Introduction

SUNYCantonisatwoandfour-yearinstitutioninnorthernNewYork.SUNYCantoniswithin

theStateUniversityofNewYork (SUNY) systemandoffersbachelor,associateand several

certificateprogramswithintheschoolsofBusinessandLiberalArts,EngineeringTechnology,

andScienceHealthandCriminalJustice.ThecampusislocatedinnorthernNewYork,situated

ona rolling landscapealong thebanksof theGrasseRiverwithin the townofCanton. Its

locationplacesthecampusincloseproximitytotheAdirondacks,St.LawrenceRiverandmajor

CanadiancitiesincludingOttawaandMontreal.TheStateUniversityConstructionFund(Fund

orSUCF)hasengagedArchitecturalResources,alongwithateamofconsultants,toconduct

aFacilitiesMasterPlan(FMP)fortheCollege’s380-acrecampus.Theteamcommencedin

lateAugust2010andhascollectedandanalyzedawidearrayofinformationtogainafull

understandingoftheCollegeintermsofacademics,facilities,communityandculture.

Academic History of the College

SUNYCantonwas founded in1906as the firstNewYorkStateSchoolofAgriculture.The

firstclass,consistingoffivestudents,beganin1907inasmallredhouseontheSt.Lawrence

Universitycampus.Agronomy,farmeconomicsandgeneralacademicsubjectsweretaughtto

thefirstclassandin1909,ninestudentsbecamethefirstgraduatingclassfromtheSchoolof

Agriculture.In1941theschoolwasrenamedtotheNewYorkStateAgricultureandTechnical

Institute.In1948,theInstitutewasincorporatedintotheSUNYsystem.During1961landwas

donatedtotheschoolforanewcampus,westofSt.LawrenceUniversity,wherethecampus

exists today.Althoughgroundbreakingceremoniesoccurred in1962,constructiondidnot

beginforanotherthreeyears.

Beginninganeweraforthecollege,in1997SUNYCantonreceivedapprovalfromtheSUNY

TrusteesandtheGovernorofNewYorkStatetograntbaccalaureateprograms.Throughoutits

history,theschoolhasundergonemanychanges,operatingprimarilyasatwo-yearagricultural

and technical college to a four-year institution offering a variety of academic programs.

Currently,thecollegeoffers18baccalaureateprograms,22associateprogramsand7one-

yearCertificate’s.SUNYCantonwillcontinuetofocusonthedevelopmentofbaccalaureate

and graduate programs that will appeal to students and continue to enhance the overall

academicprofileofthecampus.Despitethemanychanges,thecollegemissiontoprovidean

accessible,affordableandhigh-qualityeducationhasremainedconstant.

Althoughtheenrollmenttrendsexperiencedvariedhighsandlowsfromthe1970’sthrough

the1990’s,theenrollmenttrendsforthepreviousdecadehaveshownasteadyincreaseinthe

studentpopulation.Theenrollmentintheearly1990’swasslightlyunder2,000studentsandis

currentlyatitshighestnumberwith3,649(2,778full-timeand871part-time)studentsforthe

Fall2010semester.Projectionsoutto2025continuetoshowagrowthinoverallenrollment.

Physical History of the Campus

When the decision was made to move the Agriculture and Technical Institute off the St.

Lawrencecampus,EdsonA.Martinandhiswifedonatedlandforthecampus,approximately

315acres.Theirgenerousgiftprovidedspaceforthecampustoevolveintothecollegeitis

today.ThelandwasacceptedbytheStateUniversityBoardofTrusteesandconstructionbegan

in1965.ThefirstmovetothenewcampuswasmadetoHeritage,anall-femaleresidencehall,

andconcurrently,ChaneyDiningHallopened.TheCollegecampusgrewrapidlyinthelate

1960’sandincludedfourresidencehalls,adininghall,athleticfacility,library,campuscenter,

administrativebuildingandthreeacademicbuildings.In1967,additionallandwasacquired

withthepurchaseoftheadjacentTownsendFarmwhichincreasedthecampusacreagefrom

315to525acresincludingallthelandfrontingtherivertotheCountyHome.

The campus, locatedwithin St. LawrenceCounty, is in close proximity to theAdirondacks,

FortDrumArmybase,VermontandCanada. Inaddition,ClarksonUniversity,St.Lawrence

UniversityandSUNYPotsdamarewithinatwentymileradiusfromSUNYCanton.

Periods of Development

Following the initial creationof the new campus, the college remained largely unchanged

until theendof thecentury.Thisoriginalgrowthwaspartofasimilarconstructionbuilding

boom throughout the rest of the SUNY system andNew York State. The beginning of the

21stcenturybroughtthenextwaveofconstructiononcampusincludingtheCampusCenter

Additionin2002andthenewNewellVetSciencebuildingin2003.TheCollegecontinuesto

growwiththerecentlycompletedrenovationtoNevaldineSouth,thenewConvocationAthletic

RecreationCenterandGrasseRiverResidenceHallprojectscurrentlyunderconstruction.

Duringthemid-20thcentury,modernismbecamethepreeminentstyleinarchitecturaldesign.

TheoriginalSUNYCantonbuildingsarebasedonmoderndesignprinciplescharacterizedby

astream-linedunornamentedappearance.AdistinctSUNYCantonaestheticisenhancedby

theuseofregionallyquarriedrandomashlarstoneasbuildingcomponentsandlandscape

featuresthroughoutthecampus.

Architectural Styles On Campus

1960’s and 70’s Construction:With theconstructionof17buildingsbuiltoveranineyear

timeframe, the modernist style of the era dominates the

Campus. Some notable buildings include Cook, Payson,

French,Southworth,NevaldineandDanaHall.

2002 Construction: AlmostthreeyearsaftertheKingstonTheaterfire(1997),the

groundbreakingfortheCampusCenterAdditiontookplace

in2000.Theadditionprovidedauditoriumandrecreational

space,thecampusstore,mailroom,residencelifeofficesand

meetingspaces.

2003 Construction: Thefirstnewbuildprojectoncampuswasdesignedtosupport

theVeterinaryScienceprogramprovidingthenecessaryclinic

andhands-onteachingfacilities.

Current Construction:The new athletic center maintains a contemporary design

aesthetic including the use of concrete, metal panel, glass

andnaturalfieldstone.Thebuildingrespondstotheoriginal

buildingsoncampusandtherecentnewstructuresproviding

asenseofcontinuity.

Thenewapartment-stylecomplexfeatures83suiteswith304

singleoccupancyrooms.Theresidencehallincludesamulti-

purpose classroom and meeting space, and a large open

courtyardforstudentactivity.

SUNYCantonisstronglyinfluencedbyitsimmediatecontext.Thecampusisadvantageously

locatedinthecenterofnorthernNewYorkandclosetotheCanadianborder.TheThousand

Islands,Adirondacks,andcitieslikeMontreal,Ottawa,Plattsburgh,BurlingtonandSyracuse

arewithincloseproximity.TheSt.LawrenceandGrasseRiveraresignificantwaterwaysthrough

theareaforbothacademicandrecreationaluse.Allofthesefactorscontributetothesuccess

ofthecollegeandadrawforstudents,facultyandstaff.

TheVillageofCantonistheCountySeatforSt.LawrenceCountyandliesbetweenCountyRoad

27andParkPlace.TheVillage,withits19thcenturybrickbuildingsandthehistoricVillage

GreenPark,consistsofasmallnumberof restaurants,bars, localshops/businesses,anda

smalltheatre.Itprimarilyattractsalargenumberofstudents,familiesandvisitorsthroughout

theschoolyear.TheCantonCentralSchoolDistrict,includingBanfordElementary,McKenney

MiddleandH.C.WilliamsHighSchool,existonasinglecampuswithintheVillageofCanton.

U.S. Route11 is a north-southUnited States highway that extends1,645miles across the

EasternUnitedStatesandpassesthroughtheheartoftheVillageofCanton.Themainentrance

toSUNYCanton’scampusisoffNewYorkStateRoute68,aneast-weststatehighwaylocated

entirelywithinSt.LawrenceCountyandoverlapsU.S.Route11throughthevillage.

B. MISSION

Academic Mission

It is the mission of SUNY Canton to provide “accessible, affordable, high-quality applied

programsthatenablestudentsintheNorthCountry,NewYorkState,andbeyondtoachieve

their highest potential both personally and professionally.” Maintaining a student-focused

approach is one of the key values of the College, along with providing accessible and

affordableeducationtoalltalentedanddedicatedstudents.SUNYCantonadherestoahigh

standardofacademicandpersonalexcellence,whilecreatinganenvironmentthatnurtures

andsupports students in theiracademicgrowth.Diversity,both ideologicallyandculturally,

is encouraged, as well as the open exchange of ideas. Long-term sustainability is also a

priority—tobeconsiderednotonlyinthephysicalplanningofthecampusandfacilities,but

alsoincorporatedintothebasiccurriculum.

Academic Programs

The college has established program reviews on a regular basis including self-assessment

andexaminationbyboth localandexternalentities.This reviewprocesscarefullyexamines

performance and enrollment data to determine a program’s priority within the academic

and fiscalplanof thecollege.Any recommendations resulting from the reviewprocessare

discussedwiththeProvost,DeanandDepartmentChair/ProgramDirector,andchangesare

madeasnecessary.SUNYCantonhasvariousprogramswithintheSchoolofScience,Health

andProfessionalStudiesandtheSchoolofEngineeringTechnologyreviewedbyaccreditation

agencies. Positive experiences have been received with the accreditation agencies and no

programshavelostaccreditation.Inaddition,ageneraleducationassessmentisreviewedby

afacultycommitteewhichadherestotheSUNYguidelinesforevaluatingthenecessaryareas

andreportstotheProvost’sofficeonitsfindings.

SUNYCanton is committed toworking towardexternal accreditation for newprogramsas

appropriateandpractical.Newbaccalaureteprogramswillonlybedevelopedaftercareful

considerationforbothfiscalandspaceimplications.

squaremiles.SUNYCantonisatthefoothillsoftheAdirondackMountainsand18milesfrom

theCanadianborder.ThetownofCantonislargelyruralwhichistypicaltotheNorthCountry

areaandoneofthemostsparselypopulatedregionsinNewYorkState.

TheaverageageinSt.LawrenceCountyis26.9whichislowerthantheUSaverageof35.3.

D. CHARACTERISTICS

As discussed in both the 2007 MOU and the 2010 Strategic Plan, SUNY Canton is a

unique institutionwithin theSUNY system for its boldgrowth, commitment todiversity and

entrepreneurial spirit.Thesecharacteristics informhow,where,andwhen thecollege seeks

toaddprogramofferings.Theyalsoinformhowthecollegejudgestheperformanceofany

particularprogram.SUNYCantonofferingsfallintotwobroadcategories:

•ProgramswithregionaldistinctionthatarenotofferedelsewhereintheNorthCountry•Programswithnationaldistinctionthatwilldrawstudentsfromoutsidetheregion

Programsofregionaldistinctionarerareandnotfoundatotherregionalinstitutions-public

orprivate.Theseprogramsalsomeetlocalemploymentneeds.Examplesofsuchprograms

includeCriminalInvestigation,VeterinaryScienceandAirConditioningEngineeringTechnology.

Students in these programs regularly have 100% employment soon after graduation from

SUNYCanton.

Programswithnationaldistinctionsarethosethatarerarenationally.Theseincludetheprogram

inAlternateandRenewableEnergyApplications(theonlyoneofitskindintheNortheast),the

Motorsportsprogram(alsouniqueintheNortheast)andMortuarySciences(oneofonly50

nationally).

AnothercharacteristicofSUNYCanton is itscommitment todistance learning.Thecollege

servestwodifferentpopulations-theresidentialand/orcommuterstudentthathasablended

distancelearningcurriculumcomponent,andstudentsthatarecompletelydistancelearners

andneversetfootoncampus.ThislattergroupisoftennotonlyoutsideNewYorkState,but

outsideofthecountry.

The administrative and academic organizations are integral to SUNYCanton and ensures

solidarity of the campus and the physical integrity of the campus’s grounds and facilities

providing the highest quality services to SUNY Canton’s students, faculty and staff in the

mostresponsible,responsiveandcosteffectivemannerpossible.Academicsupportservices

enhancetheeducationalopportunitiesforallstudentsbyprovidingtutoring,learninglabsand

placementtesting.

Student affairs, activitiesandorganizationsare essential in thedevelopmentof a student’s

overalleducationalexperience.Promotingstudentgrowth,community involvement,campus

diversity,andprovidingopportunitiestoinstillpersonalresponsibilityareimportantfactorsin

assistingstudentstobecomeactivemembersofthecampuscommunityandbeyond.Various

clubs,fraternities/sororities,dancegroup,gospelchoirandHabitatforHumanityarejustafew

thatareavailabletotheSUNYCantoncommunity.

Approximately42%ofstudentscomefromSt.LawrenceCountyandabout22%studentscome

fromtheDownstateregion.88%ofundergraduatescomefromNewYorkState,2%out-of-

stateand10%fromoutsidetheUnitedStates.

DistancelearningisadramaticallygrowingsegmentofSUNYCanton’seducationalofferings

anditsstudentpopulation.TheCollegeoffersseveralonlineonlyprograms,butthemajority

ofdistancelearningisinblendedprogramsthatsupplementon-siteinstruction.In2009,45%

ofstudentswereenrolledinoneormoreon-linecourses.Therewereatotalof466exclusive

distancelearningstudentsforthe2009-2010academicyear.

SUNY Canton has partnered with international universities in Asia and the Middle East,

developedover500overseasstudyprogramsandadualdegreesysteminagrowingeffort

to attract students fromall around theworld. The college currently has500 international

students, and hasoneof the highest percentagesof international students amongst SUNY

colleges.

F. ACADEMIC GOALS AND DIRECTIONS

Assessment of 2007 Memorandum of Understanding (MOU)

Certainelementsdiscussedinthe2007MOUareessentialintheFacilitiesMasterPlanprocess.

Althoughthetimerangeofthe2007MOUisnotcomprehensiveenoughfortheFMPwhich

willcoveraperiodthatprojectsto2023,ittouchesuponsomeimportantissuesthatneedto

bestudiedwithintheFMP.

Enrollment projections areoneof the key elements. The2007MOU foresawa continued

commitment to diversity with significant shifts in student origins. In 2007, 46% of SUNY

Canton’spopulationoriginatedinSt.LawrenceCountyandover60%fromtheNorthCountry,

theMohawkValley,andtheCapitalDistrict.Thecollegeseekstoreducethispercentagewell

below60%withcontinuedrecruitmentintheDownstateregion.Underservedpopulationswill

remainaparticularfocusofrecruitmentactivities.SUNYCantonalsointendstoincreaseits

out-of-stateandinternationalpopulations.

In the faceof local relativepopulationdecline, thecollege intends tobemoredirect in its

effortsatrecruitment,andinbecominganattractiveoptionfortransfercandidates.

While the2007MOUalsoprojected significant enrollment growth, SUNYCantonhas far

exceededitsowntargetenrollmentsforthelastfewyears.Driversofthisgrowthincludenew

programs that serveunmet localneedsandagrowingdistance learningcommunity,but it

isalsodifficulttosignalhowmuchofthisgrowthhasbeendrivenbythesevererecessionof

2007-2009.Thisperiodcausedmanypeopletogobacktocollegetoretooltheirskills,orto

seekemploymentinadifferentcareer.

This shift fromAssociate toBachelordegreeopportunities is themost significant long term

initiativeunderwayatCantonanditwillcontinuefromthenextfewyears.Thecollegeexpects

todevelopandimplementat leastsevennewBachelorprograms,andallprogramswillbe

subjecttocarefulannualreviewtoascertaintheirviabilitiy.Broadareasforthesenewdegrees

Movingtoward2020, theCollegewill transition toaBaccalaureate institutionwithawider

selection of programs for students in the beginning of their college career. At the same

time,SUNYCantonwillcontinuetoimprovethecertificateandtwo-yearprogramscurrently

offered,whichholdgreaterappealforadultandnontraditionalstudents.Appliededucation

isanimportantfocusfortheCollege,withanemphasisonpreparingstudentsforlifebeyond

schoolandthepracticalapplicationskills.SUNYCanton’sstudentswillreceiveawell-rounded

education,withemphasisontechnologicalliteracyandafoundationinartsandscience.New

degreeprogramswithafocusoncareerprospectswillalsobedeveloped.

Inordertoensureacademicexcellence,SUNYCantonwilltakestepstoincreasethenumber

andqualityoffacultyandadjunctfaculty.Specifically,measureswillbetakentoattractadjunct

facultywithprofessionalexperienceandtechnicalknowledge.Asystemwillbeimplemented

torewardhigh-levelfacultyfortheirachievementsinteachingandresearch,andpeerreviews

will be utilized to assess faculty teaching and course content. Improving student retention

andlearningoutcomesisanadditionalpriorityissuefortheCollege.Accordingtothe2010

StrategicPlan,strategies toaddress thischallenge include:determiningoptimalclasssizes;

identifyingstudentswhoneedacademicassistance;usingassessmentdatatoincreaseprogram

effectiveness;andimprovingacademicadvisingforstudents.

Asecondgoalofacademicimprovementisenrollmentoptimization.Withinthenext10years,

SUNYCantonplanstoenrollbetween4000and5000full-timedomesticand1000international

students.Severalstrategieshavebeendeterminedtoincreaseenrollmentnumbers,particularly

inthefour-yearprograms.Optimizingtheuseofassessmentdatatoimproveprogramquality,

establishing appropriate class sizes by discipline to further learning, restructuring existing

systemstoidentifyandassiststudentswhoarestrugglingacademically,makinginnovativeuse

ofacademicsupportservices,andrefiningstudentacademicadvisingarestrategiesdesigned

toassurethatmorestudentsfinishwhattheystartatSUNYCanton.Inordertosmoothstudent

transfersfromotherinstitutions,theprocessofestablishingarticulationagreementswithother

schools will be simplified.Online courseswill be added to the curriculum, andmarketing

effortswillbe increasedtoattract traditional,nontraditional (includingmilitary families)and

internationalstudents.

In addition to academic excellence and enrollment optimization, focus on sustainability is

aprincipalgoal for theCollege.Notonlywill sustainabilitybeconsidered in theplanning,

design,andoperationofthecampusandfacilities,itwillalsobeintegratedintoacademics

withcourseofferingsingreeninitiatives.

Lastly,SUNYCantonwillremainfocusedonthevalueofdiversityandaglobalperspective.

Strategieswillbeimplementedtoattractagreaterinternationalstudentandfacultypopulation,

aswellasinitiativestosociallyintegratestudentsofvariousculturesandbackground.

The implementationof these strategieswillmove SUNYCanton towards its key goals and

SUNY Canton’s 380-acre campus contains 18 buildings situated on a hillside along the

GrasseRiver.Thebuildingsaccountfor5%oftheCollege’spropertywhile8%oftheproperty

ispavedbyroads,parkinglots,sidewalksorplazas.Openspaceaccountsfor87%,3%of

whichisbeingusedforrecreationalactivities.Thecampushasseensignificantimprovements

toitsopenspaceduringthepasttenyearswhichincludesthereconstructedpedestrian‘spine’

thatconnectsDanaHallwiththecenterofcampus.Thehighratioofopenspacetobuilt/paved

Campus Zones

Thecampuscanbedividedintovariouszones;academic,studentservices,facilitiessupport,

residentialandsports.Theacademicbuildingsareconnectedbyacentralstudentservicescore

that includesSouthworthLibrary, theCampusCenterandFrenchHall.Theacademicplaza

connectsboth theacademicandstudentserviceszone.Thisalignment formsastrongcore

foundationintheheartofthecampus.Theoriginalresidentialdormsarepositionedonthe

eastsideofthecampusbetweenCornellDriveandtheacademic/studentservicesarea.These

fourdormsbordertheGrasseRiver.ThenewGrasseRiverResidenceHallisoutsideCornell

Drive,locatedatthesouthendofthecampusandadjacenttotheGrasseRiver.

Inadditiontotheacademic,studentservicesandresidentialzones,otherfunctionsthatsurround

the campus include recreational and supporting plant operation facilities. Dana Hall, the

originalathleticfacility,islocatedatthenorthendofthecampusandiscurrentlyvacantforthe

repairoftheexistingstructuralwoodbeams.Thenewathleticfacility,theConvocationAthletic

RecreationCenter,isalsolocatedoutsideCornellDriveatthenorthwestendofthecampus

andadjacenttotheathleticfields.Plantoperationsfacilitiesandpublicsafety,includingoffices,

storagewarehousesandworkshops,arelocatedatthesouthendofthecampus.CampusZones

Building Condition

In2007SUNYconductedaBuildingConditionAssessmentSurvey (BCAS)of thebuildings

oneachofitscampuses.Theassessmentincludesevaluationsofexistingstructures(exterior

andsuperstructure; interior,heating,coolingandplumbingsystems;andelectricalsystems).

Componentsofeachcategoryweregivenaratingofpoor,fair,goodorexcellentandthen

averagedtodeterminetheoverallconditionofeachbuilding.Buildingsthatscoredgoodor

excellentweredeemedsatisfactoryandcoloredgreen.

AspartoftheFacilitiesMasterPlan,theBCASwillbeupdatedtoreflectimprovementstothe

facilities.Fourbuildings,ChaneyDiningCenter,Dana,FrenchandCookHallwillbereviewed

indetailaspartoftheBCAS.

However,itisimportanttonotethattheBCASaddressesonlyphysicalconditionofbuilding

systems.Itdoesnotaddresstheeffectivenessofthespaceforitsintendeduse,noritsability

toadapttootherusesinthefuture.ThiswillbeconsideredindetailastheFMPisdeveloped.

Campus Analysis by Function

The campus is comprised of various functions and although a few buildings

may house multiple functions, some buildings are more single use than others.

The administrative offices are located on a single floor of the FacultyOffice Building and

throughoutFrenchHall.Thebuildingscontainingamixtureoflaboratory,research,classroom

andfacultyofficesareCookandPaysonwhiletheFacultyOfficeBuildingandWicksHallhavethe

largestgeneralclassroomspace.StudentamenitiesarefoundintheCampusCenterandChaney

DiningCenter.NevaldineandNewellVetSciencearetheonlytwobuildingsthathaveasignificant

amountofspecialusefacilities,althoughaportionofWicksHallisdesignatedprimarilytoNursing

andPhysicalTherapyLabs.TheConvocationAthleticRecreationCenter(completion2011)and

therecreationalspacewithinCampusCenteraretheonlybuildingsthatprovideactivityspace.

InPhase3oftheFacilitiesMasterPlan,SpaceNeedsAssessment,theamountofspacerequiredfor

eachfunctionwillbeaddressedtakingintoaccountenrollmentprojectionsandprograminitiatives.
