As an employee in one of the companies inside the FAB, it’s good to know the developments in the Freeport. I was really not updated with what’s happening in the FAB. Humans are creatures of habit. We don’t do well when faced with change because we always gravitate towards the familiar. This, however, creates a barrier that prevents us from instantaneously attenuating ourselves to development and progress.

A year ago, while many welcomed the creation of the Freeport Area of Bataan (FAB) and the Authority of the Freeport Area of Bataan (AFAB), many were also apprehensive and short of dismissive as to the benefits that this change holds for the Province of Bataan. It did not help that its creation caused the demise of another institution that had shaped the economic and social landscape of Mariveles. Locators of the then Bataan Economic Zone became FAB Locators by operation and process of law. BEZ employees un-der the PEZA found themselves under a new administration. Other government agencies that are important to the efficient adminis-tration of the Freeport - like the Bureaus of Customs and Immigration - had yet to establish coordinative systems with the AFAB.

And to cap it all, the transition from PEZA to the AFAB administration happened during the time that the national government was also transitioning from the Arroyo Administration to the Aquino Administration.

So many changes, so little time.

So we buckled up and hit the ground running.

This October, after 1 year and 4 months since assuming the administration of the Freeport, the AFAB celebrates the second anniversary of the passage of RA 9728 (the law creating the FAB and AFAB) with an array of activities that further enhance the FAB’s stengthening relations and partnership with its locators, fellow government agencies, employees, FAB workers and the Bataenos

in general. The anniversary also celebrates the accomplishments that the AFAB achieved in a little over a year - more than 15 new locators coming in, including our first anchor locator; establishment of one stop shops for immigration,customs and labor needs of the locators; ongoing general rehabilition of the Freeport’s roads and facilities; and the continuous programs and activities for our stakeholders and constituents like seminars, trainings, exhibits, fairs etc.

Managing and catalyzing change requires patience, hard work and, of course, time. And while we celebrate our accomplishments, we also acknowledge that we have a long way to go. So let us all enjoy this exciting and sometimes demanding journey. In the meantime, leaf through the second issue of the FAB Magazine and be updated with all the happenings in and around the FAB.

FAB, Mariveles, Bataan - The Authority of the Freeport Area of Bataan (AFAB) recently signed the Memorandum of Understanding (MOU) with one of the largest exporters in the country, L&T International Group Philippines,

Inc. (LTIGPI).

“This signing of the memorandum of understanding is significant as we welcome not only a future locator but an important partner for the development of the Freeport Area of Bataan (FAB). With the investments Luen Thai will bring in, thousands of job opportunities will be opened for the people of the province”, said AFAB Chairman and Administrator Deogracias Custodio.

LTIGPI is the largest apparel exporter in the Philippines that supplies the clothing products of Polo Ralph Lauren, Carhartt, Dillard’s and Levi’s, among others. Their estimated 30 Million US Dollars investments at the FAB will generate as many as 6,000 jobs.

Raymond Tan, President of Luen Thai International Group Ltd., said that their company’s “diversified but focused attitude” initiated this expansion at the FAB which is set to start early next year.

Tan and LTIGPI President Frank Sauceda signed the MOU with Chairman Custodio. Also present during the signing were TESDA Director General Joel Villanueva, Gov. Enrique Garcia and his son, Second District Rep. Albert Garcia.

Representative Garcia is the author of Republic Act (RA) 9728 that converted the former Bataan Economic Zone into a Freeport.

In a press conference held after the MOU signing, Tan told journalists that he believes that there “is no corrup-tion in Bataan and that made us expand here”.

Luen Thai has three other facilities in the country – Cebu, the Clark Freeport Zone in Pampanga and Tarlac province.

Governor Garcia expressed his appreciation to Luen Thai “for considering Bataan” for their business operations. He further stated that the provincial government will support operational and logistics needs of the company, and the skilled manpower requirement of the firm.

Bataan has been recognized as the province with the highest human development index, with the governor’s scholarship programs, skills training, collaboration with colleges and state universities, and partnership with TESDA.

Sec. Joel Villanueva, Technical Education and Skills Development (TESDA) Director General, informed the press that TESDA is set to increase its budget for training residents in Bataan as instructed by President Aquino.Representative Garcia said that the governor prioritizes education in the province, with its 14,000 scholars. “This occasion brings us closer to achiev-ing the governor’s vision for the province, to provide education and training for the people of Bataan, and to provide them employment opportunities. That is what FAB is all about”, said Rep. Garcia.

“The presence of Luen Thai here at the Freeport sends a strong signal to the rest of the world that the FAB is open and ready for business, with the superior advan-tages that the Freeport is offering to investors”, Rep. Garcia added.

The FAB is an emerging economic center that is set to define the new model for global freeport Asia. It has superior competitive advantages which include its location as it is the nearest Freeport to Manila, making it an ideal transship point for domestic, regional and global shipping. It has superior natural endowments being surrounded by Manila Bay on the industrial side and South China Sea on the tourism and residential side.

Investors will also get to enjoy the superior incentives the FAB offers such as Income Tax Holiday (ITH) from four years to eight years; 5% tax in lieu of local and national taxes after ITH period; duty free importation of capital equipment, raw materials, consumer goods and personal items; exemption from wharfage dues, export taxes, imposts and fees; domestic sales allow-ance of up to 30% of total sales; and special visas for investors. Aside from these, the FAB offers superior facilities as it is the only Freeport with a 10.9 million m3 capacity dam complemented by a water treatment plant and a sewerage treatment plant that is eco-friendly and implements a sustainable waste water solution.By mid-2012, the FAB will have a dedicated power supply that can provide one of the cheapest electricity cost in the country.

The FAB also holds the distinction of being the only freeport where investors can own real property. Located at the tip of Central Luzon, the FAB has a total land area of 1,742 hectares, and is bounded with 11-13 meters deep harbors that are ideal for port operations.

This partnership is one of the commitments of the FAB in becoming the Freeport of Choice and center of trade, innovation and sustainable development in Asia.

How did you feel when you were appointed as AFAB Chairman and Administrator?I was glad when it finally happened. The position was offered to me a month and a half prior to the actual appointment. I was suprised that I was considered for the position, but at the same time very much challenged because I saw it as an opportunity to do something good for the country. To bring in investments that will create jobs for our countrymen is something that I really wanted to do. Being able to do it this early in my life and career is a blessing.What was the first challenge that you encountered as Chairman and Administrator of AFAB?The first day in office at FAB was wrought with challenges. The then ongoing transition from BEZ to FAB, complicated as it was, coincided with the change of administration of the National Government. This meant, for example, that the AFAB had customs issues without a Customs Commissioner

What does FAB have that distinguishes it from others?I like that there is a lot of hope in and for the Freeport. From being in the doldrums for quite sometime during the PEZA- run BEZ, the FAB stakeholders - the locators, government agencies, FAB employees and workers - are now excited and brimming with energy. A lot expected us to hit the ground running and institute changes. I think we were able meet these expectations, allowing us to build momentum and good working relations with our stakeholders. They work very closely with us in ascertaining what direc-tion we feel we should go, what kind of locators we should be prioritizing and what kind of infrastructure we must build to capitalize on the gains that we have achieved.

What do you want people to know about the FAB?We want everybody to know that the FAB is the future’s answer to business. We want enterprises to partner and grow with us. We may not have the

GOING THE EXTRA MILE.

The first year of the AFAB is full of accomplishments. Among those accomplishments, what is the first that you are most proud of?It goes without saying, it is bagging our first anchor locator, Luen Thai. This is what everyone dreams of accomplishing at the soonest possible time. I think we are a little ahead of the curve. We now have big a locator that will bring in thousands of jobs. This should give us some direction on what industries we should be attracting to help our existing locators in their business operations. We want to establish the FAB as a dominant player where locators’

Freeport Area of Bataan (FAB).

Deogracias G.P. Custodio was off to a running start when he was appointed as Chairman and Administrator of the Authority of the Freeport Area of Bataan (AFAB). Like every marathon that he has joined, he has shown his passion, dedication, and hardwork to “transform the Freeport Area of Bataan into the future’s answer to business ”. Under his leadership, the FAB has attracted 15 new investors in less than a year that marked an almost 40% increase in the number of locators inside the FAB. This brought in millions of dollars worth of investments to the Freeport, and generated thousands of jobs for the people of Bataan.

Armed with professional and dedicated people, the FAB’s superior competitive advantages and the determination and commitment that brook no argument, Chairman Custodio is on his way to transforming the FAB as the center of trade and commerce in the country and the Asian Region.

Eventually, we weathered the storm. And over the course of this year, I think that we have won a lot of locators over with our hardwork, tenacity and sincer-ity to do a good job to ensure that they are taken cared of here in the FAB.

I consider it a generational challenge that our people have to look for gainful employment elsewhere. Filipinos look for jobs abroad because they don’t have comparable opportunities in the country. Thus, the main challenge for us - and I am glad that I am in a position to answer this challenge - is to make a contribution to stem this tide, this diaspora, and convince our future generations that they don’t have to leave to find greener pastures. Ryan, a TESDA student and part-time employee in one of the companies at the Freeport Area of Bataan, is considered by many as a well balanced and happy young man. He is quick to extend assistance to anybody in need and never fails to graciously smile and greet people.

When asked what makes him happy despite the usual worldly worries, he answered that he is fortunate to be blessed with a loving family, wonderful friends, 3 dogs, 2 big cats, and couple of small kittens. He treasures his time with his family and “gimmicks” with his friends. And he looks forward to his “alone” time with his pets - Shaggy (a mixed Pomeranian and Shih Tzu); Lai (a Dal-matian); Dada (a Siamese cat ) and her litter; and Pussy Kate (a “pusakal” - halfbreed cat).

His time with his pets lets him put things in perspective. He gets to relax, play and erase the bothersome worries that plague all of us. Ryan said that even feeding, grooming and cleaning them relax him a lot. With his pets, he is far from the challenges that one usually faces in life.

Pets make wonderful companions. They soothe our nerves and calm our sometimes highly strung emotions. They don’t demand anything from us. And research shows that having pets makes you less prone to heart ailments and hypertension.

Having them, however, is a responsibility one should not take lightly. They deserve our love and attention. They need our care.

So if you think you are ready and determined to find yourself a pet, you should take to heart these cardinal rules:

(1) KEEP YOUR PET HEALTHY:

Healthy pets reflect the amount of attention you give them. Your pet should see a vet once a year for a full check-up to prevent the onset of any disease and to know if he is sick or injured. Don’t forget to give your pet the necessary shots for its protection and also for your own. Don’t wait until you see signs of weakness or malaise. Make sure your pet’s fur is glossy, its nose, ears, buttocks and mouth clean.

Treat your pets with high quality pet food. If your pockets can’t afford it, make sure that you feed your pets with pet friendly and easy to digest food. Give them enough water.

(2) KEEP YOUR PET HAPPY:

Pets, just like human beings, need a clean place to stay, rest, and play. Social animals like dogs need companionship and attention. Leaving them for hours unattended make them restless and moody. Go for long walks with your dogs. Pet and groom them regularly. Physical contact makes them happy.

(3) KEEP YOURSELF HAPPY:

A happy person keeps a happy pet. Don’t let the worries of the world prevent you from enjoy-ing the simple things in life. Don’t let problems hinder you from showing affection and taking care of your pets. Challenge depression and avoid slipping into lethargic moods. Keep yourself up and going. Take long walks with your pets or go to parks and play with them. Allow yourself the simple joys that these will bring into your life.

It boasts of a sewerage treatment facility capable of handling 15,000 cubic meters of waste, lessening the impact of high level industrial activities in the FAB. Guests and visitors were treated to a “stroll down the memory lane” during the launching of the 2nd FAB Exhibit. With the theme- Respecting the Past, Building the Future- the exhibit features photographs from the glorious days of the former Bataan Economic Zone (BEZ). The exhibit is a tribute to the people who built the foundation of the first economic zone in the country, from which the Freeport Area of Bataan has emerged. Idecided to locate there during the 70’s and the 80’s because they saw the advantages and economic opportunities in locating at Mariveles, Bataan. Employment opportunities in Bataan soared. And at one point, the export processing zone companies had a little less than 30,000 workers. In the 90’s however, drastic changes in local policies and international economic climate resulted to the steady deterioration of the BEZ. It reached its all time low in 2009.

With steady infrastructure deterioration and decline of employment opportunities, I took it upon myself, as the representative of the 2nd District of Bataan - where the economic zone is located - to arrest the problem and find solutions to bring about developmental changes. And the best possible solution is to transform the ailing BEZ into the Freeport Area of Bataan. RA 9728, the law creating the FAB, underscores and highlights the best features of the FAB. It covers all the advantages found in other freeports and export processing zones, and much more. RA 9728 also created the Authority of the Freeport Area of Bataan or AFAB - the sole and independent authority to manage and operate the FAB. With the AFAB easily accessible, it will be able to speedily respond to the needs of its enterprises.

With these essential elements in place, the AFAB is now starting to attract major investments, which will eventually translate into job opportunities for the people of Bataan.

The FAB has fulfilled its promise, with the developments happening in less than a year, how do you feel about it?Humbled and vindicated. Humbled, because God has allowed all our efforts to bear fruit. In less than a year, the FAB has attracted several new investors which resulted to more jobs for the Bataan constituents, especially the residents of the host municipality, Mariveles. Vindicated because a lot of my political detractors predicted that creating the FAB will amount to nothing, that I am only doing this for political aggrandizement. Nothing is farther from the truth. My primary goal is to rejuvenate and transform an ailing zone into a robust center of trade and industry to ensure development and prosperity for the people of Bataan.

We are witnesses to your hardwork to bring investors in to the FAB, what makes you passionate about the FAB?I have made a promise to ensure that the FAB will become a center of trade and commerce in the country and in the Asian Region. More importantly, I have made a promise that Bataenos will no longer sacrifice their personal and family life and seek jobs in far off places to secure their future. And I don’t break my promises.

What direction would you want the FAB to go in?The FAB is an emerging center for trade and commerce not only in the country but in the Asian Region. We must be doing it right. The path that we are taking would eventually lead the FAB to fulfill its full potential and be known as the new Singapore or the new Hongkong, where all business aspirations are possible and within reach.

Philippine center of trade is located. With its strategic location within the Philippine Archipelago and the Asian Region, the FAB is a potential transshipment hub in the leagues of Singapore and Hongkong.

What do you see as the biggest challenge for the FAB in the coming years?The FAB needs infrastructural rehabilitation. It needs to build new buildings, repair roads and build a fully functioning port facility to hasten economic growth and attract more locators. However, the Na-tional Government only has finite resources that it could share with the FAB. This would mean that the FAB will have to source its financial requirements somewhere else.

What message do you want to impart to the public as we celebrate the second anniversary of the passage of RA9728?I would like to issue an invitation and a challenge to everyone - Join us as we work hand in hand to reach the potentials of the FAB to bring change and usher in development as we build the future.THE FAB

NTERVIEW WITH A MAVERICK

Albert S. Garcia, or Abet to many of his fans and supporters, started his political career with reluctance. Naturally shy and self effacing, he never felt he would thrive in the sometimes

treacherous world of politics. He initially served as Chief of Staff of his father, then Congressman Enrique Garcia, Jr. The call of public service, however, was far too great. In 1998, he ran and won the mayoralty race of the municipality of Balanga.

Fast forward to 2011, Abet successfully transformed the Municipality of Balanga into a first class city that is now progressing at an astonishing rate. In 2004, he became the Congressman of the 2nd District of Bataan, replacing his father who went on to become the Governor of Bataan. During his second term, he successfully ushered in the transformation of the then ailing Bataan Economic Zone into the Freeport Area of Bataan (FAB). Less than a year after its governing body - the Au-thority of the Freeport Area of Bataan (AFAB) - has taken over, the FAB is now an emerging center of trade and development with more than 15 new locators coming in to establish business.

This October, the AFAB celebrates the 2nd Anniversary of the passage of RA9728, the law creating the FAB and the AFAB, with the theme RESPECTING THE PAST, BUILDING THE FUTURE. With the FAB all geared up to build a bright future, an even brighter tomorrow is waiting for the people of Bataan. And it all started with one person- Congressman Albert Garcia.

You are called the Architect of the Freeport Area of Bataan (FAB). What are the reasons that spurred you to revive the former BEZ into the Freeport Area of Bataan (FAB)?The Bataan Economic Zone is the first export processing zone in the Philippines. No less than Mattel, Ford and other Fortune 500 companies

Where will the most significant growth occur in the FAB in the next few years?The FAB is ideally situated, straddling two bodies of water - the Manila Bay and the West Philippine Seas. It is nearest to the Manila seaport where the

A prominent locator in the Freeport Area of Bataan (FAB) has recently increased its capital stock, signifying an upward trend in doing business at the FAB barely a year after it became operational.

D. I. Dawn Patrol Manufacturing Corp. (DIDPMC) increased its capital stock from P10M to almost P100M.The rise in the company’s stock indicates the company’s run on additional proceeds to invest in projects or machinery that will increase corporate profits and/or efficiency.

DIDPMC, manufacturer of quality outdoor products particularly harnesses and packs, was recognized by the AFAB as one of the top ranking export/import companies in the FAB for 2010.

MARIVELES, Bataan- 33 Philippine Ambassadors and Department of Foreign Affairs (DFA) Officials recently visited the Freeport Area of Bataan (FAB).

The visit’s main objective was to introduce the FAB to the Ambassadors and DFA Officials who can explain and market the FAB to potential investors once they go to their places of assignment. The Authority of the Freeport Area of Bataan (AFAB) showcased and explained the superior competitive advantages of the Freeport which highlight FAB as a major industrial site.

Congressman Albert Garcia of the 2nd District of Bataan, and Atty. Deogracias G.P. Custodio, AFAB Chairman and Administrator, welcomed the DFA delegates to the FAB as part of their exposure activities and economic relations program.

Usec. Antonio Rodriguez, who heads the DFA’s Office for International Economic Relations, expressed his appreciation to Cong. Garcia and the AFAB. He urged the Philippine Ambassadors and DFA Officials to impart the competitive advantages of the FAB to their constituents here and abroad.

Cong. Garcia and the AFAB are optimistic that this cooperation will be an effective conduit for business between AFAB and prospective local and foreign investors.

FAB Enterprise Increases Investment Portfolio

This was what the Senate President Juan Ponce Enrile said to AFAB Chairman and Administrator Deogracias G. P. Custodio during the Budget Hearing for 2012 at the Senate.

“The FAB will be complementing the Manila port; it will be a synergy,” the Senate President added.

Chairman Custodio, along with representatives from other freeports and ecozones, met with the

Committee on Finance to discuss budgetary funds of the Freeport Area of Bataan (FAB) for next year.

“Our proposed budget is earmarked for developmental projects in the Freeport which include the sanitary landfill, power substation upgrade, asphalt overlay of roads, security fence and factory building renovation,” said Chairman Custodio.

With the development of the FAB Master Plan recently awarded, the AFAB has started the bidding process for infrastructure projects in the Freeport. Among the plans being considered are putting up a port facility in the FAB to complement the port facility of Manila; and having public/private partnerships to develop the port.

The FAB is the nearest and most accessible Freeport for shipping to Manila. Its natural deep harbor of 11-13 meters depth makes it ideal for transshipment distribution and international port operations as it can accommodate bigger ships.

“Our master planners are working not only on a land use plan, but also on a marketing plan to allow us to market the FAB as a viable commercial port in the future. We want to make the FAB financially viable so we can do our work to bring development to Bataan. We foresee that it will happen-it will not take that long,” Chairman Custodio added.

The FAB has increased the number of its locators by almost 40% in less than a year of operation and has recorded improved internal funds.

Committee Chairman Sen. Franklin Drilon expressed his satisfaction with the positive developments in the FAB .

Dunlop Slazenger Phils., Inc. still world’s top tennis ball manufacurer

Mariveles, Bataan- Despite the stiff competition worldwide, Dunlop Slazenger Philippines, Inc. (DSPI) remains the top tennis ball manufacturer in the world.

Briefing newsmen during Dunlop’s 34th Anniversary celebration recently held inside its Philippines plant in this town, Pompil N. Corsame, Dunlop Managing Director, said that despite the sprouting of new competitors that have state-of-the-art equipment “Dunlop still remains the top tennis ball manufacturer and supplier of quality tennis balls worldwide”.

To further upgrade their production and compete globally, Corsame said that he will seek from Dunlop UK to address the equipment problem of the company here which he describes as aging and dilapidated after more than 30 years of using it.

But the Dunlop Managing Director assured that despite the old equipment their company is using here, Dunlop Philippines can still give their competitors a run for their money. “I was challenged by my boss to transform the company into profitability – finances, quality products- and I am thinking positively since our employees themselves have also expressed their full support and cooperation to turn the company around,” pointed out Corsame.

Dunlop Slazenger Philippines has been operating inside the former Bataan Economic Zone (BEZ), now empowered as the Freeport Area of Bataan (FAB), for more than 30 years. It generates around 1,000 employment opportunities for Bataeños.

The highlights of the celebration were the awarding of employees who have served Dunlop Philippines from five (5) to 30 years and the signing of Collective Bargaining Agreement (CBA) between DSPI and Confederation of Filipino Workers-DSPI Chapter.

The Authority of the Freeport Area of Bataan (AFAB) honored DSPI as one of the outstanding importers and exporters of the FAB in 2010.

DSPI enjoys Income Tax Holiday (ITH) from four years to eight years and 5% tax in lieu of local and national taxes after ITH period in the FAB. It also takes advantage of duty free importation of capital equipment, raw materials, consumer goods and personal items; exemption from wharfage dues, export taxes, imports and fees; domestic sales allowance of up to 30% of total sales; and special visas for investors.

The FAB is set to become the new model for global freeport asia as it is also the only freeport where investors can own real property.

The Authority of the Freeport Area of Bataan (AFAB), in cooperation with the Department of Labor and Employment

(DOLE) recently held a forum on labor relations for the locators of the Freeport Area of Bataan (FAB).

“We encourage our foreign employers to have good working relations with their workers here at the FAB. This is a good opportunity for them to keep abreast on any DOLE labor relations memorandum or developments that are pertinent to FAB operations”, said AFAB Chairman and Administrator Deogracias G.P. Custodio.

DOLE Region III Assistant Regional Director Geraldine M. Panlilio facilitated the discussion to more than 25 foreign employers at the FAB who have hired thousands of Filipino workers.

Mr. Yoshinori Saso of Mitsumi Phils. Inc. described Filipino workers as friendly, kind, obedient and hardworking but are shy to express their ideas.

“The sense of hiya may come from galang. Filipinos will not express their opinion or ideas to prevent people from losing face, or to avoid conflict as a sign of respect. But this could be misunderstood by foreign employers. The relationship between employers and employees is not anchored upon the compliance with laws, but most of the time, disputes in companies owned and managed by foreign nationals arise from cultural differences and lack of understand-ing”, said Panlilio.

The FAB has been the investment destination of choice of 40 companies from Korea, Japan, Taiwan, the United States, the United Kingdom, Australia, Bahrain and France. These companies created job opportunities for Bataeños while enjoying the superior incentives that the FAB offers to its locators.

AFAB, DOLE hold Forum on Labor Relations

DOLE envisions every Filipino workers to attain full, decent and productive employment. It aims to promote gainful employment opportunities, develop human resources, protect workers and pro-mote their welfare and maintain industrial peace.

“We painstakingly prepared this module on “Labor Education for Foreign Employers” to look deeper into why Filipinos behave the way they do in the workplace, and give the foreign employers here in the FAB pointers on how to use this for effective management”, Panlilio added.

One of the core values of AFAB is partnership and having synergy with DOLE reflects the AFAB’s commitment of establishing the FAB as a center of trade, innovation and creativity as well as a Freeport where locators’ development and growth are primary priorities.

On the 23rd day of October 2009, the Freeport Area of Bataan (FAB) and the Authority of the Freeport Area of Bataan (AFAB) came into being with the passage of RA 9728, signaling the start of a new developmental phase in the Province of Bataan.

Gaining full control only in July 2010, the AFAB has turned the FAB into an emerging business center with more than fifteen new locators and an incoming anchor locator, proving that the FAB, much like the province that hosts it, possesses all the necessary ingredients for success.

Fertile lands, lush forests and mountains, deep harbors, a strategic location and highly skilled people are only some of the natural endowments that Bataan shares with FAB. But more than mirroring these endowments, the FAB is Bataan’s pride and glory. The FAB reminds us that Bataenos do not settle for mediocrity; that our rich heritage acknowledges the historic greatness of the first ex-port processing zone in the Philippines located at the very heart of Mariveles, now the FAB; and that through the FAB, we intend to bring this greatness back.

It is therefore fitting to celebrate the FAB Anniversary with the theme - RESPECTING THE PAST, BUILDING THE FUTURE - for it resonates Bataan’s historical significance while affirming its present and future relevance in the lives of every Filipino. As we invite a brighter future, we honor the past and respect the lessons it imparts.

When I first crafted the bill that eventually became RA 9728, my primary consideration was to empower the FAB and AFAB to become the vehicles of change and development for Bataan. RA 9728 provides all the advantages found in other freeports and eco-zones, and much more. It also underscores and complements the natural endowments that the FAB possesses to ensure that business conglomerates will decide, with little effort, to locate and settle at the FAB.

This has now come to pass. In just less than a year of AFAB administration, the FAB now boasts of hosting more than 54 locators from an all time low of 39 prior to the AFAB takeover in July of 2010. FAB has also attracted its first anchor locator that will generate more than 6000 jobs for the people of Bataan. Truly, a cause for celebration.

This year’s anniversary theme - RESPECTING THE PAST, BUILDING THE FUTURE - encapsulates the very foundation of our success: that we must ground ourselves with the life lessons of and teachings from the past and let these guide us while we envi-sion the future and build the foundation, brick by solid brick, that will bring Bataan to the frontier of development.

And as we pursue our common goal of a prosperous Bataan, rest assured that my full support is reposed in you.

This October 2011, the Authority of the Freeport Area of Bataan (AFAB) celebrates the 2nd Year Anniversary of the passage of RA 9728 that created the Freeport Area of Bataan and AFAB. The month-long celebration expresses our gratitude to our locators, stakeholders and the public who have given their full support to the FAB and AFAB. Barely a year after we have taken over the former Bataan Economic Zone, the FAB is once again an emerging business center attracting international business conglomerates from around the globe. From 39 existing locators, the AFAB has acquired more than 15 new locators in less than year of operation. We have attracted our first anchor locator, and we expect more enterprises to set up business in the coming months. The AFAB has also implemented several systemic changes to ensure that our current and prospective locators will find it easy to do business in the FAB. More importantly, we have allocated funds for infrastructure development to further boost our claim to becoming the “Future’s Answer to Business”.

Beyond celebrating these achievements, the FAB anniversary - with the theme RESPECTING THE PAST, BUILDING THE FUTURE - aims to remind us to look back and learn from the past; to be mindful of the important lessons drawn from history to ensure the bright future that lies ahead for the FAB. From its beginnings as the first export processing zone in the country, the FAB is now ready to claim its rightful place as today’s premier Philippine center of trade and business.
