Mr. Acott has also served as the Chairman of the Global Asphalt Pavement Alliance, which includes the paving industry from Japan, Australia, New Zealand, Europe, and Mexico. His career activities involve more than 30 years of experience in the pavement industry in Europe, South Africa, and the United States, including experience with aggregate and bitumen suppliers, and management of an asphalt construction company. He has been the president of NAPA since 1992, and has helped develop partnerships with government agencies and unions that have resulted in an improved workplace environment. This has included successful national initiatives on engineering controls, warm mix, and best practices that have resulted in reduction in workplace exposure. Mr. Acott has authored and co-authored numerous peer-reviewed and non-peer-reviewed publications and reports on various facets of asphalt pavement design, construction, and materials technology. Many of these papers have been presented at national and international conferences such as Transportation Research Board, Conference for Asphalt Pavements for Southern Africa, Eurasphalt, Eurobitume, American Society for Civil Engineers, UK Institute for Asphalt Technology, International Conference on Low Volume Roads, International Conference on the Structural Design of Asphalt Pavements, the Association of Asphalt Paving Technologists, and the World of Asphalt. He has been active in the Transportation Research Board and is a former member of its Executive Committee and has also served as a Board member of the National Center for Asphalt Technology (NCAT), based at Auburn University.

MIKE ACOTT President National Asphalt Pavement Association (NAPA)

Mike Acott is President of the National Asphalt Pavement Association (NAPA), the national trade association representing the asphalt paving industry. DINGXIN CHENG Director, CP2 Center California State University, Chico

Dr. DingXin Cheng is currently the director of the California Pavement Preservation Center and an associate professor at the California State University, Chico. He has worked actively with the California Pavement Preservation Center since he joined the department of civil engineering of CSU Chico in August 2006. He obtained his PhD in the areas of pavement materials and transportation from Texas A&M University in 2002. He has recently set up an asphalt lab for CP2 Center in CSU Chico. He has numerous publications related to asphalt materials in Transportation Research Board, AAPT, and ASCE.

Dr. Cheng has been working closely with Caltrans, CalRecycle, and MTC of the San Francisco Bay Area in California. He has expertise on various pavement preservation treatments, treatment strategy selection, and integrating pavement preservation into a pavement management system.

R. GARY HICKS, P.E. Program Manager, CP2 Center California State University, Chico Dr. Gary Hicks is currently a Project Manager for the California Pavement Preservation Center established at CSU, Chico. Prior to his current position, Dr. Hicks was the Technical Director for the Center, senior principal for MACTEC E&C in Sacramento, and a Distinguished Professor of Civil

Engineering at Oregon State University. Dr. Hicks has worked in the area of pavements and pavement preservation for over 45 years. He is active with the Transportation Research Board (having served as the head of the pavements section), Association of Asphalt Paving Technologists (having served as president of this organization), Foundation for Pavement preservation (served on the Board), and the International Society of Asphalt Pavements (served on the board). He is a registered Civil Engineer in the states of California, Oregon, and Alaska.

MALCOLM DOUGHERTY Director California Department of Transportation

Malcolm Dougherty is the Director of the California Department of Transportation (Caltrans).

Mr. Dougherty leads the $11 billion organization and the Department’s 20,000 employees who build, maintain, and operate the 50,000 lane miles of California’s world-class transportation system. He is also a member of California’s Toll Bridge Program Oversight Committee, which provides project oversight on the seismic retrofit of the state’s toll bridges, including

the iconic $6.46 billion San Francisco-Oakland Bay Bridge.

During his 20 years with Caltrans, Mr. Dougherty has served in several high-profile management positions. Before being appointed Director, he served as Chief Deputy Director, where he advised and assisted the Director with all aspects of Caltrans’ policies and operations. He also served as District Director in the Fresno area. As District Director, he was responsible for Planning, Project Management, and Maintenance for the district’s five counties, as well as the Capital Project Delivery Program for the Central Region, which spans from the Pacific Coastline to Nevada and from Amador County to Kern County. Dougherty's career also includes management positions in Design, Project Management, Maintenance, and Traffic Operations. Before he came to Caltrans, Mr. Dougherty worked for a consultant with a focus on land development and municipal engineering.

Mr. Dougherty is a graduate of Rutgers University with a Bachelor of Science in Civil Engineering. He and his wife Linda have three children.

STEVE HEALOW Asset Management & Pavement Engineer Federal Highway Administration Steve Healow is an Asset Management, Pavements and Materials Engineer for the Federal Highway Administration (FHWA), a position he has held since November of 2007. He joined the agency in 1990 and worked on construction projects in Rosslyn, Va., Frankfort, Ky., Vancouver, Wash. And Topeka, Kan. Over the years he has held various positions with the FHWA, including field research engineer, District 9, San Francisco, District 7 Area Engineer, California Division, Pavements and Materials Engineer, California

Division, and a project development engineer at various times for Districts 4, 5, 6, 7, 9, 10 & 11 His hometown is Billings, Montana and he is an alumni of Montana State University. He holds a Bachelor of Science degree in Civil Engineering from the U.S. Coast Guard Academy, and a Master of Science degree in Civil Engineering from the University of Nevada, Reno.

VICTOR (LEE) GALLIVAN, P.E. Asphalt Materials Engineer Federal Highway Administration Office of Asset Management, Pavement and Construction Mr. Victor “Lee” Gallivan has worked for the FHWA for 40 years in various field-engineering positions in five states and since 2003 he has been in the Headquarters Office of Asset Management, Pavement and Construction in Washington D.C. Currently his primary duties include Hot Mix Asphalt (HMA) Technologies, Quality Control/Quality Assurance Programs, and Recycled Materials including Reclaimed Asphalt, Shingles, and various In-Place Recycling technologies. Mr. Gallivan is instrumental in the national advancement of new technologies for the Federal Highway Administration particularly on Intelligent Compaction Technology for Soils, Aggregate and HMA

materials. He is also updating the National Basic Asphalt Recycling Manual (BARM) in a collaborative effort with Industry. Mr. Gallivan is a member of and provides support to various TRB committees, AASHTO Subcommittee on Materials, NCHRP, and is a member of ASTM, AAPT, ISAP, and multiple FHWA Expert Task Groups (ETGs). He has authored over 40 technical reports, papers, publications (TRB, AAPT, CTAA, ISAP, GeoHunan, etc.), and articles related to pavement and materials and evolving technologies and has spoken at nearly 50 venues across the country and internationally. He is also the chair of the Mix ETG Taskforce on Recycling. Lastly, Mr. Gallivan also has supported the National Highway Institute (NHI) in the development of training programs for HMA and In-Place Recycling programs. Mr. Gallivan is a graduate of New Mexico State University and has been a registered Professional Engineer since 1978. He has received numerous commendations and honor awards, including the FHWA Administrator’s Award for Superior Achievement for promoting and enhancing innovation in pavements and materials and AASHTO for continued support in partnering efforts to advance various technical programs.

EDGARD HITTI Director of Asphalt Technical Services Paramount Petroleum Edgard Hitti is the director of Asphalt Technical Services for Paramount Petroleum Corp. Paramount is the leading manufacturer and marketer of modified binder on the West Coast. The company operates refineries located in Paramount and Long Beach. Both refineries have been in operation since the 1930s, and today are the largest and most efficient asphalt refineries in California. Mr. Hitti is a graduate of the University of Nevada and has authored numerous technical papers and journal articles on asphalt materials.

JOE PETERSON, P.E. Chief, Roadway Materials Testing California Department of Transportation Joe Peterson is the chief of roadway materials for the California Department of Transportation (Caltrans). He has been a practicing engineer for 30 years. He holds a Bachelor of Science, Civil Engineering, from Sacramento State University. He is a Registered Civil Engineer in the State of California. His area of specialty is Materials Engineering as related to roadways. For 15 years he held the position of District Materials Engineer, North Region for Caltrans. His area of concentration has been to reduce the carbon footprint generated by

roadway construction by making better use of existing materials through recycling or with the use of innovative technologies.

PASCAL MASCARENHAS Senior Technical Service Specialist Vulcan Materials Pascal Mascarenhas is the senior technical services specialist for Vulcan Materials and is based in Irwindale, Calif. He has worked for Vulcan since 1996 and has provided technical support for highway and airport projects and other specialty type applications of asphalt, such as reservoirs and race tracks. He has developed various asphalt mix designs to not only meet project specifications but also optimize the use of available products in a cost-effective manner. He has also developed Reclaimed Asphalt Pavement (RAP) mixes that meet specifications without a compromise in quality. Prior to joining Vulcan, Mr. Mascarenhas worked for Western Emulsions from 1990 to 1996, where he was responsible for product development and quality control for plants in Escondido, Irwindale and Tuscon, Ariz. Mr. Mascarenhas participates in numerous technical committees via the California Asphalt Pavement Association and the joint Caltrans-industry Rock Products Committee. He holds a BSC degree in chemistry with a minor in physics from the University of Bombay, India.

SKIP BROWN Owner Asphalt Consulting Services Skip Brown is the owner of Asphalt Consulting Services, which provides consulting services to the public and private sector on asphalt pavement strategies, construction, acceptance and evaluation. Previously he worked for more than 40 years for paving contractor Delta Construction as an estimator, superintendent, vice president and president/owner. During that time he personally supervised the placement of more than 4 million tons of Hot Mix Asphalt, and hundreds of lane miles of chip seals on projects throughout the region. He developed a process for applying chip seals over paving fabric in

1983 and has placed this on private and public roads from Clear Lake to South Lake Tahoe, Calif., along with Douglas County, Nev. He also provided consulting services for this process in Baghdad, Arizona. Mr. Brown has extensive knowledge in all asphalt products used in the road construction industry in the Western United States including chip seals, slurry seals, asphalt rejuvenators, cutbacks, emulsions and hot oils. He also has experience with new additions of polymers and rubber in asphalt cements and emulsions that has benefited users with longer life pavements. He was involved in the initial development of Type C “High-Stability Mix” and has supervised the placement of 50,000 tons of Type C over the past 10 years. He currently holds an individual Class A and C-12 California Contractor’s License and Class A Contractor’s License in Nevada as well as acting as Responsible Managing Officer for Delta Construction. He also holds a Bachelor of Science degree in Business Administration from California State University, Sacramento.

PETER VACURA Chief, Office of Asphalt Pavements California Department of Transportation Peter Vacura has been an engineer for Caltrans for over 29 years. He has spent the last 12 years working in the asphalt pavement arena. He is currently Chief, Office of Asphalt Pavement in the Pavement Program. He is responsible for asphalt pavement specifications, designs, investigations, and policy and procedures. His office has recently implemented CalME, a mechanistic-empirical design methodology, and smoothness specifications utilizing the inertial profiler. He was also responsible for the initial stages of the development of the department’s Pavement Management System. Mr. Vacura is a department Co-chair of the Asphalt and Pavement Preservation Task Groups as part of the Rock Products Committee. Mr. Vacura has participated in a number of national pooled funds and research projects. He chaired the committee responsible for developing the current AASHTO Skid Resistance Guidelines and is currently acting on a committee advancing the use of inertial profilers. As part of the Department’s focus on recycling and sustainability, Mr. Vacura’s office is currently working on projects promoting Reclaimed Asphalt Pavement, Recycled Asphalt Shingles, Cold-in-Place recycled pavement, porous pavement, asphalt rubber binders, warm mix additives and long life pavements.

JAMES M. SIGNORE, PhD, P.E. Director and Principal Investigator University of California Pavement Research Center James Signore is Director and Principal Investigator of the University of California Pavement Research Center (UCPRC) at the University of California, Berkeley. Dr. Signore oversees numerous Caltrans implementation and research projects as well as lab operations. Prior to joining the UCPRC, he worked as a pavement consultant to many San Francisco Bay Area local agencies, the

Port of Oakland, and San Francisco International Airport. He has taught over 60 seminars on pavement rehabilitation for ASCE and NHI and teaches graduate pavement engineering courses at SJSU. He is licensed in California and earned a Master’s Degree and PhD from the University of Illinois at Urbana-Champaign.

CHRIS CUMMINGS Area Construction Manager California Department of Transportation, District 2 Chris Cummings is the Area Construction Manager in Caltrans District 2 where he has worked for the past 25 years. Mr. Cummings has served as the District Materials Engineer, Project Manager, Design Engineer, Resident Engineer, Construction Engineer and now the Area Construction Manager. He and his staff were integral to the success of the Weed Long Life Pavement Project and North Red Bluff Long Life Pavement Project on Interstate 5 in the North State.

CHRISTOPHER LEE HANDLEY Vice President Tullis, Inc., Redding, Calif. Chris Handley is currently vice president of Tullis, Inc., in Redding, Calif. Tullis currently operates out of one quarry, Shasta Ranch Aggregates, and one asphalt plant, NorthState Asphalt. NorthState Asphalt supports Tullis, Inc.’s HMA contract work and HMA commercial sales. Mr. Handley was raised in Siskiyou County in the town of Yreka. He is a 2001 graduate of Chico State University with a BS in Construction Management. He was originally hired by Tullis & Heller, Inc., in 2001 as a Project Engineer. His company recently completed the Long-life Asphalt Pavement job on Interstate 5 from Red Bluff to Cottonwood in the North State.

RAY MYERS Executive Director Asphalt Interlayer Association Ray Myers is a Civil Engineering graduate from the University of Kansas. He has over 35 years experience in construction, design, specification and inspection of pavement construction as well as a long history in the strategies of pavement maintenance. He served as the Public Relations co-chair of the International Slurry Seal Association. He assisted in writing the standard specifications for that industry. He is currently Executive

Director of the Asphalt Interlayer Association, where he participated in the re-write of Caltrans specification for Geosynthetic Interlayers. He served as the industry co-chair for the Technical Working Group, which was responsible for oversight of the five sub groups rewriting Section 88 (All uses of Engineering Fabrics) of the Caltrans Highway Design Manual. He also served as a committee member on two of those sub groups. He also helped in the rewrite of the Paving Fabric Section of the “Greenbook Specifications for Cities and Counties.” He drafted the interlayer inspection procedure for that same book of standards. He is past chairman of the Pavement Preservation Task group on Interlayers. He served on that committee as well as on PPTG Pavement Strategies and Education committees which promote the use of geosynthetics in pavements. Mr. Myers served as the Technical Marketing Director for Reed and Graham, Inc. Geosynthetics Division for 14 years. He assists city, county and state elected officials educating staff on pavement maintenance options. He assists specifiers with their written documents for roadway development and maintenance standards. He has written and published manuals and articles on interlayers, geocomposite drainage systems and the AASHTO-based roadway section design. He has spoken to over 600 agencies, consultants and associations on these and related topics in the past 15 years. Those included multiple workshops at the University of Nevada Technology Transfer Center, Maintenance Superintendents Associations, National Pavement Exposition, American Society of Civil Engineers, California Pavement Preservation conferences and GEO2013 discussing geosynthetics used in and below the pavement section.

He has served on the Caltrans committees for specification of both geotextiles and geogrids for use in base stabilization applications. Those products are now approved for roadway section designs Caltrans has developed that allow the reduction of the base aggregate section when such products are used. He developed the specifications and application details for geocomposite drain systems for civil, residential and sports applications. He has written a manual on the management of surface and subsurface water. He has consulted both public and private agencies on all aspects of road reconstruction and maintenance strategies.

CATHRINA BARROS Senior Transportation Engineer California Department of Transportation Cathrina Barros is a Senior Transportation Engineer at the California Department of Transportation in the Office of Roadway Materials Testing. She has been with the Caltrans for over 20 years and has worked in the geotechnical and materials engineering departments. She currently leads the statewide Independent Assurance program for Caltrans. She is a graduate of the University of Illinois at Chicago.

CLIFF ASHCROFT Vice President FNF Construction Cliff Ashcroft has been in the Heavy Highway Construction industry since 1984. He started in the Asphalt-Rubber industry in 1989 when he worked for the first California based Asphalt-Rubber contractor as their Marketing Manager. In 2000 he joined FNF Construction as a Vice President. His responsibilities include statewide California and North Dakota Operations. Additionally, Cliff manages all of the national and international asphalt rubber operations for his company. Mr. Ashcroft has a solid reputation as an industry expert in the use of

Asphalt-Rubber and is well known to public works agencies throughout the state of California. He is currently the acting President of the Rubber Pavements Association and served as President of the RPA for 2005 through 2006. He served as the Co-Chair of the RPA California Task Force and Chairman of the RPA Annual Awards Committee for nearly a decade. He is an active member of several Caltrans/RPA committees and participated in the review team of asphalt rubber projects placed throughout the state. Mr. Ashcroft has been an active member in dozens of workshops and seminars nationally and internationally. He has presented a paper at Asphalt-Rubber 2003 in Brazil and one at ETRA 2007 in Brussels. He is a member of the CalAPA and NAPA. He also serves as general manager for two sister companies working in the Bakken oil region of North Dakota.
