• My 3G RNC Daily KPI Monitoring and Analysis and Optimization covers 4 RNCs
HKDRN01, HBURN01, HSKRN01 KNHRNC08 and consisting of 4 Platinum cities
Kaduna, Kano, Gombe and Jos
o Parameter Tuning, PSC & Neighbor Audit
o Scripts execution, monitoring and report preparation for Key changes to the network
i.e ATM to IP migrations, IP cluster E1 expansions, second carrier implementation,
EFD, RNC and NodeB upgrade, HSUPA IC, SRB over HSUPA etc
o Customer Complaint resolution

Case 1:
Carrier Balancing & Poor PS RAB setup success rate and R99 Drop call rate on
BU0017L
Problem Description:
F1 and F2 users/tarffic is not balance and there was poor PS RAB success rate and R99 drop call rate on
BU0017 H and L.
Possible Causes:
Missing Neighbors (Intra-frequency & Inter-frequency)
Overshooting of the site (Propagation delay)
Limited Radio Resources (Congestion) due to traffic
Alarms (Transmission, Hardware)
Configuration errors

o Query as one of the 10 top worst cells
o Check transmission or hardware KPI infected alarm on the site, none found.
o Check the traffic/Users on the site and discrepancy is noted between F1/F2
o Compare the TCP, CPICH, Maximum HSDPA user number, Maximum HSUPA User number and the DL/UL equivalent total user
number
o Check the LDR
o Check the DRD RNC and NodeB wise
o Noticed that there was DRD set on the RNC but was set on only F1 cells of the site so I enabled DRD on the F2 to mirror F1 settings

Summary
o When DRD is configured on the RNC, all the cells of particular site(F1/F2) should have the
same DRD status either set or not set. When F1 /F2 are configured differently conflicts
might occur.

Case 2:
Deterioration of PS RAB KPI as a result of High DL Power, HSDPA and HSUPA
Congestion after resumption of NYSC camp
Problem Description:
High Downlink Power/HSUPA/HSDPA congestion was experienced on KN0241J causing a dip in PS RAB
Success Rate.
The congestion resulted in the poor performance of the site/RNC in terms of RAB failure.
Possible Causes:
Missing Neighbors (Intra-frequency & Inter-frequency)
Overshooting of the site (Propagation delay)
Low TCP value set
Unavailability of the Neighbor Sites
High RTWP due to Internal/External Interference/increase in traffic
Limited Radio Resources (Congestion) due to traffic
Poor coverage
Alarms (Transmission, Hardware)

o Locate the site on Google earth map, check the propagation to the neighbor sites noted that it is an isolated site.
o Check the TCP, Maximum HSDPA user number, Maximum HSUPA User number and the DL/UL equivalent total user number
o Increase the TCP, HSDPA/HSUPA Maximum User numbers and DL/UL equivalent user number

Summary
o Compare and Check CS and PS traffic stats, Increase in traffic observed
o Before parameter tuning, ensure to check all RF related issues (pollution, Cell Availability,
missing neighbor, transmission and hardware alarms).
o If HSDPA/HSUPA congestion continues, KN0241G & H have very low number of users, and
physical optimization to share traffic with 1 of them will be explored. Else, 2nd carrier is
recommended .

Poor PS RAB setup success rate and YB0008G
Problem Description:
There was poor PS RAB success rate on YB0008G and the primary failure reason is DL power congestion.
Possible Causes:
Missing Neighbors (Intra-frequency & Inter-frequency)
Pilot pollution/Near-far effect
Overshooting of the site (Propagation delay)
Unavailability of the Neighbor Sites
High RTWP due to Internal/External Interference/increase in traffic
Limited Radio Resources (Congestion) due to traffic
Poor coverage
Alarms (Transmission, Hardware)

o Noted TCP is maximum and utilization is high on the cell and nearest neighbors
o Downlink Load Reshuffling(LDR) sequence of actions during CAC algorithm re-ordering i.e change it from default to First -
BERateRed(Channels are reconfigured for the BE service), second – CodeAdj(The fragments of the downlink code tree are
arranged), third – QosRenego(The renegotiation on the QoS of the uncontrollable real-time service is performed), fourth –
