Subject: Notification of General Label Revisions per PR Notice 98-10 EPA Reg. No. 538-60 - Starter Fertilizer with Crabgrass Preventer

Dear Mr. Tompkins,

The Scotts Company (Scotts, EPA Company Number 538-60) is submitting a revised label for Starter Fertilizer with Crabgrass Preventer, EPA Reg. No. 538-60. The enclosed product label has been updated as follows:

• Revision of optional marketing claims to make them consistent with other recently approved Scotts' registrations.

On October 7,2010, Ms. Hope Johnson and I discussed several comments on the Agency acceptance letter dated March 24, 2010. The comments discussed were inconsistent with labeling found acceptable on more recently approved Scotts master labels. Scotts is submitting this notification for EPA Reg. No. 538-60 to update the claims as agreed upon with Ms. Johnson.

Enclosed please find the following documents to support this request: • One (1) copy of Application form (EPA Form No. 8570-1) • Two (2) copies of the updated Master Label: one (1) with changes highlighted in yellow and one

(1) clean copy. • One (1) copy of the email conversation between me and Hope Johnson dated October 7, 2010.

This notification is consistent with the provisions of PR Notice 98-10 and EPA regulations at 40 CFR §152.46. No other changes have been made to the labeling or the confidential statement of formula of this product. I understand that it is a violation of 18 U.S.C Sec. 1001 to willfully make any false statement to EPA. I further understand that if this notification is not consistent with the terms of PR Notice 98-10 and CFR §.152.46, this p~oduct may be in violation of FIFRA and I may be subject to entq~e!J:Wqt.a_ and penaltIes under sectIon 12 and 14 of FIFRA. Tips for Lciwncare Success:

Feed Regularly For Your Best Lawn Regular feedings of Scotts Turf Builder will help build a lawn you and your family can enjoy. Scotts Turf Builder provides the nutrients your lawn needs to look its [weed-free] best and withstand the stresses of heat, drought and family activity.

Mow your lawn high. Mowing high allows the grass to develop a deep root system & helps your lawn use water mora effectively.

Leave the grass clippings on. your lawn. This recycles the plant nutrients back into the soil.

Conserve Water. Your lawn will begin to wilt when water is needed. As much as possible, take advantage of nature's sprinkler and rely on the rain to water your lawn.
