About the ANU Travel Restrictions Relief Bursary What is the ANU Travel Restrictions Relief Bursary? This bursary allows ANU students affected by the Australian Government's mainland China travel restrictions to apply for reimbursement of approved, proven expenses they incur as a result of the travel restrictions. ANU will exercise discretion in applying these conditions.

How much is this bursary worth? ANU will offer up to A$5000 per student who submits an approved application with written proof of the expenses they are seeking reimbursement for.

What expenses will be covered by this bursary? The bursary covers all reasonable costs incurred as a consequence of the ongoing travel restrictions. This includes travel, accommodation, IT equipment or services, Internet subscriptions, daily subsistence and other reasonable and related incidental expenses.

ANU will assess each application on a case by case basis and will continue to show the same generosity and flexibility that we have applied to all students affected by the travel restrictions.

More details about reasonable costs can be found under the ‘Reasonable Costs’ section of this document.

Eligibility Who can apply for this bursary? Any ANU student affected by the mainland China travel restrictions and who was unable to arrive at ANU to commence their studies by 24 February 2020 can apply for this bursary.

In order to receive a reimbursement, you need to be enrolled as an ANU student on 10 June 2020.

You will also need to provide written evidence of the expenses you would like us to reimburse with your application. Is this for international students who are residents of Mainland China or any international students who travelled through Mainland China? This bursary applies to all international students who were affected by the Australian Government's mainland China travel restrictions What if I travelled to Hong Kong or Taiwan? This bursary is for international students who were affected by the Australian Government’s travel restrictions through Mainland China Is this for both Full-Time and Part-Time international students? Yes, both Full-time and Part-time international students are eligible. I am going to graduate in July 2020. Am I still eligible? Yes, if you are enrolled on the 10 June 2020 and will be graduating in July 2020, you will be eligible for the Bursary.

Eligibility (Continued) I am an ANU student affected by the travel restrictions still in China or another country. Can I apply? Yes. Any ANU student affected by the mainland China travel restrictions, including those who are and who was unable to arrive at ANU to commence their studies by 24 February 2020 can apply for this bursary.

Does this bursary apply to domestic students? This grant is for international ANU students who have been affected by the Australian Government's travel restrictions.  

Can I apply even if I study remotely for all of Semester 1 2020? Yes. Any ANU student affected by the mainland China travel restrictions and who was unable to arrive at ANU to commence their studies by 24 February 2020 can apply for this bursary.

I am an ANU student affected by the travel restrictions who has arrived back in Australia on or after 24 February. Can I apply?

Yes.  ANU will assess each application on a case by case basis and will continue to show the same generosity and flexibility that we have applied to all students affected by the travel restrictions.

I am an ANU student who arrived back in Australia before 24 February. Can I apply? The University will exercise discretion in applying these conditions and may consider applications from affected students who arrived at ANU before 24 February 2020 on a case-by-case basis.

Can I apply if I have deferred my studies, taken program leave or if I am still enrolled at ANU but taking courses for credit at another university? Yes. If you defer your studies (commencing students) or take program leave (continuing students) for semester one 2020, due to the travel restrictions, you are still considered an enrolled ANU student for the purposes of the travel relief bursary, and you will be eligible to apply when applications open later in the semester.

I am an affected student with on-campus accommodation. How does this bursary help me? ANU students affected by the travel restrictions can continue their Occupancy Agreement until they arrive at ANU, and can use the bursary to meet costs incurred under the Occupancy Agreement. You will need to keep paying for your accommodation if you decide to continue your Occupancy Agreement.

If you want to terminate your Occupancy Agreement, you are able to do so providing four weeks' notice. You will not be liable to pay any fees beyond the termination date. Termination will not impact your eligibility for the bursary if you meet other eligibility criteria. If you require on-campus accommodation in the future, you will need to re-apply.

Bursary Application Process How do I apply for the bursary? The application form is available on this link: https://eforms.anu.edu.au/Infiniti_Prod/Produce/wizard/daff5f5d-f04b-479b-8692-4ddfad1cee03/. You are required to enter your ANU student login details to access the application form. Do I need to provide receipts for my costs? Yes, you should include written evidence of your costs with your application. This should include the item or service purchase, the date and price (in RMB or other currency). Your written evidence does not need to be an official Chinese tax receipt (fapiao) for items/services purchased in China. Please also note, this written evidence does not need to be translated into English.

Please read the ‘Reasonable Costs’ section of this document for more information on what costs are covered by the Travel Restrictions Relief Bursary.

How will the reimbursement be paid? Payment will be made to the Australian bank account listed on your student records on ISIS. This reimbursement will be paid after 10 June 2020.

If you haven't done so already, you should check that your bank account details are correct on your ISIS account. To check your bank details, from your ISIS homepage you will need to select:

NavBar (Compass Icon) > Navigator > ISIS > Account Details > Bank Details

When do applications open? Applications for the bursary were opened on 18 May 2020. The link to the application form is available on this page https://eforms.anu.edu.au/Infiniti_Prod/Produce/wizard/daff5f5d-f04b-479b-8692-4ddfad1cee03/. Please note, you are required to enter your ANU student login details to access the application form.

When will applications close? The first round of applications will close on 11:59 pm (AEST) 31 July 2020. This will allow students who have postponed their studies for Semester 1, 2020 to apply. After 31 July 2020, the application will be available again in January 2021 and will only be available for students who have postponed their studies for Semester 2, 2020. When will I receive an outcome for my application? How long will the application process take? Your claim will be assessed after 10 June 2020 and you will be advised of an outcome once the assessment has been finalised. The turnaround from assessment to outcome can be expected to take around 10 working days. The process time is expected to be 10 working days. Please be advised that the actual processing times can vary due to the unexpectedly high volume of applications.

Please note, if you are currently overseas and do not have an Australian bank account, are on program leave or have deferred your commencement, any reimbursements will be held until you are able to return to Australia, resume your studies and open an Australian bank account.

Reasonable Costs What are considered reasonable costs? The term ‘reasonable costs’ refer to the claimed amount and its nature. Firstly, the claimed expenses need to be direct expenses incurred as a result of the ongoing travel restrictions to mainland China. The costs may include travel, accommodation, IT equipment or services, internet subscriptions, daily subsistence and other related incidental expenses. Secondly, the claimed amount needs to be reasonable. Further details are as below:

• Travel costs: normally only economy fare is reimbursed under this travel bursary. If you try to claim expenses against premium economy and business class fare, further justification is required such as identified medical disability. If you try to claim expenses against first-class, only the economy fare component is reimbursable.

• Accommodation: this bursary covers the accommodation occurred during the quarantine period and the accommodation costs before students arrive in Australia.

Is there a cut-off date for the items eligible for claiming? Yes, the transaction date must be earlier than the date when you are submitting your claim with a deadline to submit a claim by the application close date of 31 July 2020. Does the bursary only cover payments that have already been made? Yes, the travel bursary is on a reimbursement basis only. How far back I can claim expenses against this bursary? The claimed expenses need to be direct expenses incurred as a result of the ongoing travel restrictions to mainland China. If your flight ticket got cancelled because of the Australian Government's Mainland China travel restrictions and you couldn’t get refund from airline company or insurance company, this expense could be considered as eligible. Does this bursary cover my course and/or program fees? No. This grant is for costs directly related to the Australian Government's travel restrictions.

Does the bursary cover travel costs to Canberra from other Australian cities?  Affected students can apply to have their travel from other Australian cities to Canberra reimbursed under the bursary.

Does this bursary cover accommodation?  You can use this bursary to help meet accommodation costs, including any costs incurred if you live on-campus.

If you are still in need of accommodation for Semester 1, 2020) or for Semester 2, 2020, you will need to log into the accommodation portal and submit an application.

I am an affected student who has private accommodation. Can I claim these costs as part of the bursary? Yes. Affected students with private accommodation can make a claim under the bursary if they can provide evidence for their reasonable costs.

When adding a claim to your application, you must fill out all required fields (marked with *) before you can upload any files.

Once all fields are completed, you will see the ‘Upload New’ button next to the ‘File Upload or Written Statement’ field.

Application Outcomes If my application is successful, when will the reimbursement be paid? If your application is assessed for immediate payment, you’ll receive the payment to your Australian bank account within 3-5 working days after your application is assessed as successful. If your application is assessed as requiring a deferred payment, the payment will be made within 3-5 working days after you meet the relevant requirement indicated in your application result notification. Please note that the assessment process will commence after 10 June 2020.

Why is my reimbursement payment being deferred? If you are currently overseas and do not have an Australian bank account, are on program leave or deferred your commencement, any reimbursements will be held until you are able to return to Australia and open an Australian bank account or you resume your studies at the ANU and advise the ANU. Further information will be provided in the email notifying you of your application outcome. Why wasn’t my application successful/partially successful? Can I appeal the outcome of my application? The University assesses each application on a case by case basis and will continue to show the same generosity and flexibility that we have applied to all students affected by the travel restrictions. You can refer to the ‘Reasonable Costs’ section of this document for information on what costs are covered by the bursary. Please note, all application outcomes are final.
