1990 y›l›nda, 13 kamu ve özel Türk bankas›n›n ortakl›¤›yla kurulan Bankalararas›Kart Merkezi (BKM), Kartl› Ödeme Sistemi içerisinde bankalararas› otorizasyon,takas ve hesaplaflmayı gerçeklefltirmek, ortak sorunlara çözüm bulmak, Kartl›Ödeme Sistemleri konusunda ülke çap›nda stratejik çal›flmalar yapmak, yurtiçikredi kartlar› kural ve standartlar›n› gelifltirmek amaçlar›n› tafl›maktad›r.Türkiye'de alan›nda hizmet veren tek kurulufl olan BKM; güçlü teknikdonan›m›, altyap›s› ve insan kaynaklar›yla üyelerine Kartl› Ödeme Sistemlerikonusunda en iyi hizmeti sunmaktad›r.

Bankalararas› Kart Merkezi (Interbank Card Center) (BKM), established in 1990under the partnership of 13 public and private Turkish banks, aims to performinterbank authorizations, clearing and settlement transactions withinCard Payment Systems, to find solutions for common issues, to performnationwide strategic studies with respect to Card Payment Systems,and to establish and improve domestic rules and standards. BKM, the onlyservice provider of Turkey in its area provides the best service to its membersas to Card Payment Systems by using its strong technical equipment,infrastructure and human resources.

Fields of ActivityAmong BKM’s main fields of activity are; to develop proceduresto be applied among banks implementing credit card and debit cardsystem, to take decisions by performing operations for ensuringstandardization, to establish domestic rules via practices throughoutTurkey, to carry out interbank clearing and settlement transactions,to establish relations with foreign entities and commissions andif necessary, to represent its members with these entities and to carryout transactions that are already being made by any bank in a more secure,faster and cost-effective manner from a single center.

Bankalararas› Kart Merkezi A.fi.’nin 18. Ola¤an Genel Kurulu’nahofl geldiniz.

Türk Kartl› Ödeme Sektörü, ülkemizde son y›llarda görülmekte olanbüyüme oranlar›n›n çok üzerinde bir flekilde büyümesine devametmektedir. 2007 y›l› sonunda GSMH’de gerçekleflen %8’lik büyümeyekarfl›l›k, Türk Kartl› Ödeme Sistemleri kredi kart› adetleri %15’likbir büyümeye ulaflm›flt›r. Kredi kart› cirosu ise %31’lik bir büyümekaydetmifltir.

2007 y›l›n›n Eylül ay› itibariyle tüm Kartl› Ödeme Sistemleri’nin toplamGSMH içindeki pay› %22 seviyesine ulaflm›fl olup, bu oran›n yükselmesikay›t d›fl› ekonomi ile mücadele konusunda son derece büyükönem arz etmektedir.

fiirketimiz, 2007 y›l›nda da mevcut hizmetlerini sorunsuz bir flekildesürdürmüfl, ayn› zamanda Türk Kartl› Ödeme Sistemleri’nin geliflenteknoloji ile uyum sa¤lamas› için de çal›flmalarda bulunmufltur.

2007 y›l›, tüm sektör için önemli olaylara sahne olmufltur. Önceliklechip&PIN geçifli nedeni ile göstermifl oldu¤u katk›lardan ötürü tüm Üyeve Ortaklar›m›za teflekkür ederiz. Gerek tüketicilerin gerekse iflyerlerininkartl› ödeme konusundaki al›flkanl›klar›n›n de¤ifltirilmesi ad›nagerçeklefltirilmifl olan faaliyetler, y›l sonuna geldi¤imizde %94’lük flifreliifllem oran› ile meyvelerini vermifltir. Dünyada bu yönteme geçiflitamamlam›fl olan 3. ülke olman›n verdi¤i ayr›cal›k, yurtd›fl›nda da önemlibir etki yaratm›flt›r.

Banka Kartlar›n›n al›flverifllerde kullan›lmas›n›n yayg›nlaflt›r›lmas› amac›ile 2004 y›l›nda bafllat›lm›fl olan kampanya, 2007 y›l›nda da devam etmifl,tüketiciler ve iflyerleri ile Banka Kartlar›n›n al›flverifllerde kullan›lmas›ile ilgili iletiflim faaliyetleri gerçeklefltirilmifltir.

2007 y›l›nda gerçeklefltirilen bir di¤er faaliyet de “Tüketici Bilinci” bafll›¤›alt›nda, tüketicilerin kart kullan›m›nda dikkat etmeleri gereken hususlar›nvurguland›¤› kampanya olmufltur. Bu kampanya nedeni ile bir web sitesihaz›rlanm›fl ve gerekli tüm bilgiler bu site üzerinden tüketiciler ilepaylafl›lm›flt›r.

Y›l boyunca sektörümüzün durumunu gösteren konsolide istatistiklerile hem üyelerimiz hem de kamuoyu bilgilendirilmeye devam edilmifltir.

Üyelerimize yönelik verilen BKM e¤itimleri baflar› ile tamamlanm›fl,e¤itim içerikleri geniflletilerek daha da kapsaml› bir program halinegetirilmifltir.

Welcome the 18th Annual General Assembly Meeting of Bankalararas›Kart Merkezi A.fi.

Turkish Card Payment System is continuing to grow significantlyhigher than the recent growth rate of our country. Though GDPgrowth rate as of the end of 2007 was 8%, the growth rate in TurkishCard Payment Systems has reached to 15%. Similarly, 31% growthrate is achieved in credit card volume.

As of September 2007, share of entire Card Payment Systemsin overall GDP has reached to 22% and such increase in this ratiois significantly important for dealing with informal economy.

Our Company has continued to offer its current services smoothlyin 2007 and also performed several operations in order to ensure thatTurkish Card Payment Systems are harmonized with the developingtechnology.

2007 was the year of important events for the entire industry. Initiallywe would like to thank to all of our members and shareholdersfor their contributions to migration to chip&PIN. The activitiesfor changing the behaviors of both consumers and merchants regardingcard payments became fruitful as 94% ratio is achieved for offlinepin transactions. The priority of being the third country in the worldthat has completed this transition created a significant effectin the international arena.

The campaign that was started in 2004 in order to ensure widespreadutilization of Debit Cards in shopping has also continued in 2007 andvarious communication activities regarding utilization of Debit Cardswere performed at the consumer and merchant side.

Another activity that was performed in 2007 was the campaign, titled“Consumer Awareness” for highlighting the issues that consumersmust take into consideration while using their cards. A web site wasprepared for this campaign and all necessary information was sharedwith the consumers through this site.

Both our members and the public were continued to be kept informedthroughout the year through consolidated statistics, showingthe condition of our industry.

BKM trainings, given to our members, were successfully completedand the content of trainings was expanded to have a morecomprehensive program.

While submitting the operations, financial statements, and audit reportof our Company for 2007 accounting year to your review and approval,we hereby would like to wish the year 2008 to bring success, health,and happiness to our Shareholders, Members, and BKM employees.

Türk Kartl› Ödeme Sistemleri aç›s›ndan son derece verimli bir y›l› dahaarkada b›rakt›k.

2007 y›l› sonu itibariyle toplam 142 milyar YTL’lik kredi kart› cirosugerçekleflmifl olup, bir önceki y›la göre %31’lik bir büyüme sa¤lanm›flt›r.Bu büyüme POS adetlerinde %13 olarak gerçekleflmifl, y›l sonu itibariyletoplam POS adedi 1.453.877 olmufltur. ATM say›lar›nda da benzeri birbüyüme yaflanm›fl, %14 ile y›l sonunda toplam 18.800 adet ATM’yeulafl›lm›flt›r.

2006 y›l›nda bafllatm›fl oldu¤umuz chip&PIN geçifli, 2007 y›l›ndatamamlanm›flt›r. Yap›lan altyap› çal›flmalar›, tüketici ve iflyeri iletiflimi,geçiflin baflar›l› bir flekilde gerçekleflmesi ad›na y›l›n önemli faaliyetlerindenolmufltur. 2007 sonu itibariyle chip&PIN uyumlu kredi kart› say›s› toplamkredi kartlar› içinde %100, chip&PIN uyumlu POS’lar›n say›s› toplamPOS’lar›n içinde %100 ve chip&PIN uyumlu ATM’lerin say›s› da toplamATM’ler içinde %86’ya ulaflm›flt›r. Ayr›ca chip&PIN yönteminin hayatageçirilmesi sayesinde, kay›p/çal›nt› ve sahte kart doland›r›c›l›k giderlerindebir önceki döneme göre %73’lük bir düflüfl sa¤lanm›flt›r.

2007 içinde, önümüzdeki y›llarda pazarda çok yayg›n olarak kullan›laca¤›beklenen temass›z ve ön ödemeli kartlar ile ilgili standartlar belirlenereküyelerimiz ile paylafl›lm›flt›r.

chip&PIN ile fiziki ortamda sahtecilik ve doland›r›c›l›k için al›nan güvenlikönlemlerinden sonra, e-ticaret güvenli¤ini de art›r›c› bir unsur olan3-D Secure uygulamas›n›n yayg›nlaflmas› için çal›flmalar yap›lm›fl, iflyerleriiçin 3-D Secure’a zorunlu geçifl, 1 Temmuz 2007 tarihinde bafllat›lm›flt›r.

Sektörde sahtecilik ve doland›r›c›l›k faaliyetleri ile daha da etkin mücadeleverilebilmesi ve yarg› ile geliflmelerin paylafl›labilmesi için,Adalet Bakanl›¤› ile ortaklafla Hukuki Aç›dan Banka ve Kredi Kartlar›Sempozyumu’nun beflincisi düzenlenmifltir.

Benzeri bir flekilde Emniyet Genel Müdürlü¤ü ve Jandarma GenelKomutanl›¤› nezdinde düzenli olarak yürütülmekte olan güvenlik içeriklie¤itim programlar›m›z 2007 y›l›nda da sürdürülmüfltür.

Üyelerimiz aras›nda do¤abilmekte olan Ters ‹braz ‹fllemlerinin operasyonelyükünün azalt›lmas› ve h›zl› ifllem yap›labilmesi amac› ile “ChargebackDoküman Yönetim Sistemi” devreye al›nm›flt›r.

Bütün bu faaliyetlerin yan› s›ra, Banka Kart› Kampanyas› ile BankaKartlar›n›n al›flverifllerde kullan›labilece¤inin bilinirlik oran› 2004 y›l›nda%44 iken, kampanyalar sayesinde bu oran 2005 y›l›nda %77’ye, 2007y›l›nda da %87’ye ç›km›flt›r.

Dear Shareholders,

We have now completed another productive year for Turkish CardPayment Systems.

While total credit card volume as of the end of 2007 was 142 billion YTL,31% growth was achieved compared to the previous year.This growth was 13% in the number of POS and this amount hasreached to 1,453,877 POS devices as of the year end. A similargrowth was also seen in the number of ATMs and we have reached18,800 ATMs at the year end by 14% growth.

Migration to chip&PIN, which we had started in early 2006, has beencompleted in 2007. Completed infrastructural operations as wellas communication with the consumers and merchants were amongthose significant activities of the year for proper completionof migration. The ratio of chip&PIN compliant credit cards among allcredit cards has reached to 100%, whereas the ratio of chip&PINcompliant POS devices has reached to 100% and chip&PIN compliantATMs has reached to 86%. Furthermore implementation of chip&PINmethod has ensured 73% decrease in the expenses for lost/stolenand counterfeit card fraudulency compared to the previous year.

Standards of contactless and prepaid cards, which are expectedto be used widely in the market in future, are specified and sharedwith our members in 2007.

Following security measures, taken via chip&PIN, in order to preventfraudulency and counterfeiting in physical environment, several effortswere made to ensure that 3-D Secure application is used widespreadas an element to increase e-commerce security and mandatorytransition to 3-D Secure for merchants is applied on July 1, 2007.

Fifth of the Symposium on Bank and Credit Cards in terms of LegalIssues was organized in collaboration with the Ministry of Justice inorder to deal with counterfeiting and fraudulency in the industry moreeffectively and to share developments with the judicial authorities.

Similarly, our training programs regarding the security, which wereorganized regularly at the Security General Directorate and GendarmerieDepartment, have also continued in 2007.

“Chargeback Document Management System” has been commissionedto ensure that operational load of Chargeback Transactions that mayoccur between our members is reduced and transactions are performedfaster.

In addition to all of these activities, the ratio of awareness thatDebit Cards can also be used during shopping has reached to 77%in 2005 and then to 87% in 2007 from 44% in 2004 thanks to DebitCard Campaign.

Our members may apply to the Arbitration Committeeof BKM for settlement of the disputes arising from violationof the Card Payment Systems that they cannot resolveby way of adverse presentation. BKM Market Development Committee has been establishedin order to develop the strategies regarding Card PaymentSystems, to increase the demand for credit and bank cardsand to develop projects, to conduct market surveys and togive trainings for increasing the awareness in order forexpanding and encouraging utilization of card paymentsystems by card holders. It also prepares the communicationequipment for the merchants, with which BKM membershave an agreement. The Committee also performs furtherworks for expanding the market of merchants that areaccepting card payment systems as a means of paymentand for directing the advertisement campaigns and pressannouncements to be made for this purpose. TheCommittee monitors the development of Card PaymentSystems through updated market analyses created bydomestic and international statistics.

Yurtiçi Takas ve Hesaplaflma / YTH / Domestic Clearing and Settlement / YTHBKM, Üyelik ve Hizmet Sözleflmesi uyar›nca hizmet sundu¤u banka/kurulufllara kendi bünyesinde oluflturdu¤u Takas Merkeziüzerinden hizmet verir. Üye banka/kurulufllar aras›nda kredi kart› ifllemlerinden do¤an borç veya alacaklar›n tasfiyesi YTHModülü ve Takas Merkezi arac›l›¤› ile T.C. Merkez Bankas› nezdindeki BKM hesab›ndan net olarak yap›l›r.

BKM serves to the banks/institutions, to which it offers services according to the Membership and Service Contract,through the Clearing Center that it has established internally. Settlement of debts or credits between member banks/institutions,arising from credit card transactions, is performed as net through BKM account available at Central Bank of the Republicof Turkey via the Domestic Clearing and Settlement Module and Clearing Center.

incelenmifl ve ekspertizyap›lm›flt›r.

SecuritySharing the information under the coordination of domesticand foreign card institutions and BKM ensures thatfraudulency risk is prevented and the trust towards CardPayment Systems is increased. Furthermore, counterfeitcards and devices used to produce counterfeit cards,which are seized during the operations of law enforcementofficers, are examined and results of these expertiseexaminations and card related information obtained fromsuch counterfeit cards and devices are announcedto members and foreign card institutions and so counterfeitcard usages are evidenced.

Quantitative volumes of credit card counterfeitingand fraudulency actions are determined and several effortsare performed to prepare the rules/procedures and projectsfor preventing the risk.

As a result of the collaboration with General Directorateof Public Security, General Commandership of Gendarmerieand BKM, a higher-ranking officer from the security forcesand from the gendarmerie are appointed to a position inBKM for a certain period, during which it is ensured thatofficers of Security Forces and General Commandershipof Gendarmerie are specialized in issues regarding cardcounterfeiting, relationships between BKM, SecurityForces and Gendarmerie are strengthened and thecommunication between the members and security forcesare improved.

Seminar for Security Department OfficersImportant counterfeiting/fraudulency activities of the yearare discussed during these meetings. Other issues coveredin these seminars are electronic commerce, counterfeitingtrends in Europe, developments in Card Payment Systemspertaining to transaction security, and the measuresto be taken at acquirers/issuers.

Seminar for Member AttorneysDuring these meetings, technology supportedcounterfeiting/fraudulency actions in Card PaymentSystems and credit card fraudulency actions are examinedfrom a legal point of view and procedures and methodsto be applied in cases of complaints and crime reportingare discussed.

Seminars for General Commandership of Gendarmerieand General Directorate of Public SecurityBKM gives periodical trainings to the membersof Gendarmerie and Security Forces regarding the securityof Card Payment Systems.

BKM Member TrainingsThrough periodic trainings of BKM, our members aretrained in domestic rules and practices switching system,domestic clearing and settlement and security of CardPayment Systems.

In 2007, Card Payment Systemshave examined 140 files aboutcounterfeiting obtained fromCourts, Prosecutors, Security

Communication Activities

Role of BKM in Migration to chip&PINBKM and its members are performing a very comprehensivestudy in migration to chip&PIN. As a part of this study,it is aimed that the rules and standards for chip&PIN arecreated, relevant certification operations are performed,and various incentive related applications are implementedamong the members.

Pin Bypass period, continuing for more than 1 year,has ended as of June 30, 2007 and it became mandatoryto use pin for shopping made via credit card. The awarenessraising campaign, titled “Have you received your PIN? Lastday is June 30”, which was initiated by announcing thattransactions without a PIN would not be possible asof June 30, 2007 for shopping via credit card, in orderto ensure that card holders, whose cards have chip&PINbut have failed to receive their PINs yet, generate theirown PINs and to highlight the relationships of both cardholders and member merchants with the privacy of PIN,has been successfully completed.

As a part of the campaign not only an integratedcommunication, including the utilization of TV, press, radio,movies, Internet, and outdoor channels, is used but alsoan intensive visibility program was conducted on the field.Thanks to more than 1,000,000 POP materials, printednationwide, it is ensured that it is announced bothto merchants and consumers that June 30 is the last dayand a support is obtained for utilization of PIN. In additionto these activities, a continuous and intensive PR programwas conducted and our members have supported commoncommunication platform through the messages that theyhave conveyed to their customers via their owncommunication channels and through regular informativeevents that they have organized.

According to a customer survey, conducted at the endof July 2007, the awareness ratio of chip&PIN has reachedto 100% and the ratio of card holders that know their PINshas reached to 96%. 30 Haziran 2007 tarihi itibariyle 1 y›l› aflk›n bir süredirdevam eden pin bypass dönemi sona ermifl ve kredikart›yla yap›lan al›flverifllerde flifre kullan›m› zorunlu halegetirilmifltir. 30 Haziran 2007 itibariyle kredi kartl›al›flverifllerde flifresiz ifllemin mümkün olamayaca¤›n›duyurarak bu tarihe kadar, kartlar›nda chip&PIN olan ancakhenüz flifresini almam›fl kart sahiplerinin flifrelerinioluflturmalar›n› sa¤lamak ve bununla birlikte, gerek kartsahiplerine, gerek üye iflyerlerine flifre mahremiyetinihat›rlatmak amac›yla bafllat›lan “fiifrenizi ald›n›z m›?30 Haziran Son Gün” bilinçlendirme kampanyas› baflar›ylatamamlanm›flt›r.

Kampanya kapsam›nda, TV, bas›n, radyo, sinema, internetve aç›khava mecralar›n›n kullan›ld›¤› entegre bir iletifliminyan› s›ra sahada da yo¤un bir görünürlük program›yürütülmüfltür. Ülke çap›nda 1.000.000’u aflk›n adettebas›lan POP malzemeleriyle hem üye iflyerleri,hem tüketiciler nezdinde 30 Haziran’›n son gün oldu¤ununduyurulmas›na ve flifre kullan›m›na destek sa¤lanm›flt›r.Bu faaliyetlerle birlikte, sürekli ve yo¤un bir halkla iliflkilerprogram› yürütülmüfl; üyelerimiz kendi iletiflim kanallar›arac›l›¤›yla müflterilerine verdikleri mesajlar ve yapt›klar›düzenli bilgilendirmelerle oluflturulan ortak iletiflimplatformuna destek olmufllard›r.

Temmuz 2007 sonunda gerçeklefltirilen tüketiciaraflt › rmas›na göre, chip&PIN bi l in i r l ik oran›%100 seviyesine, flifresini bilenlerin oran› ise %96seviyesine ulaflm›flt›r. 2007 sonu piyasa verileriincelendi¤inde ise kredi kart›yla yap›lan al›flverifllerde flifrekullan›m oran›n›n %94 seviyesinde oldu¤u görülmektedir.

Türkiye, dünyada chip&PIN’egeçifli tamamlayan

üçüncü ülke olmufltur.

Banka Kart› Bilinçlendirme Kampanyas›BKM, tüketicilerin al›flverifllerde nakit yerine banka kart›kullan›m al›flkanl›klar›n› pekifltirmek ve banka kart› kullan›m›n›yayg›nlaflt›rmak amac›yla yürüttü¤ü bilinçlendirmefaaliyetlerine 2007 y›l› içinde de devam etmifltir. “BankaKart› Demek Nakit Para Demek” slogan› ile 2004 y›l›ndanberi sürdürülen çal›flmalar kapsam›nda haz›rlanan “Paras›z”kampanyas›, 19 Ekim – 30 Kas›m 2007 tarihleri aras›ndatüm ulusal radyo kanallar›nda, otobüs duraklar›ndakipanolarda, gazete ve dergilerde yay›nlanm›flt›r. 2007 y›lsonu itibariyle kartl› ödemeler içinde %2’lik bir paya sahipolan banka kartl› al›flverifllerin art›r›lmas›na yönelik çal›flmalar2008 y›l› içinde de devam edecektir.

Tüketici Bilinci2007 y›l›nda gerçeklefltirilen bir di¤er faaliyet ise, tüketicileringerek kredi kart›, gerekse banka kart› kullan›m›nda dikkatetmeleri gereken konular›n ele al›nd›¤› “Kart Bilinci” iletiflimiolmufltur. Bu iletiflim kapsam›nda bir internet sitesi‘www.kartbilinci.com’ haz›rlanm›fl, site üzerinden gereklitüm bilgiler hem tüketiciler, hem de üye iflyerleri ilepaylafl›lm›flt›r. Sitenin duyurulmas› amac›yla Temmuz veEkim aylar›nda, en çok ziyaret edilen internet sitelerindefarkl› banner uygulamalar› yay›nlanm›flt›r. Temmuz ay›ndailk dönemi gerçeklefltirilen bu yay›nlar sonucunda 80.000tekil kullan›c›n›n siteyi ziyaret etmesi sa¤lanm›flt›r. KartBilinci iletifliminin 2008 y›l›nda da sürdürülmesiplanlanmaktad›r.

BKM’nin düzenli olarakyürüttü¤ü iletiflim faaliyetlerisonucunda, banka kart›n›nal›flverifllerde nakit yerinekullan›lmas›n›n bilinirlik

oran› 2004 y›l›nda %44 iken,2005’te %77’ye, 2007 y›l›nda ise

%87’ye yükselmifltir.

Debit Card Awareness ActivitiesBKM has continued on the activities of awareness, whichwere performed to reinforce the consumers’ attitudeof using their debit cards instead of cash during shoppingand to make utilization of debit cards widespread, alsoin 2007. The campaign of “Without Money”, which wasprepared as a part of the operations being performed since2004 with the slogan of “Debit Card Means Cash”, wasbroadcasted in all national radio channels, on the boardsof bus stops, newspapers, and magazines betweenOctober 19 - November 30, 2007. The efforts to increasethe share of debit cards in shopping which is equalto 2% among the card payments as of the end of 2007,will also continue to be performed in 2008.

Consumer Awareness ActivitiesAnother activity in 2007 was the communication of “CardAwareness”, in which the issues that consumers musttake into consideration while using either their credit cardsor debit cards. For this purpose, an internet site,“www.kartbilinci.com” is prepared and all necessaryinformation was shared with both the consumers andmember merchants through the site. Different bannerswere placed in various top visited websites in July andOctober in order to announce the site. As a result of theseannouncements, the first cycle of which was completedin July, it is ensured that 80,000 unique users have visitedthe site. It is planned that Card Awareness campaign alsocontinues in 2008.

While the awareness ratioof usage of debit cards instead

of cash in shopping was44% in 2004, this ratiohas increased to 77%

in 2005 and to 87% in 2007,due to BKM’s systematic

communication operations.

Kay›td›fl› ekonomi ile mücadele anlam›nda daönemli katk› sa¤layan kredi kartlar› ile 2007’de, toplam1,37 milyar› aflk›n al›flverifl ifllemiyle 128 milyar YTL al›flveriflcirosu ve yaklafl›k 74 milyon nakit avans ifllemiyle de13,5 milyar YTL nakit avans cirosu gerçeklefltirilmifltir.

2007 y›l›nda Türkiye’deki banka/kurulufllar›n ç›kartm›flolduklar› banka kart› adetleri %4’lük bir büyümeyle 55,5milyona ulaflm›flt›r. Bir önceki y›la göre, banka kart› ileyap›lan al›flverifl ifllemlerinin oran› %48 artarken, al›flveriflifllem cirolar› ise %54 artm›flt›r.

Banka kartlar› ile 2007 y›l›nda ATM’lerden 127 milyar YTLtutar›nda 545 milyon adet nakit çekim ifllemigerçeklefltirilmifltir.

Credit CardsThe number of credit cards in Turkey was increasedby 15% compared to the previous year and reachedto 37.3 million in 2007.

Credit cards, which became more attractive with severalbenefits such as installments and bonus points, are seenas a payment method, alternative to payments in cash.Credit cards, which are making great contributions to theefforts of dealing with informal economy, were usedin 2007 in more than 1.37 billion transactions for 128billion YTL shopping volume and in 74 million advancedcash withdrawal transactions for 13.5 billion YTL advancedcash withdrawal volume.

Debit CardsDebit cards are mainly used in our country in orderto withdraw cash from Automatic Teller Machines (ATM),affiliated with one/multiple bank deposit accounts, subjectto the amount of available balance, and for purchasesthrough Point of Sale Terminals (POS).

In 2007, the number of debit cards, issued bybanks/institutions in Turkey, reached to 55.5 million by anincrease of 4%. Also the ratio of transactions of purchasesvia debit card has increased by 48% whereas the volumeof transactions has increased by 54% compared to last year.

Debit cards were used in 2007 in order to withdrawa total amount of 127 billion YTL from ATMs in 545 milliontransactions.

Y›l sonu itibariyle yurtiçi banka kart› ve kredi kartlar›ylaPOS’lar üzerinden gerçeklefltirilen ifllem adedi 1,44 milyar,toplam ifllem cirosu ise 130,4 milyar YTL’dir.

Otomatik Vezne Makineleri (ATM) /Banka fiube ve Ofisleri2007 y›l› sonu itibariyle toplam 18.800 ATM mevcuttur.Söz konusu ATM’lerin 10.891 adedi flubede, 7.909 adediise flube d›fl›nda (offsite) bulunmaktad›r.

Üye banka/kurulufllar›n flube ve ofis say›s› ise 2007 sonuitibariyle 8.073’tür.

Ülkeye Getirilen Net Döviz Tutar›2007 y›l› sonu itibariyle yabanc› bankalara ait kredi ve bankakartlar› ile ülkemizde 5,9 milyar YTL tutar›nda 17,9 milyonadet ifllem gerçeklefltirilmifltir. Bu y›l toplam 4,6 milyarUSD döviz girdisinin yan›nda 1,97 milyar USD döviz ç›kt›s›gerçekleflmifltir.

The number of domestic debit card and credit cardtransactions performed through POS terminals as ofthe year end was 1.44 billion and total transaction volumewas 130.4 billion YTL.

Automatic Teller Machines (ATM) /Bank Branches and OfficesAs of the end of 2007, there are 18,800 ATMs throughoutthe country. 10,891 of them are located at the branchesand remaining 7,909 ATMs are located offsite.

The number of branches and offices of memberbanks/institutions is 8,073 as of the end of 2007.

Net Foreign Currency Inflow To Turkey17.9 million transactions were made with credit and debitscards, issued by foreign banks, as of the end of 2007 andthe total amount of these transactions was 5.9 billion YTL.This year 4.6 billion USD foreign currency inflow as wellas 1.97 billion USD foreign currency outflow was realized.

As a result, net foreign currency inflow to our countrywas 2.63 billion USD by the means of Card PaymentSystems as of the end of 2007.

2007 y›l› sonu itibariyle merkezimizin üye say›s› 27’dir.BKM Yönlendirme Sistemi’nden 2007 y›l›nda toplam923.414.504 adet ifllem geçmifl, bunlardan 758.808.478adedi kabul (%82,17), 155.905.659 adedi ret (%16,88) ve8.700.367 adedi iptal (%0,95) ifllemi olarak gerçekleflmifltir.Toplam ifllem adedinde 2006 y›l›na göre %12,88 oran›ndaart›fl meydana gelmifltir.

2007 y›l›nda Yurtiçi Takas ve Hesaplaflma (YTH)Sistemi’nden toplam 669.817.918 ifllem geçmifltir. Sözkonusu ifllemlerin parasal karfl›l›¤› 60.392.360.639 YTL'dir.2006 y›l›na göre ifllem adedinde %10,28 ve ciro miktar›ndada %27,17 oran›nda art›fl görülmüfltür.

BKM Yönlendirme Sistemi 2007 y›l› “Donan›m Süreklilik”ortalamas› %99,99 - “Veritaban› Süreklilik” ortalamas›%99,99 ve “Uygulama Süreklilik” ortalamas› %99,98olarak gerçekleflmifltir. BKM üyelerinin planl› kesinti, bak›m,ar›za vb. durumlar için sistemlerini kapatmalar› nedeniyleortaya ç›kan “Üye Süreklilik” ortalamas› %99,80 veTürk Telekom kaynakl› iletiflim kesintileri nedeniyle BKMve Üyeler aras› “A¤ Süreklilik” ortalamas› ise %99,90'd›r.

BKM Veri Ambar› (BVA) projesi kapsam›nda, BKMsistemlerindeki iflletim s›ras›nda elde edilen not-on-usotorizasyon ve takas verilerinin yan› s›ra, on-us verilerinisa¤layan üye say›s› 11 adete ç›km›flt›r. 6 üye ile sertifikasyonçal›flmalar› ise halen devam etmekte olup, flu an itibariyleon-us ifllemlerin %48’i, tüm pazar›n ise %74 hacmiBKM Veri Ambar›’nda toplanm›flt›r. BVA veri ve hizmetkalitesini art›rmaya yönelik olarak di¤er BKM sistemlerindeözel düzenlemeler yap›lm›flt›r. Üyelerimizden gelen taleplerüzerine BVA’n›n üyeler taraf›ndan etkin kullan›m›na yönelik2 adet uygulamal› e¤itim düzenlenmifltir.

Teknolojik geliflmelere paralel olarak, BKM Online Sistemibileflen mimarisi ve sunucu altyap›s› kullan›lan ürünlerinen son sürümlerine yükseltilmifl, böylece sistemservislerinin devaml›l›¤› sa¤lanm›flt›r. Yine üyelerimizdengelen talepler do¤rultusunda BKM Online Sistemi’neyönelik detayl› ve uygulamal› bir e¤itim organize edilmifl,üyelerimizden 44 adet personelin kat›l›m› sa¤lanm›flt›r.

Our center has 27 members by the end of 2007. In 2007,the total number of transactions through BKM Switch Systemwas 923,414,504 and 758,808,478 of them where accepted(82.17%), 155,905,659 were rejected (16.88%) and 8,700,367were reversed (0.95%). Total number of transactions hasincreased by 12.88%, compared to 2006.

In 2007, the total number of transactions through DomesticClearing and Settlement System (YTH) was 669,817,918,monetary value of which was 60,392,360,639 YTL.It is seen that the number of transactions has increasedby 10.28% and the volume has increased by 27.17%compared to 2006.

BKM Switching System’s “Hardware Availability” averagefor 2007 was 99.99%, “Database Availability” was 99.99%,and “Software Availability” was 99.98%. “MemberAvailability” average of BKM members, which is calculatedaccording to duration of shutdowns due to cases such asscheduled interruption, maintenance, failure etc.,was 99.80% and “Network Availability” average betweenBKM and members due to communication interruptionscaused by Turkish Telecom was 99.90%.

As a part of BKM Data Warehouse (BVA) project,the number of members that are providing on-us datain addition to not-on-us authorization and clearing datathat have been collected during the operation of BKMsystems, has increased to 11. Certification operationswith 6 members are currently continuing and as of today48% of on-us transactions and 74% of the entire marketis collected in BKM Data Warehouse. Several specificarrangements were made in other systems of BKMin order to increase the data and service quality of BVAand 2 practical training were organized based on effectiveutilization of BVA by the members upon their specialrequests.

In parallel with technological developments, componentarchitecture and server infrastructure of BKM OnlineSystem has been upgraded to the latest versionsof products and so continuity of system services isachieved. Also a detailed and practical training for BKMOnline System was organized upon requests of ourmembers and 44 employees of our members haveparticipated to this training.

Üyelerimize yurtd›fl› ödeme sistemleriyle takaslaflma veücretlendirme altyap›s› sa¤lamaya yönelik olarak, 2006 y›l›içinde gelifltirilen ve hizmete aç›lan Uluslararas› HesaplaflmaSistemi AmEx modülü, bir üyemiz taraf›ndan daha aktifolarak kullan›lmaya bafllanm›fl, di¤er bir üyemizle de testaflamalar› tamamlanm›flt›r.

2005 y›l›nda üyeleraras› marka paylafl›m›na imkan tan›maküzere gelifltirilen altyap›, gerekli uyarlama ve eklemelersonras›nda Nisan 2007 itibariyle üç üyemizin hizmetinesunulmufltur.

‹zmir ‹fl Süreklili¤i Yedekleme (‹SY) Merkezi çal›flmalar›kapsam›nda, BKM Yönlendirme Sistemindeki de¤iflikliklerin‹zmir’deki sistemi güncellemesi için gerekli çal›flmalaryap›lm›fl, uygulama ve veri güncellemeleri otomatik halegetirilmifltir.

BKM taraf›ndan tespit edilen veya BKM’ye bildirilen problemve isteklerin takibine yönelik olarak 2006 y›l›nda kurulumugerçeklefltirilen BKM Yard›m Masas›, 2007 y›l› bafl› itibariyleüyelerimizin de hizmetine aç›lm›flt›r. Telefonla, elektronikpostayla ve internet üzerinden problem ve isteklerin takibineimkan veren sistem arac›l›¤›yla toplam 727 adet kay›t etkinve h›zl› yan›tlanm›flt›r.

BKM’nin uluslararas› ISO 27001 Bilgi Güvenli¤i standartlar›nauyumlulu¤unun sa¤lanmas› ve sertifikasyonunun tümflirket kapsam›nda al›nmas› için bir proje bafllat›lm›fl,bu amaçla BKM Bilgi Güvenli¤i Yönetim Sistemi (BGYS)oluflturularak 19 Nisan 2007 tarihinden itibaren BKM,ISO 27001 Bilgi Güvenli¤i Sertifikas› kullanmayahak kazanm›flt›r. BKM tüm flirket kapsam›yla Türkiye’definans sektöründe bu sertifikaya sahip ilk kurulufl olmufltur.

We have carried on several efforts to ensure that theproject for migration to chip&PIN method is carried on,managed properly and information and coordination areprovided. For this purpose an infrastructure for obtainingEMV statistics through BKM systems is established andthe reports retrieved from these data are shared periodicallywith the members. Furthermore training needs of ourindustry were taken into consideration and two differenttrainings were given to 99 participants from our membersregarding EMV applications.

Testing and certification operations of one of our bankshave been completed as of 2007 regarding BKM3-D Secure implementation model and testing andcertification operations of two more banks are stillin progress. Furthermore improvement operations for theparticipation of 5 of our members are continuing. Mobilesignature integration with BKM 3-D Secure implementationmodel is successfully completed for the first time inthe world and this service would be available to all of ourmembers as of 2008.

AmEx module of International Settlement System, whichwas developed and commissioned in 2006 in orderto provide our members a clearing and fee billinginfrastructure linked with international payment systems,has started to be used actively by one of our membersand testing operations with another of our member havebeen completed.

The infrastructure, which was developed in 2005 in orderto allow members to share brands among each other,is made available to three of our members as of April2007 after necessary customizations and additional worksare completed.

As a part of the efforts for Izmir Business AvailabilityBackup (ISY) Center, necessary works to update thesystem in Izmir with the changes in BKM SwitchingSystem, were completed and application and data updatingbecame automated.

BKM Help Desk, which was established in 2006 in orderto follow up the problems and requests, either found byor notified to BKM, has been made available to ourmembers as of early 2007. Totally 727 tickets were repliedeffectively and quickly through this system, which enablesfollowing up the problems and requests receivedvia phone, e-mail, and Internet.

A project was initiated to ensure compliance of BKM withinternational ISO 27001 Information Security standardsand to include the entire company to the certification andBKM Information Security Management System (BGYS)was established for this purpose and BKM was grantedthe right to use ISO 27001 Information Security Certificateas of April 19, 2007. BKM was the first organizationin Turkish financial industry that has been granted withthis certificate for its entire organization.

2007 y›l› sonu itibariyle, tüm üyelerimiz BKM YönlendirmeSistemi’yle IP protokolü arac›l›¤›yla iletiflim kurabilir durumagelmifltir.

BKM bünyesindeki tüm kullan›c› ve sistem odas› yönetimbilgisayarlar› ve yaz›c›lar› üyelerimize daha etkin ve h›zl›hizmet vermek için yenilenmifltir.

Türk Telekom ile bafllat›lan çal›flma kapsam›nda üyelerimizinBKM ba¤lant› hat kapasiteleri art›r›lm›fl, devre yedeklemeleribirebir hale getirilmifltir. BKM’nin üyelerine internetüzerinden vermekte oldu¤u hizmetlerin art›fl›na paralelolarak, internet ç›k›fllar› iki adet 2 Mbps kapasitesineç›kart›lm›flt›r. Fiber ba¤lant›lar için kullan›lan sonland›rmacihaz›n›n yenilenmesi için siparifller verilmifl, kuruluflaflamas›na geçilmifltir.

BKM’deki sunucular›n merkezi yönetime olanak verecekSystem Center Operation Manager 2007 kurulumutamamlanm›flt›r. 2008’de gerçeklefltirilmesine karar verilenve sunucular›n konsolidasyonuna imkan tan›yacaksanallaflt›rma çal›flmalar› bafllat›lm›flt›r.

BKM BT güvenlik altyap›s›n›n güncel tutulmas› ve ÖdemeKartlar› Endüstrisi (PCI) standard› uyumlulu¤unun devam›n›nsa¤lanmas› amac›yla, harici ve dahili güvenlik a盤› taramas›ile dahili güvenlik taramas› testleri periyodik ve düzenliolarak yapt›r›lm›fl, ortaya ç›kan eksikler tamamlanarak,üyelerimize verilen hizmetin güvenirli¤inin tam olmas›hedeflenmifltir.

BKM Yönlendirme, Entegrasyon ve Online Sistemlerikapsam›nda yap›lan de¤ifliklik ve düzenlemeler arac›l›¤›ylauluslararas› ödeme sistemleri ile (Visa, MasterCard, AmEx)uyumlulu¤un korunmas› amaçlanm›flt›r. Bunun yan› s›rasunulan hizmetlerin kalitesinin art›r›lmas› ve verimlili¤insa¤lanmas› amac›yla birtak›m yeni düzenlemeler de hayatageçirilmifltir. Second phase of BKM Chargeback DocumentManagement System (CDYS), which had been initiatedto ensure that sharing of chargeback documents betweenBKM and its members is integrated with clearing applicationas in international payment systems, was completed andthe project became available for all of our members as ofDecember 31, 2007.

As of the end of 2007 all of our members become availableto communicate through IP protocol of BKM Switching System.

All user and system room management computers aswell as printers within BKM were renewed in orderto offer more effective and faster service to our members.

Preliminary preparation and project preparation operationsfor reconfiguration of BKM Switching System so asto meet increasing number of transactions as well asto keep its hardware and software upgraded in accordancewith the latest technology, have been completed andit is planned that procurement operations will be completedand the project will be implemented in 2008.

As a part of the project being conducted with TurkishTelecom, BKM connection line capacities of our membershave been increased and session backups were convertedto one-to-one. In parallel with the increase in services beingoffered to BKM members through Internet, two Internetoutput capacities were increased to 2 Mbps. Orders wereplaced for renewal of termination device, used for fiberconnections, and installation phase has begun.

Installation of System Center Operation Manager 2007,which enables central management of the servers in BKM,has been completed and virtualization efforts that willallow consolidation of servers and which were decidedto be completed in 2008, have already been started.

External and internal security scan and penetration testsare conducted periodically and regularly to ensure thatBKM’s IT security infrastructure is kept updated andcompliance with Payment Cards Industry (PCI) standardis maintained and any deficiencies found as a resultof these tests were resolved and it is aimed that the servicewe are providing to our members is completely reliable.

It is aimed to maintain compliance with internationalpayment systems (Visa, MasterCard, AmEx) through thechanges and arrangements in BKM Switching, Integration,and Online Systems. Furthermore several newarrangements were implemented in order to increase thequality of service being offered and to ensure productivity(In order for ensuring that data is transferred morecomprehensively among the members, supportingMasterCard cashback transactions within BKM SwitchingSystem; availability of Credit Card Payment, POSPara,and contactless card applications; Visa VDPS transition;implementation of contactless credit card clearing structureand POSPara applications as a part of April 2007 versionof BKM Domestic Clearing and Settlement Module;generating Not-on-us EMV penalties and 3-D Secureincentive applications and statistics as a part of BKM DataWarehouse Project.)

standartlar›n›n oluflturulmas›amac›yla standart çal›flmalar›

tamamlanm›fl ve sektörünkullan›m›na sunulmufltur.

Mevcut BKM uygulamalar›nda, BKM çal›flma komitelerinceöngörülen taleplerin karfl›lanmas›, performans iyilefltirme,uygulama s›ras›nda tespit edilen ya da oluflmas› muhtemelhatalar›n giderilmesi, kullan›m›n kolaylaflt›r›lmas› gibiamaçlar› karfl›lamaya yönelik olarak çal›flmalar düzenliolarak sürdürülmüfltür. Takas ve hesaplaflma hizmetlerinde,üyelerce oluflturulan takas verilerinin, di¤er tüm üyesistemlerince daha sa¤l›kl› bir flekilde ifllenebilmesi amac›ylaihtiyaç duyulan yeni düzenlemeler hayata geçirilmifltir.Merkezi ‹flyeri Veritaban› Modülü efllefltirme algoritmalar›iyilefltirilmifl, yeni algoritmalar dahilinde mevcut tüm iflyeribilgileri sistem iflletmenlerince yeniden gözden geçirilmifl,ayr›ca söz konusu manuel efllefltirme süreçlerineiflletmenler taraf ›ndan daha etkin ve verimlikullan›labilmesine yönelik olarak skorlama ve çok kullan›c›deste¤i uygulamalar› eklenmifltir.

Temass›z ve ön-ödemeli kartlar›n yurtiçi uygulamastandartlar›n›n oluflturulmas› amac›yla standart çal›flmalar›tamamlanm›fl ve sektörün kullan›m›na sunulmufltur.

Sektörle ilgili devlet kurum ve kurulufllar›ndan gelen bilgive uygulama talepleri zaman›nda karfl›lanm›flt›r. Çal›flmagruplar›nda BKM ve üyeleri temsil edilmifllerdir.

2007 y›l› içerisinde, çeflitli nedenlerle (yeni üyesertifikasyonlar›, yeni fonksiyon sertifikasyonlar›, üye sistemde¤ifliklikleri, IP dönüflümleri, vb.) üyelerle toplam 1.191saat Test ve Sertifikasyon çal›flmas› yap›lm›flt›r. Bu testlerkapsam›nda, BKM mühendisleri üyelere kesintisiz dan›flmave destek hizmeti sa¤lam›fllard›r.

2006 y›l›na kadar, 12 POS Marka/Model için tamamlananBKM POS EMV OnSite Sertifikasyonu, 2007 y›l›nda dadevam etmifl ve ilave 5 POS Marka/Modeli için dahagerçeklefltirilmifltir. Ayr›ca, 2005 ve 2006 y›l›nda toplam5 Marka/Model ATM cihaz› için gerçeklefltirilen BKM ATMEMV OnSite Sertifikasyonu, 2007 y›l›nda 1 Marka/ModelATM cihaz› için daha uygulanm›flt›r.

2007 y›l›nda, BKM üzerinden MasterCard’a ç›k›fl yapanüyelerimiz kapsam›nda 10 üye ile 28 MasterCardsertifikasyon projesi, Visa’ya ç›k›fl yapan üyelerimizkapsam›nda 8 üye ile 13 Visa sertifikasyon projesi veAmEx’e ç›k›fl yapan 2 üyemiz kapsam›nda ise 2 AmExATM sertifikasyon projesi gerçeklefltirilmifltir.

The efforts, prescribed by BKM committees, in orderto meet the requests, to improve the performance,to eliminate the problems that are detected or may occurduring the implementation, and to facilitate the utilizationin current BKM applications were carried on regularly.New arrangements, needed by all other member systemsfor processing clearing data of members in a healthiermanner, have been implemented in clearing and settlementservices. Matching algorithms of Central MerchantDatabase Module have been improved, all merchant detailshave been reviewed by system operators in accordancewith new algorithms, and applications such as scoringand multi-user support are added to the said manualmatching processes in order to ensure that they are usedmore effectively and productively by the operators.

Studies on the standards for determining the localimplementation standards of contactless and prepaidcards have been completed and made available to theindustry.

Information and implementation requests, received fromthe relevant regulatory institutions and organizations,regarding the industry have been timely met and BKMand its members were represented in workgroups.

In 2007, totally 1,191 hours of Testing and Certificationoperations were performed with members due to variousreasons (new member certifications, new functioncertifications, member system changes, IP conversions,etc.). For purposes of these tests, BKM engineers haveprovided uninterrupted consultancy and support services.

BKM POS EMV OnSite Certification, which was completedfor 12 POS Brands/Models until 2006, has also continuedin 2007 and was also completed for additional 5 POSBrands/Models. Furthermore, BKM ATM EMV OnSiteCertification, completed for 5 Brands/Models of ATMdevices in 2005 and 2006, was also applied for1 Brand/Model of ATM devices in 2007.

In 2007, 28 MasterCard ATM certification projects for10 members connecting MasterCard via BKM, 13 VisaATM certification projects for 8 members, connectingVisa via BKM, and 2 AmEx ATM certification projects for2 members, connecting AmEx via BKM were completed.

Kurumsal ‹letiflim ve GüvenlikKurumsal ‹letiflim ve Pazarlama Bölümü, kurum içi ve kurum d›fl› iletiflimin en sa¤l›kl› ve kurumun hedefleri ile paralel olarakgerçekleflmesi, bilgilendirme/bilinçlendirme amaçl› organizasyonlar›n düzenlenmesi, medya, kamu ve di¤er kurulufllar ileiliflkilerin yürütülmesi, uluslararas› kartl› ödeme sistemleri ile ilgili geliflmelerin araflt›r›lmas› konular›n› takip eder. Pazarlamafaaliyetleri ile ilgili tüm çal›flmalar› yürütür.

Güvenlik ve Risk Bölümü, yap›lacak operasyonlar ile ilgili gerekli bilgileri toplayarak, operasyonlarda ele geçirilen sahte kart,sahte kart yap›m›nda kullan›lan çeflitli cihazlar, kart numaralar›n›n incelemesini yapar, ilgili bilgileri üyeler ile paylafl›pdoland›r›c›l›¤a karfl› önlem al›nmas›n› sa¤lar. Yurtd›fl› kart firmalar›n›n genel müdürlükleri ile koordineli bir flekilde çal›fl›r,sonuçlar›n› ekspertiz raporu olarak adli makamlara sunar. Mali ve‹dari ‹fller, sorumluluk tan›m›ndaki fonksiyonlar› yerinegetirirken fiirket içi düzenlemelerle birlikte, yasal mevzuatve genel kabul görmüfl ilke ve prensipler do¤rultusundahareket eder.

Corporate Communication and FraudCorporate Communication and Marketing Divisionfollows up the issues for development of internal andexternal communication in the most accurate manner andin parallel with the Company’s objectives, organization ofevents for informing/raising awareness of the relatedparties and public, carrying on the relations with media,public and other institutions and researching thedevelopments in international card payment systems.

Fraud Division gathers the information necessary for theoperations to be conducted, examines the counterfeit cardscaptured during such operations as well as the devices andcard numbers used for manufacturing these counterfeitcards and share such information with the memberinstitutions in order to enable them to take precautionsagainst fraud. It also operates in coordination with theheadquarters of international card schemes and submitsits findings to the judicial authorities as an appraisal report.On the other hand it organizes seminars for security forces,attorneys of member institutions and security departmentofficers of the banks regarding credit card fraud. 

Finance and AdministrationFinance and Administration Department is responsiblefor all financial and monetary liabilities of the Company.Among the main duties of this department are to completedaily clearing and settlement operations of debit cardsand credit cards at Central Bank of the Republic of Turkey,to issue invoices to the members in return for the servicesprovided to them and to collect the amounts of theseinvoices, to optimize financing resources of the Company,to keep and prepare accounting records, financialstatements and declarations, to timely submit themto relevant authorities and to pay any tax that may ariseout of such operations of the Company. Furthermore,preparing the budget and reports as well as conductingall staff and payroll related and all other administrativeoperations of the Company, conducting procurement andinsurance operations and carrying on relations withcommercial enterprises are other duties of this department.

Business Development, Rules & MISBusiness Development Division develops the content,scope and quality of services being offered to memberinstitutions, prepares proposals for new policies andstrategies to ensure that new applications and servicesare implemented, creates and maintains the necessarycommunication and working environment with the memberinstitutions as well as international organizations for thispurpose and plans, coordinates, implements the rules andstandards regarding new applications/services.

Rules & MIS Division follows up the rules and standardsof international card organizations, prepares local rulesand regulations regarding Card Payment Systems andperiodically reviews and updates the current rules andregulations, investigates the institutions that apply for themembership of BKM and prepares accurate and effectivemarket reports and analyses by arranging the statisticaldata, provides information to institutions, such as BankingRegulation and Supervision Agency (BDDK), TurkishCompetition Authority, Central Bank of the Republic ofTurkey, etc., regarding the industry and updates creditcard and debit card interchange commission rates withaccurate and complete data.

Yaz›l›m GelifltirmeYaz› l ›m Geliflt irme Bölümü, BKM bünyesindekullan›lan/kullan›lacak ve kendisi ya da flirket d›fl› kaynaklarcagelifltirilen/gelifltirilecek yaz›l›m projeleri kapsam›nda,haz›rl›k/yap›labilirlik çal›flmas›, tasar›m, analiz, gelifltirme,dokümantasyon, test ve sertifikasyon süreçlerinin, flirkethedef ve politikalar›na uygun olarak, etkili ve verimli birflekilde sürdürülüp sonuçland›r›lmas›ndan, uygulamayaal›nmas›ndan, uygulama sürecinde oluflan de¤iflimihtiyaçlar›n›n karfl›lanmas›ndan ve bunun için gerekli olanifllerin tümünü planlamak, yürütmek, kontrol ve koordineetmekten sorumludur.

Uygulamadaki bilgi ifllem sistemleri olan; BKM SwitchSistemi, BKM Entegrasyon Sistemi, Yurtiçi Takas veHesaplaflma, Birleflik Uyar› Listesi, Switch ‹fllemleriÜcretlendirme, Üç Ayl›k/Ayl›k ‹statistik, Sistem Aksamalar›,Merkezi ‹flyeri Veri Taban›, Intranet Tabanl› BKM Online,BKM Raporlama Uygulamas›, BKM 3-D Secure Sistemi,Uluslararas› Hesaplaflma Sistemi-AmEx Modülü, BKM ISOSimulatörü ve BKM Veri Ambar›’n›n flirketin, üyelerin vekartl› ödeme sisteminin ihtiyaçlar› do¤rultusunda, kabulve tarif olunan kalite standartlar›nda, uyumlu, hatas›z,sürekli ve güvenli çal›flabilirli¤ini sa¤lamakla yükümlüdür.

Veritaban›, Ambar› ve Güvenli¤i Bölümü; BKM bilgi ifllemsistemleri kapsam›ndaki projelerin uygulama ve testveritaban› çal›flmalar›n›n yap›labilirlik ve uygulamaprojelerinin haz›rlanmas›ndan; bunlar›n uygulamayakonulmas›ndan, veritaban›/veri ambar› gelifltirme ve bak›mçal›flmalar›n›n gerçeklefltirilmesinden sorumludur.

Teknoloji HizmetleriSistem ‹flletimi Bölümü; BKM’nin üyelerine verdi¤i Switch(Yönlendirme) Sistemi iflletimini 7/24 kesintisiz sürdürmeyisa¤lamaktan, Yurtiçi Takas ve Hesaplaflma (YTH), SwitchÜcretlendirme (S‹U), Birleflik Uyar› Listesi (BUL), Merkezi‹flyeri Veritaban› (MIV), Ayl›k ve 3 Ayl›k ‹statistikler (AU‹),BKM Veri Ambar› (BVA) ve Chargeback Doküman YönetimSistemi (CDYS) hizmetlerini ve BKM online hizmetleriniaksamadan yürütmeyi sa¤lamaktan, bu hizmetlerdo¤rultusunda üyelerimizce yap›lan her türlü veri transferinigerçeklefltirmekten ve söz konusu hizmetlerle ilgilisorunlar›n BKM Yard›m Masas› ile tek noktadanizlenmesinden sorumludur.

Application DevelopmentApplication Development Division is responsible to perform,conclude, and implement the preparation/feasibility study,designation, analysis, development, documentation, testingand certification processes as a part of software projects,which are being/will be used within BKM and have been/willbe developed either by BKM or by external resources, incompliance with the Company’s objectives and policiesin an efficient and productive manner, to meet anyrequirements that may occur throughout theimplementation process and to plan, conduct, control andcoordinate all of the works required for this purpose.

It is also responsible to ensure that the information technologysystems, which are currently in live, such as BKM SwitchSystem, BKM Integration System, Domestic Clearing andSettlement, Combined Warning List, Switch Fee Billing,Quarterly/Monthly Statistics, System Breakdowns, CentralMerchant Database, Intranet Based BKM Online, BKMReporting Application, BKM 3-D Secure System, InternationalSettlement System-AmEx Module, BKM ISO Simulator, andBKM Data Warehouse, operate consistently, continuouslyand reliably in accordance with the accepted and describedquality standards as required by the needs of the Company,members and Card Payment Systems.

Database, Data Warehouse, and Information SecurityDivision is responsible to prepare feasibility andimplementation projects of the application and testdatabase operations associated with informationtechnology systems of BKM, to implement them and toperform database/data warehouse development andmaintenance tasks.

Technology ServicesSystem Operations Division is responsible to ensure continuous (7x24) operation of Switch Systemand uninterrupted provision of services such as Domestic Clearing and Settlement (YTH), Switch Fee Billing (SIU), CombinedWarning List (BUL), Central Merchant Database (MIV), Monthly and Quarterly Statistics (AIU), BKM Data Warehouse andChargeback Document Management System (CDYS) and BKM online services which are provided by BKM to its members,to perform any kind of data transfer of our members through these services and to monitor problems regarding theseservices from a central point together with BKM Help Desk.

System and Communication Division is responsible to ensure that the management required for reliable operation of alldevices, composing the infrastructure of information technology systems of BKM’s headquarters in Istanbul and BusinessContinuity Backup Center (ISYM) in ‹zmir, through an effective, continuous and productive manner in accordance withPayment Card Industry (PCI) Standards, to provide the necessary support and controlling mechanisms, to carry on therelations with companies supporting the information technology infrastructures of BKM, to resolve problems that ourmembers encounter with and to establish the coordination between BKM and its members, required for technical issues.
