The Journal of Transformational Leadership and Policy Studies (JTLPS) is

hosted by the CSU, Sacramento Doctorate in Educational Leadership

Program and Ed.D. Programs from across the CSU System.

JTLPS publishes studies focused on leadership practices for educational

NEW Ed.D. FACULTY

DR. LISA ROMERO

Meet our newest faculty member, Dr. Lisa Romero.

Dr. Romero will begin teaching in the Ed.D. Program

as a Core faculty member in fall 2012. Dr. Romero has a Bachelor of

Science degree in Public Administration from Indiana University, a

Master’s Degree from University of Houston in Public

Administration, and a Doctorate in Educational Leadership in Policy

Studies from the University of California, Riverside.

Dr. Romero has extensive research experience. She started as a

Systems Analyst and Network Administrator in a local hospital be-

fore deciding to pursue a career in education. Dr. Romero began her

educational career as a Student Teacher at Fontana High School in

Southern California. After gaining an administrative credential, she

became an Assistant Principal at Truman Middle School and eventu-

ally returned to Fontana High School where she worked as the

school’s principal. Dr. Romero joins the Ed.D. Program with a

wealth of knowledge and experience. We look forward to all that she

will share with our students come fall 2012.

DR. CARLOS NEVAREZ

FACULTY SCHOLARSHIP

Dr. Carlos Nevarez work on Latinos in Education has received

national recognition. He was invited to be a part of NBC's sec-

ond and third annual Education Nation Summit in New York, billed as

"the biggest, most far-reaching media platform supporting education

in the country." It follows the network's first-of-its-kind initiative to

begin a national conversation about the state of this country's educa-

tional system. His 2007 College Board report, "Latinos in Education,"

was cited several times during last year's initial summit, and his recent

2011 publication, “Latinos in Education: A Parent Guide to Educa-

tional Success” has been used by NBC Telemundo to air a series of

commercials. Dr. Nevarez has once again been invited to attend the

2012 NBC Nation Summit in New York.

Dr. Nevarez recently completed writing a co-authored textbook enti-

tled: Leadership Theory and the Community Colleges Applying The-

ory to Practice. The book is currently in production and is scheduled

to be available January 2012.

DR. SU JIN JEZ

FACULTY SCHOLARSHIP

Associate Director of the Ed.D. Program, Dr. Su Jin Jez,

has been working on two publications,

national presentations and panels, and policymakers. Her

two publications focus on issues in K-12 school

finance. One paper focuses on the relationship between inputs and student

achievement in Latina/o Serving Urban Elementary Schools. The other

publication is an invited review in Teachers College Record of Norton

Grubb’s book The Money Myth: School Resources, Outcomes, and

Equity.

Also, Dr. Su Jin Jez has authored a soon to be published chapter of a

book titled, Analyzing the Female Advantage in College Access

Among African Americans in Black American Female Undergraduates

on Campus: Successes and Challenges.

Her research has received national media coverage, including a

piece in the Chronicle of Higher Education covering her research on

wealth and college access. Inside Higher Ed also covered her research

on for-profit colleges.

DR. ROBERT WASSMER AND DR. SU JIN JEZ

FACULTY SCHOLARSHIP

Associate Director (and Core Faculty Assistant Professor)

Dr. Su Jin Jez and Core Faculty Professor Dr. Robert

Wassmer have completed a research project for the

California State University Faculty Fellows on “Assessing the

Influence of Learning Time on School Wide Standardized Test

Scores in California’s Public Elementary Schools” that

examines this issue through a quantitative regression analysis.

Their research—requested by the California Senate’s Office of

Research—provided a voice during the debate on how

best to deal with mandated budget cuts to the state’s funding of

public K-12 education. Their work was also presented, during

November, in a research seminar sponsored by the College of Social

Sciences and Interdisciplinary Studies on the

Sacramento State campus.

DR. ROBERT PRITCHARD

FACULTY SCHOLARSHIP

At the start of 2011, Ed.D. Core faculty member

Dr. Robert Pritchard co-authored an article titled

AccELLerate! The Quarterly Review of the National

Clearinghouse for English Language Acquisition, which

focused on using technology to improve academic vocabulary

development. Toward the end of 2011, Dr. Pritchard

co-authored an additional article on changing attitudes and

practice of monolingual teachers in multilingual settings.

FACULTY SCHOLARSHIP

DR. CAROLINE TURNER

Ed.D. faculty Dr. Caroline Turner published

multiple Journal articles in 2011 and 2012. To

name a few, she co-authored the article Faculty Women of

Color: The Critical Nexus of Race and Gender that was featured

in the Journal of Diversity in Higher Education. She was the co-

author of Black Males and the Community College: Student Per-

spectives on Faculty and Academic Success in the Community

College Journal of Research and Practice.

Dr. Turner is currently serving as the Associate Editor for

the Curriculum section in the 3rd Edition of ASHE Reader Se-

ries, Racial and Ethnic Diversity in Higher Education.

FACULTY SCHOLARSHIP DR. JANA NOEL

DR. KIMBERLY GORDON BIDDLE

Ed.D. faculty member Dr. Jana Noel has been busy

publishing numerous books and journal articles. Her most recent

publication was an updated 3rd edition of “Classic Edition

Sources: Multicultural Education.” Her other publications include

Striving for authentic community engagement: A process model from

urban teacher education in the Journal of Higher Education Outreach

and Engagement. School-community based urban teacher education as

a voice for the community was a chapter she published in the book

Breaking the mold of pre-service and in-service teacher education:

Innovative and successful practices for the 21st century.

Dr. Kimberly Gordon Biddle is co-author and recipient of the National

Science Foundation ITEST Grant. She is currently acting as co-PI during the

three year grant, focusing on teaching underserved high school students how

to program computers. The students will then create an educational, math-

based computer game for first and second-graders. Dr. Kimberly Gordon

Biddle hopes that the training will motivate students to major in

computer science and engineering or some other STEM- based

field.

FACULTY SCHOLARSHIP DR. ROSE BORUNDA

Last year, Ed.D. Core faculty member Dr. Rose

Borunda discussed her research on identity

development and cross racial bridging at Rutgers

University and North Carolina State University.

Recently, Dr. Borunda co-authored the book What is

the Color of Your Heart? which provides a humanistic

approach to diversity. Contributors to the book

include Ed.D. student Samer Batarseh (cohort 4),

who authored the section titled “The Digital Divide:

The Emotional Cost of the Technological Revolution.”

Dr. Borunda is under contract to co-author a new book,

Speaking From the Heart, Herstories of Chicana, Latina,

and Amerindian Women, which includes “cultural

narratives, [and] trajectories toward decolonization

offered by Chicana, Latina, and Amerindian women”.

DR. WILLIE ARMSTRONG

DR. HECTOR TOPETE

Appointed by Governor Brown as Undersecretary of the State

and Consumer Services Agency, Dr. Willie Armstrong (Cohort 1)

has served as chief of staff for Assembly member Nora Campos since 2010

and was chief of staff for Assembly member Anna Caballero from 2007 to

2010.

Dr. Hector E. Topete (Cohort 1) founded Role Models America

(RMA), a non-profit agency seeking to manage a group of positive role

models who are willing to present themselves to various audiences com-

posed of at-risk youth. The organization’s vision is that proven role models

will provide visibility, influence, positive impact, and “plant seeds” in the

minds of children, positively enhancing their future.

Dr. Hector E. Topete is also co-founder of The Dr. Hector E. Topete

Scholarship. This scholarship is awarded to a graduating high school senior

who has demonstrated academic achievement and determination by defy-

ing dropout rate statistics. Dr. Topete was selected to serve on Congress-

woman Matsui’s (CA05), Congressman Lungren’s (CA03),

and U.S. Senator Boxer’s Service Academy Nomination

Committees.

DR. DARYL CAMP

DR. EVA ARAMOUNI

Daryl Camp (Cohort 2) delivered a keynote address

for the California Council on Teacher Education at its

Spring 2012 Conference in San Jose. The address was shared

with conference participants on Saturday, March 31, and

focused on bridging theory and practice with respect to race

conversations and student engagement in K-12 education. In

January 2012, Dr. Camp was named the Interim

Superintendent for Riverbank Unified School District.

Dr. Eva Aramouni (Cohort 2) was appointed

full-time Professor of Arabic Studies at Stanford University

after graduating from the Ed.D. Program in May 2011.

MAN PHAN

DR. GABE SIMON

In 2011 Dr. Gabe Simon (Cohort 2) co-authored an article

on elementary school interventions that was published in the

January/February issue of Leadership Magazine. Dr. Simon also received

the 2011 Administrator of the Year Award. Currently Dr. Simon teaches

research methods part time in the Child Development department at

CSUS. He is also a middle school Principal in the Dry Creek Joint

Elementary School District.

Dr. Simon recently finished writing his first book for educational

leaders: Building Student Resilience. The practical guide for school lead-

ers outlined in his book is the culmination of his doctoral research and

studies. His work is endorsed by leading authors: Douglas Reeves, Ruby

Payne, and Rick DuFour.

In June 2012 Man Phan (Cohort 4) was appointed to a

full-time, tenure-track faculty position in the Business

Division at Cosumnes River College, commencing fall 2012.

DR. FAWZIA KEVAL

DR. REBECCA BERNER

Dr. Fawzia Keval (Cohort 3) has been the recipient of two

National awards: American Association of School

Administrators Educational Administration Scholarship, and the Women

in School Leadership Award. Dr. Fawzia Keval was also awarded the

2011 Administrator of the Year Award, and in 2012 was appointed

Director of Elementary Education for the Elk Grove School District.

Dr. Rebecca Berner (Cohort 3) presented at two regional Confer-

ences in March 2011. At the National Academic Advising Association

(NACADA) conference in San Diego she presented, “Navigating Rough

Waters: Group Advising for At-Risk Students”. At the National

Orientation Directors Association (NODA) conference in Berkeley she

presented “Life After Orientation: Empowering Second Semester

Freshmen.”

In October 2011, she also presented a session at

the national NODA conference (NODAC) in New Orleans

titled, “Focus on Faculty: Revitalizing Faculty Involvement in

Orientation.”

DR. LOURD BAWARDI-SHOMAR

Dr. Lourd Bawardi-Shomar (Cohort 3) presented

Her dissertation defense “Attitudes of Inclusion of Special Educa-

tion Students in Elementary School Settings by Principals of

Northern California Elementary Schools” at The California

Association of Private Special Education Schools (CAPSES) 2012

Administrator Training in Sacramento. Dr. Lourd Bawardi-Shomar

was also the recipient of the Wayne Kaleolani Miyamoto Public

Policy Dissertation Fellowship Award, which promotes creating

public policy for children with disabilities.

Ms. Crystal Martinez (Cohort 4) is the recipient of two scholarship/

fellowship awards: the Rodney T. Mathews Jr. Scholarship

(Morongo Band of Mission Indians) and the American Indian

Graduate Fellowship. Both awards were established to

Assist California Indian students who want to continue

their education.

SARAH GARCIA

MARDI WALTERS

Baljinder Shergill-Dhillon (Cohort 4) and Sarah Garcia

(Cohort 5) have been awarded the David and Lucile Packard

Foundation-CSU Dissertation and Pre-Dissertation Fellowship. The

aim of this fellowship is to support doctoral research by students in

the CSU. The Foundation provides ten students with fellowships of

$5,000 each to support research in the areas of after school and early

childhood programs.

Mardi Walters of Cohort 4 has been awarded the

Alumni Association Scholarship. This scholarship provides students

$1,000 per semester over the course of one academic school year, to

put toward tuition.
