The show will last 9 days begin- ning on Friday night, July 11th, Building Height To Be Limited TOKYO, July 8—It was under- stood that the bill to limit the height of buildings in the metropo- I Itan areas in Tokyo as a part of the widescale city planning has been drafted by the home ministry and cabinet planning board for the promotion of public health and minimizing damages from possible air raids. The revision of architectural re- gulations is expected to divide To- kyo into ten districts with differ- ent height limits for each district aiming at the dispersion of metro- politan population as precaution- ary measures against possible air raids. It was understood that the build- ings in Ginza be limited to twenty meters or approximately five stor- ies. The home ministry and cabinet planning board are also contemp- lating a widescale city planning which will include parks, high- ways, and recreational centers. Some sixty planes were brought down by the Russi- an airforce, it was reported, against the loss of only five Scr- viet planes. E D I T O R I A L A DASH IN TO TH E W A R ZO NE The dispatch of United States naval forces to Iceland by President Roosevelt, according to his message to Congress, is pointed out as a move to thwart a possible threat by the Germans against the W estern Hem isphere, particularly North Am erica. However, the Am erican naval dash to Iceland should not be considered m erely an advantage from the defensive stand- point. A glance at the m ap w ill show anyone that the island in question w ill give Am erica a decided advantage in its pat- rol work now being conducted by the United States navy in its effort to be of help to Great Britain and its ships engaged in ferrying bombers, arm am ents and other w ar supplies over to English shores. Am erican naval forces stationed in Iceland could easily dash in and out of the island into the north A t- lantic, giving necessary warnings to British ships, which should certainly dim inish the large loss of British naval and m ercantile ships that has been going on unabated since the beginning of th’e present war in Europe. Consequently, Pre- sident Roosevelt’s action is not confined to that of defense of the W estern Hem isphere, but is a good offense move from the British viewpoint increasing the chances of more deliver- ies of w ar m aterials to Britain. It was off the coast of Iceland that the Nazi battle cruiser Bism arck was first engaged by the British navy, cul- m inating in her sinking off the coast of France when she was about to m ake her dash for safety and needed repairs into Brest. W ithout doubt, today Germ an subs are still busily engaged in the waters close by to prevent British ships from crossing the Atlantic into the ports of Glasgow, C ardiff and possibly Belfast, the last in Ireland. Am erican naval forces stationed in Iceland w ill be un- doubtedly better equipped and should be able to render bet- ter service in patrol work to Great Britain than British nav- al units heretofore stationed on the island. Not only w ill some 80,000 British troops be transferred and released for service elsewhere, bolstering up Great B r it a in ’s strength in other (Continued on Page Four) Marriag^e Barred To Drug Addicts By Law in Japan TOKYO—Under the unpreceden- ted national eugenics law sponsor- ed by the eugenics section of the Public Welfare Ministry and which becomes effective this mon- th, alcohol, cocaine and morphine addicts must get a doctor’s certi- ficate of complete cure before they can take nuptial vows. The proposed eugenics law de- signed for protection of the “puri- ty of the people” requires pre- marriage blood tests. Hereditary insanity, social diseases as well as other physical and spiritual de- fects will be closely checked by the authorities who will allow no marriages without the two parties first obtaining health certificates. The Public Welfare Ministry soon will establish a population bureau which will, in turn, estab- lish eugenics marriage guidance offices throughout the country to dispense advice on marriage prob- lems. Judd to Speak At New American Meet Lawrence M. Judd, former gov- ernor of Hawaii, is slated to speak on the second day of the 14 th an- nual Conference of New American, Tuesday, July 15th, at the YWCA. The theme of the conference, as well as Mr. Judd’s talk will be “Our Present Patriotic Responsibi- | lities.” Mr. Judd, who is thorough- ly acquainted with Hawaiian af- fairs, will stress the need for vol- untary regulation of the Japanese language schools in his talk next Tuesday. During the course of his talk, the former governor will bring out the fact that all Americans, with the exception of the Amerindians, were at one time or another, immi- grants. He will show how time has changed their status into that of full-fledged American citizens. But he is expected to stress the fact that with conditions as they are in the world today, time is too valuable, and the process of the complete Americanization of Ha- ; waiian-born Japanese must be speeded up. CHAPTER X III I ORING studied the toe of

his shoe. Rodman, waiting for his next question, nervous­ly fiddled with a pencil. Janet sat quiet, watching the two men.

T hen, Loring looked up. “Ark­w right do you know of any social a ffa irs your wife had planned for th e near fu tu re?”

“H ardly .” said Rodm an. “As I told you, I ju st arrived here yester­d ay .”

“W hen you saw her last night and th is m orning, didn’t she m ake any m ention of a dinner party for th is evening?” i “N o,”

“You m ust be fam iliar with your w ife’s tastes ,” Loring persisted. “W hat sort of decorative ideas was sh e fond of? You know, table dec­o rations. stuff like th a t.”

Rodm an looked puzzled. “I f you’ll te ll me w hat you’re getting at. I m ight be able to help you.”

“All right. Your wife gave in ­structions to the Q uillan’s assistan t m anager to arrange for a private d ining room fo r tonight. All the d ecorations were to be b lack— table linen , ch ina , flowers, even the drapes a t the windows.”

Rodm an hid any surprise he may have fe lt. “W ell, Nina had a liking fo r th e th e a tr ica l.”

“Sh e didn’t drop any h in t th a t would fit in with th is strange p la n ? ”

“N othing a t all. W hen I saw her la s t night, she was interested in the money I ’d brought her. T h is m orn­ing, she had som ething on her mind about young M cLeod’s d eath .”

“ D e a i h . ” Loring m uttered the word thoughtfu lly. “T h a t fits in w ith the black decorations all right. I t ’s a link, a fte r a fash ion .”

Rodm an shrugged. “T h ere may have been some connection. Trying to follow N ina’s thought processes w as like following an eel through w ater.”

‘Y O U R wife didn’t say th is m o m - * ing w hat she’d done with the

m oney you gave h e r? ” Loring asked suddenly.

“I ’d have died of surprise if she did,” Rodm an retorted . He paused in lighting a cig arette . “W ait. T h a t m ean s you haven ’t found it .”

“I t ’s true we haven’t found any hundred thousand dollars,” Loring adm itted . “B u t then , we w eren’t looking for it. e ith er.”

“T h e accounts in the papers gave th e im pression you were pretty m uch up a tree. Som ething about a m issing fire ax. I suppose th a t ’s w hat Nina was killed w ith?”

“T h a t ’s righ t. In some way. the m urderer got rid of the weapon. It was big, hard to hide, impossible to destroy. W hen I find out how th at fire ax was smuggled out of the pool enclosure— I ’ll have my m urderer.”

Rodm an lit his c igarette with a new m atch . “ It m ight be hidden in a m an ’s trouser leg, fastened inside somehow. Of course, the m an could not stoop when he had it th ere ,”

Loring stared back sourly, as though G eorge’s having seen R od ­

man oend down to tie a shoelace was a b itter mem ory.

Then, tiis glance slid to Ja n e t . “Miss Cooper, if .you’re ready to go back to the Q uillan, I ’ll escort you. Arkwright, I ’m w arning you now not to leave town. Don’t get any ideas about skipping out. Your money wouldn’t ease you out of a murder rap .”

" I ’ll make things easy for you.” Rodm an said, as if in sudden deci­sion. “Since it ’s bound to com e out th at I ’m here. I ’m moving out to the Q uillan. I m ight as well be com ­fo rtab le .”

Loring stood up. “Ju s t as you please. Ready. Miss Cooper?”

J ANET walked out of the room ahead of him.

Corcoran was w aiting in the hall. He smiled at Ja n e t . She tried to smile back, but her face fe lt stiff.

H er errand to check up on the fake telegram had achieved little. Rodm an Arkw right had a fairly good alib i; he had been seen leaving the pool before the tim e of Nina s death.

Leading the police to him had n’t helped Jo e l. I t had, if anything, contrasted Jo e l’s helpless and cor­nered po.sition with th at of Rod­m an. The latte*? had been merely annoyed with N ina; Jo e l had been desperate.

Outside the hotel, Loring helped Ja n e t into the back of a sedan. He and C orcoran clim bed into the fron t. T hey carried on a low-voiced conversation all the way back to the H otel Q uillan.

W hen they reached there, Loring escorted Ja n e t to the door of her room, w hich was on the second floor of the servan ts’ wing.

“I see I ’m going to have to warn you against m eddling,” he said gruffly, as they stood in the co rri­dor outside her door. “D on’t think I ’m sore on my own account— am a­teurs usually play right into the hands of the police, as you did to­n ight. W h at I ’m thinking about is your own safety . Suppose th a t m es­sage to M rs. Arkw right had been sent by some one who wanted to keep his identity unknown a t any cost. Im agine w hat m ight have happened to you inside th a t hotel room !”

Ja n e t nodded dumbly.“T end to your own business and

let us tend to ours,” Loring went on, not unkindly. “P rom ise?”

Ja n e t shook her head. “No, 1 can ’t prom ise. Y ou’re trying to ra il­road th e m an I love.”

“W ith as m uch as we had against M arkham ,” Loring said, “I had no choice but to arrest him on suspi­cion. T he fa c t th a t I ’ve locked him up doesn’t m ean I ’m sittin g back with w hat I have.”

Ja n e t studied his face. Behind the cold, official m ask, she cahgh t a glimpse of Loring’s real natu re. On a sudden impulse, she put her hand in his.

“Good n igh t.”He smiled. “No hard feelin g s?” “I ’ll try not to have.”“Good night, th en .”He turned, walked down th e co r­

ridor, and went through a glazed- glass door th a t led into th e m ain p art of th e hotel.

J ANET opened her door, entered her room, and started tow ard a

floor lam p. T hen , she becam e aw are of sudden darkness closing her in.

Looking behind her, she saw the door to the hall slowly shutting . For an in stan t, she had the im pres­sion th a t it was swinging of its own accord.

T hen , it shut w ith a little bang. Ja n e t stood still. “W hoever you

a re ,” she said quietly, “you’d better get out. C aptain Lorjng ju s t left me. One scream would bring him back.”

T here was no answer, but Ja n e t was sure she was not alone. A wave of prickling cold went up her back.

She could now see the lamp shade, a lighter blotch against the dark wall to h er left. As she moved to reach it, she saw it rise, caught a glimpse of a crouching shadow be­hind it.

T hen , it crashed down upon her. She fe lt herself trip over some piece of furniture, flung out her arm s, then struck against the bed-post.

or highw ays o f the County of H a­w aii until i t shall have filed w ith the trea su rer of said county a po­licy of insurance by w hich any in ­surance com pany authorized to do business w ithin the T errito ry of H aw aii shall bind itse lf to pay any final judgm ent a g a in st such com ­mon ca rrie r arising out of the death of or personal in ju ry to any person or persons or loss or dam ­age to property of another, or any accident or om ission connected with the operation o f such com ­mon carrier, the lim its of w hich said policy of insurance shall be not less than the standard public liab ility lim it of $5,000.00 for bodily in ju ry to or death of any one person in any one accident and, su b ject to such lim itation, not less than $10,000.00 fo r bodily in juries or death arisin g out of any one accident. The lim itation on liab ility fo r dam age to property of o thers shall be not less than the standard lim it o f $5,000.00 fo r any one accident.

In lieu of such po­licy of insurance, any such com ­mon ca rrie r who has exhausted all reasonable m eans o f securing the foregoing insurance but has been refused the sam e, m ay deposit w ith said T reasu rer a su rety bond, payable to the County of H aw aii, in the principal sum of $2500.00, with adequate su reties ju stify in g thereon pursuant to the provisions of section 160 of the Revised Law s of H aw aii 1935, and approved by the county auditor. Such policy of in ­surance or bond shall be su b jec t to cancellation only a fte r ten (10) days w ritten notice filed w ith the trea su rer o f the County of H a­waii, or upon surrender of the li­cense issued fo r the vehicle invol­ved under the provisions of section 2528, Revised Law s of H aw aii 1935, or upon the filin g of a sub­s titu te policy of insurance or bond com plying w ith the provisions of section 1 and .2 hereof.
