A. Introduction
The FAO Representation Office was established in Jordan for the first time in May 2002. However, it should be indicated that FAO cooperation and assist-ance to Jordan dates back to more than 35 years ago. This report will repre-sent an overview of FAO achievements through activities and projects imple-mented in Jordan after the establishment of the representation office in 2002. However, the list of all FAO projects implemented in Jordan as from1976 to 2011 are included in the attached Annex I.
Major challenges facing agriculture in Jordan are: reduced availability of fresh water for irrigation; the widening gap between food exports and food imports; the degradation of and misuse of natural resources; and the loss of agricul-tural land to urbanization. The constraints in meeting these challenges are; weakness of institutions to plan and implement necessary adjustment measures to modernize agriculture and make it more competitive; inappropriate legal framework to facilitate major adjustments required; vulnerability of agricultural exports due to political uncertainty in the region; a pricing system which ig-nores the opportunity cost of resources; and the slow adoption of technology due to weakness in the extension service and the credit system.
FAO assisted Jordan in addressing some of the above issues. The following overview covers FAO major activities/ achievements in different areas:

B. Summary of Achievements
The FAO Representation Office was established in Jordan for the first time in May 2002. This report will represent an overview of FAO major achievements through activities and projects implemented in Jordan after the establishment of the representation Office.
FAO assistance contributed substantially to building the capacity of Jordan in the field of water and arable land use. FAO assisted Jordan to formulate its “National Drought Mitigation Strategy” (TCP/JOR/3001(A)-USD 229,000). Through this project national consultants prepared background papers and an international consultant provided training on water harvesting techniques. FAO organized national workshop on “Policies and Programmes to improve Food Security in Drought affected areas”. In addition to the draft National Drought Mitigation Strategy, preparatory work was initiated to establish Drought Early Warning Unit in collaboration with the World Food Programme (WFP).
FAO is assisting Jordan through the on-going TCP project TCP/INT/3301 “ Support to policy consultation and actions to boost sustainable use of water and energy resources for agricultural production and livelihood improvement in the Near East and North Africa Region in the context of climate change” (Budget of USD 436,000).
Through the Joint Programme UNJP/JOR/015/SPA: “Adaptation to Climate Change to Sustain Jordan’s MDG Achievements, FAO, UNDP, UNESCO and WHO are working to develop Jordan’s key government and civil society coun-terparts’ capacity to adapt to climate change threats to health, food security, productivity, and human security under the conditions of severe water scar-city. Under the FAO component risk of climate change on food security and adaptation measures have been identified and training and capacity building programme and a Pilot Farm will be implemented soon.
FAO is providing assistance to Jordan, Lebanon and Syria under the Italian funded project GCP/INT/124/ITA- Coping with Water Scarcity-the role of Ag-riculture phase III Strengthening National Capacities (Budget USD 2.4 million for 36 months). The project, which was approved in November 2010, aims to

strengthen national capacities to cope with water scarcity in Jordan, Lebanon and Syria.
FAO is assisting Jordan through the Regional Integrated Pest Management (IPM) programme in the Near East (GTFS/REM/070/ITA). Italy is the Donor of this project through the FAO Special Trust Fund for Food Safety and Food Security (USD 7.6 million). The project objective is to reduce pesticide related risks for health and environment, and to improve access to markets. Under this project 130 Farmers Field Schools were established in Jordan, cost of and number of applications of pesticide were reduced and quality of products im-proved. FAO organized the Regional Facilitator Workshop on Integrated Pest Management Farmers Field Schools (IPM-FFS) Programme Development, dur-ing the period 16-19 November 2008, in Amman, Jordan.
Through the TCP on “Home Gardening for Better Family Nutrition and Income in the Upland Areas in Support of the SPFS “(USD 214,000), FAO assisted Jordan in enhancing the nutritional status and improving income of families (especially women headed households) in the rural areas. FAO is providing technical assistance under the project TCP/JOR/3201: “Sustainable agricultur-al production through the promotion of conservation agriculture” with a total budget of USD 270,500. The on-going project aims at introducing direct plant-ing practices and cover/forage crops, increasing water use-efficiency under rain-fed agriculture and building the capacity of the national agricultural re-search and extension for the promotion of conservation agriculture practices. Through the regional project TCP/RAB/3201:” Strengthening capacities to-wards the establishment of a regional platform for the detection of genetically modified organisms”. (Budget USD 413,000) FAO is assisting Jordan and countries in the region in establishing a regional mechanism for sharing ex-periences, expertise and know-how and harmonizing laboratory procedures, standards, and techniques of GMO detection; training relevant officers and technicians at national level in the subject, and developing a platform for in-formation sharing and networking amongst technical staff in GMOs detection laboratories.
FAO is assisting Jordan and countries in the region through the project TCP/RAB/3301: “Management of the Invasive Plant Solanum elaeagnifolium in the

Near East” (Budget USD 389,000). Objectives of the on-going project are the establishment of a systematic approach leading to the effective manage-ment and prevention of the introduction of the most invasive Solanum elaeag-nifolium (Silver leaf nightshade) into Iraq, Jordan, Lebanon and Syria thereby preventing its spread to non-affected areas and minimizing the likelihood of negative impacts on the environment, economy and society.
Through the TCP “Emergency Animal Health Assistance to Pastoral Small Stock-holders Affected by Drought” (USD 332,000), FAO assisted small stockown-ers in protecting their animals from the spread of diseases. More assistance was also provided to the government in the reorganization of the national animal health delivery system through the TCP on “Assistance to Restructur-ing Livestock Health and Production Delivery System in Rural Jordan”(Budget USD 346,000). During 2008, FAO organized in Jordan number of livestock related regional workshops on: Lifting sanitary constraints on trade of livestock and livestock commodities; Live Bird Markets; and Milk Chain from Stable to Table in the Near East and North Africa.
FAO participated with WHO in formulating a comprehensive food and nutri-tion policy for Jordan, which was finalized in February 2006. FAO has signed, in November 2005, a Letter of Agreement (LOA) with the Jordan Institution for Standards& Meteorology (JISM) to organize a Regional Workshop on Food Safety in Amman during the period 13-14 November 2006. Moreover, FAO in collaboration with the Aqaba Special Economic Zone Authority (ASEZA) or-ganized a national workshop on Codex in the city of Aqaba during the period 15 and 16 of November 2006.
FAO provided assistance to Jordan through the TCP on “Assistance to the Ag-ricultural Census and the On-going System of Agricultural Statistics – Phase I and II.” (USD 290,000) Furthermore, FAO is assisting Jordan, through its TCP, in establishing National Agricultural Information System (NAIS)-phase I and II. (USD 269,349). The objective of the project is to strengthen the capacity of the Ministry of Agriculture to establish an effective and efficient information system that will support agricultural development and ensure food security in Jordan. The new information base and supporting capacity, to be developed by this TCP, will facilitate strategic planning, and provide the basis for formulating,

coordinating, monitoring and reviewing, research and policies for sustainable agricultural development.
Jordan benefited from the FAO trade-related capacity building programme. In addition, the following projects and activities were organized in Jordan. The FAO Project: TCP/JOR/0066-” Capacity Building in Agricultural Policy and Project Planning” included training of Ministry of Agriculture staff at customs check points in aspects related to WTO regulations for imports and exports of agricultural and livestock products. Moreover, a set of case studies, technical papers and guidelines were prepared to support the agricultural export pro-motion initiative.
FAO organized Trade Policy Analysis training workshop in Amman during the period 7-9 June 2004. The workshop helped in enhancing capacity of par-ticipants on agricultural trade policy analysis, including the operation of the ATPSM model. Participants had a chance to understand the basics of trade policy analysis and performed simple, Excel-based simulations and reviewed the results. FAO also organized a national workshop on “Protecting domestic agricultural production in the context of the WTO Agreements: prospects and opportunities” during the period 17 – 20 October 2005 in Amman, Jordan. Participants discussed issues of the experience of developing countries with the implementation of the WTO Agreement on Agriculture; available WTO trade remedy measures; WTO negotiations on non-agriculture sectors; impact of trade reforms on Jordanian agriculture; and the Jordanian law of protection of domestic production.
The training workshop on “Recent developments in the WTO negotiations on agriculture and their implications for agriculture in Jordan” was organized in Amman during the period 18 – 20 September 2006. The workshop aimed at i) raising awareness about the ongoing WTO negotiations on agriculture; ii) assessing the negotiating position of Jordan in the context of the proposals sub-mitted by the various negotiating groups; and iii) investigating possible options for safeguarding agriculture against destructive import surges.
A Forestry Sector Review was prepared and presented by FAO and the World Bank in December 2004. FAO through the project TCP/JOR/3101 “Support

to Forest Policy and Strategy for Sector Development” (budget of USD153, 000), supported the Forestry Directorate (FD) in the formulation of a new for-estry development policy. A new Forest law on was drafted, discussed and submitted for consideration to the Government. The National Forest Policy Statement and Strategy was drafted and agreed to by all forestry sector stake-holders. Moreover, the project assisted in the establishment of a forest policy “community of practice” (informal think tank) through in-service training, stud-ies and meetings. This community of practice should support the new forest policy implementation and pave the ground for further sector development. In November 2007, the forest policy statement, the draft forest law and the plan of action were submitted to the Ministry of Agriculture.
FAO assisted Jordan through its TCP in the “Formulation of the Programme Components of the Special Programme for Food Security (USD156, 000). The National Programme for Food Security (NPFS), including 21 project profiles (estimated cost US$50 million) was finalized in October 2004.
South-South Cooperation agreement was signed between Jordan, Saudi Ara-bia and Yemen in March 2005. Jordanian experts/technicians were fielded to Yemen to help in the area of food security. A new agreement was signed with Oman and accordingly Jordanian experts and technicians were identified and fielded to Yemen in 2010.
FAO assisted Jordan through its TCP/JOR/0169(A)-National Plan of Action for Gender Mainstreaming in Rural and Agricultural Development (Budget USD 168,000). Under this project the national capacity in participatory gen-der approaches and mainstreaming, especially of the Gender Unit staff and focal points was strengthened and a National plan of Action for Gender Main-streaming in programmes and projects for rural and agricultural development was developed. As a result of this TCP the Jordanian Ministry of Agriculture was the first in Jordan to establish a Gender Unit.
The FAOR provided direct policy advice to ministry of agriculture senior staff on different policy issues. National consultants prepared policy papers on the Agricultural Sector of Jordan: Potentials and Constraints, Investment and Tech-nical Assistance Priorities, Policies and programmes for drought mitigation,

Policy Options to reduce the Burden of Feed Subsidies and Assessment of the Socio-economic Impact of Avian Influenza.
FAO is contributing to regional and national efforts related to Avian Influenza through the regional project TCP/RAB/3005 (E) “Emergency Assistance for Early Detection and Prevention of Avian Influenza in the Middle East Region”. (USD 400,000). FAO provided urgently needed equipment/supplies and or-ganized training courses for Jordanian veterinarians under the national project “Strengthening Emergency Preparedness for Control and Prevention of Avian Influenza Outbreaks, with budget of USD 320,000. Jordan, Egypt and Yemen benefited from a regional project on “Strengthening coordination network for the control and prevention of highly Pathogenic Avian Influenza (HPAI) in the Middle East Region” with a total budget of USD 300,000.
As a result of the FAOR’s efforts, and under the patronage of HRH Princess Basma Bint Talal, a National Alliance for Food Security (NAFS) was estab-lished in Jordan. The FAOR continued to participate in the NAFS meetings and provided technical advice in preparing the NAFS national plan of action. The FAO Representative invited major private sector companies in Jordan to a consultation meeting, on Monday 27 of April 2009, to brief them on the World Summit of Heads of State and Government on Food Security planned for November 2009 in Rome Italy.

C. Major Activities
1. Natural Resources
Policies related to quantity and quality of water and arable land use are mat-ters of great concern to the Jordanian Government. FAO assisted Jordan in addressing some of these issues. In fact, Jordan happens to be one of the first countries in the Near East where most of FAO’s activities on wastewater have taken place. FAO assistance contributed substantially to building the capacity of Jordan in this field. FAO assisted Jordan to formulate its “National Drought Mitigation Strategy” (TCP/JOR/3001(A)-USD 229,000). Through this project national consultants prepared five background papers and an international consultant provided training on water harvesting techniques. FAO organized national workshop on “Policies and Programmes to improve Food Security in Drought affected areas”. Preparatory work was initiated to establish Drought Early Warning Unit in collaboration with the World Food Programme (WFP).
FAO is assisting Jordan through the TCP project TCP/INT/3301 “ Support to policy consultation and actions to boost sustainable use of water and energy resources for agricultural production and livelihood improvement in the Near East and North Africa Region in the context of climate change” with a Budget of USD 436 ,000 to address food and energy security in the Near East and North Africa region through a convergent approach which integrates four criti-cal resource factors - water, energy, technology and knowledge – considering the actual and forecasted scenarios for climate change as the premise and framework for action marking clearly the heterogeneity in the region and the challenge of mobilizing its resources. Integration of these factors provides the foundation for the development and preparedness of countries in the region to face the challenges of water scarcity, food security and climate change.
The FAOR participated with the United Nations country Team (FAO, WHO, UNESCO, UNDP) in preparing a Concept Note on environment and climate change that was submitted officially to the MDG Spanish Fund on 6 June 2007 by UNDP Jordan. The programme title is Adaptation to climate change to sus-tain Jordan’s MDG achievements. The Concept Note was accepted and the Joint Programme Document was developed and approved by the MDG Fund

in April 2008 with total budget of USD 4 million and USD 827,667 for the FAO component. The Joint Programme document was signed by the Jorda-nian Ministers involved (Agriculture, Planning, Health and Education) and the participating UN Agencies (FAO, UNDP, UNESCO and WHO) in May 2008. Implementation of the joint programme UNJP/JOR/015/SPA: “Adaptation to Climate Change to Sustain Jordan’s MDG Achievements started in September 2009. The Objectives are to develop Jordan’s key government and civil so-ciety counterparts’ capacity to adapt to climate change threats to health, food security, productivity, and human security under the conditions of severe water scarcity.
In response to government requests, FAO is providing assistance to Jordan, Lebanon and Syria under the Italian funded project GCP/INT/124/ITA- Cop-ing with Water Scarcity-the role of Agriculture phase III Strengthening Nation-al Capacities (Budget USD 2.4 million for 36 months). The project, which was approved in November 2010, aims to strengthen, together with national and regional counterparts, national capacities to cope with water scarcity in Jor-dan, Lebanon and Syria.
FAO assisted in the formulation of the project “Mainstreaming Sustainable Land Management Practices”. Funding sources: GEF, GOJ &IFAD total cost US$ 39 million, with GEF contribution of USD 6.45 Million. The Project glo-bal objective is to minimize the causes and negative impacts of land degrada-tion on the integrity of the country’s southern highland ecosystems. The project started in October 2010.
FAO organized the Seminar of the International Programme for Technology and Research on Irrigation and Drainage on 28 May 2008 in Amman Jor-dan.
2. Crop Production/Plant Protection
Enhancing competitiveness of agricultural commodities is a major objective of the National Agricultural Development Strategy (2002-2010). Agricultural productivity at the national level is low. This is due to low rate of adoption of improved varieties, and new technologies and growing crops in areas not suit-

able for agriculture. FAO is assisting Jordan to address some of these issues through the Regional Integrated Pest Management (IPM) programme in the Near East (GTFS/REM/070/ITA). FAO also provided training on surveillance and management techniques through the regional TCP on Management of the Peach Fruit Fly (USD 376,000). Through the TCP on “Home Gardening for Better Family Nutrition and Income in the Upland Areas in Support of the SPFS “(USD 214,000), FAO assisted Jordan in enhancing the nutritional status and improving income of families (es-pecially women headed households) in the rural areas. The project was imple-mented in collaboration with the Gender Unit at the Ministry of Agriculture.
In response to Jordanian Government request FAO is providing technical as-sistance under the project TCP/JOR/3201: “Sustainable agricultural produc-tion through the promotion of conservation agriculture” with a total budget of USD 270,500. The on-going project aims at introducing direct planting prac-tices and cover/forage crops, increasing water use-efficiency under rain-fed agriculture and building the capacity of the national agricultural research and extension for the promotion of conservation agriculture practices. This includes applied and participatory research and extension approaches. At the end of the project conservation agriculture systems should be adapted to conditions in different parts of the country and applied by an increasing number of farmers. An expected positive side effect is a closer collaboration of stakeholders of the agricultural sector, primarily regional (Arab Center for the Studies of Arid Zones and Dry Lands [ACSAD]) and national (the National Center for Agricul-tural Research and Extension [NCARE]) research institutes, farmers, and farm service providers.

This will be achieved through the strengthening of the quarantine and pest control sys-tems.
FAO signed in February 2006 a Letter of Agreement (LOA) with the National Center for Agricultural Research and Technology Transfer (NCARTT) and ac-cordingly has provided the amount of USD16, 000 to NCARTT in support of FAO activities for the establishment of a National Information Sharing Mecha-nism on the implementation of the Global Plan of Action on Plant Genetic Re-sources for Food and Agriculture and the preparation of a Country Report.FAO organized the Regional Facilitator Workshop on Integrated Pest Man-agement Farmers Field Schools (IPM-FFS) Programme Development, during the period 16-19 November 2008, in Amman, Jordan
3. Livestock
The Jordanian government attaches high priority to the livestock sub-sector, which contributes about 60 percent of the agricultural output and provides a major source of income to many of the rural people. However, shortage of some animal health services led to high rate of diseased animals and resulted in continued low animal productivity. Through the TCP “Emergency Animal Health Assistance to Pastoral Small Stockholders Affected by Drought” (USD 332,000), FAO assisted small stockowners in protecting their animals from the spread of diseases. More assistance was also provided to the government in

the reorganization of the national animal health delivery system through the TCP on “Assistance to Restructuring Livestock Health and Production Delivery System in Rural Jordan”(Budget USD 346,000).
FAO organized a regional workshop on “Lifting Sanitary Constraints on Trade of Livestock and Livestock Commodities” 28-30 June 2008 in Amman, Jordan. In collaboration with USDA and the Jordanian Ministry of Agriculture, FAO organized a regional workshop on Live bird Markets during the period 25-27 August 2008 in Amman, Jordan. In collaboration with the University of Jordan, FAO organized a regional Workshop on “Milk Chain from Stable to Table in the Near East and North Africa during the period 18-18 November 2008 in Amman, Jordan.
4. Nutrition, Food Quality and Safety
Jordan attaches high priority to nutrition and food safety issues, and partici-pates in the regional Codex Alimantarius meetings and workshops. The FAOR and RNE Nutrition officer actively participated with WHO Jordan Office in formulating a comprehensive food and nutrition policy for Jordan, which was finalized in February 2006. FAO/AGN has signed, in November 2005, a Letter of Agreement (LOA) with the Jordan Institution for Standards& Mete-orology (JISM) to organize a Regional Workshop on Food Safety in Amman during the period 13-14 November 2006. Moreover, FAO in collaboration with the Aqaba Special Economic Zone Authority (ASEZA) organized a na-tional workshop on Codex in the city of Aqaba during the period 15 and 16 of November 2006. 5. Food and Agricultural Information
The National Agricultural Development Strategy 2002 - 2010 emphasized the role of accurate and reliable agricultural statistics and information as the cornerstone of agricultural development planning. FAO provided assistance to Jordan through the TCP on “Assistance to the Agricultural Census and the On-going System of Agricultural Statistics – Phase I and II.” (USD 290,000).
Furthermore, FAO is assisting Jordan, through its TCP, in establishing National Agricultural Information System (NAIS)-phase I and II. (USD 269,349). The

objective of the project is to strengthen the capacity of the Ministry of Agricul-ture to establish an effective and efficient information system that will support agricultural development and ensure food security in Jordan, based on the needs and demands of its stakeholders and integrating the various resources in the MOA. The new information base and supporting capacity, to be devel-oped by this TCP, will facilitate strategic planning, and provide the basis for formulating, coordinating, monitoring and reviewing, research and policies for sustainable agricultural development.
6. Agricultural and Trade Policy
The Government of Jordan is attaching high priority to enhancing national ca-pacity to formulate trade policies. Since the coming into force of the Uruguay Round Agreements in 1995, FAO’s trade-related assistance has been signifi-cantly expanded. During 1999-2001, FAO implemented an “Umbrella” Pro-gramme on trade-related capacity building, with a focus on strengthening the participation of developing and transition countries in multilateral trade nego-tiations through a deeper understanding of those WTO Agreements that affect agricultural trade, as well as fisheries and forestry, notably the Agreement on Agriculture, the SPS and TBT Agreements and the TRIPS Agreement. Fourteen sub-regional workshops were organized under the programme and reached a total of 850 officials from 151 countries. In addition, substantive reference materials were developed and disseminated. Jordan was one of the countries benefited from this programme. In addition to the above programme, the fol-lowing projects and activities were organized in Jordan.
6.1 FAO Project: TCP/JOR/0066-” Capacity Building in Agricultural Policy and Project Planning”
This project began in October 2000 and ended in December 2002 with total FAO contribution of USD 314,342. The general objective of the project was to enhance the capacity of the Ministry of Agriculture staff to design, analyze, monitor and evaluate agricultural policies and projects for sustainable agri-cultural and rural development. The project included training of Ministry of Agriculture staff at customs check points in aspects related to WTO regulations for imports and exports of agricultural and livestock products. Moreover, a set

of case studies, technical papers and guidelines were prepared to support the agricultural export promotion initiative.
6.2 National Workshop on Agricultural Trade Policy Analysis
Government of Jordan requested FAO to help organize a National Workshop on Agricultural Trade Policy Analysis including the Agricultural Trade Policy Simulation Model (ATPSM). The objective of this workshop was to increase the national capacity to formulate and negotiate policies to enhance the positive contribution of agricultural trade to economic development, poverty reduction and food security. In response to this Government request, this Training work-shop was organized in Amman during the period 7-9 June 2004. FAO provid-ed resource persons, trainers and training material while in kind contributions were provided by the USAID/AMIR Programme. Participants included 25 staff members most of them involved in, or providing technical support to, trade ne-gotiations from the Trade Agreements and Policy Analysis unit of the Ministry of Agriculture, the Ministry of Trade and Industry, and Ministry of Planning. Over a period of 3 days the workshop included several training sessions on some basic trade policy analysis tools. The UNCTAD-FAO Agricultural Trade Policy Simulation Model (ATPSM) was used extensively for this purpose. All participants had a chance to discuss agricultural trade policy issues of interest to Jordan, appropriate analytical tools and the next steps towards building/strengthening national analytical capability. The workshop helped in enhanc-ing capacity of participants on agricultural trade policy analysis, including the operation of the ATPSM model. Participants had a chance to understand the basics of trade policy analysis and performed simple, Excel-based simulations. They had also been able to operate the ATPSM and review the results.
6.3 National Workshop on “Protecting domestic agricultural pro-duction in the context of the WTO Agreements: prospects and opportunities”
FAO organized in collaboration with the Jordanian Ministry of Agriculture a National Workshop on “Protecting domestic agricultural production in the con-text of the WTO Agreements: prospects and opportunities” during the period 17 – 20 October 2005 in Amman, Jordan. About 23 participants representing

the ministries of Agriculture, Industry and Trade, Farmers Union and the Asso-ciation of Agricultural Engineers attended the workshop. Presentations in the workshop covered a number of issues including: 1) the experience of develop-ing countries with the implementation of the WTO Agreement on Agriculture. 2) Recent developments in the WTO negotiations on agriculture; 3) available WTO trade remedy measures; 4) WTO negotiations on non-agriculture sec-tors; 5) impact of trade reforms on Jordanian agriculture; and 6) the Jordanian law of protection of domestic production. Moreover, a collection of FAO train-ing materials was distributed to participants.
6.4 Training Workshop for Iraq Ministry of Agriculture Staff on Preparations for Accession to WTO
In response to a request received from the Minister for Agriculture in Iraq, the Arab Authority for Agricultural Investment and Development (AAAID) organ-ized a training workshop for 10 of Iraq Ministry of Agriculture staff members on preparations for accession to WTO during the period from 28 September to 5 October 2005 in Amman-Jordan. FAO contributed to this workshop by providing a resource person who made presentations on a) The Experience of Developing Countries with the Implementation of the WTO Agreement on Agri-culture, and b) FAO Trade-related Capacity Building Programme for Develop-ing countries. In addition to the above, FAO training materials [CDs, training manuals, and books] were provided to workshop participants.
6.5 National workshop on “Recent developments in the WTO ne-gotiations on agriculture and their implications for agriculture in Jordan”.
This training workshop was organized in Amman during the period 18 – 20 Sep-tember 2006, and was attended by 20 participants representing the ministries of Agriculture, Industry and Trade, Farmers Union and the Association of Agricul-tural Engineers. The workshop aimed at i) raising awareness of the participants in the relevant ministries about the ongoing WTO negotiations on agriculture; ii) assessing the negotiating position of Jordan in the context of the proposals sub-mitted by the various negotiating groups; and iii) investigating possible options for safeguarding agriculture against destructive import surges.

7. Forestry
A clear indication of the priority attached to the forestry activities by Jordanian authorities was the calling in November 2002 by His Royal Highness the Jor-danian Crown Prince for a national workshop to launch a National Campaign for Tree Planting.
In response to government request a Forestry Sector Review Report was pre-pared and presented by FAO and the World Bank in December 2004. As a follow up to this review a request for FAO assistance was received from the Ministry of Agriculture and a new project for assistance in the formulation of a new forestry policy for Jordan was approved.
Under the Technical Cooperation Programme project TCP/JOR/3101 “Sup-port to Forest Policy and Strategy for Sector Development” began in May 2006 and ended in September 2008 with a total budget of USD153, 000. This project aimed at supporting the Forestry Directorate (FD) in the formula-tion of a new forestry development policy, with the related strategy, in consul-tation with all interested stakeholders in the forestry sector, for a sustainable forest management and biodiversity conservation. The project also aimed at strengthening capacities within the forestry sector, with a view to building the enabling technical and institutional environment that would be propitious to the larger forestry investment programmes that are scheduled by the Government of Jordan. To support the policy process, the legal framework of the forestry sector was thoroughly reviewed with the assist-ance of an international and a national consultant. A completely new law on forest was drafted, discussed during the forums and submitted for considera-tion to the Government.
As a participatory process, the outputs of the provincial workshops were used by the Core Team as a basis for the discussion during the national forums. The National Forest Policy Statement and Strategy - as a draft - was proposed and agreed to by all forestry sector stakeholders attending the second national forest forum.

Moreover, the project assisted in the establishment of a forest policy “commu-nity of practice” (informal think tank with co-opted members) through in-service training, studies and meetings. This community of practice is needed to support the new forest policy implementation and to pave the ground for further sector development at country and sub regional levels.
In November 2007, the forest policy statement, the draft forest law and the plan of action were submitted to the Ministry of Agriculture.
8. The FAO Special Programme for Food Security
FAO assisted Jordan through its TCP in the “Formulation of the Programme Components of the Special Programme for Food Security (USD156, 000). The National Programme for Food Security (NPFS), including 21 project profiles (estimated cost US$50 million) was finalized in October 2004.
Jordan has indicated interest in providing assistance to Yemen within the frame-work of South-South Cooperation Programme. The agreement was signed in March 2005. Jordanian experts/technicians were fielded to Yemen with Saudi Arabian financial support. A new agreement was signed with Oman and ac-cordingly Jordanian experts and technicians were identified and fielded to Yemen in 2010.
9. Gender Issues
FAO assisted Jordan through its Technical Cooperation Programme TCP/JOR/0169(A)-National Plan of Action for Gender Mainstreaming in Rural and Agricultural Development (Budget USD 168,000). The development objective of this project is to contribute to food security and the sustainable use of natural resources, through the integration of rural women in the national development programmes. Under this project the national capacity in participatory gender approaches and mainstreaming, especially of the Gender Unit staff and fo-cal points was strengthened and a National plan of Action for Gender Main-streaming in programmes and projects for rural and agricultural development was developed. As a result of this TCP the Jordanian Ministry of Agriculture was the first in Jordan to establish a Gender Unit.

10. Policy Assistance
The FAOR provided direct policy advice to ministry of agriculture senior staff on different policy issues. National consultants prepared policy papers on the Agricultural Sector of Jordan: Potentials and Constraints, Investment and Technical Assistance Priorities, Policies and programmes for drought mitiga-tion, Policy Options to reduce the Burden of Feed Subsidies and Assessment of the Socio-economic Impact of Avian Influenza. The FAOR organized and par-ticipated as a trainer/resource person in a national workshop on “protecting domestic agricultural production in the context of the WTO Agreements: pros-pects and opportunities” during the period 17 – 20 October 2005 in Amman. The FAOR worked with the MOA to review list of pending requests in the TCP pipeline and put it in order of priority. The FAOR initiated a programme for enhancing awareness about assistance available from FAO. This programme included visits to heads of mission of major donors in Jordan, participation in the donor/lender consultation group and UN Country Team meetings and activities. Moreover, the FAOR coordinated Ministry of Agriculture senior of-ficer’s participation in Donor/Lender and UNCT meetings to advocate allocat-ing more resources to agriculture. Furthermore, in response to Government requests, the FAOR organized number of national workshops on different subjects including: Agricultural Trade Policy Analysis; Challenges of Sustainable Agricultural and Rural Development in Mountain Regions; Sustainable use of Biodiversity for Food Security; Issues of Investment and Finance in Agriculture and the Role of Public and Private Sec-tors in Agriculture Development in Jordan.
11. Emergency Matters
11.1 Avian Influenza
FAO is contributing to regional and national efforts related to Avian Influenza through the regional project TCP/RAB/3005 (E) “Emergency Assistance for Early Detection and Prevention of Avian Influenza in the Middle East Region”. (USD 400,000). Moreover, the day after the government announced the de-tection of the first case of the H5N1 virus in Jordan, 24 March 2006, The FAOR

and an FAO expert on the subject visited the MOA to review with senior officers national strategy and contingency plan for AI and specific recommendations for improvement were suggested. FAO provided urgently needed equipment/supplies and organized training courses for Jordanian veterinarians under the national project “Strengthening Emergency Preparedness for Control and Pre-vention of Avian Influenza Outbreaks, with budget of USD 320,000. Jordan, Egypt and Yemen benefited from a regional project on “Strengthening coordi-nation network for the control and prevention of highly Pathogenic Avian Influ-enza (HPAI) in the Middle East Region” with a total budget of USD 300,000. A Concept Note has been prepared on Supporting the Jordanian Ministry of Agriculture by Setting up Early Warning System for HPAI Detection with a total budget of USD 2.6 million. The Jordanian Government presented this Concept Note to the United States Mission in Jordan for funding consideration.
FAO organized regional workshop on surveillance of Avian Influenza Skills-building, during the period 24-26 November 2008 in Amman, Jordan.
11.2 Soaring Food Prices
A National Consultant was recruited under the project GCP/INT/079/EC-Soaring Food Products Prices Needs Assessment and Responses. The main ob-jectives of this consultancy were to (a) identify pertinent issues related to the effects of high food prices on vulnerable producers and communities and (b) prepare and propose concrete interventions that provides the framework for UN agencies, international financing agencies and other development part-ners for effectively collaborating to assist the Government in the short term to mitigate adverse effects. The report in question was prepared and submitted on time to FAO and IFAD for further processing.
12. Advocacy and Partnerships
12.1 Civil Society Awareness and Partnerships
As a result of the FAOR’s efforts, and under the patronage of HRH Princess Basma Bint Talal, a National Alliance for Food Security (NAFS) was estab-lished in Jordan. The FAOR continued to participate in the NAFS meetings

and provided technical advice in preparing the NAFS national plan of action. The FAOR developed and maintained good relations with the leadership of the Farmers Union and other major civil society organizations. Furthermore, the FAOR organizes the celebration of the WFD, which is attended by rep-resentatives of government, UN Country Team, CSOs, media and research institutions.
The FAOR was invited to deliver the Keynote speech for the Fifth Agricultural Scientific Conference for Jordan, which was held in Al-Balaqa’ Applied Uni-versity from 9 to 12 May 2005. The subject chosen for this speech was “Food and Agriculture in the World: lessons learned from 60 years of experience”. Moreover, the FAOR made a presentation to Jersh University staff and students on Wednesday 7 December 2005 entitled “FAO: Towards a World Free from Hunger”, FAO mandate, priorities and major activities were outlined and dis-cussed.
In response to an invitation from the Amman Rotary Club, the FAOR made a presentation on the International Food Crises on 22 July 2008
The FAO Representative invited major private sector companies in Jordan to a consultation meeting, on Monday 27 of April 2009, to brief them on the World Summit of Heads of State and Government on Food Security planned for No-vember 2009 in Rome Italy. Participating organizations representd almost all agricultural activities and regions in Jordan. The Jordanian Agricultural Ex-porters and Producers, professional associations, agricultural input producers and importers, the Secretary General of the Ministry of Agriculture, Chair-man of the Jordanian Veterinarian Association and the Head of the Jordanian Farmers Union who is also the Head of the Arab Farmers Union attended the meeting.
12.2 Media Relations
The FAOR developed and maintained good relations with the printed media, Radio and TV in Jordan. As a result, FAO activities in Jordan are receiving good media coverage. The FAOR has been interviewed on Jordan TV and Radio several times and major newspapers carried many reports on FAO ac-

tivities and projects in the country. The FAOR is making FAO press releases available to local media. Moreover, UN Radio and TV interviewed the FAOR on FAO activities in Jordan several times. The World Food Day celebration receives good media coverage.
13. Other Activities
The FAOR participated in number of other regional meetings and workshops held in Amman, Jordan. The FAOR participated in the International Workshop on “The Role of Modern Irrigation Techniques in Improving Food Security”, which was organized by the Afro Asian Rural Development Organization (AARDO) in Amman, from 1 to 7 May 2005. The FAOR represented the Organization in a coordination meeting organized by the Arab Organiza-tion for Agricultural Development (AOAD) for the preparation of the Regional Agricultural Development Strategy for the Arab Region from 28 to 30 June 2005 in Amman. The FAOR participated, as a resource person and lecturer, in the Arab Authority for Agricultural Investment and Development (AAAID) organized training workshop for Iraq Ministry of Agriculture staff members on preparations for accession to WTO during the period from 28 September to 5 October 2005 in Amman. The FAOR participated in the International Symposium on Irrigation Modernization Constraints and Solutions, held from 28 to 31 March, 2006, in Damascus, Syria. The FAOR continued to keep the organization informed of major developments and administrative changes in the country.

Regional Integrated Pest Management (IPM) Programme in the Near East. GTFS/REM/070/ITA. Farmer Field Schools in Jordan
FAO is assisting Jordan to address some of these issues through the Region-al Integrated Pest Management (IPM) programme in the Near East (GTFS/REM/070/ITA). Italy is the Donor of this project through the FAO Special Trust Fund for Food Safety and Food Security (USD 7.6 million). The project ob-jective is to reduce pesticide related risks for health and environment, and to improve access to markets.

Project TCP/JOR/3202” Development of A National Agricultural Information System”
FAO is assisting Jordan, through its TCP, in establishing National Agricultural In-formation System fo Information Dessiminetion and Knowledge Sharing (NAIS)-phase I and II (USD 269,349). The objective of the project is to strengthen the capacity of the Ministry of Agriculture to establish an effective and efficient infor-mation system that will support agricultural development and ensure food secu-rity in Jordan, based on the needs and demands of its stakeholders and integrat-ing the various resources in the MOA. The new information base and supporting capacity developed by this TCP, will facilitate strategic planning, and provide the basis for formulating, coordinating, monitoring and reviewing, research and policies for sustainable agricultural development.
