FACULTY OF ECONOMICS AND ADMINISTRATIVE SCIENCES

Dean Ömer ÇAHA, Professor B.A. Middle East Technical University, 1989; M.A. Bilkent University, 1990; Ph.D. Bilkent University, 1993 Departments and Programs The School of Economic and Administrative Sciences holds a vision of approaching economic and political issues globally by following rapid changes and innovations in the world with the purpose of adapting and applying them to the practice and reality of the country. The School also holds a competitive vision to education by giving the utmost importance in education to equipping its students with the highest level of knowledge in accordance with the international standards to make them stand out among their peers. The School of Economic and Administrative Sciences holds a vision of approaching economic and political issues globally by following rapid changes and innovations in the world with the purpose of adapting and applying them to the practice and reality of the country. The School also holds a competitive vision to education by giving the utmost importance in education to equipping its students with the highest level of knowledge in accordance with the international standards to make them stand out among their peers. The mission of the School of Economic and Administrative Sciences is to contribute to the solution of the national and international political and economic problems through its students who are well-educated by a highly qualified faculty with theoretical knowledge and practical experience at both national and international levels and also with an ability of transmitting their experience and knowledge to their students. With this purpose in mind, the School has the mission of closely following the developments in its field, collaborating with other international universities around the world through joining research projects and participating in the student and faculty exchange programs, while at the same time establishing close ties for collaboration with the world of business, industry and politics. The School of Economic and Administrative Sciences, which was founded in 1996, has now seven academic departments four of which provide education in English while 3 of them offer education in Turkish. English is the language of instruction in the Departments of Business Administration, Economics, Public Administration, and International Relations. In addition to these departments which also have parallel instruction in Turkish, education is provided in Turkish by the Departments of Business Administration, Economics, and Public Administration. The graduates of the School of Economic and Administrative Sciences have employment opportunity in a broad field. The main goal of the School is to provide the public and private sectors with employees who are qualified to compete at the global level. The priority of the undergraduate education in the School is to bring students to a level of knowledge which will allow them to follow new developments in their field with an open mind and stand on their own feet in the competitive business, academic and political environments. To this end, the curriculum of the School has been prepared by taking into consideration similar curriculums both from Turkey and abroad. In addition, students gain a broad perspective and understanding by taking the wide range of elective courses offered by the School, rather than narrowly specialized knowledge in a particular field. Furthermore, the possibility of doing double major or a major coupled with a minor field allows students to obtain diplomas or certificates from more than a single department. Constant scrutiny of similar educational and academic programs around the world makes possible updating our programs in the light of the state of the art in our field. With the purpose of implementing such a program and meeting the needs of the significant number of international students in our School, the faculty has been continuously enriched by the new additions. Furthermore, by making part-time contracts with faculty from other universities, collaboration with a broad academic environment has been maintained. In the numerous joint projects Fatih University is involved with other universities, our School actively participates and contributes to the socially relevant projects. In addition to these academic projects, our faculty and students can take part in the social responsibility projects which creates a framework of cooperation between our University and School, on the one hand, and organizations from civil society, on the other. Students also

participate in these joint projects actively which gives them an opportunity to socialize and establish long-lasting friendships with business communities. In our school, departments collaborate with each other and work in coordination. The priority is given in this process to the improvement of curriculum and dialogue among faculty. Significant progress has been achieved regarding institutional solidarity and cooperation, preparation of strategic planning, active work of student advisors with the purpose of reaching highest levels of student satisfaction. Our school offers an infrastructure through academic, social and cultural student clubs with the purpose of facilitating self-development of our students. Computer labs, club rooms, published periodicals and various social activities organized by student clubs are among the efforts towards this goal. The Erasmus exchange program, open to the faculty and students in our School, allows both our students and faculty to closely cooperate with European universities. Through this program, numerous students and faculty have participated in the exchange program with various European universities.

DEPARTMENT OF ECONOMICS Chairman Ahmet KARA, Professor B.A. Middle East Technical University, 1986; M.A. Case Western Reserve University, 1988; Ph.D. University of Massachusetts, 1996 Undergraduate Program in Economics The aim of the Economics Department is to provide economics students with the knowledge and tools required to analyze economic events, to make economic forecasts, and to arrive at the best decisions in a rapidly changing and developing world. Taught in the department are such basic courses as economic theory, economic history, economic policy, international economics, econometrics, the history of economic thought, and public sector economics, as well as courses related to economics such as mathematics, statistics, finance, and law, all of the courses suitable for students desiring jobs in the public or private sectors requiring analytical thinking and creativity. To fulfill the requirements for a Bachelor of Arts degree in Economics, students currently must take 60 credit hours of economics, 24 credit hours of management, 6 credit hours of mathematics, , 6 credit hours of English, 3 credit hours of sociology, 3 credit hours of law, 18 credit hours of area electives (mostly economics courses), 12 credit hours of non-area electives, and the required number of courses in Turkish Language and Ataturk’s Principles and the History of the Turkish Revolution. The total number of credit hours required for the Bachelors of Arts degree in Economics is 140.

DEPARTMENT OF INTERNATIONAL RELATIONS

Lutfullah KARAMAN, Professor B.A. Istanbul University, 1983; Ph.D. Istanbul University, 1991 Undergraduate Program in International Relations As a subject, International Relations is a relatively new discipline. Its significance, however, has been rapidly growing in recent decades. All of us are affected by the international environment and by foreign policy decisions. International issues are becoming increasingly significant, complex, and diversified. We often read and hear about such issues as the Arab-Israeli conflict, the Aegean dispute, the post-cold war period, the European Union, arms control negotiations, and problems of international trade and business. All of these issues lend themselves to conflicting interpretations and competing alternative solutions. In order to grasp the significance of these contemporary problems, we need to have not only a certain degree of specialized knowledge about the geographical regions in question, but also some theoretical understanding of International Relations. The International Relations program at Fatih University is interdisciplinary, focusing on the study of the changing relations among nation states, including their political, economic, and cultural interactions. Students pursue a course of study in world politics, including courses in political science, economics, history, and languages by selecting one of three tracks. Each track allows students to investigate a range of issues including international security, international political economy, political and economic development, and the politics of the transition to democracy. The comprehensive nature of the International Relations program allows students to develop a keen awareness of the ongoing problems that the globe is suffering from. At the conceptual level, they come to understand how various international forces are in unwavering interaction; they then come to understand and offer alternative solutions to problems from a broader point of view. The International Relations Department's faculty members come from diverse backgrounds and have developed expertise in a wide range of fields, which makes the program all the more appealing. Students are also able to maintain close contact with faculty members and discuss topics of interest in all respects with a view to better understanding their subject matter. To fulfill the requirements of a Bachelor of Arts degree in International Relations, students must take a broad range of topics that are obligatory under the title, "main courses", basically in International Relations. Students are also given courses in politics, economics, law and sociology. In addition, they take requisite "common courses" in Basic Computer Skills, Mathematics, Advanced English, Turkish Language, and the History of Turkish Revolution. "Area and Non-Area Electives" provide students with the option of developing their knowledge in the areas of their choice. The total number of credit hours required for the Bachelor of Arts degree in International Relations is 140.

INT 258 Terrorism and Violence in International Perspective ECTS 5, credits (3+0) 3 This course will introduce students to alternative approaches to questions about the role of terrorism and violence in international politics. Approaches considered will include political realism, just war theory, utilitarianism, deontology and care ethics. The main aim of the course is to enable students to use and assess different normative theoretical traditions in relation to specific examples of inter and intra-state violence (a distinction which recent conflicts have shown is becoming increasingly difficult to draw) in relation to both the causes or reasons which underlie war/civil war/terrorism and the particular means of violence used. INT 261 War and Peace in International Relations ECTS 5, credits (3+0) 3 An introduction to the study of war, peace, and peacemaking, with reference to different theories of peace and war; covering definitions of peace and war, causes of conflict, modes of its prevention and resolution, within international political perspective. INT 301 International Law I ECTS 5, credits (3+0) 3 A general introduction to International Law: concise information on its nature and function; principles of public and private international law; analysis, at some length, of trends in the theoretical development of international law. The secondary legislation includes regulations, directives, and decisions. The general principles, which are common to all EU member states, will also be examined. Finally, the nature of relations between the EU law and municipal legal systems of member states will be considered. INT 375 African Politics and Society ECTS 5, credits (3+0) 3 This course introduces the distinctive characteristics of different regions in Africa. The historical context bears particular significance. To this and, the political, cultural, social and institutional heritage in Africa is explored. Contemporary problems and processes of change are likewise examined to show how different countries in Africa cope with modernity.

The last two-year phase offers specialization in management, such as human resource management, finance, marketing research, strategic management, and operations management and a wide range of electives. To fulfil the requirements for a Bachelor of Arts degree in Management, students currently must take 78 credit hours of "main courses," basically a wide range of Management courses, a total of 23 credit hours of required "common courses" in Basic Computer Skills, Mathematics, Advanced English, Turkish Language and the History of the Turkish Revolution, as well as a total of 39 credit hours of "Area and Non-Area Electives." MAN 101 Fundamentals of Management I ECTS 4, credits (3+0) 3 The course addresses the following topics: modern management and history and current thinking of managing, modern management challenges, corporate social responsibility and business ethics, management and diversity, managing in the global arena, planning; principles of planning, decision-making, strategic planning, and plans and planning tools, and organising; fundamentals of organising, departmentation, responsibility, authority, and delegation, line/staff authority and decentralization, and effective organizing and organizational culture. MAN 494 Customer Relationship Management and Data Mining ECTS 6. credits (3+0) 3 Customer Relationship Management (CRM) and data mining course focuses on CRM fundamentals, the essence and increasing importance of strategy, the ways of thinking as a customer, new marketing trends in changing business conditions, and stories of accomplishments of CRM in different industries. Besides, the course examines the criteria to be taken into account in the selection of CRM solutions and widely used CRM solutions. Then, the course focuses on understanding the value of collecting customer data and realizing the challenges of leveraging this knowledge to create intelligent, proactive pathways back to the customer.

Chairman Kemal ÖZDEN, Assist Professor B.A. Middle East Technical University, 1992; M.A. Fatih University, 1999; Ph.D. Marmara University, 2005 Undergraduate Program in Public Administration The Department of Public Administration’s program is designed to prepare students for professional careers that emphasize managerial knowledge and the skills and expertise associated with positions in public service at all levels of government and in non-profit organizations. In addition, the department’s computer-aided program and its emphasis on developing advanced foreign language skills makes it possible for students to seek employment in the private sector. To complete a Bachelor of Arts degree in Public Administration, students are required to take core courses in areas such as budgeting and finance, public policy, personnel administration, organizational theory, political theory, the behavioral sciences, and the legal system. Upon completion of these courses, these students should be ready to identify a career path and choose appropriate electives. The program requires students to select electives from public administration courses and from other disciplines depending upon their career interests. Thus, students may want to take courses in such areas as public finance, budgeting, economics, public policy, legal studies, and industrial relations. The Department also has a graduate program. Each year students are chosen from among those who have completed the program of the Public Administration Department and from among those who have graduated from other related departments to enter the graduate program, a program conducted by instructors who are well known in their areas of expertise. Public Administration focuses upon the processes and substance of public policy, and the knowledge and skills needed for effective implementation of public policy. The program is thus interdisciplinary in nature, drawing upon the behavioral, social, quantitative, and administrative/management sciences and related liberal arts disciplines. In fact, the curriculum is sufficiently flexible to meet the needs of students desiring careers in finance, education, the service sector, international business, and in manufacturing and marketing since students can take courses offered in the other three departments in the Faculty--Management, Economics, and International Relations. As for students interested in public service, they become qualified for such positions at the national level as those in the office of the prime minister and some ministries and at the regional level for such posts as that of comptroller, expert, or administrator.

Law-oriented explanation of the nature of order, sources of law, legal issues concerning individual, state and society. The need and importance of law for social order. There is also an introduction to the study of different legal systems, main branches of law with a brief explanation of their nature and variety. PUB 104 Constitutional Law ECTS 5, credits (3+0) 3 This course provides a general introduction to constitutional law. It begins with a brief introduction to the history and structure of the Constitution, the nature of judicial review, and recurring themes of constitutional decision-making. The body of the course will then focus on two broad substantive areas. Part I examines the constitutional structure of government, including federalism and separation of powers. Part II considers the constitutional protection of individual rights, including equal protection, fundamental rights, and freedom of expression and belief. PUB 125 Civilizations and Humanities ECTS 3, credits (3+0) 3 This course examines the major cultural achievements of both Eastern and Western civilizations within the context of relevant historical events from the Paleolithic period to the present day. It introduces students to the basic stages of social, economic, and cultural development: hunting and gathering; early farming and the emergence of civilization; classical civilization and feudalism; and modern civilization. The course integrates ideas and methods from the social sciences, especially anthropology, archaeology, sociology, economics, and political science. The arts, painting, sculpture, architecture, literature, gender and music are examined to reveal the traditions and values of the people studied. PUB 201 Introduction to Public Administration ECTS 8, credits (3+0) 3 This course emphasizes on the basic concepts and terms about public administration. It gives an introductory survey of how all kinds of public policies are formulated and implemented within the administrative structure. A particular examination of administrative structures and procedures in various countries are also given within the framework of examples of policy formulations, implementations. All these issues are concentrated in respect with their relations with political modernization, in other words with democracy. PUB 243 Political Economy ECTS 5, credits (3+0) 3 An introductory course focusing mainly on theoretical survey about the interaction between political and economic factors; characteristics of political economy its application in the countries differing in levels of development. PUB 250 Civic Involvement Projects ECTS 7, credits (3+0) 3 The purpose of the course is the production of social projects by the students. The course firstly explains the methods of making civic projects, project ideas, projects to create, projects to check out, and projects to participate in. Later the instructor lets the students to organize a project group, find a project, and produce it. Students produce their projects by consulting the instructor at the important points of the project. PUB 253 Political Parties and Systems ECTS 5, credits (3+0) 3 This is a wide-ranging course of political parties and party systems. It focuses on liberal democracies and the approach is a comparative one. This course’s aim is to explain to students of politics how and why parties and party systems differ from one country to another. However, it also seeks to provide a more detailed understanding of party politics in Turkey. PUB 254 Electoral Systems and Political Behaviors ECTS 5, credits (3+0) 3 Following the course on political parties and systems this course emphasizes on different electoral systems such as majoritarian and representative systems and their different applications in different societies. It also concentrates on the patterns of political behavior, motivations behind, dynamics and level of political participation. Considering all these issues the course also stays on the Turkish electoral system and political behaviors of the Turkish citizens. PUB 273 Turkish Political Thought ECTS 5, credits (3+0) 3 An introductory survey on the development Turkish political thought, beginning with the period of transition from Empire to the Republic and concentrating on the Republican period to the present, with due reference to main currents of thought and their proponents’ views. This course will serve as an entry-level into the field of sociology using the broad idea of civil society to guide the learning process. There will be an exploration of sociological ideas contrasted with positions held by political, economic, historical, anthropological, and other social sciences. Civil society focuses on the changing nature of civil membership, underlying beliefs, values, and morality that guide society and its definition of how people should behave as members of society. Basic sociological ideas, questions, and personal biography will serve to guide the learning process. PUB 301 Turkish Administrative System ECTS 5, credits (3+0) 3 Turkish administrative structure is analyzed from structural point of view. History of public administration in Turkey regarding legacy of the Ottoman Empire. Central and provincial administration in Turkey. New developments in administrative approach, both at central and local levels. Prerequisite: PUB 201 or chairman’s consent. PUB 305 Turkish Constitutional Law ECTS 5, credits (3+0) 3 This course offers students a platform in which the principles and the institutions of Turkish Constitutional Law will be discussed and analyzed together with a general survey of constitutional procedure. The history of the Turkish Constitution from the Tanzimat reforms to the 1982 Constitution will also be reviewed. PUB 306 Turkish Administrative Law II ECTS 5, credits (3+0) 3 After some basic information on the organization, powers and operation of the administrative structure of government given in the first part of this course, a properly detailed information on the Turkish practice in administrative law. PUB 314 Turkish Taxation Law and System ECTS 5, credits (3+0) 3 Application of, difficulties and problems with, the Turkish taxation law and system. The implementation of Tax law, public revenue, public expenditure, different kinds of taxes in Turkey. Before going to its Turkish version the basic reason behind the tax system will also be elaborated. PUB 342 Labor Relations and Its Law ECTS 5, credits (3+0) 3 Beginning with the comparison of contrasting approaches to the Labor and its relations in theoretical perspective, an analysis of the relationships between labor and employer, problems of labor in today’s socio-economic order, role of labor unions, and the legal aspects of Labor; with due reference to Turkey in the meantime. PUB 375 State and Civil Society in Turkey ECTS 5, credits (3+0) 3 This course analyses the relationship between the state and civil society with special reference to the Turkish politics. It begins with a detailed analysis of the basic issues regarding the concept of civil society such as public and private spheres, identity and nationalism, multiculturalism and ethnicity and then turns to draw the picture of Turkish political system in the framework of these concepts.
