Higgins Hall, Lamoine Village, and East Village to Come Down
Higgins Hall, Lamoine Village, and East Village are scheduled to be demolished during the summer of 2016. Lamoine Village and East Village will be taken down by traditional means, while Higgins Hall demolition is planned to be the implosion method similar to the one used to bring down Wetzel Hall in 2012. Higgins Hall was taken offline in 2013. The 20 story building stands 245 feet tall and was built in 1967 to house 900+ female students. The study conducted by the University showed that renovating it to current standards would cost $48 million. With declining student population, there is no need for the space nor the associated expense of maintaining. Lamoine Village was taken offline in 2012 due to overwhelming maintenance issues. The three buildings in the complex have een abated of hazardous materials and await demolition. It was announced this spring that East Village will also be taken off
ine at the end of this semester and prepared for razing in 2016. Chris Martin is the project coordinator.
New Murray Street Lighting
The Murray Street corridor from N. Western Ave. to Sherman Drive now sports 6 new street lights. The new brighter LED lights are designed to provide a safer area for students using this section of campus at night while at the same time using substantially less electricity. Andy Daniels, project coordinator, oversaw the project that was awarded to Schaefer Electric. The new lighting is a continuation of the overall plan to reduce energy consumption while providing a brighter environment throughout campus.
New Bike Lanes Painted
Approximately 4,700 feet of bike lanes were designated and painted this spring. The new lanes provide a path through campus for bicycles to share the wider sidewalks with pedestrians.

The locksmith shop in Facilities Management is manned by three full time employees, Frank Tate (subforeman), Dave Hainline, and Steve Ulrich. These three individuals maintain and repair all of the hundreds of doors on campus. They are responsible for making all the keys, maintaining, repairing, and replacing all lock sets, door closures, and electronic entries (card swipe) all across both the Macomb and the Quad
Cities campuses. With 100s of doors across both campuses, tracking these individual lock-sets and keys is a monumental task that has evolved over
the years. The tracking system is both hard copy and computer based and is housed (along with a work area) in a fireproof vault inside the Physical Plant building. Frank was instrumental in the design and implementation of the software system of tracking used today.
FM Spring Picnic Over 170 employees (past and present) attended the annual FM picnic held May 21! Great weather and great food was enjoyed by all. The supervision of Facilities hosts this annual event.
Facilities Focal Point
Congratulations to Tim Schroll, Administrative Assistant in Facilities Planning and Construction, for being the Spring 2015 recipient of the Facilities Focal Point. The Facilities Focal Point is a quarterly employee recognition award. Tim began his employment at Western Illinois University in the GIS Center in July 2007. In February 2013, he came to Facilities Management. At FM, Tim is responsible for coordinating with the GIS Center. He creates and maintains all of the underground utility maps and other maps for the campus. Some of these maps include trees; trash cans; park benches; sewer, water, and phone lines; and fiber optics. Tim is originally from Beardstown, Illinois. He spent four years in the Navy as an aircraft mechanic. Tim worked for 35 years in the printing industry and owned his own company for eight years before coming to Western. Tim now resides at the Brickyard in Colchester with his wife, Dev. Tim’s hobby is photography.
Welcome to Facilities Management!

Around Campus....
New electric charging station being installed in Q-lot.
New cable guard rail at the south entrance to the Union.
Beu Health Center basement remodel underway.
Repairs being made during the annual steam system shutdown.
It is quiet on campus as the students have gone and the steam is off for steam shutdown, but our folks are extremely busy doing summer maintenance and projects. To help out our 298 full time
employees, we have 24 students and 21 extra help employees working for the summer. While our total number of projects are down this summer due to budgetary problems, we do have several things in progress. The Sherman Bell Tower will get a fresh coat of paint and roof repairs along with new composite columns. A new patio and front porch will be installed on the north side of the Alumni House that will match the wall installed a few years ago and the lobby at Tanner Hall will be freshened up with new floorcoverings and paint. Along with 30 electronic classroom updates, wireless access will be improved in Stipes, Morgan, Waggoner, and Horrabin Halls. Overall, the campus looks great and all of our folks have done a good job maintaining what we have. Last Saturday, I attended my daughter’s high school graduation in Western Hall and the building and grounds were superb. Our Focal Point winner is Tim Schroll. I know everyone that has worked with Tim would agree that he is hard-working and always on the go. Tim is consistently positive and he definitely embodies the can-do spirit of Facilities Management. Congratulations Tim! We’ve had our FM employee appreciation picnic where Monte and I cooked over 300 hamburgers and the group served over 170 of our employees. I would like to thank everyone that attended and helped out at the picnic. The supervision of Facilities hosts the picnic in appreciation of our employees and I would like to personally say thank you and have a good summer.
