SSC Background

School Site Councils are a major part of the overalldecision-making structure at each school. They

are a very special group of people who areelected by their peers to represent the

members of a school community. Their primaryrole is to guide the student achievementprocess to ensure that the needs of all

students are specifically addressed in theSingle Plan for Student Achievement (SPSA).

SSC Responsibilities

• Council Composition – Minimum of 12• (School Staff 50% - Parents/Community & Students 50%)

• Election of Officers• Chair, Vice-Chair, Secretary

• Rules of Order• Records – Maintain for a minimum of 3 yrs. (agendas, sign-

in sheets, mtg. minutes – send to Special Projects Office each month)

Certificated Personnel (Counselor, School Psychologist, Librarian, Asst. Principal)

Classified Personnel (Office staff, Technicians, Instructional Aides or Food Services).

SSC Membership Process

• Elections are held annually (Fall)• Members are chosen by their peers:

o Teachers select teacherso Parents select parents/community memberso Other (non-teaching) School Staff select other school staffo Students select students

o Not through an ASB position

• Bylaws should specify:o Means of selection (ballot or open meeting)o Terms of Office (1 yr. vs. 2 yrs.)o Notice of elections for each peer groupo Responsibilities and time commitments

Roles of Officers

Once a membership is established officers must be elected.

• Chairperson – Presides at all meetings of the council, organizes, convenes, and leads meetings of the council, and has voting rights.

• Vice Chairperson – Substitutes for the chair in his or her absence.

• Secretary – Records maintained at site and sent to Special Projects office each month• Agendas• Sign-in Sheets• Meeting Minutes

Roles of School Principal

• Is always a member.• Is a voting member of the council.• Provides program information and leadership.• Interprets policies and regulations.• Administers the school level activities of the

approved plan.• The principal may not veto council decisions nor

make any changes to the SPSA after it has been approved by the council.

Advisory Committees

The SPSA must be developed with the advice,review, and certification of any applicable schooladvisory committees. Such groups include:

• English Learner Advisory Committee (ELAC)

• Special Education Advisory Committee (SPEDAC)

• Gifted and Talented Education Advisory Committee (GATE)

• Parent and Teacher Association (PTA)

Rules of Ordero Meetings must be open to the public.

Rules of Ordero The public may address the council on items within the

jurisdiction of the council. o (The Green Act, CA Ed. Code 54421)

o SSC cannot act on an item not described on the posted agenda unless, by unanimous vote, it finds a need for action unknown when the agenda was posted.

o Questions and brief statements of no impact on students or employees that can be resolved by providing information need not be described on the posted agenda.

o Violations require that the item must be reconsidered at the next meeting after public input. o (The Green Act, CA Ed. Code 54421)

SSC Bylaws

Each SSC is required to have a set of rules under which it willconduct business. The Bylaws must be reviewed annually and should include:

• Membership Composition (50% Staff + 50% Parents/Community Members & Students)

• Replacement of Members (Alternates/Termination of members)

• Election Procedures (When, Where, How)

• Term of Office (1 or 2 yrs)

• Quorum (50% + 1 – Check Site Bylaws for Member Composition)

• Meeting Schedule (for the year)

• Committees (Election, Analyze Data, Funding Possibilities)

SSC Record Keeping

Sites must maintain records for a minimum of 3 years andsubmit the following records to the district:

• Elections (annually in the Fall)• Official Correspondence• Agendas• Sign-In Sheets (each meeting)• Minutes of Meetings (which include attendance, discussion,

recommendations, and actions)• Evidence of input from school advisory committees• Bylaws (reviewed annually)• Copies of SPSA (reviewed/revised annually)• Parent Involvement Policy - PIP (reviewed/revised annually with Title I

Program Improvement (PI)

Program Improvement (PI) is a sanction applied to Title I schools not achieving their annual achievement targets after two consecutive years. Federal Title I law and NCLB prescribe the following improvement sanctions:

• Year 1 – PI (School Choice/Revise Plan)o Salinas High and Everett Alvarez High School

• Year 2 – PI (School Choice/Supplemental Educational Services/Revise Plan)o Alisal High and North Salinas High School

No Child Left Behind (NCLB)

The primary objective of the SPSA process is to support data-driven decision making to improve teaching and learning.

• AYP – Federal (the goal of 100% proficiency in Reading and Math by school year 2013-14)

5 performance levels (Advanced, Proficient, Basic, Below Basic and Far Below Basic)

o Three primary elements:1.Tests in English Language Arts and Math

o CAHSEE and Middle School CST’s2.Annual reports about students’ progress toward proficiency.3.Increasingly serious consequences for schools and districts that

repeatedly fail to make “Adequate Yearly Progress.”

Uniform Complaint Procedures (UCP)

• Notification for students, employees, parents/guardians, school/district advisory committees, private school officials and other interested parties.

• SUHSD has established procedures to address allegations of unlawful discrimination and complaints alleging violation of state or federal laws governing educational programs.
