will be eligible for an additional $500 award if they are selected as the citywide winners.

Students interested in applying will need to write an essay, submit a recommendation letter and proof of legal residence in the United States. Finalists will be interviewed by judges of the program including members of the Phoenix Rotary 100 and Soroptimist International of Phoenix. District award winners will be invited to a luncheon sponsored by Rotary 100 and Soroptimist International where the citywide award winners will be announced.

The next breakfast will be held on Friday, February 24th, at the Radisson Hotel Phoenix North, 10220 N. Metro Parkway East, Phoenix, AZ 85051. Breakfast begins at 7:30 a.m. and the speaker starts at around 7:45 a.m. The guest next month will be the CEO of Valley Metro, Scott Smith. Scott Smith is the CEO of Valley Metro responsible for the planning, design, construction and operation of an expanding regional transit network in metro Phoenix, Arizona. The Valley Metro system is a partnership of 16 cities, towns and Maricopa County, offering bus, light rail,

paratransit and vanpool services to more than 73 million riders annually. Smith’s leadership is a continuation of his public service as the former Mayor of Mesa and president of the U.S. Conference of Mayors, the only Arizona mayor to have served in this position. As Mayor, he strategically guided the city to an economic rebound between 2008 and 2014. He also has a wealth of experience in the private sector as a certified public accountant, lawyer and CEO of a regional homebuilding and development company. In 2015, Smith served as a Resident Fellow in the Institute of Politics at Harvard University’s Kennedy School of Government. Smith’s passion for public transportation stems from his belief that transportation infrastructure is critically important to the regional, state and national economy and to improving the quality of life for those who need and choose transit as their mobility option. His strong customer service approach keeps the organization focused on serving the interests of several customer groups, including riders, voters, the business community and city leadership.

GLENDALE UNION HIGH SCHOOL DISTRICT NEWS This week, students at Moon Valley High School were treated to a real-life situation requiring them to think fast while using their classroom skills. Students in the fire science, nursing, technical theater and culinary Career and Technical Education (CTE) programs were called on to assist during a mock evacuation drill at the school. The Phoenix Fire Department was also on site to assist students with the drill. The mock fire was staged to allow fire science students to conduct drills, practice fire hose set ups and assess the situation. Nursing students conducted triage and patient care. Culinary students provided water and snacks to “victims” and workers, while the theater students played a literal role as well as applied make up to depict burns and wounds. There are more than 34 CTE programs available to students at each of the nine high schools within the Glendale Union High School District. CTE courses provide hands-on experiences, teach practical job skills, and grant students opportunities to work with industry partners, gain work experiences and build skills.

WASHINGTON ELEMENTARY SCHOOL DISTRICT NEWS The Washington Elementary School District (WESD) will host a Teacher Interview Fair Saturday, February 25, 2017 to hire teachers for the 2017-2018 school year. The fair will be held from 8:30 a.m. to 12:00 p.m. at the WESD Administrative Center, 4650 West Sweetwater Avenue, Glendale, 85304. Contracts for the 2017-2018 school year will be offered to qualified candidates. Interviews will be conducted for those interested in teaching: kindergarten, elementary education, special education, language arts, mathematics, science, social studies, general music, art and special needs preschool. Washington Elementary School District will be hosting the WESD Community Food Drive (#WESDCommunityFoodDrive2017) from Monday, Feb. 13 through Friday, Feb. 24 to benefit St. Mary’s Food Bank Alliance. Right now, one in four children in Arizona is going to bed hungry. WESD can help change that. As a community leader and partner with St. Mary’s Food Bank Alliance, WESD is asking every school to participate. Each student is asked to bring in canned food to donate during those two weeks. The school with the most donated food (as determined by the number of pounds per student) will win bundtinis from Nothing Bundt Cake for the entire school and a trophy to recognize its efforts. The event’s purpose is to motivate children to read and focus the country’s attention on the importance of reading. CITY MANAGER’S REPORT

Economic Development & Education Registration is open for the Aviation Department’s first annual Aviation Business Summit, occurring Feb. 28 from 8 a.m. - 4:30 p.m. at the Phoenix Convention Center. The Summit will help attendees network and understand the tools available to do business with the City of Phoenix Aviation Department. Workshops will include information on current and future business opportunities and tips on getting construction or design jobs, setting goals, understanding the payment process, and more. Approximately 145 participants have registered for the Summit and two firms have expressed interest in sponsoring the event.

Community and Economic Development Department staff met with the CEO of Sprouts, Amin Maredia. Sprouts, headquartered in Phoenix, was founded in 2002, and is one of the fastest growing retailers in the country. Nationally, Sprouts employs more than 24,000 and operates 250 stores in 13 states. Locally, Sprouts continues to grow in Phoenix and is projected to add approximately 400 new jobs this year. CEDD staff recently met with representatives from Remet Corporation, a company headquartered in Utica, New York, with a presence in the Valley that supplies consumable solutions to the Precision Investment Casting industry. During the summer of 2016, Remet purchased the 21,000-square-foot building at 3120 E. Washington St. to move a majority of their healthcare, cosmetic, and arts-related units from California to Phoenix. Within two years, they plan to move other operations to their Phoenix facility. The company requested assistance with hiring and neighborhood safety around their site; and CEDD staff responded by connecting them with the Business Center Team and Community Action and BIZSAFE officers. Site work for Overture Kierland Apartments, a 55-plus, age restricted, 170-unit apartment community at 15801 N. 71st St., is underway. The podium style structure with basement level will cover most of the 2.45-acre lot. At ground level there will be internal parking for up to 217 cars, the leasing office, main entry lobby, mail center, spa/salon and the manager’s office. Levels two through five will have residential units and resident amenities such as the primary community area, a media room, fitness and yoga space, a great room, lounge and private dining. Outdoor level two features will include a sundeck, outdoor lounge and a central resort-style pool. Inspections staff is currently providing courtesy inspections for information purposes at this time. On March 16, the ADOT Disadvantaged Business Enterprise (DBE) and Small Business Transportation Expo will be held at the Glendale Civic Center. The event is a partnership consisting of ADOT’s DBE Supportive Services Office, Valley Metro, Connect 202, and the City’s Aviation Department, Streets Department, Transit Department, and the Equal Opportunity Department. Last year’s event was extremely successful with more than 500 attendees that included DBE and SBE firms. The Phoenix Convention Center booked the 2017 GSA SmartPay Training Forum in July 2017, featuring 1,200 total room nights and 3,000 estimated delegates.

Neighborhoods and Livability In partnership with the ASU School of Sustainability, the Offices of Sustainability and Environmental Programs will continue efforts to provide a well-rounded educational experience for ASU students at the City of Phoenix by offering unpaid internships to five new students. The competition was impressive and those selected will contribute to several projects and policies that will help in moving the City closer to its sustainability goals including, Environmentally Preferable Purchasing, Food Systems and Food Day event planning, Green Events Policy development, energy research and analysis, Brownfields to Healthfields, STAR Community Rating System, and the planning and marketing of a host of Green Team events.

Social Services Delivery The City was selected through the National Disability Institute to provide grant money towards hosting a tax preparation event for those with hearing impairments. The City and IRS are partnering with Ability 360 and Valley Center for the Deaf to coordinate this event scheduled for March 21. The City will provide volunteers for tax coordinators, greeters/screeners and an onsite coordinator. Ability 360 will market and hire sign language interpreters through a grant. On Feb. 1, Human Services staff attended the Veteran’s StandDown Meeting at the Veteran’s Hospital. Human Services staff partnered with the Public Defender’s Office to assign community service hours at the event Feb. 9 - 11. Human Services staff also coordinated with the Community and Economic Development Department to provide employment workshops on effective interviewing and resume preparation, as well as a job fair on day two. Human Services staff provided resources and information and complete utility program discounts.

Public Safety The Office of Emergency Management and Homeland Security, Parks, Human Services and the American Red Cross conducted site assessments of Alhambra High School, Carl Hayden High School, and Maryvale High School. An Emergency Shelter Facility Survey is being conducted on facilities identified by the Red Cross for ADA compliance. Some of the areas included in the survey are accessible entrances, pull up areas to the facility, parking, sidewalks and walkways, hallways and corridors, restrooms and showers, and the cafeteria. Street Transportation staff is preparing proposals to apply for grant funding from the Governor’s Office of Highway Safety (GOHS) for Federal Fiscal Year 2018. The grant applications would include funding for roadway, pedestrian, and bicycle safety to implement safety education programs and purchase portable speed feedback signs, bicycle helmets, and other roadway safety materials. The Phoenix Police Department is collecting information from the departments and is planning to request for authorization to apply for the GOHS grant from the Public Safety and Veterans Subcommittee and City Council in March and April, respectively.

Phoenix Team The Northwest Light Rail Extension Phase 1 project has received top honors. The project was awarded the Southwest’s 2016 Best Airport/Transit Project of the Year by Engineering News-Record. The award is based upon the project’s construction quality, innovation and contribution to the community, and design elements, including station art. The project also received the 2016 Arizona Transportation Partnering Excellence Award for demonstration of high degree of achievement through the practice of partnering principals and of the partnering process related to the transportation industry. The 3.2-mile Northwest Extension opened to riders in March 2016 ahead of schedule and on budget with expanded service on 19th Avenue between Montebello and Dunlap Avenues. It features three stations, public art installations and a park-and-ride.

The Information Technology Services Department partnered with the Phoenix Police Department on a system to improve the city property restitution process. Currently, departments need redacted incident reports from the Police Department to seek restitution from perpetrators for damage to the departments’ property or facilities. The process was cumbersome and time-consuming, requiring Police Department staff to access reports from one system, alter them, and make them available in a different system. A new automated process was implemented utilizing SharePoint, which will allow responsible staff from each department to easily download the redacted Police Department incident reports and begin their process for restitution.
